Savannah/Chatham County Court Appointed Special Advocates (CASA), Inc. 2011 Annual Report Greetings fromthe theBoard Board Chair Greetings from Chair Dear Stakeholders: On behalf of the Savannah/Chatham CASA Board of Directors, thank you for your generous contributions and tireless volunteer hours in support of children advocacy. Through the efforts of staff, volunteers, courts, the child welfare system and community support, CASA served 328 deprived children in 2011 that were under the custody of the Department of Family and Children Services. Currently, Savannah/Chatham County CASA funding sources include federal grants such as Victims of Crime Act through the Criminal Justice Coordinating Council, Promoting Safe and Stable Families through the Department of Human Services and Georgia CASA. We are extremely appreciative of the outpouring of community support for our signature fundraising event, Dancing with Savannah Stars (DWSS) and the annual Boys Fishing for Toys Tournament. Business and corporate sponsorships, along with civic organizations, private foundations, United Way funding and individual contributions all added to the success of our child advocacy mission. In 2011, CASA trained 29 volunteers. New partnerships were established with community based agencies, organizations and donors. Volunteers, community partnerships and donors are the backbone in fulfilling CASA’s mission of child advocacy. The Board of Directors continues its commitment to service with six new members joining the governing body. Along with these new members, the Board remains obligated to providing accountability for stakeholders who invest in CASA. Abused and neglected children of Savannah/Chatham County count on CASA. We count on your continued support, as we look forward to a successful year in child advocacy. Sincerely, Karen Wilds Karen Wilds 2012 Board Chair Message from the Executive Director Dear CASA Friends & Supporters: 2011 was a phenomenal year for Savannah/Chatham CASA as we celebrated 20 years of advocacy to the local community, and your support made this possible. Here are a few highlights: We continue to remain affiliate programs of Georgia CASA and National CASA. We received our Standards for Excellence Certification from the National CASA Association and our certificate of compliance from Georgia CASA. This annual achievement recognizes our organization’s commitment to maintain the operating standards of CASA and its guidelines for effective program delivery and accountability. New funding streams were identified and established to enhance service delivery. The program acquired Chatham County’s 5% Funding used for local victim assistance program, National CASA funding to support programmatic costs and an increase in revenue from our Annual Dancing with Savannah Stars fundraiser last November. In fact, 43% of the funding Savannah/Chatham CASA receives was directed to services and support for the program to include: volunteer recruitment; training and management; support for volunteer advocacy; and needs for our children such as school supplies and gifts during the holiday season. We launched a new marketing campaign, “I am for the child.” This campaign communicates the message of lifting up the lives of all abused and neglected children living in foster care. These accomplishments, and many others, make all of us proud to be part of the CASA movement. We are now one of the nation’s largest volunteer-based organizations for children. On behalf of our staff and volunteers, we look forward to your encouragement and continuing your support in our journey of the CASA movement. Slay Executive Director 1 Program Overview Savannah/Chatham County CASA Mission The mission of the Savannah/Chatham Court Appointed Special Advocates (CASA), Inc. is to provide training and supervision to volunteers who advocate for the best interests of abused and neglected children who are under the jurisdiction of the Chatham County Juvenile Court. Purpose Savannah/Chatham County Court Appointed Special Advocates (CASA), Inc. was founded in 1991 and is recognized by both National and Georgia CASA. A Court Appointed Special Advocate (CASA) is a trained community volunteer who is appointed by a judge to advocate on behalf of a foster child in court. A CASA volunteer receives 30 hours of classroom based training as well as 10 hours of court observation. Once sworn-in as a CASA volunteer, volunteers are asked to maintain 12 hours of in-service training hours per year. Our Philosophy& Methodology In their unique role, CASA volunteers focus only on the child and his needs—until that child has a safe and permanent home. Under federal law, The Child Abuse Prevention and Treatment Act (CAPTA), Public Law 93-247, each state is mandated to provide a guardian ad litem (GAL) or a CASA volunteer to every abused or neglected child whose case results in a judicial proceeding. The Official Code of Georgia Annotated (O.C.G.A.) § 15-11-9 and § 15-11-9.1 mandates