INTRODUCTION

e year 2013 has been characterized as
a year of commitments and successes
achieved by Kosovo Police, as a result of a joint
approach of providing internal security in the Republic of Kosovo, which approach is characterized with the increased support and cooperation
with citizens as well as local and international
institutions, in addressing common security challenges. During this year, there was a variety of
commitments by Kosovo Police, beginning from
the commitment of improving the life of citizens of Kosovo, through promotion of community safety and security, as well as increasing the
welfare and life quality, to the implementation of
many operations, which resulted successful in all
fields of law enforcement, especially in the field
of organized crime and corruption. From this context, it is worth stressing that the joint operation
of international character, where Kosovo Police
together with other counterpart agencies of the region and Europe, managed to successfully destroy
several criminal groups of trans-border organized
crime In order to be more successful in addressing challenges of internal security in the Republic
of Kosovo, Kosovo Police operates in accordance
to the contemporary policing approach, such as:
The new work methodology with the concept of
Community Policing within the strategy and action plan 2012-2016, as well as the Intelligence
Led Policing. It is worth mentioning that experts
of those fields within KP have intensively worked
in identifying all important issues within the conceptual reforming process of Kosovo Police, in
order to advance the police work, giving priority
to the proactive approach, where we have managed to change the existing paradigm both within
KP and also among our society, in general.
At the same time, it is worth mentioning that in
accordance with the SOCTA model, Kosovo Police makes assessments regarding threats of serious crimes as well organized crimes, which model
helps in identifying risks and planning approaches to certain tenders which are considered as concerned not only for Kosovo and the region but also
beyond. Establishment and operationalization of
the Regional Directorate of Police for the region
of north Mitrovica, is one of the achievements of
Kosovo Police and local and international institutions, during 2013, through which it is required
to build capacities of Kosovo Police in providing sustainable security in the region of the north
of Mitrovica. Given the importance of providing
border security for the sustainability of the security in the Republic of Kosovo, Integrated Border
Management (IBM) has also been one of the priorities and achievements of KP during 2013. This
process supported the free movement of citizens
and goods, as well as prevention and combating
inter-border crime. Advancement and carrier development of KP members has also been one of
the priorities of 2013, where there were conducted transparent promotional processes on the bases
of the standards determined by law, where after
a relatively long period every member of KP had
the opportunity to present values and professional
knowledge, thus being part of the promotional
processes. As a result of joint activities in providing security in Kosovo, it can be concluded that
Kosovo is not only a country which consumes security, but also a country which generates security
not only for our country but also for the region
and beyond.

DEPARTMENT OF OPERATIONS
Department of Operations is consisted of three divisions: Division of Public Safety, Division of
Specialized Units and Division of Road Traffic.
Within this department there have been
conducted a lot of activities within the
divisions,
directorates
and
organizational units, where in this
report there will be presented some of
the most important activities.
Based on analysis and assessments of
keeping the public safety, there have
been drafted 38 operational orders, 1
operational plan as well as action plans. After completion of the operations, the analysis and
the post-operational report is done. Some of the orders to be mentioned regarding the
importance as well as the assessment of risk but also regarding the commitment of human
resources are:

From Kosovo Police, it is observed the cultural-religious situation in 3o facilities as well
as the risk assessment is made about them. This is a security for 24 hours a day.

Providing the physical security in various diplomatic, government and police facilities
with 119 static points;

Many visits and inspections have been made in all regional police directorates, in
detention centers, file rooms as well as joint inspections have been conducted with the
Inspection Unit of GDP, then reports have been drafted and recommendations have
been made.

SOPs have been updated, 2838 various requests for support by KP have been received,
while among them 2762 have been realized.

Meetings with representatives of local institutions, with representatives of embassies
and liaison offices have been planned and held.

