A Call to Action for HOV Supporters
For many years, Heart of the Valley
(HOV) has had a contract with Gallatin
County to provide impound services to
the County. The majority of the animals
covered by this contract are stray and
abandoned dogs and cats. If there were
no place to take these animals, they likely
would remain at large, causing traffic
hazards, chasing livestock and wildlife,
fighting with your pets, spreading rabies
and other diseases, having babies nobody
wants, and generally creating a nuisance.
The contract requires HOV to maintain
space for, accept, hold and care for any type
of animal except livestock and wildlife
brought to the shelter by law enforcement
officers. The contract also requires HOV
to accept stray animals found and brought
to the shelter by citizens. Then if any of
these animals are not reclaimed by their
guardians, HOV keeps and finds new
homes for them.
Animals received at HOV under
this contract represent about 25% of all
animals taken in during a year. Gallatin
County pays HOV about $19,000 per year,
which equates to less than 3% of HOV’s
income. This payment covers only 10% of
HOV’s average cost of holding an animal.
HOV cannot sustain this inadequate
compensation for providing its services.
If HOV is to continue providing service
under a contract with Gallatin County,
then Gallatin County must reimburse
HOV more fully for the costs associated
with caring for these animals. To start
reaching that level, HOV has proposed a
fee schedule for a new one-year contract
that may require the County to budget
approximately $40,000 for the coming
year. This represents only 4.6% of HOV’s

Gallatin County may accept or reject
HOV’s proposal. If they reject it, it would
be based on the County’s belief that it
has no responsibility to address stray and
abandoned animals found and brought
to the shelter by citizens. These animals
represent about 85% of the animals
received under the contract. Having a
safe place to house stray animals is one
of the most valuable public health and
humanitarian services HOV provides to
the community and unquestionably should
be supported by county funding.
Comparable counties are paying
considerably more than Gallatin County.
Lewis and Clark County is paying the
Helena shelter $59,000 per year to serve
a like-sized jurisdiction with directly
comparable services. Because caring for
homeless animals is deemed an essential
public service, many counties run their
own shelters or contract with boarding
kennels to provide services. That is an
option for Gallatin County, although their
cost certainly would exceed what HOV
has proposed, and that is if the County
only held animals for four days to give
guardians a chance to reclaim them.
Experience indicates that 70% of these
animals are unlikely to be reclaimed, so
the County also would need to pay for
euthanasia or holding the animals for
adoption.
Gallatin County Commissioners are
considering renewal of this contract right
now.
HOV urges you to contact the
Commissioners today. Please ask
them to support increasing the
payment to $40,000 as proposed by
HOV.
HOV’s donors should not have to bear
so much of the cost of this public service.
More importantly, the homeless animals in
our community deserve to be supported in
their time of need.

Humans have bred dogs and cats for centuries to be companion
animals. We have been wonderfully successful in creating two
species that bond with and are dependent on humans for many
aspects of their physical and emotional well-being. Today, persons
of virtually every stripe desire the companionship of dogs and cats
and have acquired them as pets. Rich or poor, male or female, old
or young, native or foreign, honest or crooked, they can all make excellent guardians or terrible
guardians for the wonderful companion animals we have created.
Despite our best efforts, companion animals become homeless for every imaginable
reason. Sometimes it is the unthinking person who acquires and loves a pet but then finds they
cannot or do not want to take responsibility any longer for it. Maybe it is someone accidentally
leaving a gate or door open. Perhaps a guardian loses their job, then their home and then the
ability to care for a pet. Sometimes a pet learns a new trick like digging under a fence or opening
a door. Maybe a drug-runner finally goes to prison and has no family or friends to take their pet.
Whether the cause is by accident, by intent or as a result of other decisions a guardian has made,
pets will always end up homeless and/or running at large in the community.
When that happens, we as a community owe it to our companion animals to help them.
The community must provide: 1) a central place to call when a pet is lost or found; 2) animal
control officers to pick up stray animals; 3) a place where officers or citizens can take found
animals and have them held safely; 4) a place where pets can be surrendered; and, 5) an opportunity
for animals to be placed in new homes. Most importantly, we owe it to our companion animals to
make it as easy as possible to responsibly surrender them to a facility where they will be cared for
and placed in a new home rather than to dump, shoot or abandon them on a country road.
Once such a system is created, the question then becomes who should bear the cost of
operating it. The local government? Guardians? Sympathetic animal lovers? Some combination?
Today, the cost of operating Heart of the Valley is borne 6% by city and county government, 14%
by guardians and 64% by HOV’s donors. HOV’s board and I believe that that is the wrong
combination and local governments should take more responsibility for this vital service. There is
no absolutely right answer to this question but we must move in the direction of more government
support, starting with higher support from Gallatin County. We owe that to the people who
live here, to those who support HOV and to the faithful companion animals that our ancestors
worked so hard to create. I urge you to help us with this cause by contacting the Gallatin County
Commissioners.

