Federal Update
Introduction
The NAHB is focused on two bills
pending in Congress.
S. 1217, the Housing Finance
Reform & Taxpayer Protection
Act is a rare bipartisan bill
that would reform the federal
housing finance system. The
bill would ensure that 30-year
mortgages remain readily accessible and available, increase
private capital in the marketplace, and protect American
taxpayers.
The bill was reported out of committee and is awaiting
consideration on the floor of the Senate.
HBA Newsline
Issue Three 2014
www.cincybuilders.com
H.R. 5078, the Waters of the United States Regulatory
Overreach Protection Act would prevent the EPA and Army
Corps of Engineers from finalizing a proposed rule that would
dramatically increase their authority over “waters of the U.S.”
The proposed rule would be costly to the industry and lead to
more permits, mitigation requirements, and project delays.

Hi, I am Steve Feldmann, the new Director of Government Affairs
for the HBA. I am extremely excited to be a part of the HBA team
and to serve the members of the association.
I have been involved in politics most of my adult life. It’s a
passion that I hope to ignite in each of you.
Our founders imagined a nation that would be governed by the
people with their active involvement in the political process.
Voting is just the beginning of the interaction needed by the
populace to ensure we get the government we need.
Every one of our members is impacted by the government every
day through regulation, taxation, and government spending.
Whether builders, developers, associates, sales and marketing
professionals, or other members, we all feel the effects of
government in our lives.
We can and must have an influence on the decisions our
government officials make for us, which is why “advocacy” is one
of the three pillars of the association (Networking – Education –
Advocacy).
The bill was reported out of committee and is awaiting
consideration on the floor of the House of Representatives.
Congressmen Steve Chabot and Brad Wenstrup have cosponsored the bill.
The NAHB supports both bills.
The HBA has always been known for our advocacy efforts.
Through the OVDC, Build-PAC, Government Affairs Committee,
and Building Codes Committee, the HBA has positively impacted
the political process and improved the business environment for
HBA members and the lives of the families who buy homes.
State Update
Each of you can assist our efforts by donating to the PAC,
connecting with your local officials, joining OVDC, or serving on
your local planning or zoning commission. Each of you can have
a voice.
The Ohio General Assembly will
return to Columbus after the
election for a lame-duck session.
The HBA will focus on any action
involving HB 140, which deals
with residential contractor
licensing, and HB 277, which
deals with annexation requirements for municipalities.
Feel free to contact me at 513-589-3210 or sfeldmann@
cincybuilders.com if you have any questions or would like to share
with me any thoughts on the government advocacy efforts of the
association.
The HBA of Greater Cincinnati opposes any contractor licensing
requirements. The association is also concerned with the
changing of the timing, notice, and signature requirements in
HB 277 for annexations.
Fall Housing Symposium
Build-PAC will host a Fall Housing Symposium on
October 16th to support the candidacies of U.S.
Representatives Steve Chabot and Brad Wenstrup.
The HBA of Greater Cincinnati, Cincinnati Board
of Realtors, Greater Cincinnati Mortgage Bankers
Association, Ohio Valley Associated Builders
& Contractors, and Greater Cincinnati-Northern Kentucky
Apartment Association will co-host. The event will take place at
the home of Josh & Chrissie Blatt. More details to come.
Building Codes
The Ohio Board of Building Standards recently released two memos. One
clarifies the effective date and applicability of the OHBA Alternative Energy
Code option, as well as the appropriateness of duct tightness testing. The
other clarifies the requirements concerning the use of deck lateral load
connections. Both memos can be found on the HBAGC website at www.
cincybuilders.com/members/member-benefits-and-discounts/forms-forbuilder-members.html
HBA Makes Contribution to People Working Cooperatively for
Veteran Housing Projects
The Charitable Foundation of the Home Builders
Association of Greater Cincinnati (HBA) presented
$4,400 to People Working Cooperatively to assist
with veterans’ housing projects including ramps. A
similar presentation was made last year by the HBA
to the group.
Funds for the HBA’s Charitable Foundation are generated throughout the year
through member events and by direct contributions.
HOMEARAMA® and CiTiRAMA® are federally registered trademarks of the
Home Builders Association of Greater Cincinnati, Inc.
The 2014 Elections are just around the corner. Ohio will elect the Governor/
Lt. Governor, Auditor of State, State Attorney General, Secretary of State, State
Treasurer, a couple of Supreme Court justices, Court of Appeals judges, all of
its U.S. Representatives, half of the Ohio Senate, and all of the Ohio House of
Representatives. The counties will elect county commissioners and auditors.
If you are not going to be able to vote in person on November 4th, please
consider doing early voting or voting by absentee ballot. You can contact your
Board of Election for more details:

Ohio Builder Rebate Program
Since the Member Rebate Program has been offered as a free
member benefit of the Ohio Home Builders Association, it has
given participating members a total of $91,502.50. With 51
members participating in the program, that is an average of
$1,794.17 going to each builder and remodeler member!
The claiming process is just as simple as registering. A project is
ready to be claimed for once the entire project is completed. The
claim form asks for the member’s company name, the project’s
address, and the project’s completion date. The member then
completes the information requested per each manufacturer
used, typically subcontractor or supplier, model number, or
quantity used. No receipts are needed!

Husband dragged me here.
Wife dragged me here.
I’m lonely.
Parents forced me to go.
My mom made me.
My grandma said “do you wanna go to HOMEARAMA® with me?” And I said “Yes!”
Parents liked it, but I don’t know since
I’m only 11.
I’m a teenager and I have no money!
My family has been attending for 20 years.
I just wanted to look at the houses…God is that
too much to ask for!”
This is inspiring. Makes me want to get a good
career so I will be able to have a big house.
It wasn’t all that great to pay and get depressed!
Maybe let people in pools and on
basketball courts.
Too modern, not enough unique things like panic
rooms and hidden guns behind posters.
Need a camp room for girls only!
Something to do on a Saturday afternoon.
I don’t have a life!
Wanted someplace different to walk around.
To enjoy the lifestyle I plan to live in the future! I’m only 27!
I had to go since my friend was driving.
Looking at how nice the houses are and how terrible ours is.
Girls’ nite out!
Why don’t kids have to pay?
I can’t stay home alone, because my parents don’t trust me!
Wife wanted to come and spend my money.
I wanted to see how the rich live!
