Refresh the Valley, created in an effort to spruce
up Lewiston and Clarkston's appearance, will
take place on Saturday, April 9. The event, with
a goal of encouraging business owners in both
cities to beautify their storefronts, is sponsored
by Clearwater Paper Corporation, and is
produced by the Lewis Clark Valley Chamber of
Commerce, Beautiful Downtown Lewiston, Main
Street Market, and the City of Lewiston Parks
department.
Volunteers will gather at 8AM in Brackenbury
Square between Main and D streets in Lewiston
for coffee, juice and donuts provided by Main
Street Market, and then will disperse to different
areas and projects throughout the valley.
Volunteers are encouraged to bring gloves, water
bottles and garden tools such as trowels, brooms,
and even leaf blowers. Garbage bags and some
blowers will be provided.

CLARKSTON, WASHINGTON 99403

“Business owners and residents throughout
the valley are encouraged to clean their own
sidewalks and property, remove litter, plant
flowers and otherwise liven things up after the
winter season. Adopt-a-street organizations and
individuals are being asked to clean their sections
on the same day or as near to it as possible,” said
Courtney Kramer, Executive Director for Beautiful
Downtown Lewiston.
“The timing is perfect to have the valley looking its
best for the upcoming Clarkston’s Alive After Five,
Lewiston’s Sound Downtown, Dogwood Festival,
and the National Association of Intercollegiate
Athletics baseball tournament at Lewis-Clark State
College,” said Kristin Kemak, President and CEO
of the Lewis Clark Valley Chamber of Commerce.
Rain or shine, the projects will go ahead that day,
so dress appropriately. The group hopes to see
a large turn-out of volunteers for the valley-wide
beautification effort.

Spring is officially here!
The transition from our mild winter this year was an easy walk in the park (literally) and the season came long
before the date. Being from Nebraska (10 feet of snow last time I visited around Christmas), I fully appreciate
the banana belt climate here. No matter how warm or sunny it has been leading up, it is always great to see
April on the calendar. I love this time of year in the valley. The Dogwood Festival runs throughout April and
with it some of my favorite events: Confluence Grape & Grain, Art Under the Elms, and Seaport River Run.
Note on that last item…there are probably thousands of fun runs throughout the country each year. How
many of them end with a beer and a boat ride?? Well done, organizers!
If you are looking for things to do this month, you will not have to search long. Scan the Chamber’s and
BDL’s event calendars, flip through the Tribune’s 360, or check out Lewiston Parks & Recreation’s programs.
We hope many of you will participate in Refresh the Valley on April 9th. There is more information on
“Refresh” on the front page of this newsletter. Even if you do not specifically take part in that event on the
9th, this is a great time of year to spruce up your storefronts and take an extra walk around the grounds
of your businesses. Friends and family will be coming in for graduation parties, fans will come to College
World Series games, and summer travelers will be stopping by. Let’s show our best side!

The locals are out in droves too. Our bike paths and sidewalks are becoming more populated, motorcycles,
campers, and boats are being pulled out of storage, and color is coming back to the landscape. I especially
like how our hillside turns an emerald green amidst a wet spring. If I tilt my head and squint, the view across the
river elicits a flashback to my week in Ireland on that epic trip after graduating college. Fond memories! Along
those lines, a close with a clever quote from Irish writer, Oscar Wilde, “Some cause happiness wherever they go;
others whenever they go.” …so I will go now.
See you outside!

FOR ATTENDING THE MARCH BUSINESS AFTER HOURS!
We want to thank everyone who came out to Business After Hours
at Lancer Lanes on March 17th. Lancer Lanes provided great
entertainment, food and beverages for our Chamber members. They
offered free blackjack and Texas Holdem tournaments and gave prizes
including prime rib dinners! Chamber members mingled and sang
karaoke while Chamber members’ kids played the arcade games with
tokens given by Lancer Lanes. It was St. Patty’s Day, so there was lots of
green attire and of course, green beer!
Lancer Lanes has 16 lanes of bowling, a casino featuring live poker and
blackjack, plus a mini golf course and an arcade! Every Wednesday
night, they have FREE Texas Hold-em tournaments with a chance to win
up to $500! This summer, they are continuing their “Kids Bowl Free”
program! Visit www.kidsbowlfree.com/LancerLanes and register for
each child. They will receive 2 free games of bowling per day, not
including shoe rental.

