Annex to 2014-2020 ERDF Operational Programme Top fifth (20%) Most Deprived Areas in England: Local Enterprise Partnership Level Data This Annex provides high level data on Areas within England’s LEP areas that according to the Office of National Statistics (ONS) data on deprivation will meet the criteria for the prioritisation of CLLD ERDF / ESF assistance in more developed and transition regions as set out in this note. Top Lines from the analysis x x x The Index of Multiple Deprivation measures relative deprivation in Lower Super Output Areas (LSOAs) across England. Mapped in this note is the top 20 per cent (fifth) deprived LSOAs in England. Contained also are LEP area boundaries, zoomed views with labels and further information. The data behind the mapping can be found in Annex A on page 10. Liverpool City Region, Tees Valley and the Black Country have the highest proportions of LSOAs in the top 20 per cent most deprived. Background The Index of Multiple Deprivation (IMD) ranks areas according to their score on a range of factors that can make it deprived (e.g. income, employment, access to services). The IMD was last published in the English Indices of Deprivation (DCLG 2010). This note uses the smallest feasible geography that ONS provide for maximum focus: the Lower Super Output Areas (LSOAs). LSOAs contain at least 1,000 inhabitants, but never more than 3,000. Areas which score more highly for deprivation get a higher rank. The areas ranked in the top 20 per cent are the subject of this note Mapping the Most Deprived Overleaf is a view of all of England, with the boundaries of LEPs marked out and the LSOAs that are in the top 20 per cent coloured blue. Further maps zoom in on LEP areas to show the deprivation of these LSOAs across LEP areas in greater detail. The tables in Annex A show the count of English LSOAs in the most deprived fifth by Local Authority area in descending order. LSOAs typically contain between 1,000 and 3,000 residents according to the Office for National Statistics (ONS), they are the smallest feasible geography that the ONS provide. 1 Deprivation for LSOAs is measured by the English Indices of Multiple Deprivation (IMD) and was last updated in 2010; the next publication will come in the summer of 2015.2 The IMD ranks LSOAs according to a score of deprivation that is based on a number of factors (e.g. employment, income, access to services), only LSOAs ranking in the top 20% most deprived are counted in this study. Note that Authorities without any deprived LSOAs (e.g. City of London) do not feature in the table. Large, ‘core-city’, Local Authorities and Metropolitan Boroughs unsurprisingly contain the highest numbers of most deprived LSOAs. Birmingham – England’s largest Local Authority – contains more deprived LSOAs than any other by some margin and other core cities: Liverpool, Manchester and Leeds follow. The London Boroughs of Newham, Hackney and Tower Hamlets each contain over 90 deprived LSOAs each. However some smaller Authorities in the ‘Industrial Hinterlands’ and ‘Coastal and Countryside’ categories have high counts of deprived LSOAs relative to their size. Wolverhampton and Sandwell in the Black Country and County Durham in the North East for example feature among the Authorities with the highest number of deprived LSOAs. Coastal areas, such as Cornwall have significant numbers of deprived LSOAs given that they have lower populations than the largest cities and boroughs. Figure 1 (overleaf) displays the data on a map of England, with the most deprived LSOAs coloured blue. Visually the trends emerge as the data leads us to expect, with clusters of blue around core city areas and ‘Industrial Hinterlands’, but also visible formations around the English coast too. 1 ONS
