With this in mind, all of us — donors, partners, supporters, employees and volunteers — can take pride in fiscal year 2006-2007. Working together, we accomplished a great deal, from funding the rehabilitation of abused and neglected animals through Second Chance® Fund grants, to creating a research center that investigates how the millions of fathers who do not live with their children impact critical child welfare outcomes. While the past year’s achievements represent a group effort, our donors are the most direct lifeline for children and animals in need. This has been the case throughout American Humane’s 130-year history. Whether working to establish child labor laws in the early 20th century, opening a Hollywood office in 1940 to stop cruelty toward animals in film, or caring for more than 8,500 farm animals caught in a devastating Colorado blizzard this past year, we simply could not have continued our mission of advancing humanity for so many years without our donors’ backing. Our sincere gratitude goes out to each and every one of you. A gift that deserves special mention is a bequest we received in fiscal year 2006-2007 — the largest in American Humane’s history — from the estate of Mr. H. Guy Di Stefano, of Santa Barbara, Calif. We cannot thank Mr. Di Stefano in person, but have done our very best to honor his remarkable generosity and kindness through our actions this past year. One of the many initiatives his gift allowed us to undertake was the launch of a carefully planned increase in services and staff. By June 30, 2007, we had filled 14 of the estimated 33 new positions required for the first phase of our expansion. This increase in staff will ensure that we do even more for children and animals in the years ahead. Thanks to Mr. Di Stefano and our other donors, fiscal year 2006-2007 is serving as a blueprint for continued success and is paving the way for long-term strength. Gies Chairman of the Board www.americanhumane.org 3 American Humane Animal Protection Services Serving Animals and the Professionals Who Care About Them merican Humane provides a variety of services to animal care and control professionals to help them improve their animal care capabilities. During fiscal year 2006-2007, staff advised and supported more than 6,000 shelters spanning all 50 states. The facilities receiving our assistance care for millions of homeless, neglected and abused dogs and cats in their communities. Animal Protection Services also distributed a substantial volume of communications and information to a significant number of individuals who inquired about a variety of animal welfare issues affecting them locally. These individuals were located throughout the United States, Canada and Puerto Rico. We also provided services in the following areas: Public Education Animal Protection Services helped spread awareness and understanding of humane 4 values through annual national events and celebrations such as Be Kind to Animals Week®, Adopt-A-Dog Month®, Adopt-A-Cat Month®, Every Day Is Tag Day™ and strategically important conferences and workshops. Operational Development on a National Level American Humane participated in the founding of the National Animal Rescue and Sheltering Coalition (NARSC). In the wake of Hurricane Katrina and American Humane’s hosting of a national emergency response conference in 2005 at the Lyceum Center in Alexandria, Va., and the 2005 National Emergency Animal Management Summit in Orlando, Fla., national animal welfare organizations realized they needed to reach several critical goals. As a result, American Humane and eight other national animal welfare partners came together to collaboratively and cooperatively assist communities in planning for, preparing for and responding to incidents that place animals in distress. Key NARSC accomplishments included crafting and distributing letters to the U.S. Department of Agriculture, the Department of Homeland Security and others, informing these organizations of NARSC’s mission www.americanhumane.org Annual Report 2006-2007 and offering NARSC’s assistance in disaster situations; drafting proposed model language regarding the holding period for pets following a disaster; standardizing forms used in the field for sheltering, tracking and re-homing animals; creating a standardized system of credentialing responders; and standardizing training for animal rescue and sheltering responders. Training American Humane provided training programs throughout the country covering the following key topics: management of animal emergency services, volunteer training, animal shelter operations and management, euthanasia by injection, bite prevention and cruelty investigations. These trainings were conducted in 23 states and Puerto Rico, and were attended by 2,500 individuals. Shelter Consultations Through American Humane’s Shelter Training and Evaluation Program, we examined shelters’ current needs and developed strategic plans, using proven