On behalf of myself, the Advisory Board, PODS, GITA, PennWell, and the many
exhibitors and sponsors, I want to welcome you to the newly formed Pipeline Week.
The partnership between GITA and PODS to form Pipeline Week is exciting to all of us associated
with both organizations. With PennWell once again forming the backbone for logistics and
marketing we feel that this event will become second to none for its comprehensive content
related to geospatial asset management for the pipeline industry.
The Advisory Board has been hard at work developing a program that showcases the breadth
and depth of the work that our industry’s professionals are executing every day to ensure the
safety and reliability of our nation’s oil and gas pipeline infrastructure.
We have gathered the industry’s top professionals to share and exchange ideas in both our
traditional operator forum and a number of dynamic panel discussions sure to encourage the
free flow of ideas between the wide range of viewpoints our conference always successfully
attracted.
The exhibition hall, networking, breaks, and social event have always been a big part of our
conference. Participation and interest continues to grow in terms of both the number of
exhibitors and the variety of their booths.
We will once again hold our casino night networking social event providing a great opportunity to
catch up with old friends and make new acquaintances and contacts.

GITA Oil & Gas Pipeline Conference
The Annual Users Conference is one of the most valuable benefits of PODS membership, joining
in the unique community of sharing real-world data management challenges and solutions. This
year, there are even more opportunities to learn from pipeline colleagues, with the co-location of
the PODS and GITA conferences.
This Pipeline Week partnership has created a highly valuable and content-rich event for PODS
members and the pipeline community. This event promises to provide you with a very relevant
spectrum of learning and networking opportunities focused into one convenient location. Also
new this year, PODS will offer a full day of expanded training sessions taught by the PODS
Technical Committee. This is the only occasion where these experts come together to present
insights and experience, answer questions, and gather feedback from the PODS user-community.
As in previous years, PODS members attend the PODS User Conference at no cost. The Annual
User Conference is one of the ways the PODS Association provides value to our members.
Exciting new developments are happening in the world of pipeline data management, and we,
as a pipeline community, are able to identify and encourage solutions that address our specific
needs, while also benefiting the pipeline community as a whole.

Based on the PHMSA advanced notice of rule-making announcement that came out this spring,
it is clear that the minimum requirements of the National Pipeline Mapping System (NPMS) are
going to change. An expectation of vastly increased location accuracy, more complete physical
attribution data, and the addition of pipeline operational data makes for a far more involved
NPMS submittal. It is clear in this “brave new world” that robust, integrated GIS infrastructure is
necessary to better respond to these changes. Join us at the Operators Forum and share your

Chris Smith is Managing Editor, Technology at Oil & Gas Journal. His responsibilities
include OGJ’s annual Pipeline Economics and Worldwide Pipeline Construction reports, and
oversight of the Journal’s overall technology coverage. Smith has been at Oil & Gas Journal
for 9 years and has worked in the industry for 21 years in a variety of commodity analysis
and reporting roles. He has an undergraduate degree from the University of Houston and an
MS from Georgetown University’s School of Foreign Service.

Jeff Allen, Advisory Board Chairman, GISP, President, Novara GeoSolutions
Jeff is the President of the newly formed Novara GeoSolutons, formerly the geospatial
division of Coler & Colantonio. He has 22 years of survey, application development,
and geographic information systems experience, particularly in the energy sector. Jeff
is responsible for conceptualizing, developing and marketing Intrepid®, the firm’s fully
integrated suite of software applications designed to address pipeline asset management
challenges. This product has been successfully deployed to many of today’s energy giants,
and is responsible for much of the firm’s growth.
Originally conceived of and designed by Jeff, Intrepid® stores, organizes and manages
pipeline facility data, forming a seamless, integrated information system for operators.
Data is accessible across an enterprise, including the mobile workforce. Intrepid® allows pipeline operators to
manage asset data, ensure regulatory compliance, establish an audit trail, and enhance overall safety and security.
Jeff continues to set Novara’s vision for geospatial applications development. His unique skillset, coupled with his
extensive knowledge of geospatial technologies and the marketplace, provides an unparalleled resource for his clients
as they navigate today’s challenging regulatory environment.
A certified geographic information systems professional, Jeff earned his BS in Surveying Engineering from the

