Message From the CAO
2013 has certainly been a busy year and there continues to be challenges that the municipality has had to manage with regards to Provincial changes
and initiatives. These range from Long Term Energy Plans, Source Water Protection, the future of Harness Racing, OPP Contract, Industrial Wind
Turbines, Official Plan, Ontario Lottery and Gaming Corporation, Airport Road, Millbrook Water and Wastewater Treatment Plant upgrades to name a
few. The Township carried out a Service Delivery Review this year which provided recommendations to Council and staff in areas of financial restraints,
operations and a complete service level review. This report will be a guiding document for the future planning of our Township.
The Ontario Lottery and Gaming Corporation (OLG) new “Modernizing Lottery and Gaming in Ontario” continues to be of concern. The OLG Request
for Proposal is to be released by the end of 2013 which would allow a private
operator to be selected for the eastern region which includes OLG Slots at
Kawartha Downs, Thousand Island OLG Gananoque and Belleville, the potential
loss of OLG Slots at Kawartha Downs is still unknown. The partnership with OLG
provides this Township with revenue of approximately $3 million a year. These
funds are used for Capital expenditures and transfers to reserve accounts. In
2013, the Township removed dependency on the OLG funds from its operating
budget which is very important to ensure the Township is financially independent
and sustainable for the future.
One question that the municipality is always asked is “Where are the OLG funds
allocated?” Funds have been allocated to the asset replacement reserve, which
provides funding for the replacement of municipal infrastructure, and has funded
Capital projects. Below is a snapshot of 2013 Capital projects. However, detailed

In 2010, a FIT contract was awarded to a proponent, and preliminary plans were unveiled to build up to five industrial wind turbines in the south east
area of our Township. The possibility of industrial wind turbines being located in our area resulted in members of Council, staff, and many residents
taking the time to research the possible impacts to our community. The proponent at that time held one public meeting for that specific project, but no
additional meetings were scheduled, and no additional correspondence was received by the municipality. In early 2013, incoming Premier Kathleen Wynne publicly announced that the Province would not force industrial wind turbines into “unwilling
communities”. Given the rapid expansion of industrial wind turbine projects throughout the Province, and with the ever growing threat of industrial wind
turbines coming into our own Township, on April 15, 2013 our Council passed a resolution that the Township was not a willing host to industrial wind
turbines. Despite that declaration, at the Regular Council Meeting of September 3rd, 2013, Martin Ince spoke as a delegation of his intention to build up to five
industrial wind turbines in the north west area of our Township. The controversial topic was once again thrust upon the Township, and residents began
educating themselves. The identified proposed locations in the Township have been withdrawn. The remaining lands for the proposed project are
entirely located within the City of Kawartha Lakes, however, given the close proximity to our Township, our citizens would still be affected by the project. During the past several months, our Council has been intensely involved in political discussions and dialogue with provincial ministries to resolve this
matter. Council continues to encourage residents to educate themselves on the issue. Council Contacts

Economic Development Advisory Committee
Building on the directions of the Corporate Strategic Plan the
Economic Development Advisory Committee was established
in 2013. This group of committed individuals meets regularly to
discuss initiatives, ideas and partnerships that will lead to economic
development in the Township of Cavan Monaghan. From Medical
Marihuana Regulations to trends in shopping patterns, grant
opportunities to education program development the Committee
has provided vital information to the Economic and Community
Development Department and will continue to play a role in sharing
of information and creating a foundation for economic growth.

activities, events and services that encourage an enhanced
quality of life. Volunteers, community sports organizations and
entertainment groups, dedicated individuals and active groups have

Review of policies and procedures is on-going for the Economic
and Community Development Department and in 2013 a full review
of the Public Skating Policy and the Parkland Usage By-law were
completed.

Life Time Dog Tags
We are pleased to announce the implementation of a life time
dog tag system that will result in a reduction of cost and make it
easier for you to renew your dog tags. Dog owners are required
to purchase a dog tag for 2014 made of a more durable material
that is intended to last the lifespan of your dog. Each subsequent
year, the Township will invoice all registered dog owners for the
annual dog tag fee.
Why licence your dog??? If your dog goes missing, having a dog
tag helps the Dog Control Officer and shelters quickly identify
your dog and get them back to you safely. The cost of the licence
is far less than the penalty for being caught without one and it is
the law. Protect your dog the way they protect you!
New Council Meeting Dates
Please be advised that effective January 1, 2014 Council will be
holding their Regular Council meetings on second and fourth
Tuesday of the month. For a complete calendar of dates for the

Planning Services
Water/Wastewater Treatment Plant
The Public Works department has had a very successful and busy
year in 2013. The Build Canada Fund is the largest municipal
project undertaken by the Township of Cavan Monaghan. This
project consists of federal, provincial and municipal funding to
create, rehabilitate and build new water/wastewater infrastructure.
The estimated cost of the total works is $21 million dollars shared
equally by all three levels of government. The project is composed
of four parts which include a major sewage plant expansion, a
pumping station expansion, a new water tower, and an extension
of sewer and watermain along Tupper Street. The project is
scheduled to be started in July/August next year and completed in
January, 2016.
The Township will be issuing a Notice of Commencement for the
Millbrook Treated Water Storage and Water Servicing Expansion.
The Notice will be issued sometime in December.
Draft Official Plan
In June 2013, the County of Peterborough approved the Township’s
new Official Plan with a number of modifications. After circulation
of the Notice of Decision regarding the Official Plan, the County
received five (5) appeals of the decision. The Township and the
County are currently working with the Appellants to see if the
appeals can be resolved without the need for an Ontario Municipal
Board hearing.

Completed Capital Works
Capital works completed in 2013 included: Slurry Seal on Zion
Line, Syer Line and Tapley ¼ Line; Surface Treatment on Jack
Lane, Vista Crescent, Sharpe Line, Acadia Court, Stewart Line,
Syer Line, Tapley ¼ Line and Larmer Line; Asphalt Surface was
also implemented on Moore Drive, Carveth Drive and Eagleson
Line. Carveth Drive was completely reconstructed, with a new
granular base, ditching, widening, cable guide rails and hard
topped with asphalt. Eagleson Line was another completed capital
project that was cost shared with the Municipality of Port Hope.
The road was reconstructed with new culverts, level grading and
asphalted. There was also some reconstruction completed on
sidewalks within Millbrook.
Garbage Bag Tags
The Public Works Department would like to remind residents that
the 2014 garbage bag tags will be distributed via regular mail
currier in early December 2013. Please be aware that tags will be
enclosed in an unaddressed, Cavan Monaghan envelope. There
will be a label indicating that there are bag tags enclosed. These
bag tags allow residents to properly dispose of their waste with
the Township of Cavan Monaghan. If you do not receive your tags,
Township staff recommend calling or visiting the Municipal Office.
The Municipality Kick’s Off the Green Energy Act!
The Council of the Township of Cavan Monaghan has supported
the installation of eight 10kW Ground Mounted Sun Tracking Turnkey Photovoltaic (PV) Electricity Generation Systems. These units
will be placed on municipal property’s around the Township. The
addresses are as follows: 1256 Syer Line, 920 Larmer Line, the
closed Landfill/Gravel Pit at 415 County Road 21, Gravel Pit on
Tapley ¼ Line, Fire Hall #2 located at 1047 Mount Pleasant Road,
the Roads Garage located at 1470 County Road 10, the Municipal
Office located at 988 County Road 10 and the water/wastewater
treatment plant at 25 Centennial Lane. The projected revenue over
20 years for the eight microFIT panels is estimated at $536,390.94.