A proposal for making the database in accordance to the Form of the Submission letter
for minor offences in Traffic has been prepared;

With the initiative of MIA, KP/DPBP, OSCE and ICITAP in AKSP, the Coordination Office of
Community Safety has been opened, which has been equipped with inventory from
OSCE and ICITAP;
-
(5)Local Committees of Public safety have been established in accordance with the
methodology and strategy “Community Policing” as well as a survey and analysis has
been made for functionalizing of section activities”;

Presentation held for representatives of the Swedish embassy regarding the police
approach in community protection LGBT;
-
Meetings of the steering group for monitoring of implementation of the National
Strategy of Community Safety;
-
Support of the documentary for Kosovo Police, for juvenile delinquency and using the
interviewing rooms for juveniles;
-
Workshop organized by OSCE within municipalities of Kosovo, regarding the increasing
of cooperation between police, municipality and safety forums, and the monitoring of
projects goes on: “Know your police officer”; “Celebrate with heart and not with guns”;
“Say no to drugs”, “I feel safe in my school”;
-
Study visits were realized: Montenegro, Ireland and Turkey, regarding police
experiences in the community and police approach to delinquent minors.
-
Debating workshops have been organized with all coordinators of sections and police
officers in community, regarding the Administrative Instruction 05/2013 in prevention
of child labor; Workshop in Fushë Kosovë “Analyzing the security situation” organized by
UNDP-25.09.2013;

In 2013 there have been reported 54180 cases from which 36642 are criminal offences.

Number of cases has been increased by 19.34%. In comparison to the last year, (chart
nr.1), while the number of criminal offences has also been increased by 2.97% (chart
nr.2)

Following we present some of the most serious criminal offences compared to 2012:

Criminal offences Murder has been decreased from 55 offences in 2012 in 39 offences in
2013;

Criminal Offence Theft has been increased from 8607 cases in 2012 in 8689 cases in
2013;

Criminal offence Aggravated Theft and robbery have also been increased from 7093 in
7423 offences and from 448 in 493 cases from 2012 in 2013.
Unable to note down all activities of the Division of Public Safety, the table no. 1 shows some
main activities of this Division.

During the year 2013, from police officers of this department there have been arrested a total
of 17004 persons, 8462 of which according to police authorizations, 8540 with the order, and 2
persons with other orders. It is worth mentioning that during the year 2013, 3397 persons have
been detained in the detention centers. Regarding the implementation of orders by the courts,
this year we have an increase of 3.8% compared to the last year.

Therefore, main activities of the Division of
Road Traffic are oriented in fulfillingimplementation of the action plan which
will be presented in the written and
tabular form in this report.


 DRT cooperated with local, national and international institutions, and it is worth
mentioning here the cooperation memorandum with the Albanian State for joint
police patrols, in order to increase the road traffic safety during the summer season;
 During this period of time, there have been built the capacities of the Highway Control
Unit as well as the Traffic Unit in Prishtina;
 DRT has performed 617 escorts of transporting hazardous material and 198 escorts of
important personalities;
 DRT participated in Working Groups- “Drafting the Strategy of Road Traffic Safety and
the Action Plan” as well as “Drafting the National Strategy for Prevention of Crime and
the Action Plan 2012-2017”;
 DRT in cooperation with the Ministry of Infrastructure and the Kosovo Bureau of
Insurances prepared, drafted and began the implementation of - “European Accident
Report”;
 DRT addressed to the Ministry of Infrastructure thirty-eight (38) reports about the
conditions of the road infrastructure, as well as the proposal for creating the working
group for technical control of the road infrastructure of high importance;
 DRT drafted the report – “Analysis of accidents in Road Traffic for the period JanuaryMay 2013”;
 DRT participated in several conferences, workshops, local, regional and international
roundtables, thus following we present some of them:
 International Conference of Insurances – “Discussion on Green Card System and
Challenges of membership in the Council of Bureaus”;
 Conference – “Relationship between media and Police, improvement of information
through media on security issues”;

