in MDL?

act: Public sector shipyard, including Hindustan Shipyard
Limited Visakhapatnam, has been struggling to stay afloat
as government orders for ships and other vessels have
dried up.
Fact: Public sector shipyards have been on life-support for
years, living off government handouts, which come in fits and
starts and with great reluctance.
Fact: State-owned shipyards are in dire straits even though
they have a trained workforce and the engineering expertise to
turn out world-class seagoing vessels
But these facts appear to have been ignored by the Mazagon
Dock Ltd, a Government of India undertaking while going full
steam ahead with its policy to hand over plum shipbuilding
contracts to private shipyards, through joint ventures, at the cost
of the public sector. This policy has become a cause of serious
concern among political parties, with CPM general secretary
and MP, Mr. Sitaram Yechuri raising an alarm. Mr. Yechuri
told Industrial Scan: “The Communist Party of India
(Marxist) has brought the deal under its scanner, pointing out
the large grey areas that reek of another scandal in the making”.
The major cause of worry is the way in which Mazagon
Dock Limited, a government-owned shipyard controlled by
the Defence Ministry, has gone about finalising its JVs, which
are so skewed in favor of the private sector that it is a scandal
in itself , say the MDL workers.. MDL says it has orders worth
Rs 1 trillion, so they need joint venture partners to execute and
complete the works on time. The immediate question relates to
the alacrity with which MDL is executing the purported orders.
Why does MDL need joint venture partners? Why did MDL not
go for open tenders to ensure transparency and competitiveness?
Industrial Scan believes there is no logic to go for joint
ventures when abundant capacity is available in the industry and
the entire deal of entering into joint venture smacks of favouritism,
according to MDL workers. Some workers are also claiming
that MDL management is misleading the Defence Ministry
into believing that joint ventures with the favored private sector
players is the only option for going forward.
Industrial Scan strongly recommends that MDL should not
enter into joint ventures with selected companies until it has
exhausted the idle facilities in public sector yards. Indeed, MDL
should invite all the other shipyards in India to participate in
tenders and share its plans with them so that the other shipyards
get a chance to improve and upgrade their facilities and compete
on equal footing and offer the competitive prices. This will bring
in transparency and cost competitiveness at MDL.
We have raised questions about the process involved in
dealing with the MDL’s joint ventures, with the top management
of MDL. Unfortunately, so far, the answers that we have
received are an exercise in obfuscation and diversion, with MDL
management claiming that the need for JVs were approved by
earlier leadership teams and the Defence Ministry.
Thus, the way MDL has been functioning vis-à-vis the private
sector JVs, is not a shining example of fairness and transparency.

Carter sees a major potential for Joint Ventures
between Indian and Australian companies in
many fields of business to be based in Vizag, India.
Mr. Carter who is based in Chennai and is in
charge for all the South Indian states was in Vizag
recently.
He feels the new air connection between
Vizag and Australia to be operational by 28th
October will throw open many more business
opportunities between India and Australia.
”I am very impressed with the huge potential
that exists here and I am very sure many
Australian companies will be willing to set up shop
here and offer the latest technologies or to set up
Joint ventures in mutual business interest”.
He says Australia also invites investment from
India in infrastructure, professional sector, higher
education, engineering industries, information and
communication technologies, banking, energy etc
etc.
Mr. Carter who talked exclusively to Vizag
Industrial Scan highlighted a few potential areas
of fishing, fish processing, agri products, food
processing industries, coal and iron ore mining in
India with world class Australian technologies and
equipment.

notified area reserved for Andhra
Pradesh Special Economic Zone
(APSEZ) in Vizag .
The APIIC sought the
denotification of SEZ lands in
order to meet the growing demand
for lands for industries in the
Domestic Tariff Area (DTA).

