DHA Completes Phase I
of the New Allen Wilson
Housing Complex
R
ecently the Decatur Housing Authority completed
construction of Phase I of the new Allen Wilson Public
Housing Complex. For almost 70 years Allen Wilson has
provided a safe, public housing option in a central location
with easy access to public transportation.
Allen Wilson was occupied in 1941 and the adjacent Swanton Heights complex was occupied in 1970. The two complexes together provide 288 units of public housing at this location.
The original 1941 buildings were functionally obsolete and the Housing Authority developed a
three-phase plan to replace them.
The completed project will retain 288 public housing units. The units will be grouped in
three-story buildings with a separate four-story building for elderly residents. This building will also house the
Authority’s onsite management and maintenance offices.
EarthCraft standards are being incorporated into the design and construction to assure energy efficient design and
construction.
The first phase, completed last month, includes two 20unit buildings with one-, two- and three-bedroom apartments. Both flats and townhouses are included in these predominantly brick buildings. Phase II
is the four-story building for elderly residents, which is on target to begin construction on May
1. It includes 80 residential units and features elevator service, single entry secured access and
activity space for programs and services. It was designed with input from senior residents and
is also being built to EarthCraft standards.
Because the new Allen Wilson Complex
replaces two-story buildings with three- and
four-story buildings, the Housing Authority
is able to replace the same number of housing
units while leaving approximately one-third of
the site fronting W. Trinity Place for a potential
condominium development. The Housing Authority plans to use the proceeds from the sale
of this site to pay off the financing used to fund
the construction of the new Allen Wilson complex. The condominium would include a mix of
market rate and affordable for-sale units, creating a true mixed-income, life cycle community
in the heart of the downtown business district. To track the progress of this project, visit the

Also breaking ground this month is an addition to the headquarters of the Task Force for
Global Health, 325 Swanton Way in downtown Decatur. This organization was founded in 1984
as the Task Force for Child Survival, by Dr. William Foege, who formerly headed the CDC.

Decatur Rides with MAMA to the Capitol
The sixth annual Georgia Rides to the Capitol
in March, sponsored by the Metro Atlanta
Mayors Association (MAMA), departed from
Decatur (and Roswell) and ended at the State
Capitol. The ride is to raise support for improved conditions for cycling, including the
development of regional systems of both onroad bicycling facilities and multi-use trails.

Realtor Creates DECATURdash
Mobile App
T
erry Michel & Associates recently launched DECATURdash, a mobile app for information on events and activities in the city of Decatur. In addition to offering
up-to-date information on festivals, live music and dining events, DECATURdash
also provides practical information about getting around town, the City Schools of
Decatur calendar, city government and civic association meetings as well as a searchable dining, entertainment and shopping directory.
Available for the iPhone, iPad, iPod Touch, and Android-based mobile devices, DECATURdash is offered free of charge through both the iTunes App Store and the Android Marketplace.
Terry Michel said her goal with the app was to provide a single source of event data, civic
information and local business information that is helpful for both residents and visitors.
At the heart of DECATURdash is a searchable calendar of community events highlighting the
lively nature of Decatur. DECATURdash features include:
• A calendar of festivals, live music, classes and lectures,
city school events and dining events.
• Event descriptions with maps and links to event-specific
websites.
• Keyword-based searches on all events and filtering based
on event type.
• News, Facebook and Twitter feed aggregation providing

Homeowners Nights Continue
The next Homeowners Night will be Tuesday, June 7, 6-8 p.m., at City Hall, 509 N. McDonough
St. Homeowners Night gives residents a chance to meet Planning, Zoning, and Inspections
(PZI) officials to discuss projects, find out what construction is required, what inspections need
to occur, and how the permitting process works. Those who live in historic houses can find out
about possible tax incentive programs and any local designation requirements.
All staff involved with the process will be on hand to answer questions, including Amanda
Thompson, planning director; Rick Logan, building code official; Nathan Soldat, building and
zoning permit technician; and Regina Brewer, preservation planner.

