of the United States. The Liberty Bell, a powerful symbol of our independence, artfully represents the multimodal
transportation network in the Philadelphia area that provides freedom to travel throughout and beyond our city.

Conference activities kick off in full bloom with the Welcome Reception at the National Constitution Center.
Come ready to mingle in a unique setting, complete with 42 life-size bronze statues of America’s founding fathers.
Historic characters will be in attendance to transport us back to colonial times. Thursday night’s Taste of Philly
Fundraiser benefits the WTS Foundation and offers a special opportunity to enjoy local food and music. If you
have never seen the Mummers strut, you are in for a treat with a performance by The Woodland String Band.
We will hear from many women at the forefront of change. WTS is excited to have writer and activist Gloria
Steinem as our conference keynote speaker. Ms. Steinem has been involved in feminist and other social justice
movements for over 40 years. In addition, the conference opening session will feature some of the most successful
women leaders in aviation today who are managing some of the largest airport systems in the United States.
Finally, Dr. Mae Jemison, who served six years as a NASA astronaut and was the first woman of color in the world
to go into space, will conclude our event.
The conference program offers something for everyone, with a choice of sessions in three tracks: professional
development, transportation innovation, or finance and funding. The technical tours showcase the extensive
transportation systems and infrastructure that serve our region.
Be sure to experience the charm and character of Philadelphia. The conference is being held in the historic
district of the city where you can enjoy iconic places such as Independence Hall, Franklin Court, and the Betsy
Ross House, or explore Penn’s Landing, the waterfront area of the city along the Delaware River. Take in a Phillies
game or bike along one of the river trails. And whether you are an art lover or an avid runner, experience the
thrill of victory with a visit to the “Rocky” steps at the Philadelphia Museum of Art.
I extend sincere thanks to Honorary Chair Rina Cutler, conference committee co-chairs Karen Gelman and Noreen
Nolan, and all of the committee chairs and volunteers who worked with great enthusiasm and dedication to

Walking Tour of the Benjamin Franklin Bridge - Lobby
The Benjamin Franklin Bridge (also known as the
Ben Franklin Bridge), originally named the Delaware
River Bridge, is a suspension bridge across the
Delaware River connecting Philadelphia, PA, and
Camden, NJ. A pre-tour presentation will be provided
by DRPA Engineer and historian Michael Howard in
the Benjamin Franklin Bridge Administration Building,
located next to the bridge on the Camden side. Tour
begins immediately after. Length of walking tour will
be determined by participants. Comfortable shoes
are recommended. The length of the walkway is
approximately 1.5 miles in each direction.

The tour will be narrated by the nationally renowned trail architect and
historian Robert Thomas of Campbell Thomas & Co, Philadelphia. The tour
will progress from the Westbank Greenway, across the Spring Garden Street
Bridge, and then back along the Tidal Schuylkill River Trail to the area around
Market-Chestnut-Walnut Streets.

Technical Tour 3: I-95 GIR Project and Project Area Artifacts Tour - Lobby
The I-95 Girard Avenue Interchange Project includes three (3) miles of I-95
from the Vine Street Expressway (I-676) to just south of the Allegheny Avenue
Interchange in Philadelphia. This project involves the widening of I-95 from
three to four lanes in each direction, thus eliminating the existing lane drops
at the Girard Avenue Interchange. The tour will visit the archeological sites,
weather permitting, and view the “Digging the City” exhibit at the Penn Treaty
Museum.

Technical Tour 5: Philadelphia International Airport Tour - Lobby
Philadelphia International Airport (PHL) is the only major airport serving
the fifth largest metropolitan area in the United States. PHL and Northeast
Philadelphia Airport (PNE), PHL’s general aviation reliever airport, are owned
and operated by the City of Philadelphia. The Airport is a self-sustaining
entity that operates without the use of local tax dollars. It is one of the
largest economic engines in Pennsylvania, generating more than
$14.4 billion in spending to the regional economy, and accounts for
more than 141,000 jobs within the region. The tour will include visiting
the control tower, seeing the customs process, and a tour of a runway.