management tools for implementation. These consultations allow the shelters to improve the level of care and service they provide to their communities. Grants The Second Chance® Fund helps give animal victims of abuse and neglect a second chance at life. The cost to medically treat a sick or injured stray can easily become overwhelming for any animal welfare organization. American Humane provides financial assistance, in select cases, to animal welfare organizations responsible for the temporary care of these animals as they are made ready for adoption. During the fiscal year, 49 cases in 23 states received Second Chance Fund grants. In 2007, American Humane was able to increase Second Chance Fund grants, awarding a total of $59,047 in amounts ranging from $185 to $5,000. The Meacham Foundation Memorial Grant was established in 1989 in memory of Ms. Tressa Meacham to provide financial assistance to agencies for shelter expansion or improvements. Grant money must be used to increase or improve the quality of care given to animals. During the fiscal year, American Humane received 210 requests for Meacham Grants, ultimately distributing a total of $79,804 among 23 shelters across the country in amounts ranging from $1,500 to $4,000. In addition, this year we introduced PEDIGREE® Project Grants made possible by a partnership with the leading pet food manufacturer. The PEDIGREE® Adoption Drive™, which took place in February 2007, was designed to encourage dog adoptions by matching up to $250,000 in donations to American Humane. In turn, we awarded many grants to shelters and breedspecific rescue groups across the country. Grant recipients are using the much-needed funding to purchase equipment, undertake projects that improve the quality of life for animals in their care and encourage adoptions. Since February 2007, American Humane has awarded grants to 38 facilities in 21 states for a total of $379,739. Grants ranged from $800 to $50,000. www.americanhumane.org 5 TM RT D C E an Hum c i r e an Am e American Humane IFIE American Humane Certified™ Farm Animal Program merican Humane believes that farm animals deserve to be raised in humane conditions. Our certification program is a voluntary fee-based service available to producers, processors and haulers of animals that are raised for food. The goal is to provide independent certification that these businesses treat the animals in their care humanely. American Humane Certified standards ensure that producers provide a clean and healthy environment in which animals are free from distress, fear, pain, injury, disease, hunger, thirst and unnecessary discomfort. Through this program, formerly called Free Farmed, 6 consumers can be assured that the meat, dairy, egg and poultry products we certify are from animals that were raised and treated humanely. In 2006-2007, the program certified the Humboldt Creamery, Kleinpeter Farms Dairy, Rumiano Cheese and Loleta Cheese. We also increased our coverage with Clover Stornetta from 13 dairies and one laying-hen house to 25 dairies and two laying-hen houses. To increase awareness of the certification program, American Humane attended and/or participated in the Food Marketing Institute’s FMI Show, the World Pork Expo, the United Egg Producers Animal Welfare Committee meeting in Atlanta and the United Egg Producers Winter Conference. www.americanhumane.org Annual Report 2006-2007 Red Star Animal Emergency Services™ hanks to a team of dedicated staff and volunteers, American Humane’s Red Star Animal Emergency Services is available 24 hours a day, 365 days a year to help communities cope with disasters. Animal Emergency Services staff members monitor the National Weather Service forecasts and NOAA reports every day to track potential threats to human and animal health and safety. In January 2007, the Red Star team responded to the southeast corner of Colorado to help in rescue and recovery efforts after two back-toback blizzards buried most of the state. We assisted on a 4,000-acre American Humane Certified hog facility, helping rescue, feed and care for more than 8,500 pigs, including trapped piglets that were being born at the rate of 300 per day. Meanwhile, the Animal Emergency Services team added some critical equipment to our inventory. Two boats, an equipment trailer, dry suits, helmets and technical rescue gear are just a few of the additions that will support future disaster response efforts. We also expanded our services beyond disaster response. The Red Star Animal Emergency Services “Rescue Rig” took to the road this year to help local animal welfare organizations across the country with public events. Newly outfitted and refurbished, our attentiongrabbing 82-foot-long disaster-response vehicle is now available for display and public tours at a select number of events during the coming year — at no cost to the requesting agencies. Animal Emergency Services staff members continue to develop and cultivate relationships