Seems Vonnie has disappeared into thin air.
Took me out to the airport and they explained
Not here either nor did she jump a plane.
So up to the hospital to check patients out
No Vonnie there either, nor seen about.
Went to see TK, where they jump out of planes
Vonnie’s not there playing their games.
Checked out Zephyr Park cause there’s ducks there
But Vonnie can’t be found anywhere.
Heard a commotion high up in the sky.
There to my amazement is Vonnie, flying high.
The Ducks have reclaimed her,
She’s heading Northwest.
So long Vonnie, we wish you our best.

Pasco County Prescription Savings
Card Helps Those in Need
PASCO COUNTY, FL- Since
January 2013, Pasco County
residents have saved over
$672,000.00 on their prescription medications thanks to the
Points of Care Card, a free
prescription savings program
adopted by the Pasco County
Board of County Commissioners in February of
2011. Residents without prescription insurance
coverage have experienced an average savings
of 50 percent on their medications. This program has also generated additional revenue to
Pasco County which helps to fund Human Services initiatives that help the community.
The Points of Care Card is best suited for those
who are under or uninsured, have a high deductible plan or high co-payment for prescriptions, or those taking medications not covered
by their health insurance. Even if citizens have
recently obtained health insurance through the
Affordable Care Act, there are many medications that are not covered through these plans.
Another benefit of the Points of Care Card is
that it can assist with the cost of pet medication.
Pets are considered family members for those
who have no one else and the cost of a pet's
medication may be a hardship for someone who
is living on a fixed income.
The Pasco County Human Services Division
connects citizens in need to resources and services throughout Pasco County. They often see
citizens who do not have adequate health insurance to cover prescription medications for
chronic diseases. This program helps many
Pasco County residents to reduce medication
costs.

Pasco County Tourist Development
Council Looking to Fill Open Position
Pasco County Office of Tourism Development, Visit
Pasco, