Premier says Siemens investment is start of new era for Hull Johnson quits as
‘personal issues’

PM: HULL CAN
BE WIND FARM
WORLD LEADER
by Catherine Lea

[email protected]
PRIME Minister David Cameron
has claimed Hull can become the
“world’s leader” in wind turbine
manufacturing.
Following yesterday’s announcement that Siemens is to build a huge
new turbine factory on Alexandra
Dock, Mr Cameron said it signalled a
“new era” for the city.
The factory is expected to create
about 10,000 local jobs and has been
hailed by civic and business leaders
as the most significant investment in
the area for decades.

ALAN Johnson sent
shock waves through
Westminster by quitting
frontline politics because
of “personal issues”.
The Hull West and
Hessle MP’s decision to
resign as shadow
chancellor came less
than four months after
his surprise appointment.
Mr Johnson said: “I
have decided to resign
from the shadow cabinet
for personal reasons to
do with my family.
“I have found it difficult to cope with these
personal issues in my private life while carrying out
an important front bench role.”
The statement prompted widespread speculation
about his private life.

enable building work to begin.
Associated British Ports (ABP),
which owns the docks, told the
Mail the arrival of Siemens would
“undoubtedly” attract other major
players in the industry.
Matt Jukes, ABP port director for
Hull, said there was no reason
another major wind turbine
manufacturer, such as General
Electric (GE) or Gamesa, couldn’t
build a second factory in the city.
He said: “Siemens will be a big
magnet for other firms. There is
scope for other manufacturers to
come here.
“A lot of the supply chain firms
have been waiting to see where
Siemens go and they will follow.”
GE and Gamesa are both looking
for factory sites in the UK.
In October, Gamesa revealed
plans for a turbine blade
manufacturing plant at a UK port.
The Hull plant will be the first in
the world to make 6MW turbines –
double the capacity of the current
biggest machines.
They will be around 150m tall,
which is higher than all but nine
buildings in the UK.
Thousands of these turbines will
be transported to three offshore
wind farms in the North Sea.

Sam Pick is the founder of the Renewables

into this newly-developing industry.
He said: “This is a whole new industry and it is
great news for the area, but we now need to make

“To do that, we need to focus on key skills and

“These are jobs that will require qualifications

Siemens’ announcement will give a
big boost to house prices, said East
Yorkshire estate agents.
Property experts believe prices
could increase by a third, if British
Aerospace’s decision to move its
operations from Carlisle to Brough is
anything to go by.
Tim Nicholson, of Nicholson &
Rymer Intercounty, an estate agents
covering Hull and the East Riding,
said: “In about 2002/03 the
company announced it would
consolidate its Carlisle operation
into Brough so jobs moved and
house prices rocketed. My own
property rose by more than a third.
“The Siemens announcement is a
similar thing – people coming to the
area from other parts of the country.
“If house prices do rise again, then
we will be bucking the national
trend.”
Mr Nicholson says this is
“fantastic news”, especially in light
of the city’s recent spell of bad
news, including the cuts announced
at Hull City Council.
Melissa Rason, managing director
of Riverside Property, agreed with
the prediction.
She said: “This is fantastic news
for Hull, especially for the city centre
and Victoria Dock.
“For people moving into Hull,
these two areas will be their first
choice.
“Victoria Dock will do well,
particularly with families, as it is in
close proximity to the site and has
good facilities such as doctors and
nurseries.”
done much in terms of the wind turbine
industry so far –but that is set to change.”
Another company which has been increasing
its foothold in the renewables industry is Point
Engineering in Lee Street, Hull.
Sales director Jonathan Rollison said: “We
started getting involved in the marine industry
in 2004 and in 2005 began exploring opportunities in the renewables sector. That opened
up a different market for us.
“Point Engineering already offered mechanical engineering, welding, fabrication and
machinery so, taken together with the marine
element, it meant we could increase our market
share in that area.”
He added: “We have manufactured component
parts for Polaris Wave Power, which is based in
Scotland, and more recently we have been
involved with two tidal power contracts.
“With regards to wind power, which is the hot
topic of the day, we have been working with
companies who manufacture and build offshore
substations.
“We can assist in the design and manufacture
of the doors for the substation and are also
involved with developing doors especially for
turbines.
“The news from Siemens is fantastic for Hull
and we undoubtedly will be looking to supply
our products and services to whoever will be
manufacturing the turbines.”
Another company which is ready to provide its
services and expertise to the wind turbine
industry is Driffield–based technology firm
Invisicomms.
Director Malcolm MacPhee said: “This
announcement is the boost that Hull needs. I
cannot underestimate how good it is for the
whole region.
“It is fantastic news. The spin-off into other
local industries is huge.
“We offer wireless communications and
energy control, so there are opportunities for us
to get involved in the industry from an
electronics point of view.”
Prime Minister
David Cameron’s
message to Hull
This week, Hull got some great news. The
Alexandra Dock development beat off tough
competition to be the proposed site of
Britain’s first major offshore wind turbine
manufacturing plant.
Let’s not count our chickens just yet –
Siemens and the Association Of British
Ports have still got to cross the final Ts and
dot the last Is on the contract. But at the
same time, let’s recognise how exciting this
could be.
This investment is a potential triple win. It
will help secure our energy supplies, protect
our planet and crucially create about 800
new jobs in the area. I think this is a clear
sign things are heading in the right direction
in our economy.
Siemens didn’t have to choose Britain for
this site, let alone Hull. The fact they want to
come here shows they have the confidence
to invest.
They – and companies like them – see
that, as a country, we are serious about
getting to grips with our deficit and
determined not to let things slide like they
are in other parts of Europe. And they also
see that, as a Government, we are
determined to get behind business, develop
this new technology and support the job
creation we need.
For example, despite all the constraints on
public spending, we are providing up to
£60 million to meet the needs of offshore
wind infrastructure at our ports. This is vital
in attracting this sort of investment.
I really believe this could be the start of a
new era for Hull. In the years ahead, who’s
to say your city can’t become the world’s
leader in offshore wind manufacturing? You
can. And with this potential investment, you
have moved one step closer.
It’s a massive vote of confidence in the people of Hull – pages 6-7

to more specialist roles. Mr
McGrail said: “There will be
several hundred jobs in the factory
and the majority of that workforce
will be from the local area. This is
an opportunity for people in this
city to get a range of different jobs.
“It is in our interest to recruit
from the local community.
“It is also expensive to move
people around, so it makes sense to
take advantage of the local skills
base. That is very high on our
agenda.”
The German manufacturer
unveiled its plans for an
£80 million wind turbine factory
on 130 acres of Associated British
Port (ABP) land at the dock in
January.
As part of the project, ABP will
create a £100 million riverside
berth. There, the turbines will be
loaded on to vessels for shipping
out to huge wind farms earmarked
for the North Sea.
The Hull factory will be involved
with the manufacture of the
nacelles, which Mr McGrail
described as “the heart” of the
turbine.
The nacelle is the part of the
turbine that contains all the
necessary equipment for
transforming wind power into
electricity.
The remaining parts of the
turbine, including the huge blades,
will be manufactured elsewhere,
but all the components will be
brought together in Hull before
being shipped out to the wind
farms, which will all be within 12
hours’ sailing time of the port.
Mr McGrail, project manager of
Siemens UK global nacelle projects,
said: “We will not just be
manufacturing nacelles here, but
will also be carrying out
pre-assembly, loading and handling
the components on to vessels, and
project management.
“That is in addition to
opportunities in areas such as
finance and human resources.
“There will be a huge range of
different posts.”
Mr McGrail stressed that while
Siemens will need to import
certain skills and expertise into
the city, the company is committed
to ensuring the local community
benefits.
He said: “We will have a
requirement to bring some people
with us in the first instance, in
order to train people up.
“But part of that process will also
involve sending people from here
elsewhere for training.
“We have a training centre in
Newcastle – that is something we
will be looking to use as part of
this process.”
Matt Jukes, port director for ABP
in Hull and Goole, said local
companies are already benefiting
from employment opportunities on
the back of the Siemens
announcement.
He said: “We want local
employment and there are a
number of companies in Hull
already benefiting from this.
“We have used a Hull-based
architect and marketing company.
“We are very conscious to do that
where we can and are already
putting our money where our
mouth is.”

Microwave mishap leads
to evacuation of family
E YORKS: A family had to be evacuated from
their Brough home after a wheat bag caught
fire.
The parents and four children were driven out
of their home in Elloughton Road at 3am
yesterday morning.
The wheat bag, used as an alternative to a
water bottle and a way of relieving pain, caught
fire when being heated in the microwave.
Firefighters attended the blaze. The woman
and four children were taken to hospital for a
precautionary check-up for smoke inhalation.
A smoke alarm was fitted, but the battery was
not working.
A spokesman for Humberside Fire And Rescue
Service said: “It is essential, if you have a
smoke alarm, to check it every week and make
sure it is working properly.”
Calls to improve A1079

A1079 following another fatality.
Motorcyclist Simon Parker, 37, was killed at
about 5.30pm on Saturday at the junction of
Holme Road when he crashed into a light blue
Ford Cargo horse box. He died at the scene.
There has been a long-running campaign to
improve safety on the main Hull to York road.
East Yorkshire Independent party member
and Town Mayor Peter Hemmerman said: “ East
Riding Council has responded to many of our
road safety issues with a nobody-died-yet
attitude and it’s time for the local authority to
act.
“I am sure they can dip into the pot they
always seem to have for flag-waving projects
and do something to prevent further injury and
fatalities.
“We already have two new housing
developments off Holme Road under
construction, but still no sign of a roundabout.”

River detective work
E YORKS: A mammoth piece of detective work
to bring rivers and streams up to standard is
being carried out in the region.
New measures have been introduced
Europe-wide to support wildlife and fish.
The Environment Agency has started to look
closely at those rivers, streams and other water
bodies that don’t make the grade.
In East Yorkshire, agency staff are using
special techniques to track down why rivers
feeding into the sea along the East Coast are
failing to meet the new European standards.
An agency spokesman said: “Causes of poor
water quality may be due to a combination of
agricultural, trade and sewage effluent, but at
the moment it’s difficult to say which.”
The agency is using a new technique to
identify which type of animal the sewage comes
from.

EXCLUSIVE: Siemens executive on
why they chose to invest in Hull
Siemens executive Dan McGrail has revealed why
the company chose to build its turbine factory in

THE £80-million wind turbine factory in Hull is
expected to transform the region’s economy in
a similar way to the US city of Hutchinson.
In November 2009, Siemens began building a
manufacturing plant in Hutchinson, Kansas.
It gave the city – which has a population of
42,000 – a much-needed economic boost.
The facility began production in 2010 and
created 400 jobs.
Siemens now plans to make nacelles at its
planned plant on Alexandra Dock.

A READY and willing workforce, widespread public support and confidence in
delivering on time persuaded Siemens to
invest in Hull.
The global wind farm giant opted for the city to
build its £80 million manufacturing plant
instead of the likes of Teesside and the south
bank of the Humber.
Siemens executive Dan McGrail – one of the
men responsible for identifying the location of
the facility – spelled out to the Mail why Hull was
deemed the perfect choice.
He has spent two years searching for the ideal
site, considering a range different factors.
Mr McGrail, who has confirmed hundreds of
jobs at the Alexandra Dock site will go to local
people, said: “We made the decision to come
here. We didn’t make it lightly.
“It was a competitive process and we are now
working very hard to make it a reality.
“Geographically, the Humber has an advantage over other ports.
“Having said that, there were a number of
other viable locations on both sides of the North
Sea where this could be done.
“What we really needed was a number of
criteria.”

