A Message from the President
Welcome to the 2015 baseball season at Hastings Community Little League - home of the
2009 and 2012 Major Canadian National Champions. 2014 was a very exciting year for us
with our Rookie and Minor All-Star teams winning the District 6 Banner. Our Minor All-Star
squad followed up winning the district banner by winning the 2014 Minor Provincial Banner
in Trail. Our Major All-Star team placed second in Districts. I would like to extend our congratulations to all the players, coaches and parents involved!
2015 represents the 62nd year of baseball at HCLL. It also represents a season of change.
With ongoing support from the Vancouver Board of Parks and Recreation, Hastings
Community Association, the PNE and the Jays Care Foundation, along with the help of Wilco
Contracting, we have achieved the completion of the new diamonds at Hastings Park. While,
to some, the fields may look playable for the 2015 season, they need time to properly to take
root and mature. This means the diamonds will not be ready for play until 2016. All 2015
regular season and playoff games will take place at Falaise Park. The multiple diamonds at
Falaise will allow us a full schedule of games.
HCLL has been officially chosen to host the 2016 Canadian Little League Championship
tournament at what will be the newly renovated Hastings Field. The field renovations along
with the challenge of hosting the 2016 Canadian Championship represent a very large workload for our many volunteers at Hastings. While there has been a lot of hard work done to
reach this point, there is even more work to be done and more volunteers required to help
complete this vision. I would like to extend our sincere thanks and gratitude to all our sponsors and volunteers from our league and community for the work they have done and whose
continued support of Hastings Community Little League has helped turn our organization into
what it is today. I also want to pass along a special thank you to all past and current board
members. Your efforts do not go unnoticed. Without you, there is no Little League for kids to
learn and play the game they love. Thank you.
I want to thank the coaches, umpires and players for a great 2014 season. It was a year
with an increased focus on the development of players. The development of player’s, and
young umpires will again be the focus in 2015.
Little League is a family affair that gives parents and children an opportunity to spend time
together. Whether we are coaching the players, selling hot dogs in the concession, or raking
and lining the field, it’s fun to be part of Hastings Community Little League. We know that
your son or daughter will appreciate the benefits of your enthusiasm and involvement in his,
or her, Little League experience. Remember to only cheer for the kids. HCLL will have zero
tolerance for the berating of players, coaches and umpires.

Baseball is about.

HCLL CODES OF CONDUCT
Hastings Community Little League Little promotes fair play and respect for all of its participants. The league's directors, members, coaches, players and parents are all expected to
adhere to the codes of conduct set out below, and will respect the principles of fair play while
participating in league related activities.
LEAGUE CODE OF CONDUCT
• We will respect the concept that children play baseball for the fun of it.
• We will respect the spirit of the game and always play by the published official rules of
Little League baseball as well as by such applicable rules as may be adopted by Hastings
Community Little League.
• We will respect and cooperate with teammates, coaches, opponents, umpires and other
league officials. We will treat all players with respect. We will at no time interfere with or
take unfair advantage of any player or umpire. We will always consider the physical and
emotional well-being of others.
• We will display self-control, courtesy, and good manners at all times when representing
our team and Hastings Community Little League.
• We will remember that winning isn't everything -- that having fun, improving skills, making friends and doing one's best are important to everyone's enjoyment of Little League
baseball.
• We will respect the reasonable requests of the coaches, umpires, and league officials.
Failure to show respect, such as disrupting practice or games, may result in a player or
parent being asked by League coaches or officials to leave the ballpark for the rest of that
practice or game.
• We understand that if coaches, parents, or children violate this code of conduct
they may be subject to appropriate disciplinary actions by the Board of Directors of
Hastings Community Little League.

PARENTS CODE OF CONDUCT
• I will remember that children participate to have fun and that the game is for them.
• I will encourage my child to play by the rules and to resolve conflicts without resorting to
hostility or violence.
• I will teach my child that doing one's best is as important as winning so that my child will
never feel defeated by the outcome of a game.
• I will never ridicule or yell at my child or other participants for making a mistake or losing a competition.
• I will remember that children learn best by example. I will applaud good player performances by both my child's team and their opponents.
• I will never question the umpire’s judgement or rulings during or after a game.
• I will support all efforts to remove verbal and physical abuse from children's sporting
activities.
• I will respect and show appreciation for all the HCLL volunteers and coaches.

