BUDGET HEARING
2016 Budget Hearing
As there are three openings on the Board and only three
resumes were submitted, the 2016 Candidates Forum has
been cancelled. The 2016 Budget Hearing will still be held on Sunday,
February 7, 2016 starting at 1:00 PM in the gym at the
CWL Recreation Center. The 2016-2017 budget will be reviewed. This is your
time to hear or ask questions about how your Association
dues are planned to be spent.
Remember your ballots are due no later than 4:30 PM on
March 9, 2016 (close of business of the Candlewick Lake
Administration Office).

When you chose to live in Candlewick, you made the debe no significant blistering or peeling of exterior painted

and the Rules and Regulations. These regulations were
put in place to maintain the integrity of the development. We would like each and every property owner and/or
resident to take ownership in our community. Section II, G of our CC & R’s states that the owner of
each lot in the development shall at all times maintain
said lot and any improvements situated thereon in such
a manner so as to prevent said lot or improvements from
becoming unsightly, and specifically, such owner shall:
(ii) Remove all debris or rubbish from said lot
(iii) Prevent the existence of any other condition that
reasonably tends to detract from or diminish the aesthetic
appearance of said lot;
(vii) Keep the exterior of all improvements constructed on
said lot in such a state of repair or maintenance so as to
avoid their becoming unsightly.
What does this mean? It means that you should not wait
until the annual community clean up to pick up garbage. It means that on garbage day, you should make sure that
your garbage is secure in your container when you take
it to the street for pick up. It means that on windy days
when garbage has blown out of containers, take the time
to pick it up, even if it is from your neighbor or a house
down the street. Take ownership in your community.
Take pride in your property. The exterior of your house
must be maintained in an attractive manner. There should

surfaces. Any exterior building components (i.e. siding,
gutters and downspouts, roof shingles, windows and
doors) which are missing, broken or otherwise in a state
of disrepair must be repaired as quickly as possible. If
you have a broken window, replace it. If a screen has
fallen out of a window, remove it. If you have mold on
the exterior of your house, clean it off.
Mailboxes must be maintained to be functional and in
good condition and repair. All hedges, trees and shrubs
should be neatly trimmed and maintained. No trash, debris or related containers may accumulate or be stored in a
visible location on property. Construction material should
be removed when the repair has been made. During the
spring, summer and fall, you are expected to maintain the
grass on your improved lot at 6” or less. What happens if you do not maintain your property? Your friends and neighbors all purchased houses in
Candlewick knowing there are rules in place for property
maintenance. The expectation is that all houses will be
maintained. If your property is not being maintained…..
where there are conditions that diminish the aesthetic
appearance of your home, a warning will be issued first
with a reasonable time frame to correct the problem(s). Upon re-inspection, if the problem has not been corrected,
a citation will be issued. If you are having difficulty
correcting the problem, contact the office and we will try
to work with you to get your issues resolved and your
property improvements made.

Meetings are held on the 3rd Tuesday of the month at 6:30 PM at the Rec Center
Multi-purpose room. All Candlewick members are welcome to attend. If you
cannot attend or would like a specific issue addressed, please address your written correspondence to the Board of Directors and send or drop them off at the
Candlewick Office no later than the Thursday before the Board Meeting. This
allows time to research the issue before the meeting.

President’s Prerogative

Welcome to election season! The statements of candidacy
are now in, and we have three candidates for the three open
seats. These folks have decided they are willing to put forth
the time and effort to represent all of us during their tenure
on the board. Steve Lambright has proven himself to be
a fine Board member, so I am happy he is running. Also
running will be Greg Waite and Randy Budreau, both good
candidates. I have served with both Greg and Randy on
committees, and they are smart guys with, I am sure, fresh
perspectives. It should be a solid board.
Bonnie Marron has chosen not to run this time after six
years on the board. She has been deeply involved especially
in the social aspects of our community and deserves our
thanks for the countless hours she spent making this an even
better place to live.
Chuck Corso has decided to pass this time as well. Chuck
has made priorities of Savannah Oaks as well as being
Candlewick’s “Mr. Clean,” handling the Candlewick clean-
up day as well as personally taking time with his family
cleaning litter wherever he sees it, plus pushing for better
maintenance of all properties. Chuck will be missed.
Sunday, February 7th at 1:00 p.m. will be our budget
hearing. Originally it was to be the candidate’s forum,
but with no contest there is no reason for the forum. All
will automatically win their seat. We must, however, still
have the election in order to maintain the number of seats
coming up for election each year. Without an election, the
terms would be for only one year, and we could end up with
almost the entire Board turning over at once. That would
not be good with no continuity.
Although my deadline for submitting this piece is prior
to our Board meeting January 19th, I am pleased to report
Chief Tony Stepansky is scheduled to give a PowerPoint
presentation of the activity of the Capron Rescue Squad unit
located in Candlewick. I am not yet privy to most numbers,
but I think many will be surprised by the number of calls.
I was told the very first call for CWL from the new station
resulted in an arrival time of four minutes and a life was
saved. I have also been told the average response time for
Candlewick calls has dropped from about ten minutes to
three. That alone shows the importance of having the station
here. If you missed the meeting, I would urge all readers
to watch the report on the Candlewick website when the
meeting video is uploaded. I doubt you will be able to see
the PowerPoint presentation, but you will be able to hear the
narrative. Tony’s presentation will be early in the meeting.
Your Board of Directors held a workshop January 5th in
part to discuss tightening enforcement of rules regarding
property maintenance. Unmaintained properties will ruin
property values for an entire neighborhood. Our staff will
be issuing warnings for remediation of situations that would
be considered in general opinion to be an eyesore. A fair
timeframe will be given to take care of it before a citation
is issued. Should a property have old grills, lawn mowers,
junk, or trash in general left on their lawn, there will be

Collection
Policy
Annual invoices for assessments (dues) are mailed out at the end of March each
year. The due date for payment of annual dues is May 1st. Payment covers the
time period of May 1st through April 30th.
PAYMENT OPTIONS:
Monthly Electronic Fund Transfer (ACH)
US Mail or online bill pay to Candlewick’s lockbox (27 N Wacker Dr. #825,
Chicago IL 60606-2800)
Online one time payment via echeck or credit card (MasterCard, or Discover).
There is a $14.95 convenience fee if paid via a credit card. Log into www.
smartstreet.com and select “Online Payments”
Pay in Person at the Association Office by check or cash. Credit cards are not
accepted for dues payments in the office.
DELINQUENT ACCOUNTS:
An account is considered delinquent if payment in full is not processed before
May 1st or an Electronic Fund Transfer Agreement is not submitted by May 1st. To be considered current, monthly payment of dues is only allowed if processed
via an Electronic Fund Transfer (ACH). All delinquent accounts will proceed
through the Collection Action Process.
NSF CHECK OR NSF ACH:
An account that has an electronic payment or check returned unpaid by the financial institution will be charged $35 and mailed a letter notifying them that if
payment is not received in 5 business days then c-pass, guest list and member i.d.
card privileges will be suspended until payment is received in full. If an ACH is returned THREE times or your bank account is closed between May
1st and April 30th then the electronic funds transfer agreement will be terminated
and the entire balance is due. If payment is not received your account will proceed through the Collection Action Process.
CITATIONS:
Citations must be paid within 30 days of receiving a letter stating that the citation was reviewed and/or validated by the Citation Review Committee. After 30
days, c-pass, guest list and member i.d. card privileges will be suspended until
payment is received in full. The balance due on citations will proceed through
the Collection Action Process. COLLECTION ACTION PROCESS:
30 days Past Due - 7% interest is added to the account
40 days Past Due - A letter is mailed giving notice of intent to lien. If payment is
not made within 10 days, then c-pass, guest list, and member i.d. privileges will
be suspended.
50 days Past Due - A lien and a lien fee of $100 will be placed on your account
unless there is already a valid lien placed on your property. Your c-pass, guest
list and member i.d. card privileges will have been suspended.
60 days Past Due - Account is sent to the attorney for collections. Further collection actions may include a Notice of Demand, Money Judgment, Garnishment
and a Forcible Entry and Detainer Lawsuit.

The Candlewick Lake News is the primary source of information and communication to all its members. The News is now mailed to individual homes in the community. Property owners who reside offsite will also receive the News by presorted
postal standard rate. Additional copies of the News are available at the East and
West Gates, Rec Center and at the Association Office. In addition, the news is

Years you have resided in the community: 9+ years
List committee memberships/positions you have held (in
the past five years) that would be most helpful in functioning as a member of the BOD.
I have served on the ECC and Recreation committees,
have been a Board member for the past 5 years and
volunteer at many of the community/social events.
What motivated you to seek election to the CWL Board?
Answer: I originally joined the board to fill out the
remainder of the term of a departing board member. I
found serving on the board to be a rewarding experience
and sought re-election 4 years ago. The make-up of the
current board is fairly diverse and represents the community well, therefore it is my belief keeping the current
board together for an additional term would be good for
the community.
What do you think you could contribute to the Association
as a Board Member?
Answer: Since moving into Candlewick over 9 years
ago, my family and I have become part of the community. I don’t belong to this group or that, have been evenly split
on many of the community dividing issues and will be a
representative of the members of Candlewick Lake.
What do you think is the most pressing problem facing
CWL today?
Answer: Division is one the major issues facing our
community. While nobody can expect total agreement
on all issues, we need to find a way to come together for
the betterment of Candlewick. As with all communities,
financial strains are also a major hurdle facing us today
and in the future. There is no clear cut way in dealing
with this issue besides watching our spending, reviewing
our policies in dealing with member’s financial issues
and hoping times get better soon rather than later. I truly
believe that this has been well accomplished with no
significant raises in dues/fees while maintaining
What short-term goals would you have as a Board
member and how would you accomplish them?
Answer: My short term goals would be to continue our
financial diligence, continue to look for ways to upgrade
the appearance of our community and get more people
involved. If more of our residents were involved it would
make an incredible difference. I am not looking for
everyone to attend monthly meetings(that would be nice
though), but rather to come out one day during the year to
help in clean-up, volunteer for leaf collection, help out at
an event, etc..
What long range plans do you think the Board should
address?
Answer: The big projects we have are infrastructure
related. The roads are a continual project which we
are approaching in a very cost effective manner. Other
areas of concern are the golf course, restaurant and lake. Another concern is property values. All communities
have been hit by the economic downturn, but our values
have really dropped. I feel if we continue to take care
of our assets and care about our community these will
rebound.

What motivated you to seek election to the CWL Board?
I’ve debated whether to run for the board in years past
but decided against it each time due to job and family
time constraints. My time available remains a concern,
but I reached a different conclusion this time around. I
believe I can bring a unique perspective to the board and
work in the best interests of the membership.
What do you think you could contribute to the Association
as a Board Member?
I feel my skills and background make me well suited to
contribute to the community as a Board Member. I served
in the US Air Force from 2001-2005. After leaving the
military, I earned a business degree from NIU and began
working at Hamilton Sundstrand. I’ve since earned an
MBA from Benedictine University in Lisle, IL. I believe
much of what I’ve learned and successfully applied in
my career are directly translatable to the Board including
financial analysis, contract review, interpretation, and
negotiation.
What do you think is the most pressing problem facing
CWL today?
Our most pressing problem is the low and lagging property values. I believe many of the other issues we face
today are either related to or a result of the low property
values. There isn’t an easy fix to this problem and it’s
certainly not something that can be fixed immediately. I
believe the best way to address this problem is to ensure
we have the highest level of transparency possible and
understanding the unintended consequences of quick
fixes.
What short-term goals would you have as a Board
member and how would you accomplish them?
I’m an opinionated person that respects opposing points
of view so long as they’re backed up with an explanation
or evidence. It would be impossible as a board member
to satisfy everyone’s interest. However, I do believe
the board can do a better job of communicating “why”
certain decisions were made. I also believe there to be
an opportunity to improve the relationship between
our HOA management/board and the residents. Many
misunderstandings and rules violations I’m aware of
could have been avoided if the first contact took a less
accusatory tone.
What long range plans do you think the Board should
address?
I believe we need to budget more for beautifying the
common areas such as the parks, main guard gate and
the median directly behind it. People unfamiliar with
Candlewick Lake develop their initial impression seeing
these areas, and I feel the benefit to the community and
our property values would significantly outweigh the
costs. The guard gate in particular resembles that of an
old army base and could use a facelift. Other long range
plans would include establishing employee guidelines
and reviews that reward our best people and keep them
working here.

I have lived in CWL 6.5 years
I have served on the Legal Committee, Aqua Ad Hoc
Commission (2011 rate case), 2012 Road Commission,
and Communications Committee.
Question 1:
There were a number of factors that influenced my
moving to Candlewick. I found the friendly, quiet,
rustic neighborhood and many amenities attractive. I
particularly liked the great fishing lake. I considered the
expense quite reasonable.
The favorable attributes of the community still make
it an attractive choice for home buyers and residents. However, many have serious reservations about trusting
homeowners associations and buying into HOA communities. I believe open communications and encouraging resident
participation are essential to good governance and
building trust. I hope my candidacy if nothing else helps
promote the discussion and advancement of these issues.
Question 2:
In addition to my previous membership on CWL committees, my education and varied work experience may
provide helpful perspectives in addressing issues. I graduated from UIC (92) BS Business Administration
and University of Illinois Champaign (95) JD. Before,
during and after attending college, I worked many years
in construction, primarily as an Operating Engineer. I
have limited legal experience primarily in research and
project work. While I am not an expert, I am familiar with and understand many HOA issues. Ultimately I think the best one
can hope to contribute to the discussion is common sense,
honesty and clarity.
Question 3:
Some have pointed to lagging property values as the
most pressing problem facing CWL and proposed stricter
rules for homeowners as the remedy. I find that remedy
shortsighted. Many property value issues stem from
forces beyond our gates and control. I believe a major marketing negative is mistrust for
HOAs mentioned earlier. It can arise from the perception
that boards and management can be detached, secretive
and playing favors. On the other hand, it seems people
are positively influenced to buy into and contribute to the
community when residents feel the governing process is
transparent and administered fairly.
Question 4:
I propose the goals of transparency and greater participation may be advanced by simple measures in the short
term such as:
listing the topic of “special meetings” on sunshine
boards;
providing greater notice and opportunity for resident
input on important issues like rental restrictions; posting all of our rules, regulations and procedures to
include ECC rules online; forbidding chained email meetings among a BOD
quorum except in emergencies;
and assessing which information and meetings would be
open in municipal settings but are non-public here and
making appropriate adjustments. We also need to reassess our road conditions and maintenance strategy. continued on page 5

Question 5:
The board should maintain a standing road commission
and perhaps a public works commission to provide
research, oversight and advice to the community on
infrastructure and common area issues.
A standing body should also be established to provide
information for property owners regarding consumer
issues with Aqua. Communications channels with other
Aqua served communities and politicians should be
established and maintained. Finally, we are primarily a lake community and a family
community. I believe our primarily focus should be
enhancing our lake and family friendly environment to
include safer streets. We need to examine if we need a

