David Manne is a lawyer and migration
agent, and Executive Director of the Refugee &
Immigration Legal Centre (RILC). He has worked
in various capacities assisting refugees and
asylum seekers for over 16 years.
David joined the RILC - the largest provider of
free legal assistance to disadvantaged migrants,
asylum seekers and refugees in Australia - in
January 2001. He sat on the Board of the Refugee Council of Australia for 7
years, and currently sits on the Victorian Foundation for the Survivors of Torture
Ethics Committee, the Human Rights Law Resource Centre Board, as well
as a wide range of other committees in the immigration area, including peak
Immigration Department fora, including the DIAC-NGO Humanitarian Dialogue
and the Onshore Protection Consultative Group.
In November 2006, he was awarded the annual Law Institute of Victoria
Paul Baker Prize for Administrative and Human Rights Law, as well as
the President’s Award in the Community Lawyers’ category. In 2008 (and
subsequently), he was voted by his peers as one of Australia’s leading
immigration lawyers in the inaugural Australian edition of the international Best
Lawyers publication, and was selected as a participant for the 2020 Summit.
In 2008, David was shortlisted by the Australian Human Rights Commission for
a Human Rights Award, and received an Award from the Victorian Multicultural
Commission for services to the community in multicultural affairs.
He was selected as a non-government organisation member of the Australian
delegation to the 2008 UNHCR Executive Committee meeting in Geneva.

JOURNALIST & CRIME WRITER
John gave us a wonderful insight into the ‘underbelly’ of
Melbourne’s crime scene. He spoke mainly about the notorious
crime figure Tony Mokbel and the following is an extract about
Tony Mokbel derived from Wikipedia:
Antonios Sajih ‘Tony’ Mokbel (born 11 August 1965) is an
Australian from Melbourne, Australia, who was a fugitive until his
recapture in Athens, Greece on 5 June 2007. He is of Lebanese
descent and born in Kuwait. Operation Purana allege that he is the
mastermind behind the Melbourne amphetamines trade. He has been
linked to Carl Williams, as well as the killing of several victims of the
Melbourne gangland war. He disappeared from Melbourne while on
trial in March 2006, and was arrested by Greek police in Athens,
Greece on 5 June 2007. Prior to his arrest, there was a $1 million
bounty for information leading to his capture. According to Victoria
Police, this reward still stands for the person who tipped off the police
on his whereabouts. In the drama series Underbelly Tony Mokbel is
played by actor Robert Mammone.
Lebanese authorities
have foreshadowed
making their own
extradition request to
the Greek courts. It is
not known how Mokbel
could have committed
any significant crime
that could be tried in or
on behalf of Lebanon.
Allegations
It has been alleged that in late 2002 there was a meeting of more
than 10 organised criminals in Carlton. At that meeting it is said that
Mokbel was beaten, nearly to death, by Nik ‘The Russian’ Radev’s
bodyguard, West Australian Troy Mercanti, who was a member of the
Coffin Cheaters motorcycle gang. Andrew ‘Benji’ Veniamin was ordered
by his then close associate, Dominic ‘Mick’ Gatto, to take Mokbel to
a female doctor. In the following couple of weeks Mick Gatto was told
that Veniamin and Mokbel became close allies.
He was reported to have paid convicted murderers, Keith Faure
and Evangelos Goussis, A$150,000 for the murder of Lewis Moran,
the 23rd victim of the Melbourne gangland killings. Mokbel has been
investigated by Operation Purana.
He has also been charged with the murder of drug syndicate
patriarch Lewis Moran, who was gunned down in 2004 in the front bar
of the Brunswick Club in Sydney Road, Brunswick.
Mokbel is also alleged to have laundered over A$2 million via a
high-profile Melbourne CBD brothel which he purchased through a
business associate. One of Mokbel’s amphetamine producers also
ran a brothel in the Melbourne south eastern suburbs whilst another
Mokbel gang member who trafficked large amounts of drugs for
Mokbel also ran a brothel.
Extradition
Mokbel made every effort to avoid extradition to Australia. He has
unsuccessfully made applications in Australia to cancel the Australian
extradition attempt.
Greek authorities have indicated the serious nature of the charges to
be faced in Australia would see extradition to Australia take priority
over Greek prosecution of lesser fraud and corruption charges.
On 18 March 2008, the Supreme Court in Athens granted
Australia’s request for his extradition. The Greek justice minister’s
approval was obtained May 2008.
On 17 May 2008, Mokbel arrived in Melbourne, Victoria, Australia,
at Tullamarine Airport in a tattered Gulfstream jet along with 8
Lebanese men. The cost of the jet drew some criticism, costing the
state A$450,000, though the Victorian state intends to regain the costs
from Mokbel’s criminal earnings.
On 27 February 2012,
it was reported Mokbel
had suffered a mild heart
attack in prison.
On 3 July 2012, Mokbel
was sentenced in the
Supreme Court of Victoria
to 30 years with a
minimum term of 22 years.

