2013 Fanha‘aniyan Pulan Chamorro About the Western Pacific Regional Fishery Management Council Acknowledgements The Western Pacific Regional Fishery Management Council was established by Congress in 1976 to manage fisheries in the offshore waters surrounding Guam, the Commonwealth of the Northern Mariana Islands, American Samoa, Hawaii and the U.S. Pacific remote island areas. The fisheries in federal waters surrounding Guam are managed under the Mariana Archipelago and Pacific Pelagic Fishery Ecosystem Plans. The tide charts with the moon phases and moon rise and set times in Chamorro time for Hagatña, Guam, were provided by Barry Smith, retired, University of Guam Marine Laboratory. The seasonal fishing predictions were provided by the fishermen in the committee and consolidated by committee member Jesse Rosario. The illustrations in the calendar are the winning entries of the student art contest held on Guam on the theme of “Kontenuha Muna’lå’la’ put Kutturåt Chamorro yan Siguridån Nengkanno’” (Moonlight Talk: Addressing Sustainability through Chamorro Cultural and Food Security).” This theme encouraged class lessons and discussion on how traditional knowledge and cultural practices promote sustainable use of natural resources and ensures the island’s food security. It was chosen in preparation of the 2013 First Stewards Symposium “United Indigenous Voices Address Sustainability: Climate Change and Traditional Places” to be held at the National Museum of the American Indian in Washington, DC (www.firststewards.org). The first-place Grades 6–8 poster will be displayed at the event. The lunar movement directs the life cycles of the flora and fauna of the land and ocean and is central to life in our islands. Cultural practices and sound traditional management of natural resources have ensured the availability of food and allowed the people of the Marianas to survive for four millennia. Today, climate change and other threats to natural resources can have catastrophic impacts on Chamorro culture and food security for the people of the Marianas. Poor land use practices lead to pollution, chemical and sedimentary storm-water runoff, and coastal development that reduce the coastal flora and compromise near-shore coral reef habitat. Climate change can have both negative and positive effects, altering fishing seasons while reducing typhoon impacts and increasing the bounty of pelagic fish, most especially atulai (bigeye scad).