Election of Directors Rules & Procedures
Rule 1 Election Committee
Rule 1.1The Election Committee shall be made up of
the members of the Board of Directors (the “Board”),
and each candidate running for the Board or his/her
representative.
Rule 1.2The purpose of the Election Committee shall
be to oversee the conduct of elections of the Board, to
supervise the election tellers, and to undertake further
tasks as required or as assigned by the Board. The
Election Committee is authorized to appoint election
tellers upon the affirmative vote of a majority of the
Election Committee.
Rule 1.3The Election Committee shall also have the
power and authority to finally and definitively determine
the validity of all election ballots.
Rule 2 Verification Protocol
Rule 2.1In order to verify a Ballot being submitted
to vote, all Secretary Envelopes will be checked
by the Secretary of the Association (hereinafter the
“Secretary”) or a designee thereof to ensure that they are
valid.
Rule 2.2The Board may adopt additional rules to verify
the identity of the Member casting a vote.
Rule 3 Campaign Rules
Rule 3.1Other than inside individual dwelling units, no
campaign literature shall be posted anywhere within the
community other than in those areas designated by the
Board for such purposes.
Rule 3.2No campaign literature may be placed in
mailboxes.
Rule 3.3There will be no door-to-door campaigning
allowed.
Rule 3.4A list of Members will be made available to
Candidates within seven (7) business days of receipt of
such written request thereof, along with the tender of
$.10 per copy, per page.
Rule 4 Candidates
Rule 4.1Each Board candidate must be a Member in
good standing.
Rule 4.2Interested Members must submit a statement
of candidacy, resume, photo (taken by the staff in the
Association Office) and answers to candidate questions
(if any) in writing to the Association as follows:
Rule 4.2.1 Submissions must be in writing and submitted not earlier than 12:01 a.m. on January 1st and not
later than the close of business on January 15th prior
to the election (the “Submission Deadline”), unless
January 15th of that year falls on a non-business day, in
which case the Submission Deadline must be received
by the beginning of the next business day following the
15th.
Rule 4.2.2 Submissions must be submitted by one of
the following methods; 1) Mailed via USPS to 13400
Highway 76, Poplar Grove, IL 61065; 2) Electronic
E-Mail sent to [email protected]. Electronic
submissions cannot be sent before 12:01 a.m. on
January 1st and may not be received after 4:30 p.m. on
January 15th. Submissions received prior to or after the
prescribed time periods will be returned.
Rule 4.3Answers to Candidate Questions may not exceed 100 words per question unless a greater number of
words is allowed when the questions are promulgated.
Rule 5 General Provisions for Voting
Rule 5.1All elections to the Board shall be made by
written ballot.
Rule 5.2Only a Member in good standing as of the date
ballots are mailed is entitled to cast the one (1) vote
appurtenant to the Lot for each Board vacancy.
Rule 5.3Unless otherwise required by Illinois law,
cumulative voting is not allowed.
Rule 5.4No member of the Board may be elected for a
term of more than three (3) years, but Board members
may succeed themselves.
Rule 5.5The person(s) receiving the largest number of
votes shall be elected. In the event terms periods vary, the person receiving the largest number of votes
will receive the longest term period.
Rule 6 Proxies
Rule 6.1Proxy voting is not permitted.
Rule 7 Ballots
Rule 7.1Voting shall be conducted by secret ballot.
Rule 7.2The names of the Board Candidates shall be
listed on the Ballot in the order that they submitted their
candidacy statement.
Rule 7.3There shall be no write in names of candidates.
Rule 7.4Ballots shall be prepared and mailed by the
Association to each person entitled to vote simultaneously with the mailing of the notice of the Annual meeting.

Rule 7.5Completed Ballots shall be placed in a sealed
envelope marked “Ballot”, but not marked in any other
way.
Rule 7.5.1 No more than one Ballot may be included
in the “Ballot” envelope. If more than one ballot is in
the “Ballot” envelope, all Ballots will be disqualified. If more than one ballot envelope is in the Secretary
Envelope, all Ballots will be disqualified. Rule 7.5.2 Ballot envelopes shall be placed inside
another sealed envelope (referred to as the “Secretary
Envelope”), which shall bear on its face the name of the
member, unit and Lot number, mailing address, and other
such information as the Board may determine necessary
to establish his/her right to cast the vote presented on the
enclosed Ballot.
Rule 7.5.3 If more than the number of allowable votes is
cast on a single Ballot, the Ballot will be disqualified.
Rule 7.5.4 If fewer than the number of allowable votes
is cast on a single Ballot, the Ballot will be considered
valid.
Rule 7.5.5 Corrected Ballots within the properly sealed
Ballot envelope will be considered valid so long as no
more than the allowable number of votes has been cast. A Corrected Ballot is defined as one where the original
markings or subsequent markings have been changed i.e.
scratched out, whiten out, drawn through or altered in
any fashion.
Rule 7.5.6 Once a Ballot has been cast (turned into
Administration or mailed) it cannot be changed or
retrieved. The Ballot will stand as submitted.
Rule 7.5.7 If other items or correspondence are included
or received in a properly submitted Secretary envelope
or Ballot envelope, the Ballot will be valid.
Rule 7.6Taped, unsealed or stapled envelopes will be
separated out and the Election Committee will inspect
each one to determine its validity. If all Election
Committee members are not in agreement, a vote will be
taken as to whether the Ballot is deemed to be valid by
the Election Committee.
Rule 7.7If a property owner indicates they did not
receive a Ballot, a replacement Ballot can be issued
by the Administration staff provided that the property
owner was in good standing as of the date of the original
mailing. If two (2) Ballots are received for the same
property, the first Ballot received will be considered
valid with the latter being disqualified. All Ballots will
be date stamped upon receipt.
Rule 7.8Ballots shall be returned to the Association
Office no later than ten (10) days prior to the Annual
Meeting.
Rule 7.9Upon receipt of each Ballot, the Secretary or
designee shall immediately place them in a safe or other
locked place until the day fixed by the Board for counting of such Ballots. On that day, the external envelopes
containing the Ballot envelopes shall be turned over,
unopened, to the Election Committee.
Rule 8 Election Procedures
Rule 8.1On the day the Ballots are to be tallied, the
Election Committee will jointly open all Secretary
Envelopes, and remove and separate the ballots.
Rule 8.2The Secretary or designee will distribute all
Ballot envelopes to the appointed election tellers for
separation and tallying.
Rule 8.2.1 No other person or persons shall participate in
the tabulation and counting unless expressly authorized
and directed by the Election Committee. Rule 8.2.2 Upon the completion of the tallying and rechecking of the Ballots, the tally clerks will report their
results to the Election Committee.
Rule 8.2.3 Once all Ballots have been counted and
results have been duly recorded, a final tally of the votes
will be taken.
Rule 9 Election Results
Rule 9.1Once a determination has been made as to
the results of the election, a majority of the Election
Committee members present (which may include
candidate representative(s)) shall certify the results in
writing, which will be presented by the Secretary at the
Annual meeting.
Rule 9.2Dissenting Election Committee members shall
be entitled to provide a short and concise Minority
Report.
Rule 9.3The Board shall maintain Outside Envelopes
(Secretary Envelopes), Ballots and Candidacy Statement
for all elections for examination and copying by the
Members or their duly-authorized agents or attorneys
for a period of one (1) year, unless Illinois law requires a
longer period of time.

1. Public Safety Citations/Warnings – Public Safety
issued 42 Citations and 53 Warnings during the month
of December.

4. Festival of Lights Display – Volunteers set up the
Candlewick Lake Association display at the Rockford
Park District Festival of Lights which ran weekends
thru December 27th plus December 24th and 25th at
Rockford’s Sinnissippi Park.
5. Health, Dental, Vision Insurance – Renewal rates
from Humana were received, quotes from additional
companies were received and reviewed. Negotiations
with the Humana resulted in a smaller increase in
health insurance than what was initially received. Dental rates were reduced and Vision rates stayed the
same. 6. Shed for the Public Safety Gator – Maintenance
completed the shed for the gator to be used on the lake
in the winter.
7. Website Changes – The new website is up and running
as of November 4th. 8. Links Management – The 2016 Contract has been
executed.
ON-GOING PROJECTS
1. Implementation Grant – The implementation grant
application has been accepted by the EPA. Of this
$88,000.00 grant, the EPA will cover 60% of the
expenses toward our bio swale project. CWL will pay
40%. The first request for reimbursement has been
submitted and received. The core Watershed group
continues to meet. There was a meeting held April
22 at 6:30 to update residents on the project and to
ask for volunteers. The areas have been marked and
maintenance has sprayed twice in preparation for the
plantings. The planting phase started May 9th and
was completed on July 18th. Tallgrass is contracted
for the stewardship on these areas. They have
completed all seven visits for the year. On 9/16/15, the
sub-committee members toured the bio swales. The
second reimbursement request has been received. A
sub-committee meeting was held on November 17th to
focus on moving forward and obtaining our next grant.

Our winter lake is finally here – cold winds – snow and
yes, the ICE on the lake. Winter reminders for safety on the
lake: We don’t post signs of DANGER or THIN ICE, so we
ask each and everyone of you adults and children alike to
“THINK BEFORE YOU SINK.” Please use CAUTION, us
older folks call it good old “Common Sense,” as you go out
on the lake during these winter months.
When is ice safe? There really is no sure answer. You
can’t judge the strength of ice just by its appearance, STRENGTH of the ice is based on many different factors
such as age, thickness, temperature, or whether or not the
ice is covered with snow.
Something else to remember to think about is the depth
of the water under the ice, and is there any type of current.
There is no such thing as 100 percent safe ice.
Our LAKE may be enjoyed in many ways – however
you choose to enjoy our LAKE, remember to be SAFE,
RESPECTFUL of others and most of all our LAKE is NOT
to be used as the place to put your TRASH. CLEAN UP
YOUR AREA in a proper manner. Everything that you haul
out onto the ice needs to go back with you. If the trash cans
near the shore line are full or not present, please take your
trash home. OUR FISH ask that you do not dump into their
home.
CWL Public Safety Lake Patrol Officers will be out on the
ice and yes, the Illinois DNR likes to stop by to check up on
what’s going on here at Candlewick. Please remember to
have your current licenses and identification with you.

Fishing Regulations
•
A State Fishing license is required for all persons
age 16 and over.
• A Candlewick fishing permit is required for all
residents age 16 and over.
• A guest fishing pass is required for each guest. It
may be a non-designated seasonal or a one day,
both can be purchased at the Administration office
or at the Recreation Center. Guest passes must be
purchased by resident with proof of residency.
• Guest use of the lake is permitted provided that the
property owner is on or within the immediate vicinity of the lake at all times. The immediate vicinity
is defined as the shoreline or a property owner’s
lakefront property. Exceptions will be made when
there are extenuating circumstances, predetermined
by Public Safety that would prevent a property
owner from being with their guest. The property
owner is responsible for contacting Public Safety,
in advance, so that the request may be considered
and logged. The log will be maintained so that an
individual that has an “approved situation” will not
have to call Public Safety every time their guest
wants to use the lake. If Public Safety Staff members or certified volunteers see any pattern of abuse
to this rule exception, it will result in a withdrawal
of the exception privilege for the remainder of the
season/year. When there are extenuating circumstances that prohibit the property owner from being
on or within the immediate vicinity of the lake, the
property owner must still be within Candlewick
Lake. (Policy 09-11)
• All shanties must be marked with name and address
of owner, and cannot be left on the ice overnight
unattended.
• Only 2 lines per person.
• This could include: 2 rods, 1 rod and 1 tip up, or 2
tip ups.
• No Minnows allowed. You can use a bluegill
or perch on a tip up if they have been caught in
Candlewick Lake. Worms, leeches or dead smelt
may also be used.

FOR PARENTS
Please keep your children off of the snow piles created
by the plow trucks. If the trucks are out plowing
or come back to do clean up, they may not see
children playing behind the snow pile. This creates a
serious safety issue.

ROAD POSTINGS
This is just a reminder to all property owners and to inform the new owners that road postings may be imposed
any time in the next month or two. This is so you may
plan ahead for your anticipated deliveries. Each year in the late winter/early spring, Candlewick
Lake imposes weight limits. This is to protect the roads
and is determined by weather conditions. When the
weather starts getting warmer and stays warm, the postings go into effect. Once the frost is out of the ground the
postings are lifted, usually between four to eight weeks. Road postings pertain to all vehicles, which include
construction and delivery vehicles. If you are planning
on making purchase which will require a delivery, please
plan accordingly. Order so that your delivery can be
made prior to the road postings or advise the store that
deliveries must be made on smaller trucks. Vehicles and trailers with tandem axles are not allowed
access into Candlewick Lake during the postings. The
maximum weight of a vehicle with four tires is 7,000
pounds and 18,000 pounds on six tires. RULE CHANGE FOR
PARKING
The following policy was voted on and passed at the
January 19, 2016 meeting and will go into effect February
1, 2016. The policy changed the rules in Section 4-10
regarding parking.
POLICY 15-09
WHEREAS, the current Rules and Regulations specify
that only three ATV’s, boats, personal watercraft, snowmobiles, boat and utility trailers and campers may be parked
in the side or rear yard but doesn’t state that they must
belong to the resident of the property, and
WHEREAS, the current Rules and Regulations allow
watercraft to be parked on unimproved lots but doesn’t
limit the number that may be parked on the lot or if they
must be registered to the owner of the lot, and
WHEREAS, the Board of Directors wishes to change
the rules that limit the number of watercraft that may be
parked on an unimproved lot and require that any items
parked on improved or unimproved lots must be registered
to the owner/resident of the property, and
NOW THEREFORE BE IT RESOLVED that Section
4-10, Paragraph E and J be changed as follows
4-10 Parking
E. On improved lots, ATV’s, boats, personal watercraft, snowmobiles, boat and utility trailers, and
campers (no motor homes) may be parked in the
side or rear yard. No more than three items may be
parked in the side or rear yard. All items must be
registered to the owner or resident of the property.
J. Only watercraft with or without the trailer are
allowed to be parked on unimproved Lots (with
the sole exception of a contractors vehicle during
the period of construction). No more than three
watercraft may be parked on the lot and must be
behind the front setback line. All items must be
registered to the owner the lot.
Rental
Restrictions
The Board of Directors approved capping the number of
houses that can be rented at any given time to 15% and
implemented restrictions. Below are the restrictions for
rental properties:
1. There will be a 15% cap on Houses that can be subject
to Rental Agreements at any given time. This 15%
rental cap will be effective October 1, 2015.
2. There will be a “Waiting list” for Rental properties
once the cap has been met.
3. Should a property on the “Waiting List” become
eligible to rent and the Property Owner decides not to
rent, they will be removed from the waiting list.
4. There will be no granting or giving of one properties’
eligibility to another property.
5. If a “Rental” Property should not be rented for a
period of six (6) months then it will no longer be
considered a “Rental” property and will have to go
on the waiting list should they want to rent it in the
future. Property owner does have the right to request
up to a three (3) month extension from the Board of
Directors. Request must be made in writing.
6. If a property owner has multiple rentals, each property
will be considered on an individual basis.
7. There will be a $250.00 fine for failure to register a
rental property. If the rental property has not registered within 30 days of the initial fine, a second fine
in the amount of $500.00 will be issued. Subsequent
fines in the amount of $500.00 will be issued every
30 days until compliance is met. The fine(s) will be
charged for each property not registered. 8. “Hardship” situations will need to be appealed to
the Board of Directors in writing. The Board will
consider these on a case by case basis.
Snow & Ice Control Procedures
It’s not too early to think about snow and ice procedures
at Candlewick. Many of our members are commuters
and it is important to plan ahead for those cold icy
mornings. Please do not call the gates to tell them it is
snowing, or ask if the snowplows are out. Please be
patient! Maintenance watches the weather reports and
prepares snowplows and ice material prior to a snow event
forecasted. For your convenience we have outlined the
following procedures for snow and ice control.
When to expect the plows out: Snowplowing does not
begin until there is 2-inches of snow on the ground and
more is expected or when ice begins to make the roads
hazardous. Ice control material is applied to locations on
an “as needed” basis.
If the snow reaches 2 inches during the night, it is more
economical to begin snow and ice control between 4:00
AM and 7:00 AM. The plows continue until the roads are
plowed or until 12 midnight when for operator safety sake
they are taken off the roads.
WHEN BLINDING CONDITIONS EXIST, ALL
EQUIPMENT WILL BE PULLED OFF THE ROADS
UNTIL IT IS SAFE TO OPERATE THE EQUIPMENT.
Road Classifications: There are three classifications for
roads, which help us to determine which roads need to be
plowed first. HIGH VOLUME means HIGH PRIORITY. With the high volume roads, we consider the traffic flow,
emergency use, and the bus routes.
The HIGH VOLUME roads are the first to be plowed. These include Candlewick Dr., Candlewick Blvd.,
Lamplighter Loop, Galleon Run, and Constitution.
The MODERATE VOLUME roads are the roads
that lead to and from the high volume roads. The
MODERATE VOLUME roads are plowed after the High
Volume roads have been plowed.
Courts, dead ends, cul-de-sacs, and parking lots are
considered LOW VOLUME roads and are plowed last. Maintenance will try to plow the North parking lot at the
Rec. Center when working on moderate volume roads.
If the snow is heavy, drifting or falling steadily,
Maintenance will continue to keep the high volume and
moderate volume traffic roads open before opening courts,
dead ends, cul-de-sacs, and parking lots.
Do not park on the road during the snow removal
process. Citations will be issued to violators.
Driveways: Do not push snow on to the Roadway! This creates a very hazardous condition. You are subject
to fines if you deposit material such as snow or ice onto
the roadway. Maintenance personnel are not authorized to plow driveways and plows will not be lifted at the entrance to each
individual driveway. Clearance of driveway entrances is
the responsibility of the resident.
Plows may make several passes in order to widen the
roads. “Windrows” are unavoidable.
Mailboxes: The trucks get as close to the mailboxes
as possible, but it is the Homeowner’s responsibility to
keep the area in front of the mailbox cleared for the mail
carrier.
Garbage Totes: Garbage and Recycle totes must be
kept 2 feet off of the roadway. The snow plow drivers
will not get out to move your containers and will not be
responsible for any damage to the tote. You will have to
purchase a new one from Advanced Disposal. Specific problem areas will be handled as soon as
possible after maintenance has taken care of the overall
situation. If you feel a specific area needs to be addressed,
you can call the office with the location.
Residents are asked to check areas along the roadway
and remove any obstruction such as posts or large
rocks that are within 10 feet of the shoulder. Basketball
hoops must be kept off of the roadway. Maintenance will
not be responsible for damage to basketball hoops if left in
the roadway. They should be at least 10 feet from the road. Property owners are liable for any equipment damage or
injuries caused by any obstruction of the right-of-way.
When Maintenance is out on the roads, stay a safe
distance behind the trucks. If you cannot see the mirrors
on the trucks, they will not be able to see you. Please be
patient and courteous.
Parents…Please keep your children off of the snow piles

Greetings from Public Safety
Winter is upon us. It’s freezing out there! We now get
our chance to wear all of those warm clothes we got for
Christmas, and then some. We were enjoying a mild fall,
but that has ended. One thing I like about winter, is that
spring is next up. I don’t know if you noticed, but the
days are growing longer.
With all the snow and subzero temperatures, we must
pay attention to our outdoor activities. This includes
driving on snow/ice and clearing the snow from our
driveways. Please be careful where you park your auto.
We have far too many cars parking overnight on the
street. Also, if riding a snowmobile, please be respectful
of our resident’s front yards and plants.
One more reminder; in emergencies, the Rec Center can
be used as a warming center. During the day and evening
hours, someone is always attending the desk. After hours,
please call our Public Safety Department and we will
assist you in any way we can.
New Illinois Laws in 2016
It’s a new year, and there are many new laws taking
effect again in Illinois. The new laws were enacted on
January 1st at midnight. I will try to highlight a few of the
laws which could affect residents of our CWL community:
A person with multiple DUIs may once again obtain
a driver’s license. Four (4) DUIs equated to a loss of a
driver’s license permanently. DUI offenders may now
get a restricted driving permit if they can prove they have
changed their drinking concern; no drugs or alcohol for at
least three (3) years.
A new law involves underage drinking in Illinois for a
person needing medical help and the person who calls
for him/her. A minor who calls 911 for help is allowed
immunity from prosecution, but police will have the
authority to determine if the protection is appropriate.
Similar laws are on the books elsewhere which address
heroin overdoses.
A new law will ban “powdered alcohol.” It is designed
to prevent someone from drugging another by spreading
the substance on food. Also, there is a new law restricting
the sale of caffeine in powdered form. Person(s) under
the age of 18 may not purchase powdered caffeine.
In Illinois, a terminally ill patient will have the right
to try experimental drugs after all other methods of
treatment have been attempted. The “right-to-try” law
involves experimental drugs that were formally prohibited.
The “Silver Alert” program is designed to help find
missing adults with Alzheimer’s and dementia. The
program is similar to the “Amber Alert” program that
finds missing children.
Illinois has again addressed the mistreatment of animals.
Any person who leaves a pet outside in extreme weather
could be fined $2500 or be sentenced to a year in jail. The

prolonged period of time in extreme heat or cold conditions that results in injury to or death of the animal.
Divorce law in Illinois is also changing. There will be
only one ground for divorce – irreconcilable differences.
Previously, there had been grounds such as adultery,
physical cruelty and mental cruelty. The terms “child
custody” and “visitation” are getting a reboot also. Judges
will now claim that a parent has “parenting responsibilities.”
Finally, Illinois will now have a state pie. In that Illinois
is the top producer of pumpkin in the United States,
producing about 85 percent of the nation’s pumpkins, the
state pie is now pumpkin pie.1
Snow Shoveling
With really big snow storms and even every day, runof-the-mill snowfalls, comes a risk of death or injury by
shoveling. According to CBS News in Chicago, by early
February 2015, around 18 people in the Chicago area had
died in snow shoveling-related incidents. They ranged in
age from their 40s to 75. Nationwide, snow shoveling is
responsible for thousands of injuries and as many as 100
deaths each year.
So, why so many deaths? Shoveling snow is just another
household chore, right? Not at all, says Harvard Health
Executive Editor Patrick J. Skerrett. “Picking up a shovel
and moving hundreds of pounds of snow, particularly
after doing nothing physical for several months, can put a
big strain on the heart.”
Pushing a heavy snow blower also can cause injury.
And, there’s the cold factor. Cold weather can increase
heart rate and blood pressure. It can make blood clots
more easily and constrict arteries, which decreases blood
supply. This is true even in healthy people. Individuals
over the age of 40 or who are relatively inactive should
be particularly careful.
The National Safety Council recommends the following
tips to shovel safely:
• Do not shovel after eating or while smoking
• Take it slow and stretch out before you begin
• Shovel only fresh powdery snow; it’s lighter
• Push the snow rather than lifting it
• If you do lift it, use a small shovel or only partially
fill the shovel
• Lift with your legs, not your back
• Do not work to the point of exhaustion
Do not pick up that shovel without a doctor’s permission if you have a history of heart disease. If you feel
tightness in the chest or dizziness, stop immediately. A
clear driveway is not worth your life.2

Public Safety Officer will then be dispatched by
the Gate Officer answering the phone.
The Gate Officer should be considered a
dispatcher for Public Safety Patrol Officers 24
hours a day.

the Administration Office during normal business
hours.
Drop Box
In the event that you can’t make it to administration office
during regular business hours, remember that there is a
convenient drop box located next to the Coke machine. Please follow these guidelines when using the drop box.
Do not drop cash payments.
Do put your payment in an envelope marked with your
name, address and how you want the payment applied to
your account.
Do include a phone number on any correspondence so you
can be reached if we have any questions.
If you have a guest or friend making the payment, make
sure the homeowner or tenant’s name and address are
attached.
If you are leaving a guest list, make sure it is filled out
completely and you have signed and dated it.
Remember, you can always call when the office opens to
verify we have received your payment and/or correspondence.

