Team 21 – teamwork at its best PETERSON AIR FORCE BASE, Colo. -- My family and I have enjoyed watching the first few days of the Vancouver Winter Olympics like millions of others around the world. From the stirring opening ceremonies, to the remarkable competition, to the pride individual competitors show as they wear their nation’s uniforms, the Olympics are truly a remarkable event. And as I cheered for the American competitors as they entered the stadium during the opening ceremonies, I was struck by the fact that I only knew the names of a handful of the more than 200 American athletes. While I didn’t know the name of the American Nordic Combined competitor who would go on to win a silver medal (Johnny Spillane), or the goalies for the American women’s hockey team (Molly Schaus and Brianne McLaughlin), I did know one thing-they were wearing my team’s uniform, Team USA, and I wanted them to succeed no matter what. Like Team USA, the 21st Space Wing is a team as well-Team 21. Team 21 is made up of more than 5,000 talented professionals from various backgrounds, representing dozens of specific skill sets and career fields, and operating all around the globe. Team 21 is composed of active duty Air Force members, government civilians, Air Force Reservists, Air National Guardsmen, Allied military personnel, and contractors. Some of these Team 21 members don’t formally report to the 21st Space Wing, but they are vital team members nonetheless, and we are proud to be associated with them. And all of us are firmly dedicated to our collective vision of becoming “America’s Space Superiority Wing - Globally Postured to Win.” As an active duty wing, Team 21 has active duty members from the rank of airman basic to colonel, and all ranks in between. These person- Col. Stephen N. Whiting 21st Space Wing commander nel continue the proud heritage of the 21st Space Wing that has included bomber operations, fighter operations, and space operations dating back to World War II. They are responsible for installation support and security, as well as operations and medical, at our units around the world, including six of this nation’s most important military facilities. Team 21 also has nearly 1,000 superb government civilians fulfilling vital functions each and every day. Civilian personnel serve as senior wing, group, and squadron leaders; they perform space operations missions; they are critical to base support and security operations; they serve in various medical fields; and they perform myriad other tasks upon which our wing continually depends. These civilian Airmen are dedicated and committed, and provide much of the continuity that keeps our processes on track despite the constant churn of military personnel coming and going. Another key part of Team 21 is the Total Force. Team 21 is fortunate to have both Reservists and Guardsmen working alongside us. Our Reservists come to us under two programs. First, the 380th Space Control Squadron is a Reserve Associate Unit to the 16th Space Control Squadron. Put simply, we could not perform our wing’s unique defensive space control mission without the 380th. While the 380th’s administrative chain of command flows through the 310th Space Wing at Schriever AFB, they are full team members in every sense and do a superb job both at our deployed location and here at Peterson AFB. The second program which brings Reservists to Team 21 is the Individual Mobilization Augmentee program. Team 21 IMAs serve at the highest levels within the wing front office, and are also embedded in such units as our security forces squadrons, the 21st Civil Engineer Squadron, and the 21st Operations Group, among others. The other half of our Total Force is the professionals of the Alaska Air National Guard who man the 213th Space Warning Squadron at Clear AFS, Alaska. Working alongside the active duty and civilian members of the 13th Space Warning Squadron, also at Clear AFS, the 213th provides the vast majority of the military manning to operate, support, and defend our critical missile warning and space surveillance mission at Clear AFS. Although their formal chain of command runs through the 168th Air Refueling Wing at Eielson AFB, these Guardsmen are key members of Team 21. The Allied members of Team 21 include Canadian Air Force personnel who have been working at our units for decades. Assigned to both 21st Operations Group units and the 721st Mission Support Group, these Canadian professionals are seamlessly integrated into our units to perform both space operations and communications missions that ultimately support NORAD’s mission of protecting North America. Rotunno [email protected] PETERSON AIR FORCE BASE, Colo. -- There is no better way to celebrate African American History Month than to look at how the Air Force has benefited from the contributions of African American Airmen. One of the first African American pilots to make history was Eugene Jacques Bullard. In August 1917, 30 years before the Air Force became an individual branch of the U.S. military, Bullard, an American volunteer in the French army, became the first black military pilot in history and the only black pilot in World War I. Other contributions to the Air Force were from the Tuskegee Airmen of World War II, a group of African Americans who served in combat and contributed to the eventual integration of the U.S. Armed Services. The roots of the Tuskegee Airmen were formed in 1938 when the Roosevelt administration created a reserve of trained civilian fliers to serve in the event of a national emergency. In 1940, the Selective