In July I was elected to my 1st full term as President of this Association. My pledge to you continues and I will continue to work to improve communication between the state, regions and membership. I have appointed Vickie Stonacker as Chairperson over the By-Laws Committee and a complete overhaul of the by-laws has begun. I will work to improve TCPA visibility across this great state and across the country. I’ve had the opportunity to visit some of the regions over the past few months. I attended meetings in Central, West and the Gulf Coast regions and we were all in North region for the summer conference in July. Trips to the other regions are in the works, as time and my schedule permits. My next trip will be in the Alamo area sometime before the winter conference. The Texas Crime Prevention Association’s Winter Conference will be hosted by the Alamo Area in Kerrville, TX, January 13-16, 2013. Alamo Area President Paul Gonzales and his Conference Committee are working hard to make this year’s winter conference a huge success. Door prizes are always welcomed, please send or bring door prizes to help support the winter conference, please contact Paul. Alamo area has some BIG shoes to fill. North Texas is coming off one of the Association’s most successful conferences. For the first time in years all 9 regions were represented at the conference, the business meeting was about taking care of the Association’s business and we even got out of the meeting a few minutes early. The state and regional board members held meetings with their elected counter parts so the state and regional board members can better understand the challenges each one is facing in hopes to better serve the membership and streamline some of the application and registration processes and once again better serve the members of the Association. One item that has been requested and will finally come to life is an updated list of active members online. Jason Keller has hit the ground running after TCLEOSE approved TCPA as a training provider. The Association’s first test was at the summer conference. Jason and Warren Reaves with TGCCPA worked hard to insure the members at the summer conference were credited with every hour of training they obtained. In some cases the training hours were visible on the members TCLEOSE training record before many of our members made it back home. Many regions have taken advantage of reporting their hours to TCPA. If your region is not taking advantage of this and you find yourself scrambling each month trying to find some local agency to report the hour for you, you may want to contact Jason and see how easy he has made it for the regions to record and report the hours to TCPA. I want to personally thank Jason for working so hard to make this another huge success. We are one step closer with TCLEOSE recognizing the Certified Crime Prevention Specialist Proficiency. Steve Garst has exciting news about where we are in the process and what you can do as a member to help make this a reality. Hopefully we will have an announcement at the winter conference. At their September 2012 meeting, the TCLEOSE Commissioners considered a number of proposed rule changes and one of those was our proposal. After my email exchanges with the Executive Director Kim Vickers, I learned how the process goes so I will summarize it here. First, a rule change is proposed and brought before the Commission at one of their quarterly meetings. There, they may ask questions and make comments. They then vote to either approve or disapprove the recommendation. A favorable vote at this point does not make it an official, permanent rule yet. It merely means that they approve the recommendation to make it a permanent rule. The proposed rule is then submitted to the State Registry for public comment. The public has ninety (90) days to make comments for or against the proposed rule. If you would like to do that, the comment period is still open for a few more weeks. The electronic submission goes to: [email protected] or you may write Mr. Kim Vickers, Executive Director, Texas Commission on Law Enforcement Officer Standards and Education, 6330 E. Highway 290, Suite 200, Austin, Texas 78723-1035. (I would recommend that you use the electronic option.) After the public comment time period has expired, the Commissioners consider the proposed rule change again. They take into consideration any and all public comments, as well as any other information that comes to their attention since the previous meeting. There, if all goes well, and there are no changes to the original proposed rule, the Commissioners vote again. A favorable vote at this point will make it a permanent rule. The next meeting for the commissioners is in December, 2012. The proposed rule has an effective date of January 17, 2013, so if they vote in favor of the rule change at the December meeting, the rule will go into effect on that date. To date, I’ve heard nothing to indicate anything other than a favorable vote from the Commissioners. Below my signature, I’ve enclosed an exact copy of the rule change as proposed. After reading it, if anyone has any questions, I’ll be glad to address them or forward them to the proper person should that need arise. Cont. Close-Up Newsletter It is my understanding that those who already hold a C.C.P.S. certification from T.C.P.A. meet the qualifications so they are effectively grandfathered. The actual mechanics still need to be finalized however it is my understanding that they will submit their TCLEOSE record and/or a copy of their existing C.C.P.S. certificate, along with their application. Again, mechanics still needs to be finalized so do not take any action currently. Once all the details are finalized between T.C.P.A. and TCLEOSE, everyone will be advised on how to proceed by the T.C.P.A. President. I hope you are as excited as I am about this becoming a reality. I believe it will raise the bar for all those individuals who seek the C.C.P.A. certification. It will add credibility and stature to all of those individuals who meet these higher, continuing education standards, which will benefit not only or organization and individual members, but the citizens we serve as well. Central Texas Crime Prevention Association Has Won the Bid for Hosting 2014 TCPA Summer Conference location to be determined Close-Up Newsletter West Texas Crime Prevention Association We just had our first recruiting meeting for the southern area of the WTCPA in Midland on October 25. There were some old members that were ready to rejoin the group as well as some new ones present. State President Jeff McGowan was there to show his support and speak about the opportunities that TCPA offers with membership. We appreciate President McGowan and the support we are getting from TCPA in our rebuilding efforts. The program was on Forgery/Debit/Credit card abuse and was presented by officer Zach Upton of the San Angelo Police Department’s Crime Prevention Unit. It focused on a successful program started at SAPD several years back called “See It’s Me”. The program encourages customers to show ID when giving a check or using a card. The idea came about when retailers were reluctant to ask for idea for fear of offending patrons (this is still prevalent from discussions we had in the meeting). Businesses signed on with the program and displayed “See It’s Me” materials on their cashier counters to encourage customer participation and lesson the blow of requiring an ID. When first instituted, the program focused on forged checks and provided a dramatic decrease in the forged checks being passed. However, credit/debit abuse rose to fill the void in the criminal’s pocketbooks. The program is being retooled to be all inclusive. The north area is going strong with good membership numbers in those areas. Our Vice President Mike Mezger, Secretary Stormy McCullar and our members have made it possible. Meetings have been hosted by Randall County Sheriff’s Office, Pampa PD, Potter County Sheriff’s Office, and Hereford PD. I appreciate the efforts of Mike, Stormy, Mickey Blackmon, and Chad Stevens in helping us host these events. It really helps to move them around so that more can attend the meetings. We are back at Randall County SO for our November meeting on 11/1/12. The program will be on K-2 which is becoming a real problem for some areas of the panhandle. Kudos to Jason Keller for making the TCLEOSE reporting process work for us in West Texas. He has been very supportive and we appreciate the efforts he is making for TCPA in training. Again we appreciate the backing of TCPA and its membership in our rebuilding efforts. Rome was not built in a day and we have a way to go. Randy Harris 325 658-8375 [email protected] By- law amendment suggestions For discussion Membership, The goal of the 2012 by laws committee is to clarify areas of the by-laws that have had more than one interpretation. The committee does not recommend going back and make any changes to past TCPA business. The by-laws committee could not find documentation where membership voted on the Policies for Operation and Procedures that we have been operating under. We do know that the current Policies for Operation and Procedures were written back in 1993 by the TCPA President Terry Garrett. They were never presented at that time to the membership for a vote. They were used as a guide for that Executive Board of Directors. It is believed that they were presented to the membership at some time and membership voted to not use them as a TCPA document. The by-laws committee has not been able to find any minutes that confirm such a vote occurred. The bylaws committee recommends going back to the Standing rules. A print of the Standing Rules was found in a TCPA magazine dated 1989 and will need to be updated. The contents of the Standing Rules will be information vital to the day to day operation of the TCPA Executive Board of Directors. Changes to the Standing Rules may be changed by a 2/3’s vote of the Executive Board of Directors only. To properly document any amendments voted on by the membership, the last article of the by-laws will be followed with a dated signature page with every member of the by law committee, the TCPA secretary and TCPA President. The Standing Rules will follow the signatures. The committee has not been able to locate all documentation that the current by-laws have been properly voted on by the membership. Sections of the by-laws were moved from the by-laws to the Policies for Operation and Procedures without a membership approval, nothing can be moved from the by-laws without membership approval. Policies for Operation and Procedures were changed with a majority vote of the Executive Board of Directors of those present at that time. Membership needs to keep in mind that Standing Rules will not need membership approval to be changed. Some suggestions for the Standing Rules, they should consist of conference requirements, how to bid and run a conference, TCPA Awards that are awarded at the Annual conference, requirements for these awards, award nomination forms, Prestigious awards awarded by TCPA, how the awards came to be, who they are named for, Glenn Connor award, Louise Bocock followed by a brief biography, Past recipients and nomination committee intent to run forms A draft of the proposed by-law amendments have been sent to all of the Region Presidents. A member of the by-laws committee will be available to attend your membership meetings in November and December to discuss any amendments that may be addressed before the Mid-winter conference. At the Mid-winter conference on Sunday, January 13, 2013 at 5 pm the by-laws committee will meet with members that want to discuss amendments. There will be further discussion at the Mid-Winter general membership meeting. Weather did hamper some of our NNO kickoff events, but the block parties throughout the region were thriving and roaring with residents and public safety officials. We like to thank all those agencies who responded to Rosie Salinas request for National Night Out pictures, news articles, advertisements, and videos for the National Night Out state book. The NNO state book was put together with officers from Hays Co SO, Travis Co SO, Pflugerville PD, Fort Hood PD and Austin PD. It was estimated that 40 hours of manpower of National Night Out Materials into a Category 9 State NNO Award binder. Next year, we could always use more material and manpower in putting this binder together. We will include you in our 2013 NNO State Committee meeting (Location and time TBD 2013). The Central Texas area is anxious and excited about the direction of crime prevention. There are some members within the region that are apprehensive about these changes that are occurring and that is OK. We are ready to embark on this journey to help the state in improving the crime prevention courses, the quality of material, and having instructors held accountable for the quality of teaching to prospective members and members. There is a lot of hard work and coordination that goes on behind the scenes with the state board members. Most of these board members are sacrificing time away from their job and home to make sure that they serve the members. Members of the State Board are continuously looking for ways to improve our interest and continuity of the regions. In turn at the regional level, we have been doing everything we can to assist the board by providing representatives from the region to by- law committee, training committee, and to public information committee. It is a much needed partnership to meet our goals together. As the fall holidays come around, CTCPA members throughout the region are preparing for Holiday Crime Prevention Programs with neighborhood watch groups, school age children, and our seniors. If that is not enough to keep our members busy, we are getting geared up for toy drives for the Blue and/or Brown Santa programs. Some of our school, college and university CTCPA members are in mid season with football games and providing crime prevention programs in between. No matter what the agency, there is no lack of work for our members in the region. It seems that August was yesterday, today is October and tomorrow it is Christmas. We are also getting ready for our November elections for the CTCPA 2013 board in November and CTCPA regional awards banquet in December. We want all members to be able to be able to communicate with other members, request information, ect. so a list serve has been created. So go to the above location and request to join, if you are a current member you will be accepted. Do not release this information to the general public. Some things that the TCPA list serve can be used for: 1. Relay suspect/ suspect veh. descriptions, full or partial, of those arrested, detained, or escaping capture. 2. Relay new methods of operation used by the criminal element. 3. Relaying current crime trends and preventative measures. 4. To ask for help in finding contacts with those unusual problems. 5. To share ideas relevant to the security and safety of our areas. 6. To advise of meetings, schools and seminars that may help educate us. Some things that TCPA list serve should not be used for: 1. Jokes or E-mails intended to seek applicants to fill positions within a company or members seeking employment opportunities. 2. Chain E-mails that have no bearing on crime, hardening the target, and making our areas safer for our citizens. 3. Any political position unless it pertains to Crime Prevention. As with all e-mail lists, some other rules apply: 1. Beware attachments that may contain viruses. 2. Do not forward information from this list to others without the permission of the author. 3. No e-mail posted will be considered an official notice/policy/rule by the Texas Crime Prevention Association and should not be construed as such. 4. E-mail on this list is not encrypted. Send passwords, credit card numbers, DL#'s, and/or social security numbers at your own risk. ALL posts are subject to approval of the board and if found to be detrimental to the association it will be removed.