with federal and state emergency management organizations as well as with state animal response teams across the country. This networking is critical in preparing for future disasters. www.americanhumane.org 7 American Humane Children’s Division Serving Children, Families and Child Welfare Professionals n fiscal year 2006-2007, American Humane continued its long history of strengthening the lives of children, their families and the systems that serve them. The Children’s Division was awarded several opportunities to work on new child welfare projects and continue training and research initiatives in many critical areas. New Advisory Committee for the Children’s Division American Humane formed a Children’s Division Advisory Committee to guide the programmatic direction and strategy of our child welfare programs. The newly created committee is headed by Pat Devin, vice-chairman of the governing board, and includes the following distinguished members: Tom Birch, director of the National Child Abuse Coalition; Lucille Echohawk, of the Casey Family Programs; Patricia Schene, child welfare consultant and former director of Children’s Services at American Humane; Howard Davidson, director of the American Bar Association Center on 8 Children and the Law; Roque Gerald, deputy director of the Child and Family Services Agency of Washington, D.C.; and Robert Sawyer, director of child welfare in Olmsted County, Minn. Vincent De Francis Award One of the first decisions made by the Advisory Committee was to re-establish the Vincent De Francis Award, given in memory of American Humane’s director emeritus of Children’s Services. The award recognizes the vision and commitment of child welfare professionals to reach across disciplines and improve child welfare systems on a national level. This year’s award was presented to Dr. Patricia Schene, who has worked for more than 30 years as a state administrator, private agency director, researcher and professor. The award was presented in April 2007 at the prestigious 16th National Conference on Child Abuse and Neglect in Portland, Ore., before an audience of more than 2,000 child welfare professionals. Differential Response With generous financial support from the American Legion’s Child Welfare Foundation, American Humane and the Child Welfare League of America produced the National Report on Differential Response, which was www.americanhumane.org Annual Report 2006-2007 widely distributed to county and state child welfare agencies. The Children’s Division also convened the first national conference on differential response in November 2006. More than 400 participants from 25 states and five Canadian provinces attended. In addition, American Humane and partner organizations were awarded a competitive grant from the Ohio State Department of Job and Family Services to evaluate differential response programs throughout the state. New Quality Improvement Center on Non-Resident Fathers The Children’s Bureau funded American Humane and our partners, the American Bar Association Center on Children and the Law and the National Fatherhood Initiative, to create a Quality Improvement Center on Non-Resident Fathers (QIC-NRF). The purpose of the Quality Improvement Center is to determine, through a research design, the impact of non-resident father involvement on child welfare outcomes, including child safety, permanence and wellbeing. Throughout this five-year project, we will disseminate the information we gain to the Children’s Bureau, sub-grantees, child welfare agencies, private service providers, the courts and legal systems, and other stakeholders. National Center on Family Group Decision Making success of FGDM. His Excellency Roy Ferguson, the New Zealand ambassador to the United States, and Marie Connolly, representing the Ministry of Social Development, Wellington, New Zealand, were presented with an award from American Humane during the conference’s opening ceremonies. In addition, the National Center on FGDM provided three trainings to Casey Family Programs, and FGDM Fellow Mike Doolan provided consultation trainings to child welfare agencies in five states throughout the country. Another key Children’s Division project was launched in fiscal year 2006-2007 with Casey Family Programs’ Texas State Strategy Office. We are working to coordinate the implementation of various family involvement models for Texas’ child welfare system. The Front Porch Project® The Front Porch Project reflects the traditional idea of the neighborhood, in which families interact with their neighbors and provide mutual support. The project creates community awareness regarding the prevalence and nature of child abuse and neglect and teaches intervention skills aimed at keeping children safe and their families strong. In 2006-2007, American Humane trained dozens of local trainers who delivered the core curriculum to hundreds of individuals in Illinois and Florida. Migration and Child Welfare Initiative