 Roundtable in the Republic of Albania – “Road Safety”;
 Workshop in the Republic of Albania – “Thematic Roundtable on Transport”;
 Conference - “BALPEK III”;
 Roundtable organized by ICITAP –“Safety in the road, safe life;
 Roundtable – “Improving service delivery – exchanging experiences in planning and
mobility activities”, organized by USAID”;
 Participation in the working group in the Road Safety Forum related with
- “Child
Safety on the road 2013”;
As it may be seen on the table 3 and 4 this year, in 104 fatal accidents 119 persons lost
their life, while last year in 116 fatal accidents 121 persons lost their life. The Decrease of
fatal accidents by 10.34% resulted with the decrease of only 1.6% of dead persons. In the
table it may also be seen that there is a decrease of the number of dead drivers and
pedestrians, while we have a high increase of dead passengers.

While, as for imposed tickets for minor offences in road traffic, during the year 2013 a total of
286922 tickets have been imposed, which means that we have an increase by 15.79%
compared to the last year.

DEPARTMENT OF BORDER
Following we present some activities of this Department for 2013
-
Agreement of establishing one joint center of police cooperation, signed on 16.04.2013,
in Tirana, implementation started on 15.06.2013.
-
Agreement for opening joint BCP in Krosheve (Dragash) – Shishtavec (Kukës) signed on
16.04.2013, in Tirana – started implementation on 10.05.2013,
-
Agreement for opening joint BCP in Orqush (Dragash) – Orgjosht (Kukës), signed on
16.04.2013, in Tirana - started implementation 26.06.2013.
-
Agreement for opening joint BCP in Glloboqicë (Dragash) – Borje (Kukës) signed on
16.04.2013, in Tirana – started implementation on 26.06.2013
-
Agreement for building joint BCP in Bellanovce – Skopje, this was signed on 24.06.2013
in Glloboqica. It is ongoing.

The Protocol of Integrated Border Management with the Republic of Serbia

The Protocol for Joint Patrolling Along State Border between the Republic of Kosovo,

Infrastructure and Technology
Functionalization of the Border management System BMS is completed and submitted to
Kosovo Police in Use and Management.

Patrolling Platoons facility at Hani i Elezit is Renewed.

The placement of joint control cabins Police-Customs was realized throughout the all
Border Crossing Points.

The project of establishing police unit with dogs K-9 is in the process of realization.

taking the responsibility from KFOR are done, but the responsibility from KFOR to

As it is seen from the table, during this year we have an increase of cases declared as criminal
acts from 934 to 981, so there is an increase of 47 cases.
While regarding to the initiated cases during this year, we have an increase from last year from
1,424 in 1847. The most frequent offenses except traffic tickets were; illegal residence,
residence up to 90 days, illegal transportation of woods, disrespecting the deportation order,
false presentation, etc.. In all offenses an increase is noted, except for the minor offense of
illegal residence and illegal transportation of woods where there is a decrease compared to the
data of the previous year. In the following are presented data for the seized material evidence.

Except these confiscations presented on the table, police officers of the border department
have confiscated a great number of various products, including food ones, clothes, fuels, house
hold products, various electric parts, various
part of hydro system installation, etc.
During 2013, police officers of this
department arrested 264 persons by local
warrant orders, 15 persons by various
international warrant orders, as well as
they stopped altogether 160 persons in
detention centers.
As for control of the second line, during
this year are searched 26600 persons in
total, 22252 vehicles and 18973 documents.

Beside the operations presented in table nr.9, Border Police during this year has realized 130
joint operations with Kosovo Customs (Unit FAST) with SOU-K9 and other units, joint patrolling
with KFOR 54, Kosovo Customs 31, SOU-K9 in total 91. With the Albanian Police are realized 111
joint patrolling, 101 with Macedonian Police, while with Montenegrin Police 41 synchronized
patrolling.