PARENT GAME DUTIES
Hastings Community Little League is a parent run volunteer organization. For every
game played at the baseball diamonds a number of tasks need to be performed. Although
game responsibilities vary slightly for each division and field assignment, every family in our
league is required to fulfill their volunteer commitment by performing parent duties at their
child's games. For the work needed to be done at each game we have split up the duties
between the designated Home and Away teams.
The Home team duties for the Rookie, Minor, and Major Divisions are:
• Field Set-Up - Rake and line field and setup bases. Open scorebooth, setup speakers
(first game each day). Put up banners on the outfield fence (weekends only).
• Scoreboard and Announce Players.
• Scorekeeping
• Sell 50/50 tickets
The Away team duties for the Rookie, Minor, and Major Divisions are:
• Pitch Count
• Concession - Arrive 30 minutes before game start time.
• Barbecue
• Field Clean-Up - For the last game each day: Rake field and put away bases. Lock scorebooth. Put away speakers and barbecue. Put away banners on outfield fence.
The Home team duties for the Blastball and T-Ball games are:
• Field Set-Up - Rake and line field and setup bases.
The Away team duties for the Blastball and T-Ball games are:
• Field Clean-Up - Rakes field and puts away bases and
equipment.
Parent duties for each game in all divisions will be
assigned by the team coach or team parent.

ALL-STAR AND SELECT TEAMS COACHES
AND PLAYER SELECTIONS
Division All-Star teams are selected for the T-Ball, Rookie, Minor and Major divisions each
season to compete in Little League tournaments after the regular season. Age specific Select
teams may also be formed depending on the availability of coaches and tournaments in any
given year. In the past we have had 7, 9 and 11 year old Select teams rep- resent HCLL in various tournaments.
A notice will be issued by the Division Coordinator regarding the tryout dates, times and
locations for All-Star and Select teams in each division.
The parents will be informed of the number of games, tournaments, practice commitments,
additional team fees, and any volunteering that is required. Any player chosen for an All-Star
or Select team will be assessed additional fees and a refundable uniform deposit.
Managers of the All-Star and Select teams are selected by the HCLL Board based on written applications which are submitted for their review before June 1st each year. The appointed Managers will each be responsible for the All-Star and Select selections for their
respective teams. The Manager will also select his/her assistant coaches which
will be approved by the League President.
Any player may try out for any All-Star or Select team for which they are eligible to play based on their age and residence eligibility requirements. For AllStar and Select team selection, you must play on a league team, live within the
HCLL Little League boundaries and be of legal age for your division. For All-Star
teams these ages are 7 and 8 for Rookie, 9 and 10 for Minor and 11 and 12 for Major. For Select
teams, the eligible age will depend on the age category specified for each individual Select
team.
It is mandatory that players play within their designated division and age group for either
an All-Star or Select team.
Rookie age (8 year old) players who played up a division in Minor during the regular season
are eligible to play on the Rookie All-Star team.
Minor age (10 year old) players who played up a division in Major during the regular season
are eligible to play on the Minor All-Star team.
Please refer to the HCLL website for additional details regarding the selection process and criteria used in selecting players.
The T-Ball All-Stars are chosen by the T-Ball Division Coordinator and All-Star coaches with
no tryouts being held. Each tournament team will consist of a maximum roster of 12 players
of league age (5 and 6) who played on a T-Ball or Blastball team during the regular season

Little League Baseball in Canada
Little League Baseball Canada was founded
in 1951. It is a separate region of Little
League International which is based in
Williamsport, Pennsylvania, U.S. Little
League Baseball touches more than 2.4
million youth in over 7000 leagues in 80
countries. It is recognized as the
largest amateur volunteer sport
organization in the world.
Volunteers give freely of their
time to provide a healthy and
wholesome family oriented
activity for the children of
their community.
Little League Baseball Canada has
only one full time time and one part
time employee. The umpires, coaches,
league administrators, etc. are all volunteers from within the Canadian
Community. There are more than 45,000
children participating in Little League
baseball in Canada. HCLL is a member of
District 6 in BC Little League which has
more than 12,000 youth participating in 6
districts across BC each year.
The Little League Mission Statement
states: “Little League Baseball is a non
profit organization to help and voluntarily
assist young boys and girls in developing
them qualities of citizenship, discipline,

teamwork and physical well-being through
the medium of baseball and softball with
guidance and exemplary leadership. By
espousing the virtues of character,
courage, and loyalty, the Little League program is designed to develop superior citizens rather than superior athletes.”