ATMs etc. The State Bank of
Hyderabad (SBH) has already
opened its branch on 2500 sft.
area in the complex.
APIIC aims to provide readyto-occupy commercial space for
offices for the convenience of
the entrepreneurs / Industries /
Unit holders. There is also a
provision to set up food courts/
restaurants to facilitate the
convenience of local units and
the workers. APIIC is in the
process of calling for tenders for
leasing food courts and
restaurants. APIIC has also
called for tenders for laying of
marine outfall pipeline from the
APSEZ and is hopeful of
completing the work within 6 to
9 months from the date of
awarding the contract.

General Manager - In-charge of HPCL
- Visakh Refinery from November 01,
2012, following the superannuation of
Mr. PAB Raju.
A graduate in Chemical Engineering,
Mr. Narasimham joined HPCL in 1983
has a long experience in Operations and
Technical functions and has good
knowledge of Environmental and
Safety Management in the
Refinery. He worked in three
Refineries - HPCL Visakh, HPCL Mumbai and KNPC, Kuwait.

Protection
Service has marked 40
years of bilateral cooperation

up with Concor to start
bonded trucking service. A
truck will pick-up and drop
bonded cargo between
Kanpur and Delhi Airport
three times a week.
The first truck, flagged
off recently, carried leather
goods from Suri Shoes,
Mirza International, and
Arvind Footwear with a
load of 1.6 tonne. These

The transit time
between Kanpur and Delhi
is expected to be less than
12 hours. Moreover, the
facility will reduce multiple
handling of air cargo.

Adani Ports Q2 net
profit up by 57%

Ltd reported a 25 per
cent rise in revenues and
57 per cent increase in
profit after tax (PAT) in the
second quarter of 2012-13,
ended September 30,
compared
to
the
corresponding quarter last
fiscal.
According to the
company Chairman, Mr.
Gautam Adani, while
revenues were at Rs 792
crore (Rs 632 crore), PAT
stood at Rs 430 crore (Rs
273 crore).
The company handled
20.43 million tonnes of
cargo in Q2, up by 15 per
cent.

DHL Supply Chain to invest
Rs 680 cr in India

invest Rs 680 crore
(€100 ) in India to build and
develop eight multi-client
sites (MCS) across as
many cities and also to
upgrade its transportation
fleet.
With this investment,
DHL Supply Chain will add
5 million sq ft of additional
warehousing space in the
country. The company
already has about 4 million
sq ft of warehousing space.
The new MCS facilities
will be located in Mumbai,
Gurgaon, Delhi (NCR),
Bangalore,
Nagpur,
Chennai, Kolkata and
Ahmedabad.

2015 and beyond, India,

VK through its subsidiary Hancock Coal Infrastructure Pty. Ltd has signed a
construction contract with leading international construction major, Samsung C&T
Corporation, a subsidiary of the Korean conglomerate Samsung and Australian based
Smithbridge Group Pty. Ltd to build a 60 mtpa T3 Port Terminal Port for the Alpha
Coal project at Abbot Point, North Queensland Australia. This is a ‘pit-to-port’ project
being built at a cost of USD 10 Billion. The first phase of the project involves a 30
mtpa mine, a 500 km railway line and a 60 mtpa port.

AP 4th in attracting pvt
sector investments
A
ndhra Pradesh ranks fourth in the country in total
outstanding private sector investment, both domestic
and foreign, as of June 2012, apex industry body Assocham
said recently.
It accounts for an investment of 8.4 per cent. Gujarat
(12.5 per cent), Odisha (10.7 per cent) and Maharashtra
(8.9 per cent) are the three States ahead of Andhra
Pradesh in this regard.
Assocham said that of the total outstanding investments
of Rs. 12.3 lakh crore in AP, private sector accounts for
over Rs. 6.9 lakh crore thereby registering a share of
over 56 per cent in the overall investments.
At the national level, the private sector, with a share
of over Rs. 82.9 lakh crore, accounts for over 59 per
cent of the total outstanding investments across India
worth over Rs. 140 lakh crore as of June 2012, the
Assocham said. Private sector investments account for
a whopping 86.6 per cent in the total outstanding
investments worth over Rs. 4.5 lakh crore in Haryana
which has a share of about 4.8 per cent in the total private
sector investments made across India.
“Flow of the private investments is decided by the
attractiveness of investment opportunities as they are
mostly driven by profitability considerations,” said Mr.
Ravindra Sannareddy, chairperson of Assocham
Southern Region Council. “Bureaucratic efficiency,
infrastructure facilities, and ease of land acquisition
influence the flow of private investments,” said Mr.
Sannareddy. “Tax concessions, product market conditions
and exit policies are effective tools of private investment
attraction.”