Technical Tour 6: SEPTA Tour - Lobby
The Southeastern Pennsylvania Transportation Authority (SEPTA) is a
metropolitan transportation authority that operates various forms of public
transit—bus, subway and elevated rail, commuter rail, light rail, and electric
trolley bus—that serve 3.9 million people in and around Philadelphia. Tour
will include the Multi-Modal Transportation and Maintenance Operations
at SEPTA’s 69th Street Transportation Center. The tour will begin with the
participants met by the tour leaders at 1234 Market. The group will travel to
69th Street on the El and will then tour the Grand Hall, the North, South, and
West Terminals. The group will then board a Route 100 train and ride to Bryn
Mawr. On the return trip, the group will de-board at the employee platform
and tour the NHSL and Victory Bus Maintenance Shops. The group will then
board a waiting bus for transport to the Market-Frankford and MSHL shops for
a tour of those rail maintenance shops. The group will then board the EL for a
return to 1234 Market.

WTS Conference Day of Caring - Lobby
For those who would like to extend their conference experience into the
weekend, WTS Philadelphia offers this unique opportunity to give back to the
community in true WTS and “Sisterly Love” spirit while you’re in town. For this
community service project, volunteers will work with the home and school
association of the local elementary school to do a little gardening and yard
clean up (weather permitting).

Beverley K. Swaim-Staley
President and CEO, Union Station Redevelopment Project
Before her current role as president of the Union Station Redevelopment
Corporation, Beverley Swaim-Staley was the first woman to be appointed
Maryland’s Transportation Secretary, a department with 10,000 employees and a
$3.6B annual budget.
Throughout her tenure at MDOT, she solidified her reputation as a skilled and
forward thinking executive. With her strong background in both finance and
transportation, Beverley guided Maryland’s transportation efforts that included
the development of an award winning public-private partnership at the Port of
Baltimore and the opening of the Intercounty Connector.
In addition to the milestones reached involving the Port of Baltimore and the
ICC, Ms. Swaim-Staley served as Maryland’s senior representative on the interjurisdictional effort to strengthen safety and improve the governance of the Washington Metropolitan Area
Transit Authority. She also oversaw the application of state-of-the-art technology to modernize customer service
at the Maryland Motor Vehicle Administration and improved reliability and on-time performance of the MARC
commuter rail system.
As Secretary, Ms. Swaim-Staley directed initiatives to assure Maryland’s national prominence in the area of
minority business development by enhancing the State’s Minority Business Enterprise Program. She also
developed the first office within MDOT dedicated to comprehensively addressing equity and diversity issues.
Ms. Swaim-Staley was recently named by the Conference of Minority Transportation Officials as one of the
nation’s most influential women in the transportation industry. In 2010, she was named by the Maryland
Washington Minority Contractors’ Association as the Most Inclusive Government Leader of the Year for Minority
Business Enterprise. She supported women at MDOT by organizing a group of women from the Secretary’s office
and modal management ranks for regular networking events with female speakers of note from Maryland
Government, encouraging the attendees to bring formal or informal mentees from their offices.

Opened in August 2007, the Ann Richards School for Young Women
Leaders is a unique all-girls school founded to educate young women and
give them the confidence and skills necessary to succeed in college, in
their careers, and in their communities. The Ann Richards School is a public school in the Austin Independent
School District (AISD) serving over 700 girls in 6th through 11th grades, and will add the 12th grade next year.
The demographics of the student body mirror that of the local community: during the 2011 – 2012 school
year, 61% percent of students were Hispanic, 22% were Caucasian, 13% were African-American, 3% were AsianAmerican and 1% were American Indian/Alaskan Native; approximately 60% of the students qualify for free
and reduced meals.

The Ann Richards School’s academic curriculum is challenging with an emphasis on science, technology,
engineering, and math (STEM), encouraging students to pursue higher education and careers where females
have been traditionally under-represented. Results show the school’s girls are achieving, regardless of their
socio-economic status. Students consistently achieve high marks on the Texas Assessment of Knowledge
and Skills (TAKS), making the Ann Richards School the only middle school in AISD to receive an Exemplary
rating from the Texas Education Agency in 2008, 2010 and 2011. The Texas Business and Education Coalition
selected the Ann Richards School as an Honor Roll school in 2010 and 2011, based on their three-year record
of commended TAKS test scores.
The Ann Richards School was a partner in the WTS Heart of Texas Chapter’s highly successful
Transportation YOU program this year. Among several activities, the program paired six
professional women, members of WTS, with six students from the Ann Richards School in a
mentorship program that, as attested to by the students and the mentors, proved
to be a phenomenal and rewarding experience for all involved.