2011 Decatur Craft Beer
Festival Call for Logos
The Decatur Craft Beer Festival is accepting
entries for the 2011 festival logo. The selected
logo will be used on marketing materials, the
souvenir T-shirt, the tasting glass and the
festival poster. The winner will receive $300,
two admissions to the festival, and two festival T-shirts. Guidelines are posted at www.
decaturbeerfestival.com.

Celebrate Public Works
The Community is invited to celebrate National Public Works Week by visiting Decatur’s
Public Works facility, 2635 Talley Street. The
Open House will be 1:30-4 p.m on Thurs.,
May 19. Come visit the facility, see the cool vehicles, and find out the latest about stormwater, composting, recycling, and sustainability
procedures. This is one of the highlights of the
Decatur 101 class every year – take the time
to come by and see for yourself. Other events
scheduled during the week are an elementary
school poster contest, school guided tours, and

Celebrates
New Grads
Congratulations to the 59 graduates
in the 2011 Decatur 101 classes –
28 in the morning class and 31 in
the evening class. This 12th season
brings our total to 651 informed
and involved graduates.
Participants attended five classes, toured city
buildings, heard from department heads,
participated in a Smart Growth Walking
Tour, completed a citywide scavenger hunt,
and attended a special Decatur 101 Work
Session before a City Commission meeting
for a Q&A with the City Commission.
Decatur 101 is offered every March.
Classes are held in the morning and evening
and are open to the community. If you are
interested in taking the 2012 Decatur 101
class, sign up now because we usually have a
waiting list.

City Budget Process Underway
The following are important dates in the budget schedule for the City of
Decatur’s Fiscal Year 2011-12 budget process, subject to city commission
approval.
May 16 – Formal presentation of budget to city commission and adoption
of tentative 2011 millage rate
June 6 – Public hearing on proposed FY 2011-12 budget and revised 201011 budget and 2011 millage rate at 7:30 p.m.
June 13 (tentative) – Public hearing on proposed FY 2011-12 budget and
revised 2010-11 budget and 2011 millage rate at 7:30 p.m.
June 20 – Public hearing and scheduled adoption of proposed FY 2011-12
budget and revised 2010-11 budget and adoption of final 2011 millage rate
at 7:30 p.m.
All public hearings on the budget will be held at Decatur City Hall
509 N. McDonough St.
Copies of the FY 2011-12 proposed budget and FY 2010-11 revised budget
will be available at Decatur City Hall and at the Decatur Library on Sycamore
Street beginning, May 18. It will also be posted at www.decaturga.com.

Service Project
Applications Due
If you are 65 years of age or older, on a fixed or lower
income, and own and reside in your home within
the city limits of Decatur, you may qualify for help
with home and yard maintenance and repair, free
of charge. Decatur’s annual Martin Luther King Jr.
Service Project, sponsored by the Decatur Preservation Alliance in partnership with the City of Decatur,
assists qualified residents during the Martin Luther
King Day weekend.
This 10th annual event will take place Saturday,
Jan. 14, Sunday, Jan. 15, and Monday, Jan. 16, 2012.
If you think you are eligible for this program, or if
you know someone who may be eligible, please leave

Decatur eat right. A leader trained in nutrition will take participants on a “tour”
of Kroger using a hands-on approach focusing on label reading, healthy meal
planning and avoiding the many marketing traps. Cruise through fresh, frozen
and canned food aisles to learn all you can.
The one-hour tours will be offered in June and July on Tuesday mornings,
9-10 a.m., and Thursday evenings, 7-8 p.m., except for the week of July 3-9. There
is no charge for the tour and participants will receive a free gift for attending.

Mystery Solved
Cemetery Photo Contest continued from page 1

than 100 entries from a variety of
people 7 to 70. One entrant said,
“This contest was a lot of fun and a
great excuse for me to both enjoy
the Decatur Cemetery and break
out my camera.”
Photos were judged on creativity, photographic quality and effectiveness in conveying the green
space or the unique character of

Second Sunday Strolls through
Decatur Cemetery reveal answers
to puzzling finds.
Friends of Decatur Cemetery have inquiries about the Marble Hill Sunday School
monument and the tiny headstones that
surround it in the old section of the cemetery. Its position and lack of dates leads
one to imagine that perhaps one major
catastrophe wiped out an entire class.
In reality the lot and the one adjacent
are on record as being the “Orphans’
Home Lots.” Most of the children buried
there were residents of the North Georgia
Methodist Orphans’ (now Children’s)
Home on Columbia Drive in Decatur. It
is believed that a local Sunday School donated the land.
According to cemetery records and
those reported in the history of the UMC
Children’s Home, Home Life by Gerald
Winkler, there are about 30 burials in
these plots. Most date to the early 1900s
and are distributed throughout the years
rather than in one particular episode.
Most likely, the causes of death were common childhood diseases that modern
medicine has all but eliminated. According to Winkler, “Mortality among the
orphans was not considered excessive . . .
the Home was regularly commended for
having an excellent health record.”

Awards, showcasing their innovation and efforts to make the Atlanta region a better place.
The City of Decatur won in the category
of Educational Excellence. The Children and
Youth Services Division was cited for its afterschool program that increases the educational
enrichment of K-8 school children through
after-school activities and targeted tutoring.
Decatur operates after-school programs in all kindergarten-8th grade Decatur schools. The
nationally accredited programs support the learning process by offering choices in activities as
well as a tutoring program that works with the school system to target individual instruction to
children identified as needing help.
The City Schools of Decatur and the city’s Children and Youth Services Division have come
together to create a program that enables children to choose healthy, engaging activities after

Youth Services Division.
The CATCH Healthy Habits Program
seeks to combat child obesity by engaging
older adults to mentor children in grades
K-5 and help them learn healthy habits for
a lifetime. Summer Day Camp sessions at
Ebster Explorer Camp will encourage healthy
behavior, wiser food choices, and increased
physical activity to benefit both the children
and adult volunteers enrolled in the CATCH
Healthy Habits Program. Together you will

Hammertime
Construction Wins
LEED Showcase
Award
Hammertime Construction, Inc., completed
the first home renovation in Georgia to
garner LEED Platinum certification. The
renovated home in Decatur also received an
EarthCraft Premium certification and an Energy Star certification. For this accomplishment, Hammertime Construction won the
Innovation in Business in the small-company
category for the Atlanta Business Chronicle’s
2011 LEED Showcase Awards.
Originally a 1950s ranch-style bungalow, the residence belongs to Doug and Yun
Glasgow, who commissioned Hammertime
to make the home environmentally friendly
and energy efficient.
Owner and founder Alistair Herriot and
project manager Matthew Orchard registered
the renovation with the LEED for Homes
program, which meant keeping the existing
structure intact while making it energy efficient.
The team dismantled the existing interior,
donating all cabinets, trim, doors, appliances
and light fixtures for reuse and grinding
down additional waste for recycling. They
added a rainwater harvesting system for irrigation and landscape, LED lighting, evacuated tube solar hot water system and local
sourcing of materials.
When a storm downed an 80-year-old
oak tree and hickory tree in the Glasgow
yard, the construction team converted the
fallen wood into flooring for the basement
and laundry room as well as the ceiling of
the screened porch.
The “green” home earned a Home Energy
Rating Score of 53, meaning the home is 47
percent more energy efficient than a similarly
sized home built to today’s standard building
codes.
The Innovation in Business Award recognizes companies that are setting the bar
for innovative LEED concepts, practices and
projects. The award is divided into three
categories: small companies (100 or fewer
employees), medium companies (101-500
employees), and large companies (501 or
more employees).
Farmstead 303 Now Open as
Rail Kitchen and Bar
Teri Rogers, Bonnie Kendrick and staff have changed
the concept at Farmstead 303, making the food more
neighborhood friendly with something for everyone,
suiting all price ranges. Many of the favorite menu items
remain, such as fried chicken, collards, barbecue, mac ’n
cheese.

