(D-Palo Alto) to curb “pension
spiking” in the state’s two largest
pension systems has passed the
Legislature. Senate Bill 1425,
which pertains to the California
Public Employees’ Retirement
System and the California State
Teachers’ Retirement System,
now moves to the Governor’s
desk.
Pension spiking is the practice
of boosting an employee’s final
salary before retirement by
cashing out on vacation time
or administrative leave, among
other methods.
Because pensions are often
based on final-year compensation,
inflating end-of-career incomes
artificially
boosts
pensions
throughout retirement. “For the most part,” said
Simitian, “the process is entirely
legal. Simply put, the rules now
in place encourage employees to
game the system.”
A 2007 study by San
Francisco’s non-profit Pacific
Research Institute indicates that
pension spiking costs California
taxpayers roughly $100 million
each year.
“Prior pension legislation was
never intended to authorize the
pension spiking we are seeing,”
said the bill’s joint author, State
Senator Lou Correa (D-Orange
County). “It’s an abusive practice
that robs Californians of vital
services and precious dollars.”
Senate Bill 1425 requires that
an individual’s pension be based
on a set of criteria that prevent
employees from padding final
salaries with one time bonuses,
end-of-career promotions, and
accrued vacation time. “Pension spiking does a
disservice to the public, who
ultimately foots the bill; and it
does a disservice to other public
employees who rely on the
resources and solvency of the
system for a secure retirement,”
said Simitian.
High-profile abuses also
undermine the public’s confidence
in the entire system. Fewer than
1% of CalPERS retirees receive
a six-figure pension; the system’s
average pension is $25,212 a year. “Most of the folks I talk to,”
noted Simitian, “don’t begrudge
employees a reasonable pension
to provide some security in
their later years. But they are
understandably angry when
they hear of these off-the-charts
payouts – even as our state and
our residents are struggling to
make ends meet.”
Senate Bill 1425 also
addresses the issue of revolving
door
“double-dippers”
–
employees who retire with
substantial pensions, and then
resume full-time employment,
often at the same agency, in the
same role, immediately after their
“retirement.”
Simitian said he understands
the occasional need of a public
agency to bring back a talented
employee to fill a short term
vacancy or provide specific

Plastic bag protest

shopping in the Farmer’s
Market
recently
when
a vendor invited him to
spend 25c for a plastic bag,
explaining that the vendors
were working together
to get folks to bring their
own reusable bags when
shopping. Moved by this
idea, he went to a recent
city council meeting to
plead to the council to take
notice of the need to ban
plastic bags. Last weekend
he got an idea and went to
a local store and purchased all their reusable bags and
distributed them (free) at the Farmer’s Market where he
found a lot of support for his project. (The state recently
failed to support a ban on plastic bags, something which
dismayed Roger!)

Organizations provide
Bells and whistles at Campbell Library showcase for candidates

Oh miggosh, our library!
For a quiet little town, the
Campbell library gives some
cutting edge resources to
members. It is amazing what is
provided for free by the library.
By utilizing what is available,
it is possible to save considerable
money on the purchase and rental
of movies, books and music.
Besides the helpful and friendly
staff, there are electronic checkin/out machines, the almost
social networking style website,
and a free iPhone application;
this library also offers users many
modern conveniences o which
patrons may not even be aware.
An earnest perusal of the
library website can clue people
in to the electronic riches of
the Santa Clara County Library
system; but it might be more
fun to start by asking friends,
neighbors and the librarians what
features they have found useful.
The check-in machine for
library materials gives a receipt
for returned items and presorts them so they are back in
circulation quickly. Children and
adults alike can be seen waiting
in line to return books at the
machine instead of just putting
them in a drop box. The peace of
mind afforded by both verification
that they have been received and
that items immediately checked
in, freeing up allotted borrowing
slots for new rentals is a bonus
to be sure, but the novelty of the
interactive gadget may be the
main motivation for using it.
And the self check-out
machines were already the
express way home with goodies
pulled from the shelves, but
now they are upgraded and even
faster and more convenient.
With a quick card scan and PIN
entry, patrons can put items on
the platen and the machine reads
them and out the door you go,
with or without receipt.
The library website at http://

has a staggering number of
features beyond the standard
search, renew and request options
that are typical of a library
website.
Folks looking at material
records need only go another step
to unlock networking potential
available online. At the bottom
of each record is a section to
provide feedback about that
particular book, movie or CD. It’s
possible to just click on the tab
for comments, summary, quotes
and notices to give personal input
regarding opinions, synopsis and
age appropriateness for each item.
Or if you like, it’s possible to
view what other users think about
a favorite movie, read criticism of
a novel before deciding to plunge