‘SUPPORT’: Siemens executive Dan McGrail.
Hull met all the criteria needed, including
huge support for the project.
Mr McGrail said: “There was a very clear and
palpable sense of support from Hull City Council, as well as from Yorkshire Forward and other
organisations, which made it clear coming to
this region would be a good decision.”
He revealed that, ultimately, the combination
of Hull’s location, a ready pool of workers, high
level of public support and confidence in delivering what was needed, resulted in the energy
giant choosing to invest here.
He said: “If you travel from Leeds to Hull, you

pass three very significant power stations.
“Then, if you look over the water, there are two
gas-fired power stations and an oil-refining
industry.
“Power engineering is very much an industry
in this area.
“Plus, in the city of Hull there is a long heritage
of offshore industry and what we are dealing
with now, with wind power, is the sea.
“For this reason we can see a real connection
between the power industry and the offshore
industry and that gives us the confidence we can
recruit the right people here.”

as early as 2013 – but
there is still work to do
before the first brick is
laid.
The company – the
world leader in building
wind turbines –
currently has a
memorandum of
understanding (MOU) to
build the £80 million
plant on Alexandra
Dock.
Associated British
Ports (ABP), which
owns the dock, along
with Hull City Council
and other partners will
be working around the
clock to turn the MOU
into a binding contract.
The next stage is to
secure planning
consent for the factory
and amend a harbour
revision order (HRO) –
the equivalent of
planning permission for
a dockside
development.
ABP had already
secured an HRO to
create a container
terminal on the dock,
but this needs changing
so it can be used to
handle wind turbines.
ABP hopes to have
these consents in place
by the middle of the
year, with construction
starting early next year.
City council leader
Carl Minns, said: “It will
be challenging to turn
these round in the short
timeframe, but it is
possible.
“Over the next few
months, we will do
everything in our power
to make this a reality.”
Tallest turbines yet and first of their kind
SIEMENS workers in Hull will be
building the biggest offshore
wind turbines in the world.
The tip of the turbine blades
will tower 175m above sea level.
Currently, the biggest offshore
turbines stand at around 130m.
Other, bigger turbines are
under development.
These are still in the prototype
phase.
Unlike other turbines which
rely on gearboxes, the state-ofthe-art structures built at
During their evaluation of different locations
over the past two years, Mr McGrail and his
colleagues have spoken with local authorities,
businesses, planners, port operators and MPs,
among others.
He said the support of Associated British Ports
(ABP), Hull City Council and the region’s MPs
was crucial – and needs to continue.
“No matter how you look at it, this represents
a huge investment,” said Mr McGrail.
“I don’t think you can get to this stage without
a complete shared approach and that is what has
happened here.
“Both Siemens and ABP are making a huge
investment and, along with the council and
other organisations, we all have a common goal
– to build a wind turbine factory in Hull. We will
all benefit from that outcome.”
The Mail first reported Siemens had signed a
“memorandum of understanding” to build its
first UK turbine factory in Hull back in
January.

with calls from people wanting to know how
they could train for and source jobs, to businesses looking to capitalise on potential opportunities ahead.
Our website www.thisishull.co.uk was also a
hive of activity, with hundreds of positive messages of support for the plans.
Even Prime Minister David Cameron celebrated the announcement, claiming the city
could become the “world’s leader” in wind
turbine manufacturing.
Speaking about the level of support Siemens
has received so far, Mr McGrail said: “Clearly,
we are very happy to have received the support
we have.
“To have the amount of coverage in the Mail
was fantastic.
“However, what I would say is that we do not
want to give the wrong impression. There is still
a long way to go, so it is important we turn that
support into positive action.”
That positive action is set to transform the
region’s economy for decades to come.

