LOCAL #1 BOARD SEATS

Pursuant to Local #1’s
Bylaws each bargaining unit
with more than 15 members
is entitled to have a seat on
the Union’s Board of
Directors. Our Yuba City
office represents 12 units,
which qualify. This Board
is the policy and fiduciary
authority for our Union.

to the SCEA Bylaws, the
unit membership shall elect

Local #1’s Board. The term
of office is two (2) years.
We are now accepting
nominations from members
of another member in each
of the respective units. If
you choose to make a
nomination, please submit
the nomination in writing
via email or fax and confirm
that the nominee is willing
to accept. The Bylaws also

on a monthly basis on the
3rd Tuesday of the month.
Meetings are held at 7:30
p.m. in the evening and
rotate between either the
Local #1 office in
Sacramento and the Bay
Area. Transportation and
meals are provided.

will not do signing documents (bank loans), but retirement paperwork, power of
attorney, and requests for birth certificates are a few examples of the documents that I
will notarize.

or would like to schedule an appointment to have something notarized.

YUBA COUNTY HEALTH INSURANCE

Last year the CalPERS
Board of Administration
approved
significant
increases to the health
insurance premiums for the
plans they offer. Due to
those increases the County
and YCEA agreed to
convene a Health
Insurance
Committee, which
included YCEA unit
representatives and
representatives from
the other recognized
bargaining units to
explore
viable
alternatives to the
CalPERS insurance.
The Committee’s work
included soliciting bids from
fully insured plans (e.g. Blue
Cross, Blue Shield, Kaiser)
and Joint Powers Authority
(JPA) groups such as the
California
Supervisors
Association of CaliforniaExcess Insurance Authority
(CSAC-EIA) and the San
Joaquin Valley Insurance
Authority
(SJVIA).
Additionally, the Committee
met with CalPERS to
question the significant
increases and to better
understand factors that
contributed
to
setting
premium
rates.
This
included
discussions
regarding
regional
designations,
which
CalPERS uses to adjust
rates depending upon the
geographical area either
above or below the
statewide rate.
To the extent possible, the
Committee tried to be
positioned to make a
recommendation
for
changing health insurance
providers,
if
another
significant rate increase was
implemented by CalPERS.
In preparing for this possible
decision, the Committee
requested updated bids from
the
fully
insuranced
companies and the JPA’s
that were viable alternatives
for the membership to
consider. During this last
year, SJVIA began to
experience significant cash
flow problems.
These
problems, coupled with
differences between the
controlling partners, caused
SJVIA to not bid on the
Yuba County insurance.
Important factors that the
Committee was mindful of
while
considering
alternatives
include
CalPERS’s unwillingness to
provide specific utilization
data that is necessary for
alternative
insurance
providers to most accurately
bid on replacement plans, a
five-year
lock-out
from CalPERS health
insurance if Yuba
County withdraws
and a three-year
commitment required
by the CSAC-EIA if
that alternative was
selected.
The CalPERS Board
has now set the rates for
2017. The increase for the
Choice Plan that most
employees are enrolled in,
will see a rate adjustment
between 3.2% and 4%,
while the HMOs available
to our members will be
around 6%. These rate
adjustments are much more
reasonable than the double
digit increases last year. The
Committee will meet one
more time to review an
option presented by the
CSAC-EIA that provides
lower rates, but at this time it
appears that YCEA will be
recommending that we
remain with the CalPERS
plans.

Unfair labor practice charges were filed against the City of Yuba City by
Local #1, after the City’s refusal to bargain in good faith and the City
Council imposed retaliatory conditions of employment. The Public
Employment Relations Board (PERB) then filed formal charges and the
City responded by denying any wrongdoing.
Prior to a formal evidentiary hearing, the PERB rules require that the
parties attempt to settle the dispute. A settlement conference was scheduled
for June 2, 2016. Local #1 came prepared to have serious discussions
toward settling our differences with the City. The City’s representatives
came with no authority or serious interest in resolving the dispute.
This matter is now scheduled for a four day hearing, starting on August 30
- September 2, 2016. Local #1 remains confident that the facts will support
a finding against the City.