Association (DCNA) are holding
open forums to allow the
residents of Campbell to get to
know the City Council candidates
‘up close and personal’ as well
as ask detailed questions about
their stance on a variety of issues
impacting the City.
The
Neighborhood
Association’s first ever Candidate
Night will be held on Wednesday,
September 15, from 6:45-8:30
p.m. in the Community Room
at the Campbell Library. Each
candidate will be introduced and
will be given a brief opportunity
to speak to the audience.
After
introductions,
the
candidates will mingle with the
crowd in an informal ‘meet and
greet.’ Candidate feedback on key
issues will be distributed in hard
copy format to each attendee.
The Campbell Chamber of
Commerce holds a Candidate
Forum prior to each local
election and Carl San Miguel has
moderated the event for many
years. Carl, the V.P. of Legislation
for the Chamber, is well versed
in legislative issues and is an
impartial
and
professional
moderator.
The Chamber Forum will be
a fast-paced, structured event
held on Thursday, September
16, from 6-8 p.m. at the Council
Chambers at City Hall. The
Chamber is soliciting questions
from the community and local
neighborhood associations prior
to the event. San Miguel will
review the questions in advance
to ensure both business and
social issues are addressed during
the event. At the forum the nine
candidates will be allowed to
respond with their position to a
wide variety of topics currently
affecting the City.

Council Forum are welcomed

Police Report
Fire Calls
Two men who were observed leaving a vehicle at Virginia and
Fairlands were arrested after it was determined the vehicle, as well as
three other vehicles, had been burglarized.
A toilet tank was thrown at the front doors of a business on E.
Hamilton Avenue.
A man presented a forged check on a closed account at a bank on
S. Bascom Avenue. The check was made out to a victim who had his
wallet pick-pocketed. The man was booked into jail.
A closet was entered in a residence on Ravenscourt Drive and
jewelry and electronics were taken.
An unknown object was used to scratch a Dodge van on W.
Hamilton Avenue.
Two men on Hamilton at Salmar were stopped for a vehicle code
violation and were in possession of methamphetamine and a glass pipe.
Both were determined to be under the influence and booked.
A white Schwinn mountain bike left on Louise Court was taken.
The lock was cut off two bicycles secured in the parking lot on
Wilton Drive. One bike was a “Trek” gray and blue 18 speed mountain
bike and the other was a “Zap” black electric six gear cruiser bike.
On Nello Drive an unknown person entered a 2007 Acura MDX
and stole an iPod and laptop.
A man who was contacted in his vehicle was discovered to have
over an ounce of marijuana and a scale. He was cited and released.
Although an unknown person broke the front passenger window of
a Toyota on North Second Street, no entry was made into the vehicle.
The door lock on a Chevy on S. Bascom Avenue was punched and
change was taken from the center console.
When stopped for a vehicle code violation, this 71 year old man
was determined to be DUI and also had a warrant for his arrest. He
was booked.
An 18 year old who was found to be tagging vehicles on S. Bascom
Avenue on Sunday morning as also connected to a previous malicious
mischief charge.
All four chrome rims were
taken from a car on Sharmon
Palms Drive.
When stopped at Hamilton
and Llewellyn on Sunday night,
these three men, ages 39, 23, and
19 were found to be unlicensed
as well as methamphetamine
was in the car, two were under
the influence, one had two
outstanding warrants. Burglary
tools were located in the vehicle,
as well as cut locks, credit cards,
and checks belonging to other
people. All were booked.

the saga of what’s happening to
the former Mervyn’s location
on Hamilton Avenue, you know
that Safeway is going to move
there. Now Safeway officials
have announced that they’ll be
closing their store on Payne and
Winchester, as well as their super
market at Westgate.

Sorry to hear that our
United Security Bank, located
downtown is leaving us for our
neighbors at the PruneYard in
December. Having them here
has been very handy for our
downtown merchants.

The musical event, which will
include a bluegrass group as well
as other musical performers will

I’ve become a fan of the Retro
Dome—the “theater” in Westgate
that’s become a mecca for all
kinds of neat movies and stage
shows. They just celebrated their
first anniversary with Raiders of
the Lost Ark and Indiana Jones
and the Temple of Doom.
Some stats about that first
year: they served enough popcorn
in tht first year to fill their lava
Lounge from top to bottom and
side to side; they’ve had four
live theatrical productions with
over 100 lives performances!
Their records show they screened
70 different retro films and
one world premiere! Some
funny stats: they’ve had three
generations of grandmas appear
in the singing contest of the
Mama Mia singalong and the
Blue Room stage floor has been
repainted eight times. Congrats to
Retro owners Scott and Shannon
Guggenheim who have obviously
got the world by the tail! (Or if
that isn’t appropriate to say, how
about: congratulations!)

what’s happening with the Odd
Fellows building (at the corner of
First and Campbell Avenue) and
every week I answer I haven’t a
clue. Do any of you?
--------- Seems like the days and
weeks and months are absolutely
flying by. We’ll have our Wine
Walk in two weeks and then
we’ll turn around twice and the
Oktoberfest will be here! (If you
haven’t attended one before, this
is a two day festival involving
some wonderful German food
and music! October 16-17.)

