ISSUE: Development of rules and guidelines for medians
BACKGROUND SUMMARY: A July 16, 2000 letter between former City Administrator Alex Nixon and
the Chamber of Commerce President Martha Hartman was the only document found to lay out duties
and responsibilities pertaining to the medians. The letter identified what the city would provide and
the duties the Chamber would undertake.
In researching the history and development of the Umatilla median project, very little information
was located regarding an agreement with the original sponsors. City staff met with median sponsors
and the Chamber of Commerce on November 10th to initiate discussion on the medians and to hold
discussion on the safety parameters not only for plantings blocking the line of sight but also to focus
on safety concerns while people are working in the medians.
Attendees offered good input and suggestions. It was determined the best first step would be the
formation of a Median Committee to create a concept paper to address maintenance, irrigation, plant
material and placement following DOT standards, maintenance safety practices, median sponsorship
requirements, and consistency.
The following median sponsors and interested parties have expressed interest in serving on a Median
Committee: Skip Babb, Matt Newby, Doug Hasley, Walt McGlon, and Judy Bakich. The committee
meetings will be publicly advertised, open to the public, and follow Sunshine Law protocol. City
Manager Blankenship, Public Works Director Aaron Mercer, and Clerk Howard will be in attendance at
the meetings.
STAFF RECOMMENDATIONS: Appoint Skip Babb, Matt Newby, Doug Hasley, Walt McGlon,
and Judy Bakich to the Umatilla Median Committee.

UMATILLA MEDIANS
Sometime in the 1980s, Colonel Robert Crownover originated the median project. He spent many, many
hours getting local people involved. He secured sponsors for each island. Each sponsor paid to have
their island landscaped and planted.
Years went by with the City of Umatilla taking care of the mowing and upkeep of the islands.
In the early 2000s, Alex Nixon was the City Manager. COL Crownover had passed away and the islands
were in need of refurbishing. I was president of the Chamber at the time. Mr. Nixon and I met and an
agreement was made that the Chamber would undertake the median project again.
The Chamber agreed to contact the sponsors of the islands and ask for donations to bring the islands up
to par. After all of them were refurbished, the City of Umatilla would again maintain the islands.
We wrote letters to all of the sponsors. Most of them stayed on with their islands. The sponsors and
interested local citizens donated money into a fund we called the Median Fund which was maintained
by the Chamber. These funds were spent on the refurbishing. The sponsors who did not continue as
sponsors, gave up refurbishing their island. We secured new sponsors for these islands.
However, it was decided at that time that all islands would maintain the original names that belonged to
each island. Most of the islands had been planted in memory of a family member. In honor of these
original “owners,” their names would be on the island in perpetuity. The new sponsors’ names would
be listed below these names.
The Chamber had some work days on the two most northern islands. A local landscape business worked
with us, charging us only his costs for the new plantings. Several organizations became sponsors of
some of these islands. The Kiwanis island honored Mr. Crownover because of his initial involvement in
making the median project a reality.
As time has passed, some of the second sponsors have passed away and we have had several more city
managers. Even though some of our new “people” do not know who Mr. Crownover was or who Mary
and Kim Stilling were, they were honored because of who they were and what they meant to the
community. We strongly feel that the continuity of keeping the “family” names on the islands is very
important.