this same law under state code. In the event that a CASA volunteer is unable to be appointed, County tax dollars must be spent in order to appoint an attorney known as a guardian ad litem. That’s an average of $60.00 per hour for a GAL to conduct the work associated with a case compared to the in-kind hours that our volunteers donate! The CASA volunteer meets with the child, parents, family members, social workers, school officials, healthcare providers and others who are knowledgeable about the child. The CASA volunteer also reviews records pertaining to the child – school, medical and caseworker reports, as well as other pertinent documents. A CASA volunteer stays with each case until it is closed or until the child is placed in a safe, permanent home. For many abused children, their CASA volunteer will be the one constant adult presence. The CASA volunteer makes a recommendation to the judge and follows through with the child until all advocacy issues have been resolved. Through the CASA methodology of providing individual attention, a sense of urgency, safety, permanency, and well-being, the local CASA program is able to meet the goals of the state’s child welfare system by ensuring that children are protected from future acts of abuse and neglect. We strive to ensure that children will be provided with a safe, stable, and permanent home to grow up in; and their overall well-being will be nurtured to promote a self-sustaining citizen. Service Delivery Because children are often unable to provide a voice for themselves during this critical and difficult time of their life, a CASA volunteer makes it possible to be their voice by advocating on their behalf. Victim assistance services provided by our program include assistance with participation in criminal justice proceedings. Our victim services include, but are not limited to: Provide victim information on all victim rights Accompaniment to interviews, meetings, and court available. hearings as necessary. Information about case status and scheduled court Brochures and/or general information about court proceedings. process. Information about case progress and disposition. Support during court process. Allow victim to give input on case. Social services referral and referral to community based victim services. Training for all employees (on victim services). Volunteer utilization. 2 Program Accomplishments Savannah/Chatham County CASA Executive Director Graduates from Georgia CASA Leadership Academy We welcome: Ellen Atkins, Brooke Atwood, Desiree Bisordi, Laura Lee Bocade, Jillian Bohlmann, Reva Bowers, Judith Brendle, Thomas Brendle, Ja’Nae Brown, Beatrice Brownridge, Kathryn Cartier, Sylvia Cartagena, Johnnie Douglas, Tammy Fears, LaTonya Felder, Sadie Gaster, Denise German, Catherine Hemmi-Joyce, Helen Kocis, Gail Knopf, Melinda Miller, Stephen Murphy, Diana Pagan, Suzie Palfreyman, Barbara Powers, Tanja Robinson, Billie (BJ) Sanders, Brittany Simmons, and Vannie Walker. The 2011 Georgia CASA Leadership Academy, developed and delivered in partnership with Dale Carnegie Training, offered twenty-one affiliate CASA directors and two Georgia CASA staff persons an opportunity to participate in a feedback-intensive learning experience, including real life application and skills development, to enhance their leadership capacity. ZaDonna Slay, executive director, of the local CASA program had the opportunity to participate in this inaugural class. The program now has a volunteer base of over 80 individuals who are committed to advocating for the best interests of our children. During the swearing-in ceremonies, Judge John Beam, Jr. presided and welcomed the group to a network of over 1,000 volunteers nationwide. At the graduation presentation program held on March 2, 2011 in Atlanta Georgia, Ms. Slay was recognized and chosen by her peers for her unique innovation plan and presentation. Over the course of six months, participants concentrated on five key skill areas including people skills, process skills, self-direction skills, communication and accountability. Through coursework, participants were able to incorporate the use of those skills in the development of a leadership vision, management plan, and an innovation plan. Lutheran Church of the Ascension Sponsors Shoes for CASA Lutheran Church of the Ascension selected Savannah/Chatham CASA as the beneficiary of their shoe project. Thirty-one pairs of new shoes were purchased by the church for our children on April 15-16, 2011. Guardians, foster parents and children filled the Payless on DeRenne Avenue both days to take part in this worthwhile event. Kudos to CASA volunteer, Dorinda Duggan, for her coordinating efforts! Savannah/Chatham CASA Launches 20x20x20 Campaign In honor of the local Court Appointed Special Advocates th affiliate program's 20 Anniversary, Savannah/Chatham CASA launched a 20x20x20 Campaign. For 20 months, CASA asked individuals and/or businesses to pledge $20.00 per month. In total, the campaign raised almost $2,000.00. Welcome to our New CASA Volunteers Savannah/Chatham Court Appointed Special Advocates (CASA), Inc. installed twenty-nine new CASA volunteers in 2011. These dedicated individuals successfully completed 40 hours of training and have committed to serving as the voice for abused and neglected children in Chatham County. Welcome to our New Board of Directors & Officers In 2011, the Board of Directors welcomed six new members, Denise Cooper, Esquire (Private Practice Attorney); Trudy Gellatly (The Gretsch Company); Viengkeo Johnson (Jedson Engineering); Rizza Palmares, Esquire (Assistant District Attorney for the Middle Judicial Circuit); Angelisa Savage-Bryant (Chatham Savannah Medical Group); and F. Ryan Sewell (Bernard Williams Company). 3 Officers for 2011 were Mandy Ownley, Chair (The Coastal Bank); Karen Wilds, Vice-Chair (Savannah State University); Stephanie Mobley, Secretary (Savannah Power Yoga); and Denise Cooper, Treasurer. prior to that, he had served as a CASA in his home state of Tennessee. After a sudden and unavoidable move back to Tennessee, John was faced with the decision to leave Savannah/Chatham CASA or start “thinking outside the box” in order to continue to advocate for the children that he had been involved with for more than two years. Mr. Gerwels has adapted to technology through Skype, email and phone calls to advocate for the best interests of his children and remains highly involved in their lives from a distance. We salute John for his continued dedication not only to the children he serves, but to the well-being of CASA. The Board of Directors is the governing body of CASA that is charged with the policy development of the organization. The role of the board is to determine policies, procedures and regulations for the conduct of the agency, to raise funds to finance the organization and its programs and to monitor organizational performance. A term on the board is for three years. A member may serve a maximum of three terms. Partnership Established Country Day School with 4th Annual Dancing with Savannah Stars Savannah Thursday, November 10, 2011, was a magical night in the stars for Savannah/Chatham CASA. Twelve Savannah Stars concluded their 16-week period of ballroom training and fundraising for our program. The event grossed over $85,000 in funds to support our local CASA program. The event was attended by over 400 supporters. The student-based organization, the Volunteer Council, raised $6,000 for Savannah/Chatham CASA. The fundraising efforts were led by rising junior, Chase Wehrle, who developed a passion for the work of CASA and the children we serve. Through the spring semester, he led his peers through letter writing campaigns and "Break the Dress Code Days" to raise the monies for CASA. We applaud your tenacity Chase. The lower-grade students also donated children’s books to CASA for a children’s library now established in our office to promote literacy. CASA volunteers are now able to share the gift of reading with their children. Many thanks to the students, faculty, and staff of Savannah Country Day for supporting our cause! Kudos to local area professional ballroom studios for lending time, professional dancers, practice space, etc. to make the Savannah Stars shine. Participating ballrooms for this year were: A&I Butterfly Ballroom; Essi's Dance Studio; McKenzie's Professional Ballroom; Salsa Savannah and Savannah Ballroom. Judges for the evening were: Robert Baugniet, Patty Gignilliant and Trip Tollison; and the emcee was Magic Marc Dunston. Dorothy Nadine Goldwire Volunteer of the Year Award The award is named for former CASA volunteer, Ms. Dorothy Goldwire, affectionately known as Ms. Nadine. Ms. Nadine served as a CASA volunteer for three years and passionately advocated for children until her untimely passing on July 1, 2011. We will always cherish and remember Ms. Nadine for her commitment to our program. May her legacy be remembered as we continue to serve as the voice for abused and neglected children in our community. The first Dorothy Nadine Goldwire Volunteer of the Year Award is presented to Mr. John Gerwels. By meeting the wishes of our children, our office quickly filled up with bicycles, doll babies, race cars, gift cards and other childhood and teenage favorites. The combined efforts of areas businesses and organizations, as well as the aforementioned Fishing Tournament, transformed our office into Santa's Workshop! Annual Charity Fishing Tournament raises over $6,000 for CASA CASA Office Expands Technology Capacity The Committee for Boys Fishing for Toys raised over $6,000 for Savannah/Chatham Court Appointed Special Advocates th (CASA), Inc. during its 5 Annual Boys Fishing for Toys Annual Christmas Charity Fishing Tournament on December 3, 2011. Proceeds generated from the tournament were used to purchase holiday gifts for children receiving courtroom advocacy from the volunteer agency. The local CASA office increased its technology