CorpBank loans to SMEs

orporation Bank has started providing loans at
a concessional rate of interest for micro, small
and medium Enterprises (SME) from October 20, 2012
onwards. The facility will be on till January 31, 2013.
Announcing this in Bangalore recently, the bank’s
General Manager, Mr.K. Giridhar Shenoy, said SME
Grand Festival Loan Bonanza was launched recently
to provide loans for SMEs as. They were facing a
number of problems.

he GVMC Commissioner, Mr. M.V.
Satyanarayana IAS, has asked bankers to liberally
sanction loans to self-help groups to facilitate their
economic empowerment. He said only Rs. 54 crore
had been disbursed so far out of the target of Rs.140
crores. The Commissioner enquired the reasons for
the poor disbursal of bank loans to the SHG groups
from the assistant project officers. He also said that
transparency was being observed with regard to
making compassionate appointments.

A
committee of the Indian Banks’
Association committee has
recommended to the Finance Ministry that
home loans up to Rs 35 lakh (extant limit:
Rs 25 lakh) should get the priority sector
tag.
The move will lead to banks providing
loans to house buyers at affordable interest
rates, said the committee on housing
sector. This will also benefit a large group
of customers in Tier- II and Tier- III towns.
Further, loans to builders constructing
affordable homes costing within Rs 35
lakh a unit could be classified as priority
sector. Builders can then get loans at
preferential interest rates, thereby
accelerating housing projects in segments

CICI Bank has entered into a memorandum of
understanding (MoU) with Ecobank Transnational
Incorporated (Africa).
The MoU will involve ICICI Bank and Ecobank
collaborating to extend banking services across their
combined footprint in India and Africa. Ecobank is present
in 35 countries in Africa, said a statement from India’s
largest private sector bank. India’s trade with Africa has
doubled in the past four years.

Bank credit, deposits grow
by 14-16%

ank credit and deposits grew by 14-16 per cent in
the past 12 months. According to the data released
by the Reserve Bank of India (RBI), banks’ deposits
were at Rs 6,411,036 crore as of October 5, up 13.8 per
cent from Rs 5,629,374 crore a year ago. Bank credit
grew to Rs 4,809,384 crore as of October 5, up 15.8 per
cent from Rs 4,149,670 crore as of October 7, 2011.The
investments by the banks in government securities and
other approved securities rose to Rs 1,995,659 crore, up
from Rs 1,736,256 crore a year earlier. Also, the food
credit outstanding by banks (including state co-operative
banks) stood at Rs 99,915 crore from Rs 69,640 crore.

T
he Union Steel Minister, Mr. Beni
Prasad Verma has asked Rashtriya
Ispat Nigam Limited to adopt innovative
marketing strategies and complimented
the management for registering growth in
profit and several production areas.
During a review of the Navratna
company’s performance during first half
(H1) of 2012-13, in New Delhi recently,
he called upon RINL to evolve innovative
marketing strategies to perform better and
intensify its marketing efforts in rural
areas. RINL posted growth in hot metal,
liquid steel and value added steel
production, captive power generation,
operating profit and profit after tax during
H1 of 2012-13. A marginal shortfall in
saleable steel production was registered
due to acute power crisis and heavy
rainfall. The weakening demand of long
products marginally impacted the sale of
long products. RINL took steps like
correction in prices to improve sales.
During H1, RINL improved its rural
marketing network by 69 per cent and
growth in sales increased to 88 per cent.
Significant growth was achieved in
converter lining life, specific water
consumption and labour productivity.
RINL paid Rs.1,414.51 crore to the
Government of India in H1 towards
dividend and redemption of preferential
capital. On the expansion front, new blast
furnace, oxygen plant, turbo blower, power
and utility systems were commissioned
and are currently in operation.
Order for new pressure reducing
station has been placed and is expected
to be commissioned by March/April 2013.
Sinter plant and wire rod mill will be
commissioned by the end of 2012. The
company’s expenditure on CSR activities
grew by 10 per cent during the review
period.
The Steel Minister reviewed
performance of Bird Group of
Companies, in which RINL has strategic
control. Mr. Verma reviewed the
performance of first and second quarter
of 2012-13 of Bird Group of Companies.