Innovative Transportation Solutions Award
The Presidio Parkway Project
The Presidio Parkway project is a multi-year effort to replace Doyle Drive, the 1.5 mile
segment of Highway 101 that carried traffic between the Golden Gate Bridge and
San Francisco from 1936 until the historic traffic shift onto a seismically-safe temporary
bypass in April 2012. Doyle Drive was structurally and seismically deficient at the start of
construction and is being replaced by a world-class design that will improve the seismic,
structural and traffic safety of the roadway. The project supports community accessibility,
environmental goals, and employment opportunities through enhanced pedestrian
connections, improved natural environments, and a Small Business Program.
Floor Plan
The project applied innovative techniques to overcome obstacles. The design was born from an extensive
environmental process, resulting in consensus among community and agency stakeholders. It was uniquely
crafted to fit the sensitive project site, a freeway traversing one of the largest urban national parks and a
designated national historic landmark district. Final design attained unanimous approval. The roadway’s
regional importance presented another set of challenges, as construction could not impede traffic flow. Thus,
the project was designed in phases to keep traffic moving while new structures were constructed adjacent
to the historic roadway. Traffic was successfully transferred from the historic structures onto the seismically safe
bypass with only a single weekend closure of the roadway.
Presidio Parkway has made a difference in the lives of its users. The final roadway design will provide
tremendous aesthetic, seismic and traffic safety improvements. The project also increases safety for motorists
through implementation of a movable median barrier to prevent head-on collisions. The signature tunnel
design will provide a new view of the San Francisco Bay and support key connections from the Main Post
area of the Presidio to the waterfront. Pedestrian and bicyclist safety will also be improved, with well-defined
pedestrian routes, pedestrian safety zones and well-delineated bicycle lanes.

effects of the lack of an adequate transportation system on the socio-economic

Margaret-Avis attends the Georgia Institute of Technology (Georgia Tech) in Atlanta and will graduate in May
2015 with a Ph.D in Transportation Systems. She received her BS in Engineering from Smith College in 2010 and
her Masters of Civil Engineering from Georgia Tech in 2011. She is the immediate past president of the WTS
Georgia Tech Student Chapter, a member of the Georgia Tech ITE chapter, the Society of Women Engineers
(scholarship winner), the Black Graduate Students Association, National Society of Black Engineers, and the

and training of town councils in 25 rural villages, educated county and town councils on community assessment, censuses, project planning, and grant applications, and wrote the first rural
town council and mayoral training manual for 100 municipal governments to use. As an environmental planning advisor in Guatemala, she secured drinking and irrigation water for 32,000 residents and protected the
largest designated natural area in Guatemala.

Amy Cavaretta will receive her Master of Arts in Urban and Regional Planning this May,
2013, from the University of Florida. She received her Bachelor of Science in Civil Engineering in 2011 from UF as well. She hopes to combine her skills and passion for transportation and infrastructure engineering, planning, and policy to benefit those living in
underdeveloped and impoverished areas of the United States and the world.
Stacia Slowey is majoring in Civil Engineering with a dual major in Environment and
Natural Resources at the University of Wyoming while she works for the Wyoming
Department of Transportation as a design technician in the Laramie Design Squad.
Her additional employment experience includes working for the Western Research
Institute, also as a lab technician, serving as a teaching assistant for the University
of Wyoming’s Intro to Engineering Course, and as a crew member for Wyoming
Conservation Corps., a role in which she traveled across Wyoming performing public
land management services for the U.S. Bureau of Land Management, U.S. Forest
Service, and Wyoming State Parks.
Stacia currently serves as the treasurer of UW’s Institute of Transportation Engineers
(ITE). She is also a member of the American Society of Civil Engineers (ASCE), and a
past president of UW’s Society of Women Engineers (SWE).
As an exercise in international development and transportation planning, her master’s
thesis examines the viability of transportation development, specifically public transportation, to reduce urban poverty through increased accessibility in the case of the
Kibera slum in Nairobi, Kenya. Her thesis provides transportation recommendations for
incorporation into the Kenya Slum Upgrading Program, a partnership between the Government of Kenya and
the United Nations to provide improved housing and facilities to the slums of Nairobi.
After graduation, Amy plans to return to Washington, D.C., to begin a career in federal transportation and infrastructure policy.
In the future, Stacia wants to be involved in diverse transportation related projects ranging from innovative
intersection and interchange design, ITS projects, and bicycle related projects.

Vinh Kha came to the US from 8,000 miles away where she worked as a tour guide
in Ho Chi Minh City, Vietnam, only seven years ago. With no knowledge of the English
language, she has managed to set herself on a successful career path at the California Department of Transportation (Caltrans) while caring for her elderly parents, giving
birth to two children, and taking a nearly full-time course load at junior college with
great success.
Recognizing that there are very few women and minorities in chemical engineering, Joyrie Dickerson’s career goal is to become one of the best African American
women in the field to modernize transportation in a more eco-friendly environment.
In addition to taking the appropriate honors classes at school, to prepare for such
a demanding yet rewarding career she joined the school’s Green Indian Club, an
environmental club that focuses on ways to make the world—including all modes of
transportation—more eco-friendly.
Joyrie attends Pennsauken High School in NJ, with a concentration on the subject
of chemical engineering. With a GPA of 4.0, Joyrie is also president of the school’s
student government, she’s a member of the National Honor Society, the French
Honor Society and Publicity Director, French Club, Varsity Club, Renaissance Club, Leo Club, Green Indian Club,
Engineering Club, Digital Imaging Club, and Chemistry Club. Joyrie’s athletic life includes varsity cheerleading
and varsity track and field.

Naima Rivas is currently concentrating on electrical engineering at the University of
Texas, Arlington, and will receive her BS in the spring of 2015. She’s very involved with the
UTA Racing Team, where she is currently Team Captain of the electric car project for
the 2014 Formula SAE Competition. She is also an IEEE chapter, and she participated
in the Research Experiences for Undergraduates program at UTA offices last summer,
publishing an article, “Traffic Surveillance Sensors for Congestion Mitigation,” with Dr. Sia
Ardekani.
When she attends college, Joyrie looks forward to learning how to make transportation eco-friendly by creating fuel from plant matter called biomass, available from agricultural waste, which will provide fuel needed for
transportation the creates less pollution in the air.
Naima wants to become an electrical engineer so that she can work on the electrical
systems in vehicles that will revolutionize the transportation industry. She envisions
a future with autonomous electric cars, smart highways, autonomous mass transit
systems, infallible air traffic control systems, renewable energy fueling stations, and a national sensor network
that will eliminate traffic congestion and traffic accidents altogether. Her work with Dr. Ardekani on the article
she published illustrated that progress is slowly being made toward this reality.
As she will be the first in her family to graduate college, she’s looking forward to blazing a trail for
her family personally and for women everywhere who want to pursue
engineering and are interested in the transportation industry.

Texas, Arlington, and will receive her BS in the spring of 2015. She’s very involved with the
UTA Racing Team, where she is currently Team Captain of the electric car project for
the 2014 Formula SAE Competition. She is also an IEEE chapter, and she participated
in the Research Experiences for Undergraduates program at UTA offices last summer,
publishing an article, “Traffic Surveillance Sensors for Congestion Mitigation,” with Dr. Sia
Ardekani.
When she attends college, Joyrie looks forward to learning how to make transportation eco-friendly by creating fuel from plant matter called biomass, available from agricultural waste, which will provide fuel needed for
transportation the creates less pollution in the air.
Naima wants to become an electrical engineer so that she can work on the electrical
systems in vehicles that will revolutionize the transportation industry. She envisions
a future with autonomous electric cars, smart highways, autonomous mass transit
systems, infallible air traffic control systems, renewable energy fueling stations, and a national sensor network
that will eliminate traffic congestion and traffic accidents altogether. Her work with Dr. Ardekani on the article
she published illustrated that progress is slowly being made toward this reality.
As she will be the first in her family to graduate college, she’s looking forward to blazing a trail for
her family personally and for women everywhere who want to pursue
engineering and are interested in the transportation industry.

Margaret-Avis attends the Georgia Institute of Technology (Georgia Tech) in Atlanta and will graduate in May
2015 with a Ph.D in Transportation Systems. She received her BS in Engineering from Smith College in 2010 and
her Masters of Civil Engineering from Georgia Tech in 2011. She is the immediate past president of the WTS
Georgia Tech Student Chapter, a member of the Georgia Tech ITE chapter, the Society of Women Engineers
(scholarship winner), the Black Graduate Students Association, National Society of Black Engineers, and the

and training of town councils in 25 rural villages, educated county and town councils on community assessment, censuses, project planning, and grant applications, and wrote the first rural
town council and mayoral training manual for 100 municipal governments to use. As an environmental planning advisor in Guatemala, she secured drinking and irrigation water for 32,000 residents and protected the
largest designated natural area in Guatemala.

Innovative Transportation Solutions Award
The Presidio Parkway Project
The Presidio Parkway project is a multi-year effort to replace Doyle Drive, the 1.5 mile
segment of Highway 101 that carried traffic between the Golden Gate Bridge and
San Francisco from 1936 until the historic traffic shift onto a seismically-safe temporary
bypass in April 2012. Doyle Drive was structurally and seismically deficient at the start of
construction and is being replaced by a world-class design that will improve the seismic,
structural and traffic safety of the roadway. The project supports community accessibility,
environmental goals, and employment opportunities through enhanced pedestrian
connections, improved natural environments, and a Small Business Program.
Floor Plan
The project applied innovative techniques to overcome obstacles. The design was born from an extensive
environmental process, resulting in consensus among community and agency stakeholders. It was uniquely
crafted to fit the sensitive project site, a freeway traversing one of the largest urban national parks and a
designated national historic landmark district. Final design attained unanimous approval. The roadway’s
regional importance presented another set of challenges, as construction could not impede traffic flow. Thus,
the project was designed in phases to keep traffic moving while new structures were constructed adjacent
to the historic roadway. Traffic was successfully transferred from the historic structures onto the seismically safe
bypass with only a single weekend closure of the roadway.
Presidio Parkway has made a difference in the lives of its users. The final roadway design will provide
tremendous aesthetic, seismic and traffic safety improvements. The project also increases safety for motorists
through implementation of a movable median barrier to prevent head-on collisions. The signature tunnel
design will provide a new view of the San Francisco Bay and support key connections from the Main Post
area of the Presidio to the waterfront. Pedestrian and bicyclist safety will also be improved, with well-defined
pedestrian routes, pedestrian safety zones and well-delineated bicycle lanes.

The Ann Richards School’s academic curriculum is challenging with an emphasis on science, technology,
engineering, and math (STEM), encouraging students to pursue higher education and careers where females
have been traditionally under-represented. Results show the school’s girls are achieving, regardless of their
socio-economic status. Students consistently achieve high marks on the Texas Assessment of Knowledge
and Skills (TAKS), making the Ann Richards School the only middle school in AISD to receive an Exemplary
rating from the Texas Education Agency in 2008, 2010 and 2011. The Texas Business and Education Coalition
selected the Ann Richards School as an Honor Roll school in 2010 and 2011, based on their three-year record
of commended TAKS test scores.
The Ann Richards School was a partner in the WTS Heart of Texas Chapter’s highly successful
Transportation YOU program this year. Among several activities, the program paired six
professional women, members of WTS, with six students from the Ann Richards School in a

Beverley K. Swaim-Staley
President and CEO, Union Station Redevelopment Project
Before her current role as president of the Union Station Redevelopment
Corporation, Beverley Swaim-Staley was the first woman to be appointed
Maryland’s Transportation Secretary, a department with 10,000 employees and a
$3.6B annual budget.
Throughout her tenure at MDOT, she solidified her reputation as a skilled and
forward thinking executive. With her strong background in both finance and
transportation, Beverley guided Maryland’s transportation efforts that included
the development of an award winning public-private partnership at the Port of
Baltimore and the opening of the Intercounty Connector.
In addition to the milestones reached involving the Port of Baltimore and the
ICC, Ms. Swaim-Staley served as Maryland’s senior representative on the interjurisdictional effort to strengthen safety and improve the governance of the Washington Metropolitan Area
Transit Authority. She also oversaw the application of state-of-the-art technology to modernize customer service
at the Maryland Motor Vehicle Administration and improved reliability and on-time performance of the MARC
commuter rail system.
As Secretary, Ms. Swaim-Staley directed initiatives to assure Maryland’s national prominence in the area of
minority business development by enhancing the State’s Minority Business Enterprise Program. She also
developed the first office within MDOT dedicated to comprehensively addressing equity and diversity issues.
Ms. Swaim-Staley was recently named by the Conference of Minority Transportation Officials as one of the
nation’s most influential women in the transportation industry. In 2010, she was named by the Maryland
Washington Minority Contractors’ Association as the Most Inclusive Government Leader of the Year for Minority
Business Enterprise. She supported women at MDOT by organizing a group of women from the Secretary’s office
and modal management ranks for regular networking events with female speakers of note from Maryland
Government, encouraging the attendees to bring formal or informal mentees from their offices.