During the 2007 National Family Group Decision Making (FGDM) Conference, American Humane recognized and honored New Zealand for pioneering family group conferencing and contributing to the global The Intersection of Migration and Child Welfare initiative was launched in the Children’s Division this year. With the purpose of addressing controversial policies and gaps that directly affect immigrant families when they come to the attention of the child welfare system, American Humane and an array of partners convened a policy round table, resulting in the formation of the Migration and Child Welfare National www.americanhumane.org 9 American Humane Network and its five working committees. The Network partners published an issue of Protecting Children dedicated to the topic, sponsored a networking reception at the Child Welfare League of America’s (CWLA) national conference, published an article in the CWLA Voices magazine, and sponsored presentations at numerous conferences, including a miniplenary session at the 16th National Conference on Child Abuse and Neglect. The Rocky Mountain Quality Improvement Center This year marked the conclusion of the Rocky Mountain Quality Improvement Center (RMQIC) project, which had been funded through a five-year grant from the U.S. Department of Health and Human Services. The final year of this project included a program wrap-up, evaluation summary and two conferences dedicated to documentation, dissemination and evaluation. The agencies funded by American Humane to conduct pilot programs also produced curricula and replication manuals, as well as reports of their 10 findings. These materials will be made available on the American Humane and Child Welfare Information Gateway websites. Child Welfare Outcome Measures Outcome measures and program evaluations continue to provide a foundation from which American Humane can make recommendations to enhance practices and outcomes in child welfare. The Children’s Division successfully completed a decade-long relationship with the city of Philadelphia, analyzing child welfare outcomes to enable timely and accurate decision making for children who enter the child welfare system. Our relationship with Philadelphia was rekindled this year when we were given the opportunity to apply further analysis to the outcome measures. Additionally, this past year concluded the external evaluation of the District of Columbia’s family team meeting (FTM) process. Leading the evaluation process since the program’s inception in 2005, American Humane finished and submitted the final external evaluation report to the District of Columbia. www.americanhumane.org Annual Report 2006-2007 National Child Abuse and Neglect Data System Building on our 50-year history of advocating for valid national information on child abuse and neglect, American Humane participates as a partner in the National Child Abuse and Neglect Data System (NCANDS) data collection and reporting effort. NCANDS gathers, analyzes and distributes official statistics on child protection for the Children’s Bureau of the U.S. Department of Health and Human Services, and assists in producing the annual national Child Maltreatment Report. In 2006-2007, American Humane also served as the NCANDS technical liaison with 13 states, and made important recommendations for changes in data collection, analysis and reporting. Child Welfare Workload Studies Workload studies remain an important focus of American Humane’s research. Determining appropriate caseload and workload size helps ensure that systems serve vulnerable children and families more effectively and that child welfare workers are not overburdened. In particular, our computerized Workload Assessment System was employed in Montana, Idaho, Washington and New York, and results were presented at state and national conferences with recommendations given to state legislators and policymakers. Child Welfare Supervision Training The Colorado Department of Human Services, through a competitive bidding process, reawarded a five-year contract to American Humane to provide training to all new child protective services supervisors. The trainings include topics such as recruitment and retention of staff, staff learning needs, case consultation, cultural competence and dealing with secondary trauma. www.americanhumane.org 11 American Humane No Animals Were Harmed® Film & Television Unit Expanding Our Capabilities to Protect More Animal “Actors” merican Humane’s Film & Television Unit remains the only organization designated by the Screen Actors Guild to protect animals featured in filmed entertainment. Throughout the year, we continued to monitor filming and issue the “No Animals Were Harmed” end credit disclaimer where appropriate. intense action coverage, exceeding our goal of 90 percent. In completing this extensive monitoring around the world, we also saw the number of rated productions — including motion pictures, television programming and commercials — increase by 27 percent, from 329 to 417. Three hundred seventy-one of these 417 productions met our Guidelines for the Safe Use of Animals in Filmed Media and received our “No Animals Were Harmed” disclaimer during the fiscal year. In 2006-2007, the Film & TV Unit increased its grant award by 17.7 percent to over $1.7 million. This allowed us to grow our staff to 10 full-time Certified Animal Safety Representatives in the field and train an additional three parttime on-call representatives. Two full-time safety representatives were trained as California state humane officers, and we created an Equine Safety Unit of six staff officers to research issues pertaining to the use of horses in film. Increases in Supervised Filming and Disclaimer Issuance Connecting With the Public Domestically, American Humane animal safety representatives monitored films in 34 states and the District of Columbia. We also worked in Canada, New Zealand, the United Kingdom, the Czech Republic, Germany and Mexico. The total number of days we supervised filmed animal action in domestic and international locations rose from 3,230 days in fiscal year 2005-2006 to 4,910 days in fiscal year 2006-2007 — a coverage increase of approximately 52 percent. We currently oversee 92.5 percent of 12 To better reach our constituency, we expanded coverage in the Film & TV Unit section of American Humane’s website to include more reviews, ratings, stories from the set, and profiles. Although we do not post reviews on the many television and commercial productions we monitor, we typically complete animaloriented reviews of motion pictures. During the fiscal year, we posted 85 reviews describing how various animal actions were filmed and explaining why films received certain ratings, such as “Monitored Acceptable,” “Monitored www.americanhumane.org Annual Report 2006-2007 Other public relations efforts included: • Washington, D.C., screenings of American Humane-monitored films, such as Flicka and Evan Almighty, to increase awareness on Capitol Hill of the Film & TV Unit program and American Humane in general. • Presentations of program information at Cineposium, the conference of the Association of Film Commissioners International; the Sundance Film Festival in Utah; and the Independent Feature Film Market in New York. • Creation and unveiling of an educational DVD that focuses on the work of the Film & TV Unit. • Features on the Film & TV Unit in several segments on ReelzChannel, ABC News and an episode of NBC’s Studio 60 on the Sunset Strip. • Inclusion of several animal safety representatives on DVD releases of films monitored in 2006, such as Snakes on a Plane, Ruffian, Underdog and Firehouse Dog. • Turner Classic Movie Channel’s monthlong “No Animals Were Harmed” film festival featuring many classic animal films deemed acceptable by American Humane. • Production of several public service Unacceptable” and, for productions we were not asked to participate in or could not arrange to do so, “Not Monitored.” For films involving controversial animal accidents, such as 3:10 to Yuma and Snow Buddies, we also issued press releases to apprise the media and the public of our positions. Our complete reviews and ratings of these films are now posted on our website. announcements with celebrity supporters such as Constance Marie, John O’Hurley, Emily Procter, Emily Watson, Josh Hutcherson and Chris Noonan; many of these appeared on Animal Planet. • Feature articles about the Film & TV Unit’s work on Evan Almighty in USA Today and The Denver Post. www.americanhumane.org 13 American Humane Human-Animal Bond National Resource Center on The Link® ith our twin heritages of child protection and animal protection, American Humane has been the national leader for 130 years in recognizing the commonalities of multiple forms of family violence, and in assisting local agencies with collaborative community programs. The addition of Link programs bridges our two disciplines and brings in the domestic violence and adult protection fields as well, resulting in a consolidated approach that is working to end all forms of family violence. Increasing Awareness In fiscal year 2006-2007, American Humane’s National Resource Center on The Link continued to break new ground in building public and professional awareness of The Link and in establishing American Humane’s position as a pre-eminent leader in the field. Phil Arkow, interim director, and our speaker’s bureau of nationally renowned authorities spoke to more than 2,400 people in 20 training programs across the United States and several foreign countries. From a sociology class at the University of Vermont, to an animal control conference in Puerto Rico, to a rabbinical college in Pennsylvania, to a national domestic violence convention in Georgia, to a governor’s commission in North Carolina, these trainings brought new people into American Humane’s sphere of influence. As a result, a growing body of academic researchers