DEPARTMENT OF INVESTIGATION
Department of Investigation has realized the
planned objectives and activities for 2013 on
preventing and combating Organized Crime
and Serious Crime in general. This year the
Kosovo Police drafted its first report called
"SOCTA" which is about the assessment of
threats arising from organized crime and
other serious crimes.
Department of investigation directed its
activities in: Preventing and combating
organized crime (trafficking with human
beings, trafficking in narcotics and smuggling)
and terrorism. Increase the professionalism,
efficiency and quality of investigation.
Increase the efficiency in detecting and
tracking the offenders against economic crimes, corruption and financial crimes. Establishment
and strengthening inter institutional and international cooperation. Also it has performed the
activities and objectives arising from National Strategies (against the organized crime, against
the narcotics trafficking, against the human trafficking, against the terrorism, etc.).
During this year a revision of the annual plan and fulfilling the objectives and activities in
national strategy; against the organized crime; against the trafficking with narcotics: against
trafficking with human beings; against terrorism, as well as Drafting the Strategy Intelligence
Led Policing 2013-2017.
In order to achieve a greater success in realizing the objectives and activities in the security
sense, continuous efforts are being made in increasing the organizational capacities, personnel,
environmental and methodological in offering law enforcement in most professional, effective
and efficient way in crime combating and investigating.
During the year 2013 within the Department of Investigation was worked on 1874 cases, 1232
of them are new cases, 283 transferred from other units within Kosovo Police, while 359 cases
are inherited from previous years. 980 criminal charges are filed, 49 of them are with unknown

perpetrators, while 931 criminal charges with known perpetrators, 906 suspects are arrested
and 61 criminal groups are hit and destroyed. 272 operations are realized by the officers of this
department, 158 operational plans, 387 raids, as well as 455 searched premises.
Based on the law on extended powers for the confiscation of property obtained by criminal acts
during 2013 following assets were seized/confiscated and sent to the agency of confiscated
assets management:

The goal of Department of Investigation during this period has been more qualitative
investigation of cases of organized and serious crime. In this regard engagement in
international joint investigations, especially in cases of narcotics investigation has been one of
our priorities.
KP on October 21, 2013 took part in international joint operation, codenamed "ELENIKA" which
was conducted in coordination with police states of: Albania, Bosnia and Herzegovina, Croatia,
Slovenia and Austria, in which case were conducted 117 raids in Italy, Bosnia and Herzegovina,
Albania and Kosovo, 71 people of different nationalities were arrested, 600kg of heroin and
500kg of marijuana were seized, weapons and other material evidence.
Also, KP initiated another
operation of international
character
code
named
“TRANZITI”
after
an
investigation
from
2009
together with the Albanian,
Italy and Switzerland Police
resulting with 6 arrests (3 in
Switzerland and 3 in Kosovo)
and confiscation of 127kg
marihuana. As it is seen only in
these two operations 1227 kg

Following are given the results according to divisions.
During 2013 within the Division of Crime Investigation there was worked in total of 777 cases,
of which 504 new cases, 108 cases were transferred from other units within the Kosovo Police,
while 165 cases were inherited from previous years. 166 cases remain open and will be
transferred to the following year. From these cases, 132 of them have been investigated by the
directorates within the Division of Crime Investigation, in cooperation with other local and
international institutions and that:


During 2013 by the departments within the Division of Crime Investigation are filed 514
criminal charges in total, 14 of which with unknown perpetrators, while 500 cases against
1,075 persons. It was managed to identify a total of 911 suspects, 175 of whom were arrested
by the order of the competent Prosecution. In total 17 criminal groups were destroyed, 63
operations, 58 operational plans, 134 raids, as well as 145 premises controlled / closed.
According to the law on extended powers on confiscating the wealth obtained by criminal acts
during 2013 are temporarily seized/confiscated and sent at the agency of asset management
57.506,85 euros.
During this year by various police units 4016
intelligence reports were received, 791
intelligence reports were distributed, 131
different analytical reports were drafted, 117
people profiles, 114 reports of risk assessment
and security situation, 85 statistical reports,
and 13,671 various requests in total were
received and treated.
It is worth mentioning that from the results of
the above mentioned division, Directorate of
Economic Crime and Corruption in 2013 has
filed a total of 485 criminal charges, 11 of which with unknown perpetrators, while 474 cases
involving 1,006 persons. It was managed to identify a total of 840 suspects, 141 of whom were
arrested by order of the competent prosecution office.
It is also worth mentioning that from the section of war crimes 29 cases of exhumation are
realized as well as 19 bodies are exhumated, while the section of domestic violence has
monitored 995 cases of the domestic violence in total and 138 cases of child abuse.

Directorate Against Terrorism (DAT) this year has been mainly involved in prevention and fight
against terrorism, also increased attention this year has given to the field of financing terrorism
and the phenomenon of people going from Kosovo to SYRIA. In this respect, the level of
cooperation is with KIA, FIU, ATK and departments and units within the KP are increased. DAT
has been involved in 10 Operational Plans for various events throughout the year and has
developed the 1 operation in the realization of the objectives and detection of cases under
investigation.
Forensic Technicians of the scene section have processed in the technical-forensics way 28
criminal cases. Within these cases and in connection with these cases there were also other
technical and forensic actions, such as: raids, vehicle examination, and autopsy.
Within the Division of Organized Crime was worked in total of 1,043 cases, of which 711 new
cases, 175 cases transferred from other units within the Kosovo Police, while 157 cases were
inherited from previous years. 166 cases still remain open and will be transferred to the
following year. From these cases, 119 of them have been investigated in collaboration with
other local and international institutions such as:

In the directorates of Division Against Organized Crime are filed in total 461 criminal charges,
35 with known perpetrators, while 426 criminal charges with known perpetrators. 719 suspects

As well from the offices of this division 423 special reports are preceded at the Prosecution
office, 52 cases are identified and 40 victims assisted, assisted in 91 cases, inter institutional
and international cooperation in 38 cases.

Achieved results from the activities of the Special Anti Corruption Department
Possible critical, potential fields of committing corruptive acts with serious consequences for
Kosovo Budget are identified, where it is suspected of senior officers’ involvement.
Among the cases evaluated very important, for SACD is the confiscation of property obtained
by crime. For this reason SACD because of suspicion that the wealth of some suspects
originates from crime, during the criminal procedure of 2013 in cooperation with Special
Prosecution office seized temporarily and remain seized these property: Resident house – 1;
Passenger vehicle - 1; Real estate (Land)-1; Cash money 5500 euros.

decision for temporary appointing in duty 885, decision on acting 293, decision on leave with
payment 125, employment verification 1621, promotion 211, administrative transfers 24 etc.
Section of Data Base administered in total 21819 documents while in previous year this number
was 19131 documents. Dossier room managed with 31357 documents, while previous year
there were 50629 documents. Unit of personnel and ID cards with 965 ID cards, while in
previous year 721. Unit of personnel support with 35354 documents while in previous year with
20640 documents, that means that all works were performed conform written rules and work
Plan.

Directorate of Performance and Career Development
On 15th March a promotion ceremony was held I which 19 Majors and 64 Captains we
promoted, while after the ceremony by the decision of the director general were promotes
another 8 captains from the waiting list, as well as 2 Lieutenant Colonels. During this year a test
for rank Lieutenant took place where on 6th September 2013 was held a promotion ceremony.
While in December 2013 a test for rank Sergeant was held which is an ongoing process as well
as other activities of the promotion process where are promoted 96 lieutenants.
Main activities of the Directorate of Health Services:

In cooperation with Kosovo Health Institute has realized first phase of vaccinating with
vaccines against seasonal flue for KP members.

In cooperation with Blood Transfusion a campaign “Volunteer Blood Donation” was

Within the Directorate of Internal Services operates the following departments: Archive Unit,
Central Register Unit, Translation Unit and Secondary Job Unit. All these Units have performed
all works according to prescribed periodic planning. It is worth mentioned that the Central
Register Unit during this year has protocoled 23026 received letters and 34042 sent, while the
Translation Unit has translated total 2745 pages from Albanian language into Serbian and vice
versa, while simultaneous translations 944 hours., 1903 pages were translated from English
language into Albanian and vice versa as well as simultaneous translations 153 hours. The Unit
of Secondary Jobs has conducted 26 contracts with facilities and 43 with sport clubs.
Training Division aims the professional increase of all the employees of Kosovo Police through
basic, advanced and specialized trainings, inside and abroad the Republic of Kosovo, as well as
to support the trainings for the staff in all organization levels of Kosovo Police, while in
comprise has the following directorates:

DEPARTMENTI OF SUPPORT SERVICES
Within the Department of Supporting Services operates the following directorates: Directorate
of Information and Communication Technology, Directorate of Logistics, Directorate of Facilities
Management, Procurement Directorate, Directorate for Budget & Finances and Unit of Central
File Room.
Department of Supporting Services during one year period in function of the support of police
needs, has achieved to provide the necessary equipment, appropriate services and to contract
performing of works, conducting 1134 projects, equivalent with budgetary expenses in the
measure of 97,48%.
Directorate of Information and Communication Technology during this year has developed a
series of activities with the aim of implementation of the planned projects in the ICT strategy
2011-2015 as well as Strategic Development Plan 2011-2015 of the Kosovo Police, as following:

After expiration of the system maintenance contract, BMS system (Border Management
System), specialized personnel of ICT Directorate during this year has continued the
work in maintaining and administration of the BMS system, including also the BMS
system, Green Border and BMS Mobile. There was also made implementation of the
data integrated management with Albania (BMS/TIMS) in border points Qafë-Morinë,
Qafë-Prush and Vërmicë, as well as there were created the tool that makes
automatically this exchange of data between these two systems. Also during this phase
are prepared technical specifications for maintenance and modification of the system
where it is still in procurement procedures.
The project of development the Integrated Information System of Kosovo Police (IISKP)
has begun to be implemented since the winning company contracted by the ECLO
(Office of European Committee) has approved the dynamic plan. During this year has
completed the first phase of implementation of the project of defining the architecture
and requirements in detail as well as completing the second phase of this project which
is development of system. After this phase will continue the testing phase of the system
and training of users and the complete system implementation will also last four months
to complete the implementation and functioning of the system.
In October of 2013, there was made inauguration of the project of Kosovo Police Data
Center (vCloud) which was financed by the American government through the ICITAP.
The project for increasing the microwave link capacity (antenna), construction of the
infrastructure for ICT equipment was made in close cooperation with KP experts from
the ICT Directorate financed by the American ICITAP in Prishtina. This project has been
completed successfully and there is also included the construction of eight transmitting
points with additional infrastructure. The antennas were located in the 7 highest peaks
in Kosovo: Gërmi, Green Hill, Golesh, Qyqavicë, Zatriq, Zym (was built only the pillar)
Budakovë and Cërnushë). At all points of the project were built the pillars and installed
the microwave links. Their length is 40 meters and meets the KP requirements.
During this year was also completed the development phase of the PRIMS system for
human resources modules, finances and logistics. There was made the installing and
presentation of these modules in GDP and after inclusion of the recommendations

derived from the users for improvement of the system, it is expected to continue with
the installation of the new version of this system.
During this year there were installed the security camera systems into two locations, in
the Logistic Base and one in another location, as well as it was continued with
monitoring and administration of the current camera system.
In the (GIS) project, Kosovo Police has drafted the plan for implementation of the GPS
system in the operative vehicles of KP.
During this year there has also started the work about extension and implementation of
the network through the optical fibers in cooperation with PTK. In total 11 police
facilities are interconnected via fiber optic, while in other police facilities the extension
and functionality of optic fiber.
During this year were conducted in total 36366 activities of the IT nature, and 3160
interventions of the telecommunication nature.
Directorate of Logistics during this year has also developed a range of activities, with the aim of
realizing and implementing the planned projects in the ICT strategy 2011-2015, as well as
Strategic Development Plan 2011-2015 of the Kosovo Police, as following:

In the foundry of Janjevo was made the destroying of seized weapons with the order of
the Prosecutor/Court and conform the SOP, ZENDP 08/138/10. The procedure of
destroying was financed by the UNDP.
During this year was completed the change of ammunition for all police officers.
In the Ministry of Infrastructure was made the request for approval of opening the
Center for technical control of KP vehicles.
In the Ministry of Trade and Industry respectively in the Department of oil market
regulation and strategic goods was submitted the request for consent to the technical
conditions for the functioning of the fuel station in the Kosovo Police. The Commission
on the inspection of technical conditions established by the MTI has come up with an
estimate that the facility meets the technical requirements for subsistence operation
including some additional investments which are in process.

Functionality of Regional servicing Centers of vehicles (into all RDP),
The analysis of the requests and costs of the planned project “Supply with motorcycles”
and the project “New design of the KP uniform” has been made.
In the operational logistics were received, signed and proceeded 1226 requests of
procurement from the regional directorates and GDP, and was made their submission in
the Directorate of Finances,
During this year, Regional Directorate of north Mitrovica was also supplied with logistic
equipment and supplied the new generation with clothes, police equipment, weapons
and ammunition.
It is worth mentioned that the Directorate of Logistics during 2013 has implemented the
requests in amount of 8,150,753.68 €.

The Directorate for Budget and Finances during this period has prepared medium-term frames
of the expenses for 2014-2016.

Financial estimates has been made, in order to implement the agreement with Serbia,
and there were also financially supported various projects for the northern Mitrovica

There were made the savings of budgetary resources with fuel over 420 thousand euro
or expressed in percentage about 11% as a consequence of the undertaken measures
from the senior management of the Kosovo Police.
-
We have made the implementation of Administrative Instruction approved by the
Government of the Republic of Kosovo, which sets payment for families of policemen
killed on duty.
-
Are greatly reduced liabilities carried forward from 2013 to the current year, this
phenomenon has consistently followed the Kosovo Police budget, we estimate that this
is a great success in budget management based on strategic objectives and priorities
under performance.

Implementation of the budget for 2013 is 72,282,582.23 € or expressed in percentage is
97.48%

The main activities of the Department of Facilities Management during this year have been:

Construction of garages and shooting range in GDP 76% (the contract is terminated).

Construction of the house for dogs

Construction of the Regional Directorate of southern Mitrovica.

Inventory of the operational center.

Planting of greenery in the GDP yard.

Construction of the center for vehicle servicing in the Gjilani and Kamenica region.

Construction of the Administrative and Support Services building – GDP

Funcionalisation of the building of DRM-North

Supply and installation of doors, windows, tables, transformers, etc. in police facilities
according to the need.

Implementation of requirements that are addressed to our Directory from the Regions
This directorate apart the implemented projects has a large number of the projects in
procurement procedure, in progress and compiling process.
Directorate of Procurement during this year has achieved through respecting of procurement
procedures (LPP 04/L-042) and transparency, during the procurement activities to contract the
supplies, services and work. This Directorate has had in total 1134 projects, the initiated
amount of the projects during this year has been 21.530.152,31€, while the amount of
implemented projects has been 16.477.151,23€.
Central Evidence Room Unit has also realized planned activities. This Unit from the GDP
Directorates has received 812 old cases with evidence, 180 cases with new evidences while in
the Evidence register in database are recorded 827 cases as well as have destroyed weapons
and narcotics by the court decision.


Regional Directorates beside the press releases as can be seen in this chart, have also realized
interviews for radio and televisions, press conferences, participation in TV programs as well as
other activities.
Monitoring of the daily press and of all the events with interest of public opinion, is one of the
primary duties of the Public Information Office to be familiarized with innovations which take
place in the Republic of Kosovo focusing on the events related to security issues.
In cooperation and with the assist of KFOR, there were realized lot of spots with video and
audio, which are transmitted in main mediums in Kosovo and some of them were repeated
with some small changes.
593 official information were published in the (intranet and web) by the media office, 360 24hours reports from Q.O. (Intranet) photo of the week in Intranet 92, internal competitions in
intranet 68; Quick information in intranet: 16265, as well as other various publications.
OIPR remains committed for transparency of KP but focusing on the publication of information
that arouse the interest of public.