This is a brief review of the
book “A Full Cup”, a biography
of Sir Thomas Lipton, by
Michael D’Antonio, published by
Riverhead Books in 2010, In America when we hear the
name Lipton, we think tea, but
in England and Scotland, people
interested in history think of Sir
Thomas Lipton, groceries, tea,
and the Americas Cup, yachting
competition.

Lipton’s
father,
Thomas Sr. was an Irishman who
fled Ireland for Scotland in 1847,
“Black ’47” because of the potato
famine.
That trip was his one big
adventure. He and his wife
Frances found a place to live in
“the Gorbals”, the slum section
of Glasgow, Scotland “where
the narrow shadowy lanes, ‘the
wynds,’ were barely wide enough
for a push cart. Their gutters often
overflowed with sewage. cutting
between four story tenements,
blackened by soot from the
chimneys of the nearby pig iron
mills “the Blazes,” Every so often there would
be a small, narrow courtyard, “a
close, a playground for children,
a dump for all types of waste, and
the communal pump whose water
teemed with cholera bacteria.”
Friedrich Engels, Karl Mark’s
financial backer, said “I did not
believe, until I visited the wynds
of Glasgow that so much of filth,
crime, misery and disease existed
in one spot in any civilized
country.”
Thomas Sr. first found work
in a box factory. It was hard and
dirty. They had three children,
two girls and a boy. Only Tommy,
the youngest, survived. He was
fascinated by the steamships
on the Clyde River nearby, and
by sail boats. He made model
boats, sailed them in puddles
and organized model regattas;
Thomas Sr. and Frances opened
a tiny, below-street-level ham,
butter and egg shop that would
provide the family with a small
but steady income and get
Thomas out of the box factory.
When Tommy was about
to turn 16, he decided to sail to
America in steerage, On the way
he made friends by writing fellow
steerage passengers’ letters home
for them, and by entertaining
them with his scratchy fiddle. This
was when his mature personality
emerged. He was 6-feet tall,
handsome, and charming, and
would chat up anybody with ease. When they landed in New
York, he rushed ahead of the
crowd, found a man selling
accommodations, and said to
him, “What will you charge me if
I bring you ten people?” “I won’t
charge you anything, my bold
young man!. I’ll board you free
for a week.”
The Civil War was over and
New York was full of mustered out
soldiers and newly freed slaves no jobs were available. Tommy
signed up with a labor contractor
who sent him to Virginia for a job
picking tobacco. He lived in a
former slave cabin and worked
all day in the hot sun doing work
formerly done by slaves. But he
injured his foot when a hatchet
head slipped off. The farmer took
him into the house where his wife
cared for Tommy.
Fortunately the doctor did not
amputate, and the foot healed.
Tommy had good handwriting,
so the farmer promoted him
to bookkeeper, gave him a
comfortable place to work, and
raised his pay. After three years in America
and three trips back to New
York, which he loved, and
several such farming jobs, he
returned to Glasgow with $800 in
carefully saved earnings. Almost
immediately he spent almost all
of it buying a ship’s cargo of good
hams which had been refused
because they were five days late.
He rented a horse and wagon, put
a big sign on it with a good price,
drove around town, sold the whole
lot for $1,100. He cleared $300 in
one day. Sir Thomas Lipton, the
future millionaire chain grocer,
and sailor seeking the Americas
Cup, was born that day.

San Jose Symphonic Choir
celebrates Leroy Kromm’s 25th
anniversary as the Choir's music
director and its 86th season
in a performance of Mozart's
immortal Requiem, Sunday,

The concert is at Saint
Andrew's Episcopal Church,

Kromm
conducted his first concert with
the Choir.
Alumni will join the 110-voice
San Jose Symphonic Choir, Nova
Vista Symphony and soloists in
this performance of a work that
has become the Choir's signature
piece, sung more than any other
in the last 25 years.

