Kurdish Institute for Elections KIE is a non-governmental and
autonomous organization, independent in its functioning and
decision-making process. It was founded in 2002 in Iraq.
It aims at promoting election education of the citizens and fostering
individuals’ political participation via the polling systems.

The gender issue was the main subject in the first series of our reports, the current one addresses the human rights issue in
eighteen different types of Kurdish press including Newspapers, magazines, Radio, satellite channels and Websites. This report
considers data and charts to highlight the amount of attention and importance of human rights to different variety of media in
the last two months (April and May 2012). This task has been carried out by a team of Kurdish Ins3tute for Elec3on.
The purpose of this observation is to review the frequency of coverage of the human right related cases in different networks.
In doing so, the occurrence of the prosecution and the order of the importance of each article have been encountered.
Human right issues have a strong correlation with political, economical, cultural and public quarries. The covenants on human
rights in 1966 on poli3cal, civil, economic, social and cultural rights by the United Na3ons are the evidence of that connection.
According to the method which is used in this report, there is a list of seventeen categories of human rights (look at table 17).
The news would be counted as the one which highlights the human rights issue if at least one of these categories was
mentioned by it otherwise it will not be considered.
This report confirms that the Kurdish press has not recognized the human rights issue as a serious matter. However, the level of
importance of the issue varies from one media to another. Satellite channels, Radio, Newspapers and Websites are the order of
the press types that have validated the issue the most.
Finally, we would like to confirm that the only purpose of the monitoring team is to show the extent in which media takes the
matter of human rights seriously and we hope that this encourages them to recognize this topic as a significant concern. @
Project Objectives
• Identify the extent of media coverage of interest in Human rights issues.
• Encourage media outlets in Kurdistan to play a more positive role in addressing Human rights issues in the region.
• Strengthening the role of civil society organizations in monitoring media outlets coverage of Human rights issues in Kurdistan.
• The capacity building of staffs specialized in monitoring media outlet coverage of Human rights issues.

Project Method
The following methods were adopted in collecting data about Human rights issues coverage in media outlets in Kurdistan:
1. Monitoring forms:
Monitoring forms to observe Press, TV, Radio and electronic media outlets. The main objective of those forms are
identifying information about Human rights issues in the news and putting them in a numerical format through a
guideline that was prepared specifically for this purpose.
2. the selection of a number of TV, radio and electronic media outlets:
A number of criteria were used in the selection process:
The ease of access to the media outlet.
The impact of the media on a large base of audience.
The heterogeneity of the ownership, language, political orientation, audience
and geographical distribution.
Covered Human rights areas:
In this section, we focus on the results of the data that were presented in the forms in order to analyze the following four areas:
1. to what extent the media covered Indicates to the human right issues.
2. At what level the media coverage concerned with human rights issues (local, National and International).
3. To what extent did the media coverage focused on the Human right issues.
4. To what extent the media has additional analysis on Human right issues.

Data Analysis of the results of Human rights issues in media outlets@@
First: Human right issues in the covered newspapers:
The project monitored 7 newspapers and 1 magazine throughout the 2 months of monitoring process. The monitoring didn’t occur
on the days that the newspaper or magazine was not issued for obvious reasons. The newspapers are issued as follows:
Two daily newspapers (Kurdistani Nwe and Hawler).
Two weekly newspapers (Awene and Rudaw).
One twice a week newspaper (Hawlati).
One every 15 days (Rewan).
One every 10 days (Lvin magazine).
In each newspaper and magazine 12-14 news were observed. The first and the third page were taken as a standard choice. If those
two pages didn’t contain enough information or news, the page containing information about Human right issues was used as the
source of information. If that didn’t work, the second page was used as the reference page.
The monitoring process didn’t consider sport news, opinion articles, editorials, advertisement, pictures, caricatures, and weather
forecasts. The daily newspapers had more news compared to the weekly or those issued fortnightly.
Obviously the results of the monitoring process were as follows:

Based on the criteria described above, the data shows that among 2083 newspaper's news, only 485 addressed or referred to Human right
issues and that consists a 23.2% of the total media coverage of the 8 media outlets covered in the monitoring process while 1598 didn't
addressed or referred to Human right issues and that consists a 76.7% of the total media coverage and that is obviously a low coverage rate.
Among the media outlets covered, Zhiyanawa was the newspaper that covered most of the Human right issues coverage and kurdistani new
was the newspaper that covered least in the media outlets considered.

Second: Human right issues in the covered satellite's channels:
Three satellite Kurdish channels were covered throughout the monitoring process daily from 6-12pm. One main news program of
each of those channels was monitored regardless of whether those news programs covered local, national or international news. It
should be mentioned that none of the sport news, advertisement, photos, caricatures or weather forecasts were monitored in the
process, unless present in the news program itself. The results of the data analysis are as follows:

As it is clear from the table, among 2942 satellite's news, only 966 referred to human right issues, and that consists a 32.8% of the
total media coverage of the 8 media outlets covered in the monitoring process. On the other hand 1976 news pieces didn't
addressed or referred to Human right issues which consists a 67.2% of the total media coverage.
Among the covered media outlets, (NRT TV.) was the satellite channel that covered most of the Human right issues coverage and
(Zagros TV.) was the satellite channel that covered least of the media outlets considered.

Third: Human right issues in the covered Websites:
As it is shown from the below table, four Kurdish websites were covered throughout the monitoring process daily from 12-5 PM,
each of them including (12-14) news. It should be mentioned that none of the sport news, advertisement, photos, caricatures or
weather forecasts were monitored in the process, unless present in the news program itself.

As it is clear from the table, among 2777 website's news, only 454 addressed or referred to human right issues, and that consists a
16.34% of the total media coverage of the 4 media outlets covered in the monitoring process. It means that 83.66% news pieces
didn't addressed or referred to Human right issues of the total media coverage.

Three Kurdish radio stations were covered throughout the monitoring process daily from 11-14 PM, and entire of their news
pieces have been recovered without of the sport news, advertisement, photos, caricatures or weather forecasts, unless present in
the news program itself. The results of the data analysis are as follows:

As it is clear from the table, among 1079 news at the three mentioned radio stations only 266 addressed or referred to human right
issues, and that consists 24.65% of the total media coverage of the 3 media outlets covered in the monitoring process. It means
that 813 news that consists 75.35% news pieces didn't addressed or referred to Human right issues of the total media coverage.

Conclusions:
This report demonstrates that the Kurdish press does not recognize
the human rights as a serious matter. However, in relation to the
gender issue, the human rights issue has a higher coverage. The
reason could be due to the fact that there are seventeen categories of
human rights which covered in this report.
There was an assumption that the high number of categories in this
report can highlight seventeen quarries to give the expectation of high
coverage but that was not the case. The conclusions show that with
the half of the monitored news, in different levels, lower except
satellite channel NRT takes the human rights issue as a main one and
reaches 50%. @
There are many reasons to dismiss the importance of the issue, yet
there are two obvious reasons:
The fire reason: the press channels believe that the political and
economical issues are the easiest targets to get the public attention. @

Responsibility:
Carrying out this report
puts an extra burden on
the press channel and
media workers to take
the human rights issue
much more seriously. It is
the duty of civil society
organizations to inform
the press in which this
report is one of the
attempts in that regard.@
The second reason: the human right is a new concept in our society
and the press has not understood the significant nature of the issue.
