REQUEST TO ADD A YELLOW CURB MARKING (COMMERCIAL
LOADING ZONE) TO THE NORTH SIDE OF SERENO DRIVE ADJACENT
TO 5300 NORTH ROSEMEAD BLVD.
RECOMMENDATION:
The Transportation and Public Safety Commission is requested to approve the request
to add a yellow curb marking (commercial loading zone) to the North side of Sereno
Drive adjacent to 5300 North Rosemead Boulevard and adopt Resolution No. TPSC
14-00012.
BACKGROUND:
1.
Between 2013 and 2014, City staff received complaints from residents on Sereno
Drive that semi trucks making deliveries to Temple City Power Sports, located at
5300 North Rosemead Boulevard, were parking in the middle of Sereno Drive to
unload, which blocked the travel lane and caused traffic conflicts. Due to
construction activity from the Rosemead Boulevard Safety Enhancement and
Beautification Project, parking enforcement was limited during this period.

On November 5, 2014, City staff met with the store manager of Temple City Power
Sports to discuss a solution to this problem. The store manager suggested
installing a yellow curb (commercial loading zone) along the side of the business
on the North side of Sereno Drive to allow a semi truck to park at the curb and
unload.

On November 18, 2014, a representative of Temple City Power Sports submitted
an application for special curb painting to the City for review and approval by the
Transportation and Public Safety Commission.

ANALYSIS:
Temple City Power Sports (Applicant) is located at 5300 Rosemead Boulevard, at the
North-East intersection of Rosemead Boulevard and Sereno Drive. The business
receives deliveries of new off-road vehicles for sale about twice a week. These vehicles
are delivered on semi trucks, which park in the middle of Sereno Drive to unload,
blocking the lane of traffic and causing difficulties for other vehicles to pass along the
street. To alleviate this problem, the applicant is requesting installation of an
approximately 80 foot yellow curb (commercial loading zone) along the side of the
business on the North side of Sereno Drive to allow a semi truck to park at the curb and
unload. The yellow curb would occupy the entire curb space between the parking lot
driveway for 5300 North Rosemead Boulevard and the service driveway at the rear of
the building. The proposed yellow curb would have a parking time limit of 20 minutes for
unloading of materials, in compliance with Section 3-3A-38 of the Temple City
Municipal Code.
CONCLUSION:
It is staff’s assessment that this proposal is the best solution to address the residents’
complaints and should alleviate the problem presented by the semi truck deliveries. The
Transportation and Public Safety Commission is requested to review the request to add
a yellow curb marking (commercial loading zone) to the North side of Sereno Drive
adjacent to 5300 North Rosemead Boulvard and approve or deny the request.
FISCAL IMPACT:
This item does not have an impact on the Fiscal Year (FY) 2014-15 City Budget.
