Waterviiet Public Library Hours: Daily, 1:00 to 5:30 p.m. Wednesdays 11:00 a.m. to 8:30 p.m, Story Hour, Thursdays, 1:15 p.m. PUBLISHED EVERN THURSDAY June 2,1977 Record Letters Dear Editor, As most of you know, there will be a millage election on June 13th. On the ballot you will be asked to vote for school board members and a badly needed millage. I am writing to explain what will happen in the Middle School if the millage doesn't pass. First our fine band that was one of only three in the State of Michigan selected to play on the Capitol steps will be dropped. We have already lost our track program, and without added funds we will loose our basketball and football programs that have helped establish Waterviiet as a conference powerhouse in track, football, basketball, and baseball. We will also, loose other extra curricular courses that are so important to many of us, Art, Sewing, Industrial Arts, and many more. We have had several of our sister communities that have repeatedly voted down bond and millage issues and have ended up with half day classes and second rate programs. Bangor residents fought badly needed extra millage for so long that the board had to drop varsity athletics and in just one year a fine athletic program suffered to the point it now has to be rebuilt. The millage being asked for by the Waterviiet School Board is minimal and reflects a conservative board that is trying to give us the services we want at a reasonable price. As in all things that we become involved with in our daily lives such as business, government, and yes even our families there are problems. The way to solve these problems are to take the time to go to school board meetings w h e n the decisions are being made rather than cut badly needed funds after the decisions have already been made. Remember mom and dad we need your vote for the millage on June 13th. The amount is so small if you need to cut cost please do it some other way. Join an area class now . . . you will be ^ad you did. How much will this school millage cost? This is a question we often hear so let's put it in perspective. The amount of $13,000 will be paid by the two largest taxpayers and $49,000 will be contributed by the remaining residential and other small taxpayers for a total of $82,000 in local taxes. On the basis of population each taxpayer will pay an average of $28. Added to this is the $8.00 per person levied on local business and industry. Added together these total $36.00 which will be supplemented by $43.00 additional in General State Aid. 11 is important to note that while the average income to the school per taxpayer will be $79.00, the cost per taxpayer will be only $28.00. Hiat is pretty general, now let's look at something more specific. To do this we have to know the state equalized valuation of a piece of property. I f your house is properly assessed, theS.E.V. (State Equalized Valuation) should equal one half the market value of your home. This is the figure your taxes are based upon. Each mill of tax levy will cost $1.00 for each $1,000 of S.E.V. I f your house has a market value of $20,000 the S.E.V. should be $10,000 and one mill of tax levy will cost $10.00. The tax levy on the ballot this June will increase taxes by 2 mills or $20.00 on the house described above. I f the Michigan Homestead Credit is applied the actual tax increase may be reduced to $8.00. Either, as you can see, is a relatively minor change in the total tax bill. I f your house is worth more, or less, you can estimate the tax increase by taking the first two digits oi the market value ($25 for a $25,000 house, $30 for a $30,000 house, etc.) Again this amount is likely to be reduced by the property taz credit program. Even if your taxes are reduced under the Michigan Property Taz Credit Program the taxes you would ordinarily pay are credited to the school as revenue - along with the appropriate amount of State Aid. Hie total of local taxes and school aid will add up to $135,000 for the entire district. The impact of this tax increase on each taxpayer will be modest. The impact to the educational program is profound. We hope you consider this as you make your decision. I , or other members of the staff will be happy to meet with you individually, or with any group to further discuss this millage and its importance. I f you have questions or would like to set a meeting call my office, 463-5566 or 4634C21. The program, which tests reading, writing and mathematical skills beginning at the eighth grade level, comes at a time when there is a growing awareness that a substantial number of students throughout the nation are deficient in these basic skills. The tests include questions that measure a student's capability to function in society when he or she leaves school. Questions cover such topics as the ability to read and understand a want ad, a driver's manual or a recipe or to balance a checkbook. The testing program will be available to schools in September ETS reports. These tests were administered only to 8th, 9th and 12th graders, according to Mrs. Pant, High School Counselor. The new Basic Skills Assessment Tests were developed by Educational Testing S e r v i c e (ETS) of Princeton, New Jersey with the cooperation of 300 school districts throughout the nation OPEN DAILY MAY 25lh THRU LABOR DAY 10 A.M.-6 P.M i Hospita I ADMI TTANCES WATERVUET - Stephanie Warner, Harold Selter, Mrs. Leonard Ross, Teresa Montai, Dennis Crossno, Mrs. Missouri Needham, Mrs. Ernest Bomia.