is reporting exciting new findings, prosecutors are gaining valuable skills to prosecute offenders, and community agencies are learning practical tips to operate more effective programs. The bottom line, of course, is that more animals and children are receiving the protection they need. Meanwhile, to accelerate the dissemination of news in the fast-growing Link field, we developed a Link e-newsletter, which is distributed to nearly 300 researchers and 14 practitioners around the world. We respond daily to inquiries from community and state organizations regarding human-animal interactions. News media are also showing an increasing interest in the human-animal bond, and in fiscal year 2006-2007 we conducted interviews with many media across the country. Legislation The legislative highlight was the rapid proliferation of state laws that allow judges to include animals in domestic violence protection orders. Many batterers hurt or kill animals as part of their repertoire of physical and emotional maltreatment, and recent studies have found that batterers who abuse animals are not only more dangerous, but also more likely to employ sexual violence, marital rape, emotional violence and stalking than are batterers who do not harm pets. During the year, pets-in-protective-orders laws were enacted in California, Colorado, Connecticut, www.americanhumane.org Annual Report 2006-2007 Illinois, Maine, Nevada, New York, Tennessee and Vermont. Similar bills are pending in four additional states, and Indiana enacted a new classification of Domestic Violence Animal Cruelty, a felony. Education As interest in the significance of animals in family ecologies has gained momentum, American Humane has targeted schools of social work to incorporate Link curricula to train tomorrow’s human services workers. We are helping develop an ambitious child advocacy studies undergraduate minor at Winona State University in Minnesota that includes several Link modules. In addition, we are developing a significant partnership with the University of Denver Graduate School of Social Work. Animal Therapy American Humane’s human-animal bond programs extend beyond The Link, with deep involvement and training in animal-assisted therapy programs. During fiscal year 2006-2007, we provided input to proposed national guidelines for introducing animal visitors into healthcare facilities. Humane Education Department ducation is coming of age at American Humane. Through the design of new workshops and initiatives, our reinvigorated and freshly staffed Humane Education Department is gearing up to be a bigger part of the ever-growing and improving national humane education community. From workshops designed to train those in the industry, to publications and programs, our projects fill many niches in the world of humane education while providing quality programs to people of all ages. Recently Developed Workshops Baby-Ready Pets. This is an instructional kit for humane educators to train expectant parents on preparing a pet for the arrival of a new child in the household. Teachable Moments for Humane Educators. This PowerPoint workshop covers how to be a humane educator by providing some successful, nuts-and-bolts ideas that educators can integrate into their departments without incurring large expenses. www.americanhumane.org 15 American Humane Teachable Moments for Shelter Staff and Volunteers. Everything about a shelter tells a story about its identity. Your mood, attitude and even your body language says something to your clientele. This is an opportunity to teach through example and goodwill. Fundamentals of Humane Education. This allday workshop helps those new to the humane education business get off to a good start with organization, program development and funding tips. Getting a Jumpstart for a Career in a More Humane World. This comprehensive all-day workshop introduces those new to the industry to all of the nuances and issues related to the humane movement. Current and Developing Projects • Dog Bite Prevention for 4- to 8-year-olds • College-Level Training for Future Teachers This program will help future teachers infuse a message of kindness and pet responsibility into classroom curricula, as they work to comply with the mandated character lessons required by many school systems and “No Child Left Behind.” • Partnership With Florida Gulf Coast University for Community Service This university program will engage honors-level students in community humane education programs at the elementary school level. The program will train the students to create quality, age-appropriate humane education for local students that includes preand post-testing as well as program evaluations. This program will be designed for anyone wishing to bring this important safety message to youngsters, who are so often the victims of bites from the family dog. The project is based on empathy for and an understanding of the dog, and will include teacher materials and activities. • Surviving the Shelter This comprehensive working guide will contain definitions, acronyms, a bibliography and many discussions about animal-related issues to help people new to the sheltering industry. 