Patient Navigation
Curriculum
The Art of Giving
Students, staff and faculty of Lewis-Clark State College are going to
host the Fourth Annual Art of Giving food drive and matching fundraiser
hold in conjunction with the Art Under the Elms festival during the 32nd
Dogwood Festival.
"Seeing modern health care from the other side, I can say that it is
clearly not set up for the patient. It is frequently a poor arrangement
for doctors as well, but that does not mitigate how little the system
accounts for the patient's best interest. Just when you are at your
weakest and least able to make all the phone calls, traverse the
maze of insurance, and plead for health-care referrals is that one
time when you have to your life may depend on it."
What has been dubbed the “Send Hunger Packing” campaign is an
annual event that collects food and money for several Lewiston and
Asotin food banks, including this year the Asotin County Food Bank, the
Community Action Partnership, St. Vincent de Paul, The Roc – Rescue
Mission, and the YWCA.
— Ross I, Donaldson, The Lassa Ward: One Man's Fight
Against One of the World's Deadliest Diseases
Last year the diverse campus groups making up the Art of Giving, with
the help pf matching funds, raised $1450. In 2014 they were able to
distribute $2,000.
In response to the rapidly changing healthcare environment, Allied
Health and Safety Education at Walla Walla Community College
is pleased to announce the offering of a new curriculum in Patient
Navigation. This curriculum examines the interrelationships and
intricacies of the very complex health and community services system
and identifies the role of the Patient Care Navigator in assisting the
patient to effectively maneuver within the system. For ease of access
and cost, this curriculum is offered fully online and the student can
enroll in one class at a time or all seven of the classes which will lead
to a short-term certificate in Patient Navigation.
The Art of Giving is a way for people to have fun while helping out the
local food drive by either voting on their favorite can sculpture created
by several campus clubs for a penny or entering a drawing for a basket
of prizes for a dollar or two food drive items. In recent years clubs have
created sculptures of a voting booth with a Lego White House on top, a
copy of the Valley of the Kings, a giant bridge, and the LC logo.
In addition to raising funds and cans during the festival, the Art of Giving
volunteers, coordinated by the LC Service Corps, will also collect food
from the LC Valley community, especially the Normal Hill area around
campus the week prior to the Art Under the Elms.
Intended Learner: Healthcare workers at all levels in acute care,
ambulatory care, and home health, including Medical Assistant, LPN/
RN, Care Coordinators, and administrative staff, can directly apply
this knowledge to ensure that patient needs are being met.
If you would like to help out or have any questions contact either Ryan
Paulus, AmeriCorps VISTA, Work Scholars Development Assistant,
at 208-792-2740 ([email protected]) or Leif Hoffmann, Assistant
Professor of Political Science, at 208-792-2818 ([email protected]).
Certificate Option: This is a 7-credit "Patient Navigation" short-term
certificate, approved by the Washington State Board of Community
and Technical Colleges. Future development is planned for an
additional 8-credit "Advanced Patient Navigation" certificate that will
build on the 7-credit "Patient Navigation" certificate (total 15 credits).
For More Information: Contact Brad Mason, Allied Health & Safety
Program Coordinator, [email protected] / 509-527-4589,
or Jenny Charlo, Program Supervisor, [email protected] /

LC Valley Chamber Assembles
a Property Development Committee
During their first meeting of 2016, the Chamber Board of Directors
revisited initiatives discussed at the fall board retreat. Property
development drew much positive attention and the concept for a
committee with this focus was born. As the word spread, a group of
enthusiastic committee members quickly formed. It is a well-regarded
cross section of professionals, including an architect, realtor, commercial
lender, contractor, city council woman, an economic development
professional, property investors, and others. Eric Justis is chairing the
group and coordinating the meeting schedules.
This committee’s mission is to pave the way for private investment into
commercial development in the LC Valley. Public-private partnerships
are also possibilities, as are projects with a mixed use or residential
components.
Key objectives are to:
• Identify barriers to development and find ways to overcome
• Seek enablers such as funding, tax credits, investor groups, etc.
• Highlight suitable project opportunities
8
APRIL 2016
• Communicate opportunities with those who have resources to drive a
•
project forward
One of the first actionable items for the Property Development Committee
is to put together a workshop covering those bullet points later this
summer or early fall. The group will continue meeting on a monthly basis,
likely Friday mornings. There have already been conversations with
directors at economic development organizations such as Valley Vision,
SEWEDA, and BDL, and the City of Lewiston. There is great opportunity
to work together and push in the same direction for progress in the valley.
The committee is happy to receive input on what is desired. Is there a
demand for a plaza in the Clarkston heights? What type of waterfront
development is desirable? Is more residential the answer for the old Twin
City Foods site? Hmm, maybe a poll regarding these topics is in order
soon.
For additional information on the Property Development Committee,
contact the Chamber office.

On Friday, March 18th, the Lewis Clark Valley
Chamber and the Agriculture Committee hosted the
fourth annual wine, beer and food tour, “Chef, Hop

success, thanks to all the participants and sponsors.
The tour started at MJ Barleyhoppers where Dave
Goodpaster taught the group how to perfectly
pair their favorite beer or wine with delicious food
prepared by Meriwether’s. The next stop was
Riverport Brewing Company where Pete Broyles

dined on tasty ribs from the Smoke Shak. Basalt
Cellars was the next stop where the group tasted
3 different kinds of wine and had a bite to eat

tour was Lindsay Creek Vineyards with four tastes
of their wine and appetizers by 13 Foods. A big

coffeebreak
On Thursday, March 17, Chamber staff and Ambassadors stopped by Steiner’s
Electronics to have a coffee break with Bill Steiner and staff. We learned about the
history of Steiner’s, dating back to 1935 when Harley Steiner founded the business
specializing in repair and installation of home and car radios. Few things have
changed since then, with the business still being family owned, and the staff still
values customers and personal relationships. Their goal is to always offer the best
products available and to sell them at competitive prices.
Thanks to our Ambassadors for joining us!

Inland Northwest Partners:
2016 Spring Meeting
A handful of members from our LC Valley Chamber and business
community attended the Inland Northwest Partners’ 2016 Spring
Meeting in Hayden Lake, ID, on March 23rd. The quarterly gathering
draws about 100 people and focuses on economic development issues
in our region. Pre-lunch sessions covered topics such as “The Impact of
the Nonprofit Sector on State, Regional, and Local Economies”, “The
Important Role of Community Foundations”, and “CDA – 2030” – Coeur
d’Alene’s mid-range vision of their city’s development over the next
several years. The afternoon consisted of the “2016 Regional Economic
Forecast” delivered by John Mitchell of M&H Economic Consultants and
Grant Forsyth of Avista Corporation.
Networking at the INP meeting was a valuable component as other
attendees were leaders in their respective communities of similar makeup.
Presentations were timely and relevant to concerns in our local areas.
Overall the INP meeting was a great forum to learn and share around
the topic of economic development. For more information on Inland
Northwest Partners and access to the presentations delivered, visit their
website www.inwp.org.
Here is what some of our Chamber-member attendees had to say about
the spring meeting:
10

"It was great to see a packed house of business and
community leaders engaged and excited about working
together to grow this region."
Kelly Fukai, Regional Affairs Specialist

"I've been attending INP functions since its inception over 20
years ago and their seminars offer interesting perspectives on
economic development and thoughtful business practices."
Mike Thomason, Commissioner
Port of Lewiston
“Great meeting! CDA 2030 jumped out at me as something
powerful that we could mimic in the LC Valley, and we
already are doing many elements.”

Marketing Matters
MERCHANDISING
One summer we had out-of-town company come to visit our Valley. As
we drove around town, they followed us in their car. We passed familiar
landmarks and I wondered what the Valley looked like to our visitors? I
found myself looking at the LC Valley with new eyes as if I was seeing it for
the first time myself.
As business owners it can be helpful to stand back and look at your business with fresh eyes and observe what others might experience when they
visit your company. As prospective customers drive by will they find curb
appeal? Is the parking lot and entrance clean and have easy access?
Merchandising is an important element in your marketing toolkit. When
customers enter your store they will get a ‘feel’ for your business. When
they find attractive displays, some ambiance, appropriate lighting and orderly floor arrangements, they feel good. They are impressed when there
is proper signage that makes it easy for them to navigate and find what
they are looking for. If there’s a sale, they want the sale items correctly
priced and easy to locate. They like to be able to spot sales clerks when
they need help. Uniforms, aprons, hats and name badges all help clearly
identify your staff. All of these aspects are part of merchandising your
business.
There may be those who never come inside your brick & mortar store, but
get to know you by shopping your website. Your website is an extension of
your brand and also benefits by merchandising throughout the site. Does it
create a pleasant and easy on-line shopping experience?
Merchandising is an essential element in selling products to consumers. It
is done by creating an inviting environment, displaying products to their
best advantage and consistently maintaining a clean, tidy, well-organized
setting.
When our out-of-town friends visited us, I was so proud of the Valley! The
public artwork, fountains, parks and store fronts of our cities created a
beautiful impression of a great place to live. As business owners you can
be proud of your business as you, too, create a positive, appealing environment for your customers.

Public Health – Idaho North Central
District First in ID to be Awarded
National Accreditation
Public Health – Idaho North Central District (PH-INCD) has achieved
national accreditation through the Public Health Accreditation Board
(PHAB). The national accreditation program works to improve and
protect the health of the public by advancing and ultimately transforming
the quality and performance of the nation’s state, local, Tribal, and
territorial public health departments. PH-INCD is one of fewer than
120 health departments that have thus far achieved accreditation
through PHAB and the first Health Department in Idaho to achieve this
prestigious status.
“We are pleased and excited to be recognized for achieving national
standards that foster effectiveness and promote continuous quality
improvement,” said Carol Moehrle, Director of PH-INCD “The
accreditation process helps to ensure that the programs and services we
provide are as responsive as possible to the needs of our community.
With accreditation, PH-INCD is demonstrating increased accountability
and credibility to the public, funders, elected officials and partner
organizations with which we work.”
“Whenever you see our seal of accreditation, you will know that PHINCD has been rigorously examined and exceeds national standards
for public health,” Moehrle said. “By continuing to improve our services
and performance, we can be sure we are meeting the public health
needs of those we serve as effectively as possible.”
Public health departments play a critical role in protecting and improving
the health of people and communities. In counties, cities, towns, and
states across the nation, health departments provide a range of services
aimed at promoting healthy behaviors; preventing diseases and injuries;
ensuring access to safe food, water and life-saving immunizations; and
preparing for and responding to public health emergencies.
“Public Health – Idaho North Central District is honored to become the
first local health department in Idaho to receive national accreditation
status through the Public Health Accreditation Board,” said Director
Carol Moehrle. “This achievement validates the dedication and hard
work of our staff, the extraordinary support of our community partners,
and the commitment of our Board of Health to improving the health and
quality of life in North Central Idaho.”
Schweitzer Engineering Laboratories offers a complete range of
solutions that improve how electric power is delivered. Our mission is
simple—make electric power safer, more reliable, and more economical.

A Balanced Life
Do you remember when you were a kid, with a whole day, weekend or
summer stretched out before you? That feeling of relaxed excitement for
what was in store? Filled with ideas, but with no pressure to decide or do
anything specifically? Your goal was to go ouside! Each day unfolded
just like it was supposed to. Yes, it was filled with some chores and some
responsibilities, such as feeding the animals, cleaning your room, helping
Mom with housework. But there were no worries, you just moved through
your day, getting things done, having fun, sleeping in or just going
outside! Mmmm…the epitome of living in the moment. Things were balanced, work, play, rest, friends and family.
Fast forward, how does your daily life look now? Stressed about the
future? The Past? What you should be doing? What you’re not doing?
While working, wishing you were playing. When playing worrying
about the chores not getting done? When relaxing with family or friends,
spending that time complaining about what you were not getting done
or about what you should be doing? Do you ever feel as if you’re living
“In the Moment?” How can we ever realize balance, happiness or success if we are never in the moment? The Balance or Happiness that you
strive for is missed because you’re always looking forward or backward
concerned about what was or what may be. The bliss just passes by
completely unnoticed.
To find balance in your life, first you must figure out how to live in the
NOW! When we were children, we did it naturally without effort. How
was that done? By not regretting the past and by not worrying about the
future. They knew that their goal was to be Outside Playing. They may
have choices, like; ride a bike, play with friends or go to the park. Their
goal is to Play Outside. The “how or what” took care of itself.
How do they know they reached the goal? When they are OUTSIDE
and it feels good. The goal has been reached and they feel Happy. If
they could not find their friends, do you think they go back inside and
beat themselves up for not finding a friend to play with? I doubt it. They
jump on their bike. Bike has a flat tire? They will find a way to get it fixed
or just go to the park. They don’t give up when faced with obstacles.
Their goal is to have fun and they find it one way or the other.

I hope I have communicated to you a clear visual understanding of what
drives us to imbalance and lack of happiness. So now the question is
how to get over it. I suggest you start with just one simple thing. Be filled
with Gratitude for what you DO have. Do not concern yourself with what
you regret or wish you had. Be grateful here and now for what your
blessings are today! If you start each day filled with gratitude, it’s hard
to focus on what you don’t have or fear what you may not get. Because
your extremely blessed with many things already. Do you want to go
outside? Then I suggest you be grateful that
you can and then Go Outside, enjoy the
rain, the sunshine, the cold or the hot with
or without friends or family, but remember
to - Work each day, Play each Day and Rest
Each Day.

It’s later in life that we embrace the disappointments and decide, yesterday all my friends were busy so I won’t try and find them again today. I
could get disappointed. I won’t even try getting on my bike, what if it
has a flat tire? WOW, sounds crazy doesn’t it? But that’s what we do as
adults with our dreams and desires. We just give up. Before you know it,
the areas that we gave up on are causing imbalance in our lives.
How many times have you heard a friend say, “I can’t commit to my
girlfriend or boyfriend, I have been hurt before so I can’t risk getting hurt
again.” But I ask…What if this is the ONE!? You may miss it!! Because
the last partner had a flat tire, does not mean this one does! Get back on
the bike and give it a try!

How to Hire - and Fire Family Members
Working with family can be a pleasure. It can also be a pain, especially if you have to terminate
the employment arrangement. Here are tips to help you ease the strain on family relationships.
Hire for the right reasons. Adhere to the skill sets needed to keep your business operating effectively. Hiring your son because he’s struggling to find a job or employing your niece so she’ll be
nearby are not good business reasons for bringing staff on board.
Book Your
Jet Boat Tour or
Fishing Trips Today!
It’s that time of year again. Book your fishing
trip with one of these amazing outfitters.
Need gift ideas? Want to thank your
employees? A fishing trip would be a great
gift….
Set clear expectations. Communicate the job’s performance requirements to your family member
right from the start, clearly enumerating company policies for promotion, compensation, and
termination. Make it plain that unethical conduct will not be tolerated and that every employee will
be held to the same standard of behavior. Other employees will perceive any favoritism shown to
family members. If a poor performer is allowed to “skate,” morale, performance, and your credibility will suffer.
Document performance. Throughout your family member’s tenure with your company maintain
a detailed personnel file that tracks behavior resulting in disciplinary actions. In the unfortunate
case of a necessary firing, a well-documented file will provide a narrative record that lays out your
reasons and clearly communicates the evidence leading to your decision.
www.riverquestexcursions.com
Keep the termination process fair and open. You may want to involve a direct supervisor or a
human resources professional to ensure that your company is appropriately represented and to
prevent the conversation from lapsing into emotional arguments. Focus the termination meeting on
job performance and provide an opportunity for feedback. Use the meeting to suggest resources
and contacts to help with the transition to a new career. Give your family member the option of
resigning with dignity.
The bottom line: Effective communication can help you keep family and business relationships
intact. Contact us if you need more suggestions.

MEETING MINUTES FROM MARCH 1, 2016
Meeting called to order at 12:06 p.m., followed by attendance and
introductions
This month’s guests were Lewiston Urban Renewal Agency Committee
members Joe Hulett (chair) and A.L. (Butch) Alford Jr., who discussed the
history of URAs in Lewiston and what it looks like now. Generally, URA in
Lewiston has focused on the improvement of infrastructure such as roads
and storm water. Lewiston is currently divided into three URA areas. North
Lewiston, Gun Club Road area and downtown Lewiston. The downtown
area has been used to replace old pipes, put in storm water drainage
and repair and rebuild the road. Although both said URA’s could be used
on other projects, Lewiston has been very conservative with its approach
and has stuck to just infrastructure.
URA’s made headlines with the Legislature this year as there was a battle
over more control over what URAs can be used for and how to define
the reset value. In Twin Falls, Boise and Idaho Falls, URAs have been
used for both to help attract business and economic development. In
Twin Falls, roads were built and other infrastructure was put into place to
help Chobani with its new plant, which helped employ more than 2,000
people in the area. In Boise, URA funds are being used in a downtown
revitalization project and also to build a downtown bus terminal. Idaho
Falls used it to clean up a blight industrial area along the Snake River and
turn it into a park and a variety of shops where families can go spend the
day at. There was some interest in seeing how Lewiston could use URA in
different ways than it currently does.
There also was an update on the North Idaho Legislative Tour, which will
be held Nov. 13-15 in Moscow and Lewiston. Legislators will be staying
in Moscow, but part of the tours will take place in Lewiston during that
time. Jeri DeLange from the Post Falls/Coeur d’Alene area has been
contracted to be the tour manager because all of the group that used to
put this together has stepped away. There could be some minor changes
made, but it is moving forward. More information will be forthcoming.
We discussed our phone calls with our District legislators and also
brought up a couple of bills for discussion.
Our D.C. representatives gave us updates on what’s new with our
Washington, D.C. representation.
The meeting was adjourned at 1:05 p.m.