DIRECTORATE OF WITNESS PROTECTION









The Directorate of witness protection during 2013 has increased the human capacities
and was equipped with work tools.
There was signed an agreement for receiving of a donation with communication
equipment from WINPRO II and KP.
There were signed administrative Instructions arising as an obligation from the Law on
Witness Protection, (secondary legislation);
There were signed two AI arising as obligation from the Law on Witness Protection,
dealing with the implementation of the protection program.
The SOP for DMD was approved by the General Director.
There was established the Commission as required by the Law on Witness Protection.
There were signed the internal forms of DMD by the General Director of KP.
There were signed three understanding memorandums with other Institutions outside
the KP.
The officials of this Directorate have participated in six (trainings) inside and abroad the
country and in three regional conferences as well as working visit in Albania.
DIRECTORATE OF INTERNATIONAL COOPERATION IN THE FIELD OF LAW ENFORCEMENT
ILECU (International Law Enforcement Coordination Unit’s) or Directorate of International
Cooperation in the field of Law Enforcement is one of the directorates established in the
Western Balkan Countries (Albania, Monte Negro, Kosovo, Bosnia and Hercegovina, Serbia and
Croatia) and Moldavia, with the idea of expansion this directorate in Georgia and Ukraine.
Cooperation with these countries in most cases are made directly, while in other cases are used
other channels (Police liaison accredited in Kosovo, INTERPOL UNIBM, MEA, foreign embassies
accredited in Kosovo, etc.)
ILECU Kosovo was the host of the meeting of ILECU heads in December 2013.
ILECU from 01.01.2013 until 31.01.2013 has dealt with 3608 cases from which 3037 cases are
completed, while 571 cases has still remained opened.
The Directorate for International Cooperation in its mandate has coordination of
communications that are related with the Ministry of Justice and operational Unit within the KP
and that for assisting the Extradition of 21 cases, Transfer and Deportation one 1 case of our
citizens from other countries in Kosovo and vice versa.
This directorate also conducts verification of all the citizens of the Republic of Kosovo, which in
the Station/Region level submit their requests for modification of their personal data. This
verification is conducted by using international databases of Interpol and SIS (in Schengen zone)
ILECU also deals with verification of the physical and judicial persons who apply for firearms.

Number of the requests admitted by the MIA respectively Department for authorization of the
weapons for 2013 was 2803.
Within the verifications process, ILECU is also involved in verification of the requests for
Repatriation and the number admitted by the MIA (but also from other local and international
institutions of law enforcement) for 2013 is 435 in total, from which 432 have a closed status
and only 3 of them are opened for 2013
In 2013 the Director of ILECU was assigned by general Director of Kosovo Police as a contact for
CEPOL Exchange Program and it has to deal with the exchange of Police experiences between
Kosovo and other EU countries. This year we have sent 4 police officers in EU countries for 1
week (Germany, Estonia and Hungary) while the expectations for 2014 are bigger.
With the Strategy Intelligence Led Information (ILI), ILECU is a coordination contact with other
countries and in 2013 we have had 3 information provided for other countries, and one of them
has resulted in seizing about 21 kg heroin in Norway.
In 2013 the process for selection of Kosovo Police Liaisons has ended where that will be
accredited in 5 countries: Austria, Germany, France, Belgium and Turkey, while in 2014 is
expected their accreditation in respective countries.
In 2013 was signed the Agreement between MIA and ATF (Alcohol Tobacco and Firearm from
the State Department of America) regarding the tracing of weapons, while we are in pilot
project of establishing a database called EURT (Balistic, Evidence, Recovery and Tracing System)
that will facilitate the communication and identification of cases dealing with illegal weapon.
In 2013, ILECU has participated in 2 conferences organized in Hague, Netherland (one organized
by the EUROPOL and the other from UNODC) and we have also had meeting in the INTERPOL
HQ in Lyon, France, where we were notified with the operational work.