each year. Little League Canada

HASTINGS COMMUNITY LITTLE LEAGUE
DIVISION PROGRAMS
Hastings Community Little League provides the following
baseball programs in five divisions for boys and girls between
the ages of 4 and 12.
The Blastball Division is designed for 4 year olds who are
playing baseball for the first time. This is a fast and fun game
that introduces some basic concepts of baseball without the
stress of learning the more complex game of T-Ball. There are
5 - 8 players per team and each player gets an opportunity to
hit the ball each inning. In Blastball there are 3 innings
played and an inning is complete when each player has had a
turn at bat.
The T-Ball Division is designed for 5 and 6 year olds who
want to learn the basic fundamentals of baseball. Team sizes
range from 8 to 12 players. In T-Ball, everyone bats and players rotate fielding positions.
The Rookie Division is for 7 to 9 year olds. The Rookie division is an instructional division where a pitching arm is used, scores and standings are kept and outs are recorded. 10
players play defensively in each inning rotating between positions in the infield and
outfield. Players are taught the fundamentals of baseball such that they are exposed to
playing positions and are taught throwing, catching, batting, defensive ready position and
running the bases. All players bat through the order.
The Minor Division is for 9 to 11 year olds. In the Minor division, players are evaluated
and selected onto teams at the start of the season. Batters face live pitching for the first
time and a maximum of nine players are on the field defensively for each inning. Players
are rotated through the infield and outfield positions and may sit for one or two innings at
the discretion of the coaches. All players bat through the order.
The Major Division is for 11 and 12 year olds and it represents the highest level of competition at Hastings Community Little League. Players are selected onto teams after an
evaluation process before the start of the season. There are a maximum of nine players in
the field defensively for each inning. Players are rotated through the infield and outfield
positions and may sit for one or two innings at the discretion of the coaches.

Volunteers Needed for
Board of Directors Positions
As this season gets going, planning is already underway for the next season. The first step
is the election of a new Board of Directors which occurs each year at our Annual General
(AGM) meeting in June. Having unfilled positions means significantly more effort from fewer
people. Please get involved as the success of our league relies heavily on these key volunteer
positions. The amount of time required for each position varies so please read the brief position descriptions below, or ask any of the current board members about the roles to find a position that fits your skills and schedule. If you are interested in being nominated for any of these
positions, please contact our League President at [email protected].
1. President As the chief administrator, the president has full responsibility for the operation of
the league. Attends Little League District 6 meetings and chairs HCLL board meetings. Deals with
all extraordinary matters and all discipline issues. Provides input into scheduling, manager/coach
selection, committee structures and league organization. A president may manage, coach or
umpire within the league.
2. Vice Presidents Two Vice Presidents work with the president, other officers and committee
members and carry out such duties and assignments as may be delegated by the president.
Reviews and provides input into the overall league organization. A vice president may manage,
coach or umpire within the league.
3. Treasurer Signs checks co-signed by another director and dispenses league funds as approved
by the board of directors. Reports on the status of league funds, keeps local league books and
financial records, prepares budgets, financial statements and assumes the responsibility for all
local league finances.
4. Secretary Maintains a register of members and directors, records the minutes of meetings, is
responsible for sending out notice of meetings and maintains a record of league's activities.
5. Player Agent Records and maintains accurate league player records.
6. Registration and Volunteer Coordinator Responsible for the promotion and advertising for
league registration. Organizes board and volunteers for the in person registration dates and other
league events.
7. Umpire-in-Chief Coordinates the assignment of umpires for all
games. Provides training to young umpires throughout the season.
8. Concession Coordinator Manages the operation of concession facilities including purchasing, volunteer training and daily opening and
closing. Organizes, tallies and keeps records of concession sales and purchases.