* Dashing PP Des Thomas: Working at his son’s business. Took a
phone call from a lady who asked if they have ‘Hot mix’ to which he
replied “No we sell Solar Systems”. She asked again and Des was
too embarrassed to repeat answer - anyway it was 1 April and it was
Carmel on the phone;
* Chris Sparrow: Needed a white coat as was acting as a parking
attendant;
* PP Ivan Vojlay: Needed help in a car that should be able to park itself;
* Nic Mardling: Welcome ‘new member’... who now owns a Police
Station - he bought the old Sandy PS;
* PP Robert Ward: Has just booked 2 overseas trips for he and Helen
- ON POINTS - He is obviously manipulating the system - pretty
dodgy these movie moguls;
* George Jerzyk: Had makeups in Bangkok & Pattaya - but he says
he didn’t bring back anything with him and he arrived back last week;
* Known Offenders: Ron Stark, Rob Foster, Alan Pinkus;
* Pres Peter: For the first time EVER did not hold a RCB Meeting on
Thursday before Easter;
* Dentists - Knight, Jeans & Donnellan: Apparently not all available
at the same time sometimes. Not a good time to get a toothache;
* Carlton Supporters: The Sergeant (a staunch Richmond supporter)
says thankyou, thankyou, thankyou for Richmond’s win;
* Anyone with a law degree: Tony Naughton, PP Peter Johns,
John McKell. The sergeant learnt last week that there are no lawyer
jokes. Turns out that they are all case histories;
* Tablecloth Awards: Refers to shirts worn by Grant Azlin (Italian),
PP Geoff Knight (Greek). Also Daryl Forge for trying the tailored
jacket with jeans - don’t do it again or you will be on the list too!
* Norm Thomas/Des Thomas: Names very similar and it looks like
sometimes they sign for each other at front desk;
* John McKell: Daughter’s wedding at Vic Golf Club. Leaving on
weekend for 2 months in Europe, England and Scotland to avoid
paying for it;
* Brassica: Sergeant asked for a show of hands who knows what they
are. There were two on the dinner plates - cauliflower and broccoli fined all who didn’t know.

Pres Peter welcomed all to the meeting
especially all Members and guests.
Peter gave a special welcome to our guest
speaker last week, John Silvester, a well known author and journalist
whose regular articles in the Age Newspaper and other papers are so
enlightening on general areas of crime and misdemeanors. Peter said
he was really looking forward to hearing his talk. Chairman Rob Foster
was to introduce him in detail later on.
It was two weeks since we last met and Peter hope it had been an
eventful Easter for us all.
Vera and Peter became Grandparents for the sixth time with a new girl
in their family which makes three of each gender. Collingwoood won the
opening match of the season and Peter is still swimming although the
water in the Bay is becoming cold enough for him to stop in the next
week or so.
Peter hoped many of us had booked for the Mayer Page Walk on
Sunday 14 April which is a Fellowship Day. Peter asked as a matter
of interest for those who have joined up to please put up their hands.
He said we needed more of you than that, after all it was for the Club
Fellowship that we are doing this.
On 21 April there is the Rotarians at work Day for our whole District
and the Club is looking for up to 30 people to join this to show our
presence to our Bayside Community. Daryl Forge is running this so any
questions please contact him directly. Peter said he knew that The Rotary
Club of Brighton North has over 20 people attending their function and
Peter hoped we at least will match this.
Peter visited PP Jeff Bartrum last week and he is undergoing Chemo at
the moment. He is managing bravely. He is happy to receive visitors and
Peter hoped many of us will be in contact with him.

showed off the Nosh Van that
our Club donated $35,000
to fitout in 2012 in Milanos
Car park prior to last week’s
meeting. This is used to
provide nutrious evening
meals to the homeless youth
around the Wyndham region.
Peter said that we may have noticed that the Brighton Ladies Lunch
is currently in heavy planning for 24 May. We are also having a “Guess
who is Coming to Dinner” on 1 June and the Rotary Health Day
Function is being held in 15 May and maybe 21 May (see back page).
If there is enough demand we might run another event following this.
Des Thomas and Geoff Cunningham are organising this. So plenty of
activities yet to go this Rotary Year.

The work of the Rotary Club of Brighton Rotary
and Violence Free Families was given a high
profile at the International Women’s Day Breakfast in
Melbourne on Friday 8 March.
The Crown Casino Palladium Ballroom was sold
out for the event, with 1,000 attending. They heard
Minister for Women’s Affairs and Community Services,
the Hon Mary Wooldridge, give the opening
address, followed by a lively panel debate on “Is it all
in the Genes?” In a wide-ranging speech, Minister
Wooldridge praised the work of the Rotary Club of
Brighton and Violence Free Families in addressing
the unacceptable level of violence against women in
the community.
The Master of Ceremonies, Leila Gurruwiwi,
moved the program along with a light touch and panel
moderator Bev O’Connor kept the panel on its toes
with her incisive questioning
This was the second Women’s Day Breakfast
organised by Women in Rotary. National Convenor
Kerry Kornhauser, said that she was delighted with
the response and had already commenced planning
for next year’s event.

The 4th week of the Autumn competition saw new starters PP Paul Nicholson and PP David Grodski. Both had good days - David
had a hot putter sinking a long one to get a super par on the 1st hole and
followed it with a similar putt on the 2nd. Paul (has he been in secret training?)
had a great birdie on the 4th and won the day. Ian was second and had the
best score off the stick. Ron Stark started incredibly hot with a par on the 1st
followed by a chip in birdie on the second then another par on the 4th - but
then it all unfortunately went cold. PP Ivan Vojlay nearly had the nearest the
pin when he struck the pin with his tee shot - unfortunately his ball flew off the
green. Arthur won nearest the pin. Bruce Newham won the long drive.
Remember Saturday 13 April is the BBQ and Trophy presentations at
Dendy Park 12 Noon.
Bring wives, partners significant others etc and tell Ivan how many.
Ivan assures me he has organised superb steaks & salads etc.

PANTRY/ARCO DINNERS FOR AUSTRALIAN ROTARY HEALTH
Last week PP Des Thomas reintroduced the Australian Rotary Health to the Bulletin so new members can become FRIENDS of
the fund. Most older members belong to this fund. He also said that our Traditional ‘Pantry Dinner’ will be held on Wednesday
15 May and as the ‘Pantry’ can only accommodate 32 couples, another dinner will be held at ‘Arco’ on Tuesday 21 May.
Invitations will be coming out soon. We hope all Members will attend one or both Events to help raise funds for this great cause.
In the meantime below is more information on how you can contribute to this great cause.
Australian Rotary Health
Australian Rotary Health is a multi-District program of the Rotary Districts of
Australia. it’s primary mission is to fund medical research by Australians, for
Australians.
Research projects to be funded are selected by an honorary Research Committee,
comprising eminent medical professionals from around Australia.
Australian Rotary Health has now allocated over $20 million in grants to Australian
researchers.
The major focus of this research is currently on mental illness but other areas
supported include: cancer research (bowel, prostate, breast and pancreatic): multiple
sclerosis: motor neurone disease: organ transplants: leukemia: and many others,

Greetings from Rotary Club of Pattaya
Prior to Easter George Jerzyk sent greetings from Thailand to
all his Hacker mates and Rotary colleagues at Brighton. He said
he was working hard with a lady friend Irene (a bodyguard from
Warsaw) spreading a bit of Rotary happiness in Thailand. The
President of Rotary Club Pattaya, Carl Dyson (pictured right with
George & Irene) and his members sent a sincere greeting to Pres
Peter Sherman and members at Rotary Brighton. This Club of some
20 members is made up of European men who in turn are in
contact with their European Rotary Clubs to fund the project work
there. The current project being a school and all amenities in Laos.