around the ends of the culvert (the metal pipe under the
driveway) in front of their property. Please remember
that anything you do in the ditch must be approved. The
area from the edge of the road in toward your house approximately 20’ is defined as the ditch area and is owned
by Candlewick Lake. Application forms along with rule sheets are available

Signs
Please be reminded that the only type of signs that are
allowed in Candlewick Lake are real estate and political
signs. Real estate signs must be placed against the house
or garage and may not be out in the yard. Political signs
are only allowed to be displayed 30 prior and 10 after an
election. Political signs may not be placed in the ditch, on
common ground or any CWL owned property. Contractors are not permitted to place signs on your
property. These include but are not limited to siders,
roofers, landscapers, remodeling and driveway companies
or any other type of construction. In addition, no event or
any other type of signs are allowed.
When you are having work done on your house or yard,
please advise your contractor that they may not display
their signs. Citations will be issued to the member if signs

size does not change, Candlewick Lake approval isn’t
necessary. However, if the size does change or if you are
changing a window into a door or a door into a window,
you must submit plans for ECC approval.
Vacant
Lots for Sale
If you have your unimproved (vacant) lot for sale, you
may keep the selling information on file in the Candlewick
Lake office. This information will be available to anyone
interested in purchasing a lot in Candlewick Lake.
Forms are available in the Administration Office, which
must be filled out and placed in the book by the property
owner. It is the responsibility of the lot owner to remove
the form when the lot has been sold or is no longer for sale. Candlewick Lake Association does not act as a selling
agent for property owners. By signing the form, you are
authorizing Candlewick Lake Association to provide the
information to the general public. Some of the listings go back to 2009. If you have put a
form in the book, you may want to consider stopping in
the office to review your form to be sure it has updated
information with regards to your address, phone number,
asking price etc.

ACH – EXISTING SETUP
NEW ACH AMOUNT BEGINNING MAY 1ST
What do I need to do? If you have a current ACH in place, you consent to the new
amount, and there are no changes required then you need to do nothing! Again, if you
had an ACH processed in March, we will process the next payment in May unless otherwise
directed by you. Your Electronic Fund Transfer Authorization Agreement is for the withdrawal of funds in payment of the current Candlewick Lake Association Dues Assessments,
Road Trust/Long Term Capital Funding, and accumulated interest. We will begin taking
out the upcoming year’s (2015-2016 Fiscal Year) assessments in May, at which time the
monthly payment will increase. If you do not consent to the increase and/or would like to
pay in full, you must notify us in writing on or before April 18, 2015. Unless we receive
such a request, your current ACH Agreement will continue with your consent to the new
current year’s monthly assessment. Attach a voided check to a completed Electronic Fund
Transfer Agreement if you want to utilize a new bank account. Forms must be received
in the Candlewick Lake Office on or before April 18, 2015. Your account is automatically
debited on the first business day of each month beginning May 1, 2015.

You can set up a one-time payment using an eCheck or credit card. There is a $14.95
convenience fee if you pay via a credit card. There is no charge for eChecks, however you
will have to register as a smartstreet user. • What do I need to do? Simply follow the directions below:

• Select “Online Payments.”
• Choose “Pay as a Guest” for credit card payments or “Sign In or Register” for one time
eCheck payments. • Select your homeowner’s association and follow the instructions on the screen.

Return your invoice and a check made payable to Candlewick Lake Association to the

CANDLEWICK LAKE RENTAL
REGISTRATION NOTICE
As you may be aware, Candlewick Lake Association recently voted to put a fifteen
percent (15%) rental cap in place. Under this new rule, all rental units are defined
as non-owner occupied homes. If you own a home in Candlewick, but do not
personally live in the home, it will be considered in the count towards the fifteen
percent cap. Registration forms were sent to all those that the Administration Office
had identified. If, however you did not receive notice, or are not sure if your home
qualifies, please contact the Administration Office immediately. Failure to do so may result in further monetary penalties as outlined under the
approved change.
The fifteen percent (15%) rental cap has been reached. If you wish to rent your
home and it was not previously identified and registered as a rental property, you
will be put on a waiting list until we fall below the rental cap. Please contact the
Administration Office with any questions regarding rental properties. February 2016 – Sunrise/Sunset for Poplar Grove, Illinois

Meeting Minutes
MINUTES OF THE REGULAR BOARD MEETING
December 15, 2015
Board Members Present: Ken Dillenburg, Don Parisi, Chuck
Corso, Jeff Lutzow, Rich Witt, Bonnie Marron,
Steve Lambright
Absent: Staff Members: Theresa Balk, Valerie Alt, Leann DeJoode
The meeting opened at 6:30 PM at the Rec. Center by President
Ken Dillenburg followed by the pledge to the flag and a prayer. There were eleven members present.
The public forum policy was read.
Angelique Bodine thanked those in the community that signed
her petition. She is running for the 69th district representative and
also as a delegate to the DNC this summer. Bodine stated she
will be on the ballot three times. Her party is having a potluck
at Savannah Oaks Clubhouse on Friday night at 5:00 and will be
watching the Democratic debate at 7:00.
Larry Joyce stated he appreciated the repaving that has been done
and wanted to know if the Board thought about doing anymore
road work. Dillenburg stated it is on the agenda. Joyce stated
there is no soliciting in CWL and asked how those running for
office can solicit. The response given was that people running
for a political office can solicit in CWL. Political signs are
allowed 30 days before and 10 days after the election. Witt made a motion, seconded by Lambright approve the
agenda. Motion carried unanimously. Witt amended the motion,
seconded by Lutzow to add #8 – Board Workshop date and time
to New Business. Motion carried unanimously.
Corso made a motion to approve the minutes of the November
17, 2015 regular Board Meeting, seconded by Witt. Motion
carried unanimously. There was no Aqua update. Dillenburg stated that there was
nothing new at this point. Equipment is in place to relocate the
lift station by the dam, but the work has not yet begun. MONITORING REPORTS 1.) General Manager’s Report: The November 2015 report
was reviewed. Marron stated that the prize for the photo contest
is $25.00 (not $20.00). Witt stated the sign at Savannah Oaks
still has November events on it and asked if it is lite up.
2A.) Maintenance Department Report: The November 2015
report was reviewed. 2B.) Building Department Report: The November 2015 report
was reviewed. 2C.) Public Safety Report: The November 2015 report was
reviewed. 2D.) Savannah Oaks Golf Course Report: The November
2015 report was reviewed. 2E.) Savannah Oaks Clubhouse Report: The November
2015 report was reviewed. Corso reported that November’s
income was $3,200.00 up over last November; the expenses were
$2,700.00 less than November 2014. Year-to-date the loss at
Savannah Oaks was $43,000.00 less than last year. Corso stated
there will be more golf traffic next year; Tom did a great job; the
course looks good. Corso discussed letting golfers out for walk
only when the temperatures are higher. BOARD COMMITTEE REPORTS
1.)The Financial Report was given by Lutzow who reported
the fund balances as follows: Total Operating Cash $575,315.56;
Total Operating Investments $785,374.04; Total Road
Investments $0.00; Total Reserve Investments $3,364,558.47;
Total Investments $4,149,932.51; Total Cash $4,725,248.07. The revenue is $30,000.00 ahead budget; the expenses are
$188,000.00 under budget; the budget is $218,000.00 “to the
good”. Lutzow stated the assessed value of the CWL owned lots
was protested and were re-assessed at a much lower value. This
will result in much lower tax bills.
2.)Citation Review Hearing: There was no 12/12/15 meeting. 3.)ECC: The 11/18/15 and 12/2/15 meeting report was reviewed. 4.)Lake Management: The 12/8/15 meeting report was
reviewed. The fishing shocking was done to see what we need to
order next year. Marron asked if the fishing shock results could
be posted on the website.
5.)Recreation Commission: There was no 11/26/15 meeting. 6.)Golf Commission: There was no 12/2/15 meeting. 7.)Public Safety Commission: There was no 12/9/15 meeting. 8.)Events Commission: The 12/7/15 meeting report was
reviewed. Marron reported the Commission went over the events
that were held and reported the same to the Board. Upcoming
events are the holiday light contest on 12/21/15 and Valentine
Bingo on 2/12/16. Dandy Donuts donated hamburgers and hot
dogs at the Turkey Bingo with the proceeds going to Neighbors
Helping Neighbors.
9.)Communications Commission: The 11/25/15 meeting
report was reviewed. Marron reported the website is up and
running. CWL isn’t going to do the Rockford Book; the cost was
$3,000.00 for a one page ad. UNFINISHED BUSINESS
1.)An update was given on the Outpost. Witt gave a report
of what has happened to date. The Committee has met; Ed
Nolan of Lake Ridge Homes has talked with Drew Bliss, County
Building Inspector. We need an architect stamp on the plans. Witt discussed the plans, explaining what the new building
will look like. There was discussion on the costs, codes and
requirements. Resolution 15-R-35 (attached) to contract with an
architect to stamp plans for a cost not to exceed $6,000.00 was
read by Marron who motioned to approve, seconded by Parisi. Discussion was held on the cost of the architect, drawing plans,
etc. A vote was taken on the motion which carried 7/0 by a roll
call vote with all voting aye. 2.)The Friendship Park Fence Replacement is tabled. Dillenburg stated signs are up and the fence has been removed;
we will continue to monitor the park. Witt made a motion,
seconded by Corso to un-table the issue. Motion carried
unanimously. Lambright made a motion, seconded by Lutzow to
remove this from the agenda. Motion carried unanimously. 3.)Resolution 15-R-32 – Pool House Window Replacement is
tabled. Lutzow made a motion to un-table the topic, seconded
by Parisi. Motion carried unanimously. Revised Resolution
15-R-32 (attached) for the purchase and installation windows at
the Pool House for a cost of $4,757.38 was read by Lambright,
who motioned to approve, seconded by Marron. Motion carried
7/0 by a roll call vote with all voting aye. 4.)The 2016 Savannah Oaks Clubhouse hours were discussed. Balk had the additional cost calculated for having the golf course
open an extra 30 days next year; the cost is $291.67 per day,
which would add $3.65 per lot to the dues. Lambright suggested
opening only on weekends on those extra days and extend the
hours per day. Links Management wages increased as well. Corso stated nothing Links is doing would affect walkers only. There was lengthy discussion on how many extra days to be
open, the costs, etc. Lambright made a motion, seconded by
Corso to increase the dues by $3.65 per lot. Further discussion
was held with Balk asking the Board to determine how many
extra days they would like the course to be open rather than set
an added dues increase. Lambright and Corso withdrew their
motion. Witt made a motion, seconded by Corso to have the
course open ten extra days at both the beginning and end of
the season. Motion carried 6/1 with Dillenburg, Witt, Corso,
Lambright, Lutzow and Parisi voting aye and Marron voting nay. NEW BUSINESS
1.)A list of bad debt write-offs in the amount of $102.37 which
consisted of three properties and were banks only paying back six