Ryan Sitton is a native Texan and a 1998 graduate of Texas A&M University, where he
obtained a B.S. in mechanical engineering, and met his future wife, Jennifer. In 2006, Ryan
and Jennifer founded PinnacleAIS, an engineering and technology company focused on
reliability and integrity programs for the oil, gas, and petrochemical industries.
Since 2006, PinnacleAIS has experienced substantial growth, recently surpassing 300
employees. Inc. Magazine recognized PinnacleAIS in 2012 and 2013 as one of the top
1,500 fastest-growing, privately held companies in the world. PinnacleAIS has been a part of the Aggie 100 for three
consecutive years.
With more than 15 years of experience in the oil, gas, and petrochemical industry, Ryan is an active member of several
industry groups, including the Texas Alliance of Energy Producers (TAEP), American Society of Mechanical Engineers
(ASME), and the American Petroleum Institute (API).
Ryan is a leading expert in his field, consulting to a wide range of oil and gas companies, ranging from independent
producers to some of the world’s largest integrated operators, and serving as an expert witness in both regulatory and
civil court cases.
Now the Republican candidate for Texas State Railroad Commissioner, Ryan is passionate about affecting three aspects
of the Commission:
• Ensuring efficient and effective service to the state by providing a vision of technical competence, efficient
management, and uncompromising customer service to both the taxpayers of the State of Texas and energy producers.
• Ensuring regulations are consistent with both industry best practices and the latest technology and methodologies
used in the drilling, production, and transport of natural gas, crude, and other related products.
• Carrying a strong message on Texas’ ability to self-regulate, and therefore advocate on behalf of Texans by pushing
back on the intrusion of the EPA, OSHA, MSHA, and other federal regulatory agencies.
Ryan and his wife Jennifer have three children – Sarah, Luke, and Lance – and are active members of St. Andrews
Episcopal Church. As a leader on Texas A&M’s Mechanical Engineering Advisory Council, Ryan regularly works with
leaders in Texas higher education to support the principles that will keep those institutions leading the nation.

A GIS Approach to Assigning Pipeline Assets to Ad Valorem Tax Boundaries

Quantifying the value of pipeline assets by tax jurisdiction boundary is determined by compiling GIS map layers
of the individual county and state tax district boundaries (school, city, conservation, college, hospital, etc.).
Thousands of tax boundary polygons intersect with one another to generate the final polygon feature layer that
contains tax district boundary names for all tax districts represented on each of the input map layers. The
pipeline centerline GIS layer is then superimposed onto the tax boundary layer and the “identity” function used to
create pipe segments by tax district.
Advanced Facility Data Management for Regulatory Compliance

Driven by an increasingly stringent regulatory environment and rapidly growing data complexity, pipeline operators
are utilizing AutoCAD Plant 3D and enterprise databases to reconfigure how they store, visualize, analyze, and

Geospatial data are computerized, and the map which a country, local public entity, or company ends up using
applies GIS software. A lack of data sharing between companies, however, requires that each deal with even
overlapping data independently. The mutual availability of geospatial information would make maintenance more
efficient and less costly for all participants. The integrated updating of maps would also help both accuracy and
efficiency of the GIS process. By gathering geographic data from various sources and examining their potential
usability in performing project updates, this paper will look at how quality and other technical issues can be
overcome to build a usable multi-company database.
Common Ground Alliance Spotlight Presentation: 24/7 Pipeline Protection

According to the latest DIRT Report, more than one-third of all third-party damages root cause was the failure
of the excavator to call for a locate. To make matters worse, even when a locate request is made there can be
problems. The root cause of another quarter of the damages is miss marked pipelines, or no locate done at
all. Pipeline operators spend countless hours and vast amounts of money on public awareness and educational
efforts, but according to most recent four-year effectiveness surveys, the most effective tool for informing
excavators of the presence and location of a pipeline is a permanent warning sign.
This presentation will take a scenario-based look at designing an effective and enduring marking system. It will
look at problems with “the way things we have always done things,” and how to leverage a marking system for
damage prevention in urban, suburban, and rural settings.

Implementing and using an Integrity Management Plan in Conjunction with GIS A Unified Approach

Beyond Transmission-Range Pipe: MAOP Confirmation for Compressor Stations & Meter
Stations, A Process to Validate in a Geospatial Environment Where Pipe Routes Don’t Exist

MAOP verification for sites (compressor stations, M&Rs, etc) requires a different PHMSA auditable process
than transmission range pipe. The presentation will outline Spectra Energy’s high population site verification
protocol which leverages an inventory database solution, diagrammatic review, and ArcMap functionality within a
geospatial environment.
Spectra Energy created a new process which utilizes ArcMap functionality and electronic diagrammatics to
populate a site inventory database table for pipe, valves, and vessels, which can then be used to calculate and
validate MAOP. The presentation will review both the workflow that was created and the ArcMap functionality used
to validate MAOP for site piping.

place a pipeline or above-ground facility has a critical impact on projects. Williams is building tools for our
Engineering and Construction team to analyze a specified area and determine possible locations for pipelines,
facilities, and even feature crossings, while minimizing impact to project costs and schedule. The goal is to
eliminate costly and risky locations with characteristics such as steep slope, developed land, known difficult
landowners, and great distance away from other necessary infrastructure.

and supporting documentation simultaneously and provides strategies to improve adoption of new technology by
the entire project team.

This presentation will work through a case study of a developing field in which well pads, access roads, and
pipeline gathering systems must be sited, routed, and constructed using an expert decision support system

and show how scenarios can be quantitatively compared to assist in decision support for more cost-efficient