16 www.americanhumane.org Annual Report 2006-2007 Office of Public Policy The Voice for Children and Animals merican Humane’s Office of Public Policy provides a critically needed voice for those vulnerable members of society who cannot speak for themselves — children and animals. This year, we have experienced significant growth in our advocacy work on Capitol Hill and in numerous states across the nation. The Office of Public Policy went through significant change and expansion this past fiscal year, including a change in location to Old Town Alexandria, Va., and a change in half of its staff. Allie Phillips, who started as our new director in February, brought valuable experience to American Humane as an assistant prosecuting attorney and as a national child and animal protection lecturer for the National District Attorneys Association. She has already expanded the office’s work on legislative issues, advocacy programs and trainings. The addition of Tracy Coppola and Jennifer Lowe-Davis as new legislative analysts, both with law degrees, helped us identify more federal and state legislative priorities and provide research-based assistance to federal and state legislators. In the second half of the year, the most exciting progress included a substantial increase in legislative Action Alerts sent to our members; more than twice as many members taking action on our alerts relative to previous years; and the creation of an original national program that will directly benefit abused women, children and animals who enter domestic violence shelters. The office was also proud to work with our Film & Television Unit on the movie screenings of Evan Almighty, Flicka and Miss Potter at the Motion Picture Association of America’s Washington, D.C., theater. These limited-seating events were quickly filled to capacity with Capitol Hill staff and welfare organization friends. Federal Legislation The Office of Public Policy worked on many federal bills this fiscal year, expanded our communications with Capitol Hill staff and increased advocacy visits to voice our position. Among the bills targeted were: • Pets Evacuation and Transportation Standards Act. This legislation was signed into law by President Bush in October 2006, requiring states to establish disaster preparedness plans that include the welfare of animals. We have coordinated with other national agencies to work with Homeland Security www.americanhumane.org 17 American Humane letter-writing campaign, lobbying on Capitol Hill, meeting with Senate and House bill sponsors, and launching a www.care2.com campaign during which more than 21,000 people contacted their legislators. This represents a major movement toward protecting family pets from fraudulent procurement of animals for research by U.S. Department of Agriculture Class B dealers. • Animal Fighting Prohibition Enforcement Act. This act was signed into law in May 2007 by President Bush and continued to strengthen federal prosecution laws against animal fighting. We participated by launching a letterwriting campaign urging passage of the bill. • Human and Pet Food Safety Act. This legislation was introduced in the wake of the pet food contamination and the spinach contamination in California farms. The office issued an Action Alert to our members and launched a www.care2.com campaign. In response, more than 20,000 people took action by contacting their legislators. • Child Abuse Prevention and Treatment and the Federal Emergency Management Agency to implement the new law. • Pet Safety and Protection (PSP) Act. This bill focuses on preventing the fraudulent procurement of animals for research. It had been introduced without success for more than 10 years. This year, however, we prioritized the bill, issued an Action Alert and joined with other animal welfare organizations to combine efforts, which included a significant 18 Act. This bill is up for reauthorization of funding in 2008, and our work with several coalitions included meetings with Appropriations staff members on Capitol Hill. A significant increase in funding to state-based prevention and treatment programs is essential to securing our children’s well-being. • Kinship Caregiver Support Act. This act would provide federal assistance to nonparent relative caregivers who care for children. American Humane supported this legislation in the 109th Congress and increased lobbying visits on Capitol Hill with other coalition members. www.americanhumane.org Annual Report 2006-2007 State Legislation We also targeted a large number of state bills, increasing our efforts to communicate our positions and garner support from bill sponsors and other legislators. In anticipation of the upcoming legislative session, we are in consultation