Facility on Sams Street
Consumer’s Care Corporation (CCC) invites the community to its grand opening Tuesday,

The newly constructed, state of the art, fully handicap-accessible facility offers day support

this type of specialized service in DeKalb County.
CCC’s programs, staff and facility provide medical support and personalized programs
that are structured to stimulate the senses and offer meaningful experiences with the goal of
enriching the quality of life for participants. The organization has provided residential services
through the DBHDD Medicaid Waiver Program to adults who are developmentally disabled

Community Boating Club
A group of Decatur residents is planning to create and launch a
community boating club that will allow community members to come
together as a group to mitigate costs and share a lake experience together.
Organizer Denise Cunningham notes that boating is a hobby people frequently pass up because of the cost and time requirements. One solution is to
get people who like to get out on the water to do so collectively, thus reducing
the costs and minimizing the organizational time requirements. Sharing the
responsibilities through group effort leaves more time for enjoying a day of nature and good companionship.

since 1988, who has published a new book, Alabama Getaway: The Political Imaginary and the Heart of Dixie (UGA

he sixth annual AJC-Decatur Book Festival will take place
Labor Day weekend, Sept. 2, 3 and 4. DBF has become the
largest independent book festival in the United States, attracting more than 70,000 book lovers last year. A key to
the festival’s success has been the support of Decatur’s residents, businesses, places of worship, and cultural groups. In 2011 there will be
more ways than ever for all of Decatur to join the fun.

Martinis to Cultivate the Garden
Sixth Annual Martinis in the Garden
Saturday, May 21 • 5:30-8:30 p.m.
The Oakhurst Community Garden Project will host its sixth annual Martinis
in the Garden fundraiser in the Garden at 435 Oakview Rd. Tickets are $45
in advance and $55 at the door. If it rains, the event will be held at All Souls
Fellowship, 647 E. College Ave.
Martinis in the Garden features silent and live auctions. New this year is an

AirTran voucher, one-week stay in Edinburgh, Scotland, dinner for six at Cakes

Renfroe Participates
in Youth Wellness
Project
In January-March at Renfroe, 132 8th graders
in four health classes, under the direction of
Mr. Rusty Bennett, participated with Project
CLEAN in a pilot project emphasizing wellness and citizenship. The classes discussed
attitudes and behavior associated with school
restrooms to extend the students’ concern
about wellness to other public restrooms,
including those in libraries, parks, recreation
centers, and at swimming pools.
Staff from local agencies assisted in the
project by researching related topics to build
a bibliography for future use, compiling
photos for a DVD, showing skits and videos,
sharing articles and visiting with students to
discuss various issues.

Agnes Scott
Introduces DualDegree Program
The Friends School of Atlanta celebrated its
15th annual Science Fair with projects submitted by more
than 80 elementary and middle school students ranging in
age from 4 to 14. The annual event reinforces the process
of thinking through a problem from start to finish, while at
the same time giving the students an opportunity to study
an area of science of interest to them. This year’s projects
included experiments testing how much water plants need
to thrive, what metal conducts electricity best, and how the
senses aid in memory.
Every student received recognition for participation
as well as an evaluation of the project with comments
indicating what the evaluator liked about the experiment
as well as a suggestion for further thought and study. For

Agnes Scott College students
will soon be able to major in
computer science, thanks to a
new dual-degree program with
Emory University. The new degree program will be offered this
spring.
The program allows students
to pursue a Bachelor of Arts
from Agnes Scott and a Bachelor

computer science from Emory.