Philadelphia International Airport (PHL) is the only major airport serving
the fifth largest metropolitan area in the United States. PHL and Northeast
Philadelphia Airport (PNE), PHL’s general aviation reliever airport, are owned
and operated by the City of Philadelphia. The Airport is a self-sustaining
entity that operates without the use of local tax dollars. It is one of the
largest economic engines in Pennsylvania, generating more than
$14.4 billion in spending to the regional economy, and accounts for
more than 141,000 jobs within the region. The tour will include visiting
the control tower, seeing the customs process, and a tour of a runway.

Technical Tour 6: SEPTA Tour - Lobby
The Southeastern Pennsylvania Transportation Authority (SEPTA) is a
metropolitan transportation authority that operates various forms of public
transit—bus, subway and elevated rail, commuter rail, light rail, and electric
trolley bus—that serve 3.9 million people in and around Philadelphia. Tour
will include the Multi-Modal Transportation and Maintenance Operations
at SEPTA’s 69th Street Transportation Center. The tour will begin with the
participants met by the tour leaders at 1234 Market. The group will travel to
69th Street on the El and will then tour the Grand Hall, the North, South, and
West Terminals. The group will then board a Route 100 train and ride to Bryn
Mawr. On the return trip, the group will de-board at the employee platform
and tour the NHSL and Victory Bus Maintenance Shops. The group will then
board a waiting bus for transport to the Market-Frankford and MSHL shops for
a tour of those rail maintenance shops. The group will then board the EL for a
return to 1234 Market.

The I-95 Girard Avenue Interchange Project includes three (3) miles of I-95
from the Vine Street Expressway (I-676) to just south of the Allegheny Avenue
Interchange in Philadelphia. This project involves the widening of I-95 from
three to four lanes in each direction, thus eliminating the existing lane drops
at the Girard Avenue Interchange. The tour will visit the archeological sites,

Ben Franklin Bridge), originally named the Delaware
River Bridge, is a suspension bridge across the
Delaware River connecting Philadelphia, PA, and
Camden, NJ. A pre-tour presentation will be provided
by DRPA Engineer and historian Michael Howard in
the Benjamin Franklin Bridge Administration Building,
located next to the bridge on the Camden side. Tour
begins immediately after. Length of walking tour will

The 2013 conference theme, “Liberty in Transportation for All,” is very appropriate as we gather in the birthplace
of the United States. The Liberty Bell, a powerful symbol of our independence, artfully represents the multimodal
transportation network in the Philadelphia area that provides freedom to travel throughout and beyond our city.

From high-profile panel discussions to top-notch professional development programs and networking events with
a Philly flavor, this year’s conference is sure to be outstanding.

Conference activities kick off in full bloom with the Welcome Reception at the National Constitution Center.
Come ready to mingle in a unique setting, complete with 42 life-size bronze statues of America’s founding fathers.
Historic characters will be in attendance to transport us back to colonial times. Thursday night’s Taste of Philly
Fundraiser benefits the WTS Foundation and offers a special opportunity to enjoy local food and music. If you
have never seen the Mummers strut, you are in for a treat with a performance by The Woodland String Band.
We will hear from many women at the forefront of change. WTS is excited to have writer and activist Gloria
Steinem as our conference keynote speaker. Ms. Steinem has been involved in feminist and other social justice
movements for over 40 years. In addition, the conference opening session will feature some of the most successful
women leaders in aviation today who are managing some of the largest airport systems in the United States.
Finally, Dr. Mae Jemison, who served six years as a NASA astronaut and was the first woman of color in the world
to go into space, will conclude our event.
The conference program offers something for everyone, with a choice of sessions in three tracks: professional
development, transportation innovation, or finance and funding. The technical tours showcase the extensive
transportation systems and infrastructure that serve our region.
Be sure to experience the charm and character of Philadelphia. The conference is being held in the historic
district of the city where you can enjoy iconic places such as Independence Hall, Franklin Court, and the Betsy
Ross House, or explore Penn’s Landing, the waterfront area of the city along the Delaware River. Take in a Phillies
game or bike along one of the river trails. And whether you are an art lover or an avid runner, experience the
thrill of victory with a visit to the “Rocky” steps at the Philadelphia Museum of Art.
I extend sincere thanks to Honorary Chair Rina Cutler, conference committee co-chairs Karen Gelman and Noreen
Nolan, and all of the committee chairs and volunteers who worked with great enthusiasm and dedication to