voting aye. 2.)Policy 15-09 regarding parking rules was read as a first reading
by Lambright. The policy will be published and voted on at the
January 19, 2016 Board meeting.
3.)Resolution 15-R-33 for outsourcing the operation and management of Savannah Oaks was read by Lutzow who motioned to
approve, seconded by Witt. Motion carried 7/0 by a roll call vote
with all voting aye. 4.)Resolution 15-R-34 for the purchase of 21 GrandStream
phones for a total cost of $2,760.00 and to enter into a contract
with IP Communications to provide a hosted phone service for a
month charge of $869.91 was explained by Dillenburg followed
by questions from the property owners. The resolution was read
by Marron who motioned to approve, seconded by Lambright. Motion carried 7/0 by a roll call vote with all voting aye.
5.)The 2016 road reserves was discussed. Dillenburg stated
he was asked why the Road Commission was dissolved and
responded that there were less and less members. Dillenburg
suggested asking for volunteers, with a minimum of four to be
on the Commission. A request will be published in the paper and
an e- blast will be sent out. Dillenburg stated we have found that
holding off to do big projects at one time to get better pricing isn’t
true anymore. Balk stated if there is room in the paper she will
put in an article plus it will be put on the website and an e-blast
will be sent. The Board was in agreement on this. 6.)The issue of political candidates at Board meetings was
discussed. Dillenburg stated that Michelle Courier wanted to use
the multi-purpose room and she was told that she would have to
rent which she did; the Board meeting is not the place for political
candidates. Marron stated CWL used to hold Candidates Forums. Corso stated he didn’t necessarily agree; it might be a good
service to the community to have politicians at the Board meetings. Dillenburg stated the Board meetings are for our business. It was the decision of the Board, except for Corso, that political
candidates will not be allowed to speak at board meetings. 7.)Property maintenance guidelines were discussed. Corso
stated that we can’t enforce some of the violations (new roofs,
etc.) when some people are struggling but they should be able to
pick up trash in the yard; some things to improve the property
doesn’t cost anything. Dillenburg stated this topic might be better
discussed at a Board Workshop. Witt stated that some of the trash
is from the garbage company, but people do throw garbage out car
windows and asked that everyone clean up the trash in their yard,
even if it isn’t theirs. 8.)A Board Workshop was scheduled for Tuesday, January 5,
2016 at 6:00 PM at the Administration Office.

by President Ken Dillenburg. There was one members present

Marron made a motion to approve the agenda, seconded by Witt. Motion carried unanimously. OLD BUSINESS
1.)Property maintenance guidelines were discussed. Lutzow
asked about the mowing height for lawns and if CWL was
physically measuring the grass. Corso stated there was a lot of
CWL’s property that had litter on it. Balk stated that Maintenance
will pick it up if they see it but don’t always stop for everything
they see. A comment was made that there are a lot of areas where
it is dark and easy for people to litter without being seen. Marron
stated that if CWL doesn’t maintain their property, how can we
expect property owners to do so? A suggestion was made to have
a community cleanup quarterly and the response was it is hard to
get volunteers for the annual cleanup. Discussion was held on the
condition of houses. Each sub-paragraph of Section II, Paragraph
G of the CC & R’s was discussed as follows: (i) “Mow said Lot at
such times as may be reasonably required in order to prevent the
unsightly growth of vegetation and noxious weeds thereon.” This
is already been taken care of. (ii) “Remove all debris or rubbish
from said Lot.” Discussion on debris on vacant lots and from garbage trucks was held. Balk said warnings are being issued. (iii) “Prevent the existence of any other condition that reasonably tends
to detract from or diminish the aesthetic appearance of said Lot.” A comment was made that this is subjective, not objective. Corso
stated there is garbage all over and questioned if we are issuing
citations and to who. (iv) “Cut down and remove dead trees from
said Lot.” It was discussed that dead trees are okay but broken,
falling branches should be removed. Specific addresses were given
that had dead branches laying in the trees. Anything that is a safety
issue should be addressed. (v) “Where applicable, prevent debris
or foreign material from entering Candlewick Lake, and when such
debris or foreign material has entered Candlewick Lake from said
Lot, to remove the same immediately.” Dillenburg stated that can’t
be enforced and there isn’t much that can be done. (vi) “Keep the
exterior of all improvements constructed on said Lot in such a state
of repair or maintenance so as to avoid their becoming unsightly.” Lutzow stated there were a lot of houses with issues; doors, siding,
shingles falling off and some look atrocious. Discussion was held
on the cost of some of the repairs and that some people can’t afford
to fix them. Corso suggested fining the property owner and then
let them tell us they can’t afford the repair. Lutzow stated he was
okay with giving the property owner a lot of time to get the repairs
done, but we need to crack down on this. Lutzow stated that
violators should be given a warning for fallen siding, shutters that
are hanging, etc. Discussion was held on shingles that are curling
and should a citation or a warning should be issued. Witt stated
there was a group of 5 - 6 residents that got together to help older
or handicapped people that need assistance (gutters that needed
cleaning, etc.). It was decided that if the service of these residents
was offered to everyone, then there may be many people that claim
they can’t afford to maintain their property to get this assistance. Corso stated there are many things that people can easily fix or
repair that won’t cost a lot (picking up garage, a gallon of paint,
etc.) Lambright suggested that if rental houses are not maintained
they should be removed from the 15% limit. Balk stated there has
to be the same criteria for rentals and owner occupied houses. It
was the decision of the Board that warnings need to be issued to
neglected houses and be given a reasonable time frame to comply. Corso suggested having a “trash pickup team” and give them a
stipend. Balk stated she would check with the Scouts to see if they
will do cleanups in exchange for their use of CWL buildings. 2.)The 2016 – 2017 budget was discussed. Balk stated she will
have the budget done by Friday, 1/8/16. A budget meeting was set
for Monday, 1/25/16 at 6:00 at the Administration Building. NEW BUSINESS
1.)A list of actual rental scenarios was reviewed. A suggestion
was made to have a mandatory annual fee for rental property, in
lieu of the associate member fee, whether the house was occupied
or not. All of the scenarios were reviewed and discussed. Balk
was asked to verify with the Attorney about dues and associate
member fees for properties that have an agreement for deed. Further discussion was held on the annual fee and rental scenarios. It was the decision of the Board to leave as is.