Tenor, and Paul Murray, Baritone.
The Choir was organized as
the Vallesingers in 1924 under the
auspices of the San Jose Chamber
of Commerce with LeRoy
V. Brant as conductor. It was
renamed San Jose Symphonic
Choir in 1977. There
have
been only five directors in its 86year history. Leroy G. Kromm
took over the baton in 1985.
The choir has flourished under
the direction of this highly
regarded conductor, soloist,
teacher and accompanist. Tickets:

(Cut into bite size pieces)
Baby bella mushrooms
a.k.a. Crimini mushrooms (sliced ¼ inch)
Roma Tomatoes
(Cut into bite size pieces)
Green bell pepper
(Cut into bite size pieces)
Pasta sauce (Your favorite brand)
Kosher salt
Penne pasta
Method:
Heat one gallon of water to cook one pound of penne
pasta. In a large sautee pan add the olive oil and put over
medium heat. Add in the shallots and garlic and cook for
about two minutes. Raise the heat to high, add the sausage,
mushrooms and cook through about seven minutes. Drop
the heat to medium and add the tomatoes and bell peppers.
Add the tomato sauce to the mixture and let simmer while
we cook the pasta. Place enough salt into the pasta water
so it tastes like the sea. When the water is boiling add in the
pasta and cook as directed on penne pasta box. Once the
pasta is al dente strain then return to the same pot. Add the
sauce and place over medium heat stirring until the sauce is
thoroughly mixed in. Serve, Enjoy!

food that we love. This is one of my family favorites and
I’m sure you will too! I find most of these products at the
Campbell Farmers market. I’m normally there around 9am
on Sundays if you want to say Hello or ask some questions.

Why attend a Bridal Show?
Planning a wedding is hard
work. For many engaged couples
the planning stage takes on a life
of its own. There is research to
be done, appointments are made,
phone consults, email exchanges,
and in person consultations
can become all consuming
responsibilities. I’ve heard many
brides and grooms liken wedding
planning to having a second job. Here’s the thing, for years,
wedding planning has been
accepted as stressful work but
I think it should be fun. A key

Contrary to what I've
witnessed over the years (it’s
not about perfectly matching

Adult ed teacher
gains recognition
Metropolitan Adult Education Program (MAEP) English as a
Second Language (ESL) Teacher and Curriculum Specialist, Leslie
Johnson-Tatsuta has been named the MetroED 2009-10 Teacher
of the Year and will be honored at the Santa Clara County Office of
Education’s 41th Annual Teacher Recognition Day ceremony on
September 29, at the Heritage Theatre in Campbell.
Johnson-Tatsuta began at
MAEP nearly 20 years ago and
she has taught every level of
ESL from Literacy to Advanced
to Multi-Level classes. Her ESL
background spans 30 years both
in adult education and with
community based organizations.
“MAEP is fortunate to have
such an inspiring and engaging
teacher,” MAEP Director, Sylvia
Karp, said. “Her support for her
fellow ESL teachers and staff is valued because it demonstrates her
genuine concern for ESL professional excellence.”
Johnson-Tatsuta knows first-hand what it is like to be in another
country and not know a word of that country’s language. When she
was a junior in college, Johnson-Tatsuta spent a year at the Hebrew
University in Jerusalem but did not know a word of Hebrew.
At times she felt isolated and it was hard to connect with her fellow
students because she could not read or understand the language. But as
time went on, she found herself able to understand Hebrew. From that
point on, Johnson-Tatsuta became interested in the process of language
acquisition.
During her senior year, Johnson-Tatsuta volunteered to work with
Cambodian refugees that were recently relocated to the United States.
From there, she began her first teaching job at the Catholic Diocese
in Springfield, Missouri teaching English to Southeast Asian refugees.
She decided to pursue a master’s degree in Teaching English to
Speakers of Other Languages at the School for International Training
in Brattleboro, Vermont.
In 1985, she moved to California and taught ESL for seven years
at a community based organization in San Jose. While working there,
she served on a county-wide refugee consortium to which MAEP also
belonged. She said the more she learned about MAEP, the more she
wanted to work in an adult education program.
In 1991, Johnson-Tatsuta joined MAEP and in 2000, she started
the ESL Distance Learning program at MAEP’s Campbell Adult
Education center.
Her ability to connect with others has led to many long-term
friendships. When Johnson-Tatsuta first began teaching 30 years ago,
she taught ESL to three young girls from Taiwan. One of the girls who
was six at the time, has kept in contact with Johnson-Tatsuta.

and Santa Clara County is the
first library system in the U.S. to
implement it. The system not only
includes input from the Santa
Clara libraries, but also from
any library network using the
Bibliocommons web template.
Among the participating libraries
are Ottawa and Edmonton in
Canada,
several
Australian
branches, and a few more
undisclosed areas to be added
soon. Global perspectives on
media should begin to bloom on
the site as more and more people
present opinions of selections and
interact online.

Drum Corps scores in
New York competition
SF Renegades, a drum and bugle corps with lots of local
members, recently journeyed to Rochester, New York, for their annual
competition event. The 100 plus organization gave a pre-performance
for supporters in the Del Mar High School stadium. Among the honors
they won at the Drum Corps Associates final competition was first
place for mixed percussion. Bringing the greatest honors was music
teacher David Landers who performed on the baritone to garner first
place, scoring 97 out of a possible 100 score.
Del Mar High School Marching Band performed in their
stadium recently for an audience gathered to watch the SF
Renegades Drum and Bugle Corps.