Superior Tanker Shuttle Service Accreditation Update
The Fire Department received its’ Superior Tanker Shuttle
Accreditation in 2012, with the support of Council.
Dry Hydrants
During 2013, three new dry hydrants were installed on Hutchison
Drive, Carmel Line and on County Road 10 in Cavan. To view the
locations of all dry hydrants within the Township, please see the
map on the Township’s website.
Zoning By-law
The preparation of the Township’s new comprehensive zoning bylaw has been delayed until there is some resolution to the appeals to
the Official Plan. Please watch the Township’s web site in 2014 for
news about the By-law update.
World Town Planning Day
On November 8, 2013 you may have seen groups of students in
Downtown Millbrook. The Township hosted students from Millbrook
South Cavan, Crestwood, Holy Cross, Adam Scott, Waterloo
University and Queens University to celebrate World Town Planning
Day. The students learned about the purpose and value of planning
and the variety of career opportunities in planning. However, the
main focus of the day was Downtown Millbrook. The students
reviewed and evaluated the current state of Downtown and made
recommendations for improvements to the Downtown for the next
10 to 12 years. The youth perspective and input is important to
the success of the Downtown Millbrook revitalization efforts. Many
thanks to Kevin Duguay and his team for bringing the World Town
Planning Day event to Downtown Millbrook.
The Municipal Heritage Committee mourned the loss of Larry
Lamb earlier this year. Larry made a significant contribution to
the Committee with his knowledge of the Township, research and
photography skills. He is greatly missed.
Downtown Revitalization Committee
The Township of Cavan Monaghan is pleased to announce that the
Downtown Millbrook Revitalization Committee has been established
by Council. The mandate of the Committee is to advise Council
with respect to the implementation of the Downtown Millbrook
Revitalization Strategy. Community Committee members include
Rob Ross, Bonnie MacQuarrie, Peter Ramsay, Bruce Lepper and
Lynda Todd. Please feel free to discuss your ideas and thoughts
about Downtown Millbrook with any member of the Committee or
Township Staff.

Budget Summary
The 2013 Budget involved prioritizing projects and programs,
reducing expenditures and reviewing user fees while maintaining
service levels in light of limited financial resources. The outcome
was a 2013 Operating Budget without the use of Ontario Lottery
Gaming (OLG) revenues, since the agreement was originally
signed in 1999. This year’s expenditure reductions in excess
of $1,300,000 in combination with continued efforts to achieve
further efficiencies and a 10% general municipal tax rate increase
all contributed to independently operating the municipality
and providing a stronger, more fiscally responsible, alternative
budget. The OLG revenues are prioritized towards Capital
projects and investments to the Asset Replacement Reserve. Municipalities are faced with infrastructure deficits and therefore
any contribution to the Asset Replacement Reserve represents a
priority on infrastructure investment for future replacement. The
2013 investment of $1,507,300 increased the Asset Replacement
Reserve to over $5 million which represents approximately 10%
of the value of municipal assets. Finance continues to provide
financial data, monitor organizational accountability and seek
opportunities to reduce expenditures.
Ontario Municipal Partnership Fund
The Ontario Municipal Partnership Fund (OMPF) is the Province’s
main transfer payment (revenue) to municipalities. The Township
of Cavan Monaghan’s 2014 OMPF allocation is $717,400 which is
15% less than the 2013 OMPF and 22% less than the 2012 OMPF. This represents a $126,600 loss of revenue in 2014 which is equal
to 2.65% of the municipal tax levy. Increasing costs and reduced
revenues are constant challenges that impact the 2014 draft budget
and our residents through the municipality levy.

New Building By-law
On November 18, 2013 Council approved a new Building By-law.
The Building By-law promotes clear and concise rules for building
permits. Please note that construction activity may occur between
7:00 am and 7:00 pm only, as per the Building By-law No. 2013-66.
Ontario Building Code Enhancement
The new 2012 Ontario Building Code comes into effect on
January 1st 2014. Enhancements to the Code include resource
conservation, fire safety upgrades, building envelope and
environmental requirements. If you are planning a building project
in 2014 feel free to contact the Building Department for
information on the new requirements.