with several legislators, whose bills failed this year, to work on reintroducing the bills, making necessary amendments and eventually enacting the bills into law. In particular, Alaska and Utah’s felony animal cruelty bills and the California spay and neuter bill are on the priority list for fiscal year 2008. Foie Gras: Illinois (pending), Michigan (pending), New Jersey (pending), New York (pending). www.americanhumane.org 19 American Humane Legislative Testimony The Office of Public Policy provided testimony on several important bills this fiscal year to: • U.S. Senate Agriculture Committee on supporting the Animal Fighting Prohibition Enforcement Act. • Rhode Island House Committee on Health, Education and Welfare to support increased cruelty penalties and include animals in emergency disaster plans. • Maryland Senate Judiciary Committee on supporting pets in protection orders. • District of Columbia on supporting a comprehensive animal welfare bill. • North Carolina on amending the state euthanasia laws to prohibit gas chambers and utilize injection of sodium pentobarbital. • City of Nashville to support a local ordinance restricting outdoor dog tethering. Expanding Work With Coalitions We continued to expand our involvement in the following coalitions by participating in group lobbying sessions: 20 • National Child Abuse Coalition: Advocates for improved legislation to prevent child maltreatment and to provide better resources and funding for child abuse prevention and treatment programs. • National Child Welfare and Mental Health Coalition: Lobbies and drafts public statements for laws to better protect the physical and mental health of all children. • National Foster Care Coalition: Works to improve the foster care system for children. • National Animal Rescue and Sheltering Coalition: A collaborative effort of animal welfare organizations and state/ federal emergency management agencies to prepare for and implement the evacuation and sheltering of pets during disasters. • Coalition for Consumer Information on Cosmetics: Eight national animal protection organizations work together to promote a single comprehensive standard and an internationally recognized “leaping bunny” logo. Work also includes collaborating with companies to help www.americanhumane.org Annual Report 2006-2007 make shopping for animal-friendly cruelty-free products easier and more trustworthy. • Coalition for Reuniting Pets and Families: Advocates and lobbies for better standards and rules regarding identification microchips in pets to increase the rate of return for lost pets. • Metropolitan Washington Council of Governments’ Animal Services Committee: Composed of animal welfare shelters in Washington, D.C., Southern Maryland and Northern Virginia, which work together on best practices for homeless shelter animals. The Office of Public Policy is an annual co-sponsor of the Animal Services Awards for animal welfare workers who are exceptional in their field. Our office also works with other child and animal welfare agencies on a variety of issues to better the lives of children and animals. process, and with the assistance of the National Coalition Against Domestic Violence and the National Center for Prosecution of Domestic Violence, the manual will be distributed nationally to family violence shelters. We anticipate that this program will be launched in early 2008. Trainings Allie Phillips joined American Humane with prior national training experience on The Link® between animal cruelty and human violence. She has continued providing trainings and represented American Humane at two national conferences: the National Juvenile Justice Conference in San Diego, Calif., and the National District Attorneys Association’s Equal Justice: Investigation and Prosecution of Child Abuse Conference in Sparks, Nev. Both audiences consisted of judges, prosecuting attorneys, child protection investigators, social workers, juvenile probation officers, law enforcement officers, and medical and mental health professionals. National Conference of State Legislators In August 2006, American Humane attended the National Conference of State Legislators in Nashville, Tenn. The American Humane booth was a popular attraction for attendees, who numbered more than 8,000. Many visitors stopped by the booth to learn more about our programs and to discuss upcoming legislation. American Humane presented a workshop on animal disaster assistance. Also, a new documentary film on Katrina, called Dark Water Rising, was previewed. Creation of an Original National Program We are proud to announce the creation of a national program to help facilitate the inclusion of pets in family violence shelters. There is no current national program addressing this important human-animal bond and safety issue for pets and people, and American Humane has identified a domestic violence shelter in Virginia to be part of a pilot project as it incorporates family pets into its shelter.