capacity st over the last year to meet the needs of the 21 Century. The Committee on Justice for Children donated three laptops for CASA staff to use in the field for web-based data reporting on CPRS2 and Efforts to Outcomes. This allots for efficient usage of out of office time. Through our new partners at Seimitsu, a new voicemail system was installed for the office. Each staff member now has a direct extension for communication with volunteers, clients and stakeholders. New computer software was obtained through a membership with Tech Soup. Finally a new copier machine was leased. The machine allows the office to fax and scan documents as well with the capacity to print in color, hole punch and staple. These were features not accessible to the office previously. Cash prizes were awarded for largest trout to first place winner, Jason Hall (6.3lbs); second place, Robby Evans (1.6lbs); and third place, Frank Scarborough (1.5lbs). Youth Anglers, Henry Hale and Grayson Abernathy, also received a monetary prize for their catches. CASA Program becomes Internship Site This is the second year that CASA has benefited from the generous giving of area anglers and business sponsors. Savannah/Chatham CASA remains a site for field education by Savannah State University. The purpose of the internship program is to provide graduate and undergraduate social science students with the opportunity to become aware of the generalist practice of social services; learn of community resources for practice; and gain an understanding of the art of collaboration and how it can be effective towards system change and policy change. Area Businesses Sponsors CASA Children Businesses and socio-civic organizations sponsored children's holiday wishes by purchasing gifts for them during the holiday season. Chatham County Voter's Registration, the Dove Tree at the Lutheran Church of the Ascension, the Georgia Ports Authority, Jedson Engineering, members of a book club based at the Landings, the Gulfstream Retiree Club Help Fund, the family of 2010 Savannah Star Caroline Keller, and donations from the Savannah Pan-Hellenic Council and the Upward Bound Program at Savannah State University helped us provide gifts for about 80 of our 200 children. CASA houses Bachelor’s of Social Work and Master’s of Social Work students from Savannah State, but looks to expand to other disciplines, as well as other institutions of higher education. 5 January – December 2011 Program Statistics Savannah/Chatham County CASA CASA Volunteers A CASA volunteer offers a child someone to trust and feel safe with during complex, and sometimes frightening, legal proceedings. The CASA explains complicated court hearings to the child, supports them in court and explains all the various people involved in that child’s case. One of the primary benefits of the CASA program is that the CASA volunteer is a consistent figure in the proceedings and provides continuity for the child. A CASA volunteer also listens to the child’s desires and makes them known to the court, although the CASA will always make recommendations in the child’s best interests. In 2011, Savannah/Chatham CASA managed 95 volunteers. On average a CASA volunteers stays with the local program for 5 years. To be trained, CASA volunteers undergo 30 hours of classroom training, followed by 10 hours of court observation hours. Toddlers who have had to be removed from their families because of abuse, abandonment or worse. Children who have lost their parents, their friends and often been separated from their brothers and sisters, because the system is horribly overstretched. Young teens who have had to change homes and schools six or seven times in just a few years, because they are shuffled between different temporary living situations. All children deserve to be safe, and treated with respect and dignity. All children have a right to a loving home where they can rebuild friendships and learn and grow. This isn’t just important, it is a fundamental obligation of our society to protect the rights and needs of our children during the most vulnerable time in their lives. Court Appointed Special Advocates (CASA) for Children is an organization of highly trained adult volunteers that advocate for children in the foster care and child welfare system. We fight for their rights and needs until they are in a safe, loving, permanent home. A CASA volunteer is very often the only adult a child has been able to rely upon in their entire lives. It’s that simple—a qualified, caring adult can change everything. It’s also incredibly effective. When a child has access to a CASA volunteer, they are half as likely to languish in the foster care and child welfare system, and that much more likely to find a safe loving home. But today, we remain unable to serve 100% of the children in our foster care and child welfare system. That means at least a hundred children go through the system every year without the hope a CASA volunteer can provide.