1.)A hardship rental consideration was reviewed. A property
owner requested a special exception to the 15% rental cap due
to their circumstances. The Board discussed the request and
agreed it was a hardship. A comment was made that others
may come in later with more of a hardship and the Board can’t
pick and choose who is getting a hardship to be considered. Discussion was held on how long to give the property owner
to rent his house. Dillenburg stated a time frame should be
locked in. It was the consensus of the Board to give one year
from 2/1/16. Further discussion was held on whether or not this
house should be part of the 15% cap, with the Board deciding
it shouldn’t be but the owner needs to put the house on the
waiting list. Witt made a motion, seconded by Marron to allow
the house to be rented out for one year starting 2/1/16. Motion
carried unanimously. Witt made a motion, seconded by Lutzow to adjourn at 6:20
PM. Motion carried unanimously.

1.) The proposed 2016 – 2017 budget was reviewed. Line item
5428-000 was changed from $21,000.00 to $24,000.00. The salt/
material storage project was removed from the budget. Tools in
the amount of $5,000.00 was added back into the budget. No
street sweeper will be purchased; possibly replace with hydraulic
brushes installed on the truck like the County and Township uses. Discussion was held regarding wages. It was the consensus of the
Board that they were all in favor of the proposed budget and it is
ready to be published in the paper with the suggested changes.

Lake Ecology- Nothing to report this month.
Watershed – Nothing to report this month.
Recreational Use of Lake – Nothing to report this month.
Fish Stocking and Habitation – This was discussed with the
articles provided by Bill Batzkall.
Service Activity Projects – Jim Brefeld reported that there were 7
dumpsters total filled with leaves this year.
Lake/Water Safety – Pam Cangelosi is rewriting her article for the
paper this month about the change of season and winter safety on
frozen water.
Volunteers – Nothing to report this month.
Unfinished Business: 1. EPA Grant- There was a meeting of the Grant steering committee on 11/17. Discussion included application for new grant. The
project will involve baffled retention ponds between the dip and
Caledonia Road. It will also focus on shoreline erosion. It will be
necessary to walk the creek again soon.
2. Fish Shocking- Joe sent the fish shocking report to Chuck Hart. He will sent to Theresa tonight. Don Parisi requested that a copy
of the report be included in the Board Packet.

according to the specs. Witt made a motion to approve the agenda, seconded by Marron. Motion carried unanimously. NEW BUSINESS
1.) A hardship rental consideration was reviewed. Lengthy
discussion was held on the request to consider 113 Newfoundland
a hardship rental situation. Marron made a motion, seconded by
Parisi to deny this situation as a hardship case. Motion carried 4/2
with a roll call vote with Lutzow, Parisi, Marron and Dillenburg
voting aye and Lambright and Witt voting nay. There was discussion on “agreement for deed”. Balk will be in
contact with the Attorney to come up with a legal form to be used
in this situation. Rental hardship guidelines will be added to the Board meeting
agenda. Witt made a motion, seconded by Lutzow to adjourn at 6:20 PM. Motion carried unanimously.

The rules and regulations allow political signs to be dis-
played no more than 30 days before and ten days following
an election. The primary election will be on March 15, 2016
so all political signs may be up no sooner than February 15,
2016 and must be removed by March 25, 2016.

Information
Normal household trash must be put out in sealed contain-
ers. Bags set next to the toter are prohibited and citations
will be issued to those violating the rules. If you need
an additional toter, please contact Advanced Disposal at
815-874-8431. If you only occasionally have an additional
bag of garbage that doesn’t fit in your toter, you may put it
in a regular garbage can. You are required to have your garbage at the curb by 6:00
AM on the day of collection. To avoid being missed, please
be sure to have your garbage out by 6:00 AM.
An electronic recycling drop-off site is located at the
Boone County Highway Department.
Hazardous waste materials (paints, paint thinner, oil, etc.)
can be taken to the Rock River Water Reclamation District
located at 3333 Kishwaukee Street in Rockford. Their
hours are Saturdays from 8:00 AM to 4:00 PM and Sundays
from noon to 4:00 PM. You can call 815-387-7510 to get
a complete list of what is accepted and what is not. Things
they don’t accept are compressed gas, explosives and
radioactive material.
Tires (except tractor tires) may be taken, up to four at a
time, to Rock River Water Reclamation District.
Sharps (used syringes, needles and other medical equipment) should not be disposed of in your household trash
or recycling as this poses a significant health risk to waste
haulers. Anyone working in the trash handling industry can
unexpectedly come in contact with these materials and is in
danger of accidentally puncturing themselves and be at risk
of contracting any number of diseases – including Hepatitis
B and HIV – from contaminated syringes. Most pharmacies
offer a free sharps collection program. You can pick up a
sharps container at no charge; once your container is full,
you can exchange it for a new container. This free service
is a simple solution for the safe disposal of SHARPS.

and installed by our Maintenance department in the
spring.
7. Replace windows at the pool – A contractor has
ordered the windows and is currently obtaining a
County permit. This work should be done before April
15th, weather permitting.
8. 2016-2017 Budget – The preliminary budget has
been submitted for review. The preliminary 20162017 budget will be in the February paper for the
membership to review. The Budget hearing is
scheduled for Sunday, February 7, 2016 following the
Candidates Forum. 9. Human Resource Manager – The Human Resource
Manager position remains open following Susan
Campbell’s departure. The position should be filled
shortly.
10. Photo Contest: The Communication Commission
would like to hold a quarterly photo contest with a $25
prize. The rules will be written and published in the
January paper.
11. VOLP Phone System – The Board has approved
contracting with IP Communications to host the phone
service. Randy is working on the switch over. 12. Outpost – Subcommittee has been working with a
contractor to come up with a plan to rebuild. The plan
has gone to an architect for estimates.
NEW PROJECTS
1. Tallgrass Contract – Proposal for stewardship of
Friendship Park, Firefly Bay, and bio swales for 2016.
2. Pool Water Heaters – Quotes for replacement of two
water heaters at the pool house have been obtained.
3. Pool Heaters – Quote for replacement of the two pool
heaters has been obtained. Installation should be
scheduled for early May.
4. Pool Deck Replacement – Quote for replacement of
the decking over the pool pit has been obtained. This
needs to be completed before the pool opens.
5. Road Commission – Looking for members. A
meeting will be scheduled for early February.