“Ask the Vet”... Introducing New HOV Staff Vet Crista DeJoia

I feel very fortunate to be the new staff veterinarian at
Heart of the Valley Animal Shelter at such a dynamic and exciting
time. I am anxious to meet and begin working with all the HOV
staff, volunteers and community members that
provide such a vital service to the animals of the
area.
Allow me to introduce myself and
tell you a bit about my background. My name
is Crista DeJoia and I have been practicing
veterinary medicine for 7 years. I graduated from
Kansas State University College of Veterinary
Medicine in 2000. I started my veterinary career
in Yakima, Washington where I practiced at
a small animal hospital part-time, and also
performed spays, neuters and vaccinations at a low-cost clinic
that cooperated with the Humane Society of Central Washington.
We moved to Coeur d’Alene, Idaho the following year, where

I was an associate veterinarian at Alpine Animal Hospital. Our
clinic provided veterinary services for the local Humane Society
as well as private fostering organizations such as Second Chance
Pet Rescue. When my husband’s career moved us to
Bozeman in 2004, I accepted a Postdoctoral Research
position at Montana State University in the Chronic
Wasting Disease Laboratory. My studies explored the
mechanisms of CWD transfer between animals in a
herd.
Aaron and I have a 14-month old daughter,
Sophia. We live in Three Forks with our rescued
Border Collie and two cats. We love hiking, skiing
and gardening in our spare time.
I am excited to begin this new and challenging
position, and look forward to working closely with such a great

Keeping Pets for Life

At Heart of the Valley, many of
the animals we see have already had 2, 3,
4 or more homes before they ultimately
end up at the shelter. Last year, our
shelter took in 809 dogs, cats and rabbits
that were surrendered by their guardians.
Many of those were acquired from a
newspaper ad, relative, friend or neighbor.
I am sure that the person who was giving
the animal away thought they found a
permanent
new home.
Yet,
here
the pet is…
homeless.
The reasons
people try
to re-home
animals on
their own
are the same
as the ones people give when they are
turning them in to the shelter…they are
moving, they cannot afford the cost, they
have too many animals, they no longer
have the time, they cannot deal with
behavioral issues, they are experiencing
personal problems, they do not have
enough space. It is true that pets can be
inconvenient, expensive, challenging and
time consuming. However, it is important
that people take this into account
BEFORE acquiring an animal. It is easy
to fall in love with a wiggly puppy or a
fluffy kitten. The hard part is making a
commitment to the pet for its whole life.
That usually means 10 or more years of
veterinary care, daily exercise, a healthy
diet, plenty of attention, obedience
training, and more. When you hear of
friends, relatives, or coworkers who are
considering giving their pet away when
the going gets
tough, suggest that
they try training,
compromising,
and
researching
resources instead.
At
Heart
of the Valley,
we have many
free handouts
available that
address
a
variety of topics including caring for
a pet when you are ill, coping with
allergies, moving with your pet, and
many training and behavioral topics.

to get the information right on your
computer. The only way one can be
sure a pet does not ultimately end
up homeless is to provide a lifetime
of care. Do our best friends deserve
anything less?

WALK A DOG, LOSE WEIGHT!
Looking for another reason to become a volunteer dog walker at Heart of the Valley? A recent study at University of MissouriColumbia has found that individuals who began walking dogs averaged a weight loss of 14 pounds in a year, which is a better result
than most weight-loss plans. Participants in the study began with 10-minute walks 3 times a week, and graduated to 20-minute walks

NEW BUILDING UPDATE
The new building is very near completion! Valley Glass is putting in the last of the windows
and the doors are going on. Quality Roofing has completed the roof. Dependable Paint is hard at work
on the interior walls. Air Controls is finishing the HVAC ducting and installation. Matzinger Electric
is stringing wire from end to end. Martel
Construction appears to be on schedule for
completion by late September.
Generous donors are continuing to step
forward to meet the fundraising challenge.
It is hard to find the words to express our
grand opening Coming soon! gratitude to all of these generous donors.
Despite this great momentum, HOV remains short of its campaign goal. For those of you who have

When Rowdy came to
the shelter, he seemed
like a semi-feral cat with domestic roots.
Boy, have times changed! In his outdoor
pen Rowdy is now the first cat there to
rub against volunteers and engage them in
lively conversation. In his future he sees
a warm lap, a good combing and lots of
