Chairman Morgan called the meeting to order in Meeting Room 315A of the Orange

The agenda, and the Minutes from the 4/17/99 meeting of the Committee, were approved
as written.
Agenda Items :
Item 5a – DAB Subcommittee Report
Mr. Smith, DAB Subcommittee Chairman, noted that all those in attendance at this
meeting had also attended the DAB Subcommittee meeting held just prior, and consequently
gave a very brief review of the activity at the earlier meeting [refer to the Minutes of that meeting
for a complete accounting].
Item 6 – RBDS Subcommittee matters
Mr. Marino began by explaining that the original plan for this meeting was to consider
suspension of the RBDS Subcommittee (due to the successful completion of the RBDS
Standard revision), but recent activity within the International Electrotechnical Commission (IEC)
regarding international standardization of RDS/RBDS requires the NRSC’s attention, making this
an inopportune time to consider suspension.
Then, Mr. Wright, Chairman of the RBDS Subcommittee, introduced three documents
(Attachments 1-3 to these Minutes) which explain some of the details and concerns regarding
the IEC standardization effort. A lengthy discussion on this matter ensued; of paramount
concern to the group was the fact that the IEC work was proceeding without U.S. participation
and as a results some key portions of the RBDS standard were being omitted from the IEC
standard. The group asked for Mr. Hanover’s guidance to identify the proper IEC contact
protocol regarding this matter.
Mr. Taylor made a motion that the NRSC should formally notify the IEC of its objection to
the present draft of the IEC RDS/RBDS standard, specifically, that it is improper for the IEC to
edit the RBDS standard without the NRSC’s cooperation, which was seconded by Mr. Davis,
and passed without objection.
Item 7 – Other business
Mr. Layer made brief reference to the recent NRSC rules revision, and distributed a copy
of a memo pertaining to that matter which had previously been sent by mail to all NRSC
members (Attachment 4). He encouraged all members to re-submit applications in accordance
with the instructions on the memo at their earliest opportunity.

Item 8 – Next meeting
The next meeting was set for the week of January 3rd, to be held in Las Vegas, NV in
conjunction with the CEA Consumer Electronics Show. Exact time and place will be
determined by staff and announced prior to the meeting.
The meeting was adjourned at 5:27 PM.

NAB and CEA staff will contact the IEC regarding the NRSC’s objections to the current IEC
RDS/RBDS standardization process.
