Greetings Sorors of the Mighty Midwest Region!
We are enthusiastic and extremely elated about our Race to Indy for the 47th Midwest
Regional Conference. We are calling for all Sorors to join us June 2-5, 2016 in Indianapolis,
Indiana. The hostess chapters: Indianapolis Alumnae and Chi have already started planning
and are READY to make it happen! We pray that each Soror in attendance is looking
forward to a conference that will equip you with the tools and resources to not only make
you a better Delta but to make your chapter even stronger.
This Call to Conference has information that will provide you with a glance of what’s to
come… The criteria for regional awards is attached and we hope that EVERY chapter
applies. The activities planned for you and your family are outlined and we hope you take
advantage of this guide to plan your stay in Indy.

GREETINGS FROM THE CONFERENCE COORDINATOR
Greetings Mighty Midwest Region Sorors!
The Indianapolis Alumnae Chapter is revving its
engines as you begin your plans to Race to Indy for
our 47th Regional Conference. We are excited to
welcome you to the Hoosier State and to the Racing
Capitol of the World.
Indianapolis has been ranked the #1 Convention City
in the US! And in a city that built its reputation on
sports both amateur and professional, you'll almost
always find some sort of competition going on. As host
of the world's largest single-day sporting event - (the
Indianapolis 500 —and as the host of Super Bowl
XLVI in 2012—we know how to show guests a good
time.
As you land in Indianapolis, the first thing you'll notice is the airport. The first new international airport in America
designed and built after 9/11, Indianapolis International Airport has been named the best airport in North America in
2015, 2014, 2013, 2012, and 2010 by Airports Council International, best airport in America from Conde Nast
Traveler, and has been rated #1 (on everything from security to baggage claim) by travelers in a J.D. Power &
Associates poll.
Whether you are on a bus tour experiencing group travel in Indy or are taking a 15-minute cab ride from the airport,

BOOKING YOUR ROOM THROUGH DELTA
THE IMPORTANCE OF BOOKING YOUR ROOM THROUGH DELTA
Most Frequently Asked Questions Regarding Housing
I can find a lower rate on the Internet. Why should I book a room through Delta?
Negotiated hotels rates incorporate many benefits for you and Delta. Based on the number of rooms in
Delta’s block, the hotel provides complimentary or reduced rates for meeting room rental, staff
accommodations, and food and beverage. In addition, a percentage of sleeping room revenue is often
rebated to Delta. The rebate is used to cover audio/visual, electrical, and other meeting costs incurred at
the hotel or convention center.
If Delta is unable to achieve its room block commitment because attendees are making reservations at
other hotels or canceling/shortening their length of stay at the hotel, the hotel charges Delta an attrition
fee to make up for its lost sleeping room revenue. An increase in attrition fees may lead to an increase in
registration fees or other expenses related to the convention. Anticipated sleeping room pickup is Delta’s
strongest tool when negotiating future sleeping room rates and meeting space.
What other benefits are there to reserving a room through Delta?
Delta and our official housing company will work on your behalf to help resolve any issues, if there is a
dispute with the hotel, or if you are dissatisfied with your accommodations. Transportation will only be
provided to registered delegates within the Official Room Block. When you factor in cab fares and travel
time to an alternate hotel, you may discover the benefits are not as great as you originally planned.
Staying within the official room block allows you to better network with your peers and remain in the
center of the activity surrounding the meeting. In addition, Delta hotel contracts include clauses that
protect our attendees in a variety of areas. For example, if the hotel is oversold and must relocate an
attendee to another hotel, the hotel must provide complimentary transportation to the alternate hotel and
pay for one night accommodations. This benefit is only extended to registered delegates in our official
room block.
What should I do if the room block is sold out?
Delta’s official housing company works directly with hotels in monitoring the room blocks at each hotel
in order to ensure that we do not run into a sold out situation. However, if the room block is sold out, you
should not secure housing on your own. You should add your name and billing information to the
waiting list that will be provided on the housing website. Once additional housing is contracted, your
housing accommodations will automatically be secured. If you contact or go directly to the hotels, they
will not provide or increase the room block or provide the contracted Conference rate. The Sorority will
not get credit for your reservation nor receive the contracted rebate. The city’s housing records will not
accurately reflect the Sorority’s economic impact in the city.

BOOKING YOUR ROOM THROUGH DELTA
What is Delta doing to reduce its exposure to attrition fees?
Delta has teamed up with a housing agency who tracks sleeping room reservations and cancellations for
each National Convention/Regional Conference and works with future hotels in adjusting sleeping room
blocks to match Delta’s current trends.
Why you should not use a debit card to book a hotel room?
Using a debit card to book a hotel can cost you dearly. It's typically better to use a credit card rather than
a debit card when checking into a hotel. The hotel will place a hold on the money in your checking
account to cover the potential balance of your stay. The room rate, taxes and estimated incidentals ($50
per day) such as meals, telephone calls, Internet charges and mini-bar fees will all be used to calculate the
hold. Such holds can remain for several days to more than a week after you check out and can cause
your card to be declined or charged hefty overdraft fees for purchases you thought you had money in
your account to cover. Hotels also put holds on credit cards, but unless you're up against your credit limit
that usually isn't a problem.
It is important to note that the non-refundable two night deposit will be deducted from the card that you
enter at the time of booking your hotel room. The card entered at the time of booking will also be on-file
with the hotel once our official housing company submits the final rooming list to the hotel.
What if I don't have a credit card?
Don't have a credit card to use? You'll need to keep a high balance in your checking account to cover
debit card holds when traveling. Better yet, to safeguard the checking account where your bill payments
and other transactions are withdrawn, open a second checking account used only for debits.
Attendees must register for the conference prior to accessing the housing link. Our room block with open
along with registration in March of 2016.

Development Committee, recognizing those chapters who have met and/or exceeded the region’s programmatic
expectations by exemplifying the ideals and beliefs of Delta Sigma Theta Sorority, Inc. and executing outstanding
programming in their communities/campuses.

All 2015 - 2016 Midwest Region Program Award submissions must be received by April 8, 2016 at 11:59 pm
EST.

As the Midwest Regional Leadership team and the Indianapolis Alumnae Chapter begin gearing up for
our Mighty Midwest Regional Conference 2016, I want to bring one of the conference highlights to your
attention. We will be having the MIDWEST BLAST STOMP EXPERIENCE. We are calling on our
Delta Sisters in the Midwest Region to step up and take up the challenge. If your chapter is known for
their stepping style and skills we are encouraging you to bring it on.Is your team ready for the
CHALLENGE? If your Delta Chapter Step Team is the bomb, we challenge you to sign up and take the
Midwest Challenge to be crowned the BEST in the REGION.
This correspondence is your chapter’s official invitation to participate in the 2016 Midwest Blast Stomp
Experience. This event will take place on Friday, June 3, 2016 at the Indianapolis Convention Center
located at 100 South Capitol Avenue, Indianapolis, Indiana. The show will begin at 9:00pm and during
the show there will be exhibition performances by the Mighty Men of the Divine 9.
Delta Step Teams from all around the Midwest Region will be competing for prize winnings and the best
thing of all, “BRAGGING RIGHTS.”
If you are interested in participating please carefully review the information in the Step Show packet for
deadlines, guidelines, and expectations regarding participation in this year’s “MIDWEST BLAST
STOMP EXPERIENCE - featuring BROTHERS OF THE DIVINE 9 . The informational packet
can be found on the Midwest Region Website on the Regional Conference Page.
If your team would like to compete in this championship competition, please take a moment and submit
the application form and your video link by Tuesday, March 15. Teams will be notified on Thursday,
March 31. The $200 registration/entry fee and Intent to step form are due on Friday, April 15.

CALL FOR REGIONAL CONFERENCE SUPPORT COMMITTEE
MEMBERS
Greetings Sorors!
As we prepare for our 47th Midwest Regional Conference, we are seeking applications for Sorors to serve
on our Regional Conference Support Committees. If you are registering for the conference and would
like to serve, please review the descriptions of the committees and complete the request form. The
application deadline is March 1, 2016.
I look forward to seeing you and working with you in Indianapolis, IN!
Assistant Sergeant-at-Arms, Assistants to the Sergeant-at-Arms
The Sergeant-at-Arms, Assistant Sergeant-at-Arms, and Assistants to the Sergeant-at-Arms have the
responsibility of monitoring the meeting rooms and the doors to enforce order; checking the credentials
of the delegates; denying entrance to unauthorized and improperly dressed persons; collecting fines at the
door from Voting Delegates who are late or absent from a session without being excused or replaced by
their Alternates;
Choir and Other Musicians
The choir and other appointed musicians (pianist, instrumentalists, etc.), are under her direction and have
the major responsibility for providing all music for the conference, including during ritualistic
ceremonies, plenary sessions, special programs, and any other event/activity as requested by the
Regional Director.
Credentials Committee
The duties of the Credentials Committee are to report during the Regional Conference: the number of
voting, alternate and non-voting delegates; the number of Past National Presidents; National Executive
Board Members; Honorary Members; Hostess Chapter Members; National Staff members; the number of
absent chapters; and any other attendance categories deemed necessary (e.g., press, guests, VIPs,
speakers);
Elections Committee
The duties of the Elections Committee are to implement the process for certifying voting delegates to
participate in the election of duly certified candidates for office in accordance with the Constitution and
Bylaws of Delta Sigma Theta Sorority, Inc., and Robert’s Rules of Order, Newly Revised;
Evaluations Committee
The duties of the Evaluations Committee are to implement the established process of the evaluation of all
components and activities;
Pages
The Pages have the responsibility of serving as floor attendants who service the Regional Officers,
National President, other officers, the delegates and the Sergeant-at-Arms and Assistants by assisting
with checking attendance, delivering messages; running errands; and performing any other tasks as
assigned.

MEMBERS
Properties Committee (Ceremonies and Plenary Sessions)
The Properties Committee has a major role in establishing and ensuring the appropriate atmosphere for
beautiful, dignified and inspirational ceremonies and plenary sessions.
Protocol Committee
The duties of the Protocol Committee are to assist with the seating arrangements for the dais and
reserved areas; and prepare and place cards and seating charts for dais participants (for holding room and
dais).
Recommendations Committee
The duties of the Recommendations Committee are to receive recommendations from delegates,
chapters, committee reports and the recorder’s sheets; make recommendations based on observation of
the conference program (optional/at the committee’s discretion).
Rules Committee
The duty of the Rules Committee is to recommend the rules for the conference sessions. Such rules shall
include: general rules, rules covering motions; and rules covering discussions.
Site Committee
The duties of the Site Committee are to examine and evaluate invitations from chapters, cities and
convention bureaus to host future Regional Conference(s); seek and examine data on possible sites; and
place in rank order the recommended site(s) for action by the Regional Conference.
Timekeeper
The Timekeeper has the responsibility of assisting the presiding officer at all plenary sessions. She helps
enforce the adopted rules on the length of time a member may speak on any one issue or motion. She
monitors the time as approved in the Conference General Rules and as adopted by the conference.

MIDWEST REGIONAL CONFERENCE TRANSPORTATION
GO EXPRESS TRAVEL AIRPORT SHUTTLE:
This express, nonstop bus service runs from the airport to downtown every 30 minutes from 8 am-11 pm
for $10 one way. Passengers may board the shuttle at Zone 7 of the airport’s Ground Transportation

INDYGO BUS SYSTEM:
Bus routes operate all around the city, including a fixed route to and from the airport, for as little as

TAXIS:
Taxis are readily available at the airport, Indiana Convention Center, Circle Centre mall, and major
hotels. A typical fare from the airport to downtown is $35, and select taxi companies offer a $5 flat rate
fare for trips within downtown (bordered by the White River, 12th Street, I-65, and I-70).
UBER & LYFT:
Car service in addition to traditional taxis is available through Uber and Lyft. Both app-based services
connect visitors with resident drivers. Requesting and paying for the ride are done via your mobile

BlueIndy is an electric self-service car sharing service available 24/7. BlueIndy is Indianapolis’ latest transit
strategy. It opened to the public in the summer of 2015. The cost to use a BlueIndy car for one day is $8.00
for twenty (20) minutes and $.40 for each additional minute. Weekly rates are also available. The BlueIndy