e-customs filing: GACAG
T
he Global Air Cargo Advisory Group
(GACAG) is urging members of the World
Customs Organisation (WCO) to implement Revised
Kyoto Convention principles and shift from a
dependency on paper documents to a full e-customs
environment.
WCO secretary general Mr. Kunio Mikuriya
agreed harmonisation of global customs procedures
would play a pivotal role in establishing e-customs
platforms. GACAG has highlighted processes that
should be accomplished through electronic means:
export and import goods declarations to customs
provided by exporters, importers and/or their
forwarders or customs brokers; export, import and
transit cargo declarations sent to customs by airlines;
release of shipments into free circulation following
completion of customs formalities; record keeping and
archiving for all participating parties.

HL Supply Chain says it is investing EUR100
million (US$130.9 million) to strengthen its logistics
infrastructure in India, a nation whose infrastructure
network lags behind its rivals.
DHL Supply Chain, a provider of contract logistics
solutions, will develop eight “world class” Multi-Client
Sites (MCS) across India and upgrade its current fleet
with technologically advanced transportation vehicles
to meet growing customer demand from various
sectors. The new MCS facilities will add a further five
million square feet of warehousing space, and will be
located at Mumbai, Gurgaon, Delhi (NCR), Bengaluru,
Nagpur, Chennai, Kolkata and Ahmedabad.

Rajasthan
Government
has
recommended allotment of
one iron ore mine to RINL

proposal is under active

Ministry. The last stage
formalities are being
worked out and we expect
to get a mineral concession
for the Bhilwara iron ore
mine, Choudhary told
reporters. The estimated
iron ore reserve at the
Bhilwara mine is pegged at
320 mt. Mr. Choudhary
said the investments in the
proposed beneficiation and
pellet plant at Bhilwara is
still being worked out.
RINL, which is in the midst
of expanding its capacity
from 3 to 6.2 mt per annum,
depends mainly on another
state-owned entity NMDC
for its raw material
requirement.

he Forum for Action
Research and Policy
Analysis (FARPA) organised an
informal meeting to discuss the
various opportunities and
constraints in regard to provision
of the required quantum of water
supply to Visakhapatnam and to
various major industries located
in the city environs like the
Visakhapatnam Steel Plant.,
NTPC etc.
FARPA convenor, Prof. R.V.
Ramarao, said: “Water supply
to the port city has become a
critical issue to meet the norms
and requirements of supply to the
city population. GVMC which
controls the various water supply
systems is also under great
constraint to provide adequate
volumes of water in respect of
the demand projections of major
industries
located
in
Visakhapatnam.”
The various sources supplying
water to the city experienced
deficiency till the recent rains,
which raised the levels in
Thatipudi,
Raiwada,
Meghadrigedda and Yeleru
reservoirs considerably. It is
hoped that the cyclonic rain during
October-November would
ensure that all the reservoirs
would have full capacity of
storage. The availability of this
resource at Full Reservoir Level
(FRL)
would
enable
refurbishment of water supply
systems.