Siemens – the world’s biggest manufacturer of
wind turbines – today announced it has chosenHull as the site for its new manufacturing
plant.
The multi-million-pound investment at
Alexandra Dock, off Hedon Road, east Hull, is
expected to create about 10,000 jobs and change
the face of the region’s industry.
It will establish Hull and the surrounding area
as the UK’s hub for renewable energy.
Prime Minister David Cameron led the chorus
of congratulations, describing the announcement as “brilliant news for Hull and the
region”.
Associated British Ports (ABP), which owns
the dock, has worked for months to attract
Siemens to Hull, in partnership with Hull City
Council, East Riding Council and local MPs.
It faced tough competition from the south bank
of the Humber and Teesside.

maintenance and supply activities. ABP is
investing £100 million in the project, which will
see thousands of turbines shipped to massive
offshore wind turbines in the North Sea.
In announcing the news today, a spokesman for
Siemens said the deal with ABP had been done,
and said: “We have agreed to work together to
develop plans for the construction of a new
Siemens offshore wind turbine manufacturing
and export facility at the Port with the aim of
executing definitive arrangements in 2011.”
Matt Jukes, ABP’s ports director for Hull, said:
“This is hugely significant for the region. It is a
once in a lifetime opportunity, not just for the
development at the port of Hull, but for
development in the city as a whole.
“Siemens is the biggest player in the world in
relation to wind turbines and this will be a
major manufacturing plant for them.
“This will probably be the single biggest
investment we have made since the docks were
built in the 1800s. It is huge.”
Mr Jukes said the Siemens plant is likely to act
as the catalyst to transform the region’s
industry.

STRIKE: Drilling for North Sea oil in
the 1970s.
THE potential for Hull to reinvent
itself economically as a result of
today’s announcement is borne out
by the experience of other areas
transformed by the arrival of a new
industry.
The most obvious example is the
north east of Scotland and the
discovery of North Sea oil 40 years
ago.
The massive find saw thousands of
industry workers – many from
American companies – pouring into
the area to exploit this new resource
of “black gold”.
As a result, demand soared for
housing, hotels, construction sites,
shipping and labour in and around
Aberdeen.
Thousands of new jobs were
created as oil production grew faster
than anywhere else in the world.
Some of those jobs involved
former trawlermen from Hull, who
took the opportunity to quit the
already ailing fishing industry and
work instead on numerous supply
vessels servicing the new rigs.
Sunderland saw a similar
transformation with the arrival of
Nissan Motor Manufacturing UK Ltd
in the 1980s.
The Nissan car plant is located in
the Washington area of Sunderland
and its supply chain is concentrated
there and in South Tyneside.
More than 8,500 people now work
in vehicle and component
manufacture, with more in transport
and associated services in
Sunderland and South Tyneside.
Derby also saw its economy
transformed by a new industry,
when it became a manufacturing
base for Toyota UK in 1992.
said. “It really is fantastic news for the city, but
also for the Humber as a whole. It will benefit the
whole region.
“There are more offshore wind turbines
planned in the North Sea than anywhere else
in the world, so this is a massive opportunity.”
Hull City Council leader Carl Minns described
it as a “new era of prosperity for the region”.
He said: “Today’s announcement is a massive
deal for Hull and we are delighted Siemens has
chosen the city as its preferred place to invest.
“We have been working with ABP for over a
year now to make sure Hull had a strong and
deliverable offer and Siemens has obviously
recognised that.
“This presents a fantastic opportunity for Hull
and a new era of prosperity for the region.
“The council will move heaven and earth to
make sure local people have access to the training and development they will need to have the
skills for the jobs coming to the city.”
Prime Minister David Cameron told the Mail:
“Over the next decade and beyond, we will need
thousands of offshore turbines as we shift to a
low-carbon economy.
“Hull is now poised to capitalise on the jobs
and investment this will bring.
“These new jobs won’t come from Government
– they will come from cutting-edge businesses,
like Siemens.
“I very much welcome this agreement between
Siemens and Associated British Ports, which I
hope will lead to more secure future energy
supplies, better protection of our planet and
many hundreds of jobs for the region.”
Hull West and Hessle MP Alan Johnson said
more manufacturers could now follow Siemens,
establishing the region as a green energy hub.
He said: “In the midst of some of the worse news
for jobs in Hull comes one the most important
announcements in the recent history of this
city.
“This was not a competition between the north
and south banks of the Humber.
“Attracting Siemens is a job-creating first step
to establishing a cluster for turbine manufacturing on the Humber and the beginning of a
new phase in our proud history.”
Hull East MP Karl Turner insisted the impact
of today’s announcement would have on the
local economy could not be underestimated.
He said: “This is absolutely wonderful news.
For east Hull, it was absolutely crucial we got
this kind of investment to help improve the local
economy.
“This is not just about jobs – this is about local,
seriously high-quality jobs that are sustainable
This is brilliant news for
Hull and the region
David Cameron, Prime Minister
and will stay in the constituency.
“As Alan Johnson has said previously, it really
is as big as when they first discovered oil in
Scotland, so I cannot overstate how important
this development is.”
Graham Stuart, MP for Beverley and
Holderness, said the announcement underlined
the opportunity for Hull to take a lead in the
fast-growing renewables sector.
He said: “Thousands of wind turbines are to be
erected off our shores, giving a huge opportunity
for the local area to take a lead in manufacture,
assembly and research in this emerging
technology. We have the marine engineering
heritage and skills, excellent universities and
colleges and the collective will to make Hull a
world centre of expertise.
“Siemens is an extremely welcome arrival in
the city and can play an important part in
building new industries, taking the city and
wider East Riding into a prosperous future.”
Mr Stuart stressed the jobs created would not
just be for the short-term, but would create
employment opportunities for decades to come.
He said: “Offshore windfarms will need maintenance, refurbishment and renewal and could
provide jobs for generations to come.
“Unlike oil or gas, the wind will never run out
and the establishment of this area as a leader
will benefit not only the country, but the local
economy, potentially for generations.
The UK Government has a target to achieve
20 per cent of its energy from renewables
sources by 2020.
Business Secretary Vince Cable said: “I’m
pleased Siemens is pressing ahead with this
project to create a world-class centre of wind
turbine production in Hull. The demand for
low-carbon technology will grow and grow.”