9. Marketing / Communications / Fundraising Coordinator Solicits and secures local sponsorships to support league operations. Responsible for all external league communications.
Organizes and implements approved league fundraising activities.
10. Safety Coordinator The safety officer coordinates all safety activities and ensures safe playing
conditions. Coordinates annual criminal record checks for all league officials and coaches.
11. Draft Coordinator Coordinates player evaluations for Rookie, Minor and Major divisions.
Chairs the draft committee with Division Coordinators to organize player drafts to ensure fair
placement of players to teams in the Rookie, Minor and Major divisions.
12. Division Coordinators (One each for Blastball & T-Ball, Rookie, Minor, Major) Works with
Draft Coordinator to arrange player evaluations and player drafts prior to start of the season.
Works with other league officials to coordinate all aspects of play within the division including
selection of coaches/managers, game schedules, playoffs and tournaments.
13. Equipment Coordinator Purchases, maintains and distributes all the required league equipment to all teams.
14. Uniform Coordinator Organizes and coordinates the distribution of uniforms to all players at
the start of the season and the collection of uniforms at the end of the season.
15. Tournament Coordinator Coordinates the annual Fred Ritchie tournament at HCLL and the
participation of league teams in other tournaments.
16. Scorekeeping Coordinator Responsible for training scorekeeping through clinics at the start
of each season. Arranges to have scorekeepers available as required by the league for District and
other non-house league events.
17. Grounds Crew Coordinator Maintains the fields and building throughout the season including the co-ordination and direction of work parties.
18. Volunteer Coordinator Coordinates the participation of parent volunteers for various league
activities including Team Pictures.
19. Information Coordinator Manages the league's website, manages the online registration
process and ensures that league rosters are maintained on the site, assigns administrative rights to
league volunteers and teams, ensures that league news and scores are updated on a regular basis,
collects, posts and distributes important information on League activities.
20. Coaching Coordinator Represents coaches/managers in league; implements a league-wide
training program; orders and distributes training materials to players, coaches and managers;
coordinates mini-clinics as necessary; helps implement www.LittleLeagueCoach.org as the manager-coach education program for the league.
21. Members at Large Provide information to the board as to how various at Large operational
items are being perceived by the general membership. To assist Coordinators when needed on
other Board functions.

Hastings Little League to host 2016 Canadian
Championship Tournament
Hastings Community Little League will host
the Canadian Little League Championship
tournament at Hastings Community Park in
August, 2016. The tournament will include
teams representing regions across Canada
and the host team from Hastings Little
League. The regions represented are BC,
Alberta, Saskatchewan, Ontario, Quebec,
and Atlantic Canada. The teams will compete for the right to represent Canada at
the annual Little League World
Series played in Williamsport
Pennsylvania. The ten day tournament will be played at the
Hastings Park Field and is
expected to attract thousands
of spectators from across the lower mainland and Canada.
The renovation and upgrade of the new
baseball diamonds at Hastings Community
Park will be completed and the fields ready for
the 2016 season at Hastings Community Little
League and the championship tournament.
These field renovations were made possible due in large part to the very generous
support we have received from our
supporting partners including
the
Pacific
National
Exhibition (PNE) and the
Jays Care Foundation.
Umpiring at Hastings Little League
Hastings Community Little League has a
strong tradition of training and supporting
youth umpires. Typically drawn from our
own players, but open to anyone, umpires
may begin training from age 9 & up, and may
begin working games once they have completed an initial training session offered
through the league. Players can umpire in any
division below the one they play in. Umpire
Fees are paid on a per game basis as follows:
Plate Umpire - $15.00 per game, and Base
Umpires - $10.00 per game.

THANK YOU TO THE JAYS CARE FOUNDATION
Hastings Community Little League would like to express its sincere gratitude and thanks to Jays Care
Foundation and the Toronto Blue Jays for their Field of Dreams grant made to our league. This $150,000
grant is made through Jays Care’s Field of Dreams program, which invests in the creation of safe youth
spaces, including baseball fields, across Canada so that all kids can reach their full potential. These funds
will play a significant role in providing much-needed improvements to the baseball diamonds at Hastings
Community Park, including backstop replacements, diamond reconfiguration, soil and sod replacement,
and drainage and sprinkler installation. This renovation will allow HCLL to expand its programming by 72
players while providing a safe environment for many future generations of Little League baseball players
from East Vancouver and North Burnaby. It will also allow us to continue with our plans to host the 2016
Canadian Little League Championship tournament at Hastings Park for 11 and 12 year old players from
across Canada.