Visakhapatnam like: Thatipudi
Reservoir, Mehadri Gedda
Reservoir, Raiwada Link Canal,
Yeleru Left Bank Canal,
Gosthani River, Mudasaralova
Reservoir and Gambheeram
Gedda Reservoir.
The total quantity of water
that can be drawn from the
above sources is 43 mgd for
Visakhapatnam city for drinking
and other purposes. In addition
to the above, 7.5 mgd of ground
water is also drawn through
borewells. Around 16 mgd water
is supplied to slums and
industries. The Godavari
Drinking Water Supply
Project designed to supply 33
mgd of water taken up in 2003,
has been made operative. All
above sources are not perennial
and due to considerable reduction
in the inflows to impoundments
and rapid growth in the
population, the city is
experiencing acute shortage of
water during summer.
Demand and Deficit
The supply provided to
domestic sector as on date is 21.0
mgd showing a deficit of 21.69
mgd as the standard norm of
supply is 42.69 mgd. The supply
to the bulk consumers is 16.0
mgd while the demand
requirement is around 22.31
mgd indicating a deficit of 6.31
mgd.The total deficit in water
supply in respect of both the
categories is 28.0 mgd.
The project demand by the
year 2020 is estimated at 124
mgd and the deficits is on
83.00mgd.
Greater Visakhapatnam
Municipal Corporation is
presently utilising 230 mld of
water from various sources.
There is a deficit at 70 mld to meet
the drinking water demand of the
city population as on date. This
is likely to grow GVMC would
have to give a commitment to
provide treated drinking water to
the expanding areas and
population in the near future.
These expansions include
additional developments in
Anakapalli and Bheemunipatnam
and intermediate areas which are
expected to be merged with
Greater Visakha Municipal
Corporation.
The GVMC has also a
number of treatment plants for
meeting the required quality of
drinking water to the population.
These are at the following –
Narava (32.00mld) / Gajuwaka
Water Supply from Yeleru Canal
Vizag Steel plant
28 mgd
GVMC drinking water 22 mgd
NTPC
7 mgd
Others
3 mgd

(45.00mld) / Sundaram colony

The GVMC has completed
the distribution network and the
storages for providing treated
drinking water to Gajuwaka area
of GVMC which was earlier
under local sources of
Municipality. There is a
requirement of 4.0mgd and 2.0
mgd was being spared from the
Steel plant and 2.0 mgd is being
received from other sources.
However since commissioning of
Pumping scheme from YLMC
(upstream of KBR off-take)
supply from KBR is stopped.
Industrial Water Supply
The Visakhapatnam Steel
Plant presently receives an
average supply of 28 mgd from
Yeleru canal. The Steel Plant is
projected to go for production of
7.3 million tons/year and would
require 45 mgd of water in a time
line of six months. Without this
quantum
of
supply
commissioning and continuous
operation of all units at rated
capacity wouldn’t be possible
which would lead VSP to a deep
financial crisis. The full
expansion of the steel plant is
projected for 20 million tpy and it
would require 110 mgd of water
progressively and the time line
is six years.
The steel plant is in the
process of establishing a
reservoir downstream of the
existing KBR reservoir. The
present lines of the KBR
reservoir is at 21.250 mts. The
new reservoir which is being
established has an areal extent of
150 hects and would have an FRL
of +24.00 mts and store 0.5 tmc
of water.
NTPC-Simhadri is presently
drawing 7.00 mgd of water from
the Yeleru system. The
organisation is utiliaing 32.00mld
at present and ultimately the total
requirement is 48.00mld or 10.5
mgd for 4 x 500MW operation
of the Power Station.
The other industries which are
being provided with the various
quantities of water to meet their
demand requirements are very
marginal compare to Steel Plant
and NTPC. These are
Gangavaram port and industries
being given from Lankelapalem
reservoir of APIIC the
organizations include, Pharmacity
and SEZ Atchutapuram.
Anrak industries are also
being provided water between 3
and 4 mgd for their use with direct
drawal from the Yeleru canal
system. The Navy has been
assured a supply of 15.00mld of
raw water to project Varsha from
the Yeleru canal.
Due to expansion of steel
plant, their demand is 45.00 mgd,
which is required from March
2013. The NTPC demand is for
10.00mgd. To meet these
additional demands, 80 mgd of
water is to be required. Unless
300 cusecs is drawn from Yeleru
reservoir, 80 mgd cannot be
realised at Visakhapatnam, due
to seepage loses of nearby 50%
in the stretch of 155 kms length
of Yeleru canal. At present only
200 to 250 cusecs is being drawn
from Yeleru reservoir. The Yeleru
canal requires immediate repairs
by desilting in some of the
vulnerable reaches in deep cuts,
which requires about 10.00
crores for which 2 months time
is required in March and April.
By the time the closure starts the
steel plant authorities have to fill
up Kanithi Balancing Reservoir
to its full capacity. The NTPC
needs to keep storage of soft
water for 40 days only.
A representative from RINLVSP said the plant cannot afford
a 60-day shutdown as the water
stock at FRL of KBR would be
sufficient for 55-60 days as 6.3mt
expansion units also would be in
operation. Further any shutdown
period shall be for a period of
maximum 45 days between
January and March as rains /
cyclones are expected generally
during April-May.
The GVMC officials
expressed their difficulty in
supplying drinking water during
these two months, as the present
drawal of 22 mgd will be
completely stopped. The KBR
can supply 2.00mgd during the
closure and the balance has to be
adjusted from Raiwada and
MGR. VSP representative
expressed that if water is given
to Gajuwaka from KBR during
shutdown, closure period shall be
reduced accordingly.
If there are good spells of rain
in October and November, due
to North-East monsoon, the
reservoirs will get filled up to FRL
and it facilitates to meet the
minimum demands when closure
is taken in March and April 2013.