Training and Service Act banned racial discrimination in recruitment, allowing African Americans to be trained for Air Corps service. The Tuskegee Institute participated in the Roosevelt administration’s pilot training program and graduated its first civilian licensed pilots in May 1940. The Tuskegee Institute was the only source of black military pilots in World War II. Tuskegee Airman Capt. Benjamin O. Davis Jr. was selected to lead the Tuskegee pilots because he was one of only two black line officers in the Army - the other was his father. Captain Davis was a West Point graduate who was placed in command of the 332nd Fighter Group, a unit that did not lose a single bomber to enemy fighters. Captain Davis later became the Air Force’s first black general. The Tuskegee pilots proved they were capable of serving in a highly technical field. The Air Force, having become a separate service in 1947, benefited from the experience of the Tuskegee Airmen and became a leading proponent in integrating the military. In fact, the Air Force was the first service to erase the color line, thanks largely to the efforts and courage African American Airmen demonstrated during World War II. Gen. Daniel “Chappie” James Jr. was another Airman who had a great impact. General James received his commission as a second lieutenant in July 1943. During the Korean War, he flew 101 combat missions in F-51 and F-80 aircraft. In 1960 he was assigned to Bentwaters, England, where he served as assistant and director of operations and later, commanded two fighter wings. In 1973, General James was commander in chief, North American Air Defense Command. The Commander’s Cup went to Peterson with a winning total time of 83.18 seconds. Team members included Roger Wolf (17.7 seconds), Steve Plummer (18.44), Maj. John Thomas (23.17) and Erin O’Connor (23.87). First place in Friday’s ski team race was taken by USAFAST 2 composed of Graham Smith (15.86), Jane Evans (19.15), and Hannah Campbell (19.51), all of USAFA. Team total was 54.52 seconds. Richard Cheng, 21st Security Forces Squadron PETERSON AIR FORCE BASE, Colo. -- Airmen from the 21st Civil Engineer Squadron recently installed two additional stops signs at the intersection of Suffolk Street and Dover Street. This intersection is now a four-way stop. “These stop signs were ‘orange flagged’ for approximately six weeks as a means of warning the public of new traffic control measures, but many drivers have chosen not to stop and several near-accidents have occurred,” said Lt. Col. Arno Bischoff, 21st CES commander. “We would ask all motor vehicle operators on Peterson to be compliant with new stop signs so we can avoid a potentially fatal accident.” The men and women of the 21st Security Forces Squadron are doing their best to keep this intersection - and the rest of Peterson for that matter - free and clear of any accidents. “The four-way stop is enforced and regarded by security forces as a traffic enforcement interest item,” said Senior Master (courtesy photo) Sgt. Donald Russell, 21st SFS operations superintendent. “As such, we’re providing increased random traffic over-watch and patrolling in accordance with Peterson traffic enforcement laws.” According to Sergeant Russell, violators face a traffic citation and if circumstances warrant, the possibility of having their base driving privileges revoked. Master Sgt. Tristum Darby, 21st SFS noncommissioned officer in charge of operations, harbors no doubt that making the intersection a four-way stop will enhance traffic safety. “This intersection in particular is noted for heavy traffic on both streets,” he said. “The traffic stop sign ensures vehicles approaching from both streets come to a complete stop while allowing vehicles already at the stop sign to cross the street safely. Another security forces concern is speeding. “We patrol areas of interest, such the intersection of Stewart and Langley near the new base housing area,” said 1st Lt. Richard Cheng, 21st SFS operations officer. “Drivers are asked to adhere to speed limits and remain vigilant when driving through residential areas.” The speed limit on Suffolk Street and Dover Street is 30 mph. It’s a fleeting title, however, and may be gone faster than you think. In a new paper published in the Journal of Applied Physiology, researchers at Southern Methodist University and the University of Wyoming say they’ve identified the critical variable that imposes a biological limit to running speed in humans. They suggest it might be possible to alter this variable enough to permit humans — well, some humans — to achieve speeds of 35, even 40 mph. The current, prevailing view is that speed is limited by the force with which limbs strike a running surface. “If one considers that elite sprinters can apply peak forces of 800 to 1,000 pounds with a single limb during each sprinting step,” said SMU’s Peter Weyand, “it’s easy to believe that runners are probably operating at or near the force limits of their muscles and limbs.” But Weyand and colleagues say their research suggests human limbs are capable of applying much greater ground force without injury. They say the real limit is time. Specifically, the very brief periods of time when force is applied to the ground while sprinting. In elite runners, that foot-ground contact is less than onetenth of a second, with peak ground force occurring within one-twentieth of a second. But contact time is still longer than can be. If the amount of foot-ground contact time is reduced, maximum human speed can be increased, say Weyand and colleagues.