Staggering scale of investment that will put Hull at heart of growing industry – pages 4-5
HULL’S location has been a key factor in Siemen’s
decision to invest in the city.
It is in close proximity to the largest offshore
wind farms currently being constructed in the
world, being just 12 hours “steaming time” from
North Sea wind farm zones Westermost Rough,
Hornsea, and Dogger Bank.
And its port side location means Hull is also
within reach of offshore wind farms around Europe
and beyond.
Matt Jukes, ABP port director for Hull and Goole,
said: “Siemens chose Hull first and foremost
because of its location.
“We are in close proximity to the new
development zones in the North Sea, but these
turbines will not just be for those zones, they will
be sold in to other markets.”
Excellent road, rail and sea routes also provide
superb opportunities for supply chain businesses
in neighbouring towns to benefit.
But location alone did not seal the deal. Crucially,
in 2005 the Government gave ABP the go-ahead
for a 600m riverside berth at Alexandra Dock
which could, ultimately, be extended to 1,000m.
Initially earmarked for a riverside container
terminal, this vast bank of land has proved ideal
for a riverside berth that would be required for the
transportation of turbines and components.
Now, ABP has successfully attracted Siemens to
the city, it can apply for change of use for the site,
from a container terminal to offshore wind usage.
Adding to the city’s appeal is a huge bank of land
along Hedon Road and at Paull, which can be
developed specifically for the industry’s needs.
Consultation with businesses and residents also
gave the city a head start, proving the people of
Hull were fully in support of the proposals before a
deal had been struck.
The development is already environmentally
compensated for through the creation of a wildlife
site in Chowder Ness Foreshore in Barton-uponHumber, which was created in 2007.
Also, all developments in the Humber Green
Economy Gateway can be powered by green
energy.
The unified efforts of the local councils has
ensured the city’s offer was as attractive as
possible to potential investors.
But the icing on the cake has to be the pool of
talent locally available, with skilled workers ready
to involve themselves in what has been described
as the “opportunity of a lifetime”.