The health-conscious
entrepreneur says that as
customers’ health is of
prime importance we don’t
use artificial colouring and
don’t indulge in bulk
cooking
as
most
restaurateurs do. Eleven
offers freshly cooked food,
because the customers
should leave our restaurant
happy and healthy with a
strong inclination to come
again, he says.
“We called it Eleven
because the restaurant is
run between 12 Noon and
11 pm. I remember a
couple profusely thanking
me for providing them
biryani after 3.30 p.m. as
most eateries close shop by
then. From 3.30 pm to
8.p.m. you can see college
students coming to have
Chaat items,” Mr. Devesh
adds.
Eleven was launched
with an innovative buffet
system called Table
d’hote, where the food
from the buffet spread is
served on the table. But
when
some
diners
complained of the servings
being limited, we stopped
the buffet system and now
we are serving food a la
carte. The menu includes
simple preparations like
mushroom and almond
soup, talumi soup,
omelette, chole bhature,
golden fried prawns,
karela (bitter gourd) curry,
bread-sandwich pakoda,
chicken boti masala,
chicken Andhra, mutton
nawabi, sizzler chicken
tikka biryani (available
only at Eleven) and a range
of Chinese cuisine besides
South and North Indian
cuisines.
“You can begin the meal
with a soup of your choice.
For starters there is a
choice of plum chicken
made with Cantonese
sauce, paneer begum
bahar, the lip-smacking
tandoori nachos - a mix
of Indian, Mexican and
Chinese cuisine (available
only at Eleven) and many
more. I am glad to say that
we have repeat customers,
due to the quality and taste
of the food we serve.” Mr.

Stating that he ensures
that the veggies get their
due, he adds the Jains, who
frequent their restaurant
are fully confident that they
get the best vegetarian food
because he (Mr. Devesh)
is himself a strict
vegetarian.
“The caramel custard
served at Eleven is
eggless. So is the chocolate
browny topped with ice
cream served for dessert.
It’s hard to find the
difference, he chuckles.”
Recalling the hotel’s
anniversary celebration
held from July 11-22, 2012,
Mr. Devesh says they had
put up a ‘Wheel of Fortune’
where customers tried their
luck in winning 11, 22 to 33
% discount.Many (around
30 customers) got 33%, he
says. So, for those of you
