The 6th Annual Nightbeat was held Saturday, September 26th. Nightbeat is an event to support the
building of a law enforcement, corrections and detention officer memorial at Soldiers Field Park in
Rochester to honor law enforcement and correctional officers from SE Minnesota killed in the line of
duty.

MN Organization of Fetal Alcohol Spectrum Disorder
Sergeant Durand Ackman
The Minnesota Organization of Fetal Alcohol Spectrum Disorder (MOFAS) presented an introduction to a new educational program being offered to incarcerated men and women in the adult detention center on Sept. 16th with a special
guest speaker who has a criminal history and is the parent of two fetal alcohol
affected children.

She speaks to the fact that 20 years ago women were unaware that ANY amount of alcohol may cause
lesser or greater damage to an unborn child based on the term of the pregnancy. They will provide
resources for diagnosis and treatment, as well as local ongoing support post-release. Detainees are
often able to associate emotional and cognitive difficulties in themselves or their children, and find
forgiveness, hope and education in how to move forward in dealing with learning or behavior challenges they may face.

Group Home Golf Outing was
hosted by Sheriff Torgerson on
September 10th. We had a
gorgeous sunny day and 122
golfers participated in golf,
various contests and a silent
auction raising over $35,000
this year for 180 Degrees VonWald Group Home.

Sergeant Jacobson - Please join us in congratulating and welcoming our four new deputy sheriffs in the Law
Enforcement Division; Zach Wagner, Adam Rinn, Joel Johnson and Jeremy Boucher. Zach is from Cedar Rapids,
IA and moved to Rochester in 2010. He attended and graduated from RCTC in 2011. Zach worked for Dodge
County as a dispatcher, as a part time officer in Chatfield, and most recently was a Deputy Sheriff in Steele
County. He and his wife, Heather, have been married for 5 years. In his spare time, he enjoys spending time
outdoors, especially pheasant hunting. Adam was born and raised in Rochester. He also attended RCTC for law
enforcement and completed the skills program there. Adam worked as a Correctional Officer for the California
Department of Corrections for about 5 years then returned to Minnesota and worked at the Olmsted County
Adult Detention Center for about 2 years. Before returning to Olmsted County, he worked for the Starbuck
Police Department. He and his wife, Jennifer, have three children. In his time off, Adam enjoys spending time
with his family going on walks, going to the park and going camping. Joel was raised in Harmony, MN, and
attended Winona State University, receiving a Bachelor Degree in criminal justice. After graduation, he was
hired by the Rushford Police Department and Fillmore County Sheriff’s Office part time, later becoming full
time with Fillmore County. While employed in Fillmore County, Joel moved to Spring Valley where he met his
wife, Courtney, and step son, Keegan. Joel and his family are in the process of relocating to Olmsted County.
Jeremy grew up in Osceola, WI. After graduating from Osceola High School in 2007, he spent four years in the
Marine Corps infantry. After completing his enlistment, Jeremy went to school at Winona State University for
criminal justice, earning a bachelor’s degree and completed Skills at RCTC earlier this year. Jeremy likes to stay
fit and worked as a fitness instructor before his employment with Olmsted County.
Sergeant Wrubel - Our family keeps growing! Please join us in welcoming six new detention deputies to the
office: Sheri Zeller, Tiffany Howlett, Connie Kath, Sarah Nault, Joe Ruelle and Ryan Ramaker began work in the
ADC on September 21st. They are currently shadowing in the facility and will be traveling to Camp Ripley for
the three week state academy beginning Monday Oct. 5th. Sheri lives in Lewiston with her husband, three
daughters and two dogs. She has previous experience working on-call for the JDC. Tiffany lives in Eyota with
her daughter and son. She enjoys camping, hiking and spends a great deal of time taking her daughter to
cheer competitions. Connie also comes to us with some experience working at the JDC. She enjoys outdoor
activities like camping, hiking and four-wheeling. Sarah is from Elgin. She has a dog and enjoys reading and
watching movies. Joe has been married for seven years and is a father of four. He too enjoys outdoor activities
and spends much of his time transporting his children to various sporting events. Ryan is from Stewartville,
where he was born and raised. He has a nine year old daughter. He enjoys hunting. On behalf of the office I
welcome Sheri, Tiffany, Connie, Sarah, Joe and Ryan to the team!

Since the implementation of the .16 DWI mandatory hold law on August 1st, there has been a dramatic increase in the
number of offenders on Electronic Home Monitoring. Average numbers of adults on monitoring over the last 4 months
are as follows:
