Lift up a child’s voice—a child’s life.
O
ne of our volunteers
shared a story with me
the other day. She spent
a beautiful weekend afternoon
walking hand in hand with a young
foster child at the zoo. Like many
children who go into foster care,
this little girl had experienced too
many nightmares that didn’t end
with the morning sun and too few
of the simple, fun days that most
children enjoy.
Riding on the zoo train, the girl
looked up at her volunteer and
said, “This is my best day.”
In Santa Barbara County, more
than 300 foster kids have a caring
CASA volunteer who offers them
the gifts of time and joy and who
believes in them. These children
also have something of incredible

value: They have someone who
advocates for them, protects their
rights, and ensures that they find
their way to a safe, loving home.
When children are abused or
neglected, they suffer a betrayal of
the worst kind. They are let down
by the very people they should be
able to count on most. When they
are removed from their parents
for their own safety, they too often
suffer once again from a foster care
system that is overwhelmed and
fails to meet their needs.
That’s where CASA volunteers—
and you—step in.
Our goal is to make sure that
every foster child has a CASA
volunteer, but hundreds of kids
are still waiting for that person.
As you read this report of our
accomplishments over the past
year, know that you—our dedicated
volunteers and our generous
partners and donors—played a
critical role in all of them.
When you support CASA of
Santa Barbara County, you help
your CASA program provide the
quality training and support our
volunteers need to make life better
for abused and neglected children.

Message from Tony Papa, President
I
am so pleased to have been
elected president of CASA of Santa
Barbara County. My wife, Sabrina,
and I have always been attracted
to organizations that enhance the
lives of children. They are our future
and the world needs their help.
There are so many incredible
benefits to the work we do at CASA.
I was initially drawn to the obvious
impact our program makes on the
trajectory of an abused and neglected
child’s future.
Right now in our community, a
small and dedicated army of CASA
volunteers are planting seeds of love,
knowledge and self-worth within
what would otherwise be a lost
population of children. I believe, as
many of my team members do, that
the work of a CASA volunteer is the
best long-term economic stimulus
our country will receive.

During our last fiscal year,
we served 51% of the abused
and neglected children who
are dependents of our county’s court
system. While this is a dramatic
increase from years past, it simply
isn’t good enough. It is imperative
that we serve 100% of the children
in need and we are determined to
get there by the end of 2018. Donor
support has been instrumental
in laying the financial foundation
for the expansion of our program.
These contributors, many of whom
are listed in this report, are making
it possible for every child to have
the promise of a better tomorrow.
Our commitment is to continue to
use each dollar wisely and with the
greatest long-term impact.
I think it is important to note that
we are approaching our business
as any other enterprise. The only
difference is that we are a social
enterprise, meaning our return on
investment benefits everyone.
The primary key to our success
is our ability to recruit, train and
administer the men and women
who volunteer their time to serve
as advocates. These are the people
who are doing the heavy lifting and
saving the lives of future societal
contributors.
Our volunteers do this great
service on behalf of humanity. They
are driven by a higher calling and
they have my respect and admiration.

We opened our office in Lompoc, providing support to new and
existing volunteers working with abused and neglected children
there.
We received our Standards for Excellence Certification from
the National CASA Association of which we are a member. This
achievement recognizes our organization’s commitment to
providing children with the highest quality of service through our
well-trained and supported volunteers.
New funding partners include The Kobe and Vanessa Bryant
Family Foundation, and the Toy Industry Foundation of America.
More than 80 of our current volunteers joined social workers and
CASA staff from Santa Barbara County and San Luis Obispo County
for specialized training in “family finding” to enhance our efforts at
making sure children don’t lose possible lifelong connections.

I am for the child who’s had
seven addresses in a single year.
Because she’s in foster care.
Because her father abused
her. And because her mother
couldn’t believe her.
That is the child I am for.
And because I am, she will be
half as likely to languish in
foster care, and that much more
likely to find a safe, permanent
home.

One Child’s Story—Manuel
M
anuel was just 3
years old when he
was abandoned by
his mother and placed in a
foster home.
Manuel showed signs of
severe neglect and physical
abuse: he had scars on his
body, was not toilet trained,
and his speech was extremely
limited.
His attorney immediately
recommended that a Court
Appointed Special Advocate
(CASA) be assigned to
Manuel’s case, knowing that
a CASA would be able to
provide individual advocacy to
Manuel to ensure his urgent

needs were met and that he
would receive the time and
attention he needed to heal
physically and emotionally.
On the outside, Manuel
was an adorable, friendly
child, but his history of abuse
had caused serious damage to
his inner, emotional health.
When he became frustrated,
Manuel would act violently.
This challenging behavior
proved difficult for foster
parents, so within seven
months Manuel was moved
three times.
Manuel’s CASA saw that
the changes aggravated
Manuel’s emotional trauma,

so she worked to keep him
from being moved again.
She advocated for intensive
therapy and special education
as well as training for the
foster parents in order to
stabilize Manuel in their home
and in school.
For the CASA, these
improvements were not
enough. Believing that Manuel
needed a forever home, she
continued to make inquiries
about a permanent adoptive
home, and when a young
couple became interested in
adopting Manuel, his CASA
spoke to them weekly, keeping
them up-to-date on Manuel’s

progress in school and at
home.
When Manuel was set to
meet his adoptive parents for
the first time, his CASA was
with him. In fact, she helped
him throughout the transition
to a new home and continued
to see him weekly until the
adoption was finalized.
On a recent visit, his CASA
was treated to a tour of his
home. He told her, “This is my
home now, and this is my own
room. What I like here is that
I have a mom and a dad who
love me. They help me with
my homework, and my dad
even taught me how to fish!”

COMMITTEES
Throughout the year, we host events to raise
precious operating funds and increase community
awareness of the need for our program. This year,
CASA supporters joined us in October for CASA at
the Vineyard 2012 at Ca’ Del Grevino, and at the
Montecito Country club in April for Wine Women
and Shoes 2013.
Through these events, we raised nearly
$250,000—funding that directly supports program
services, providing advocacy for abused and
neglected children in our community.
We are grateful to all who attended these
events, and thankful for the very special committee
members who made the events unique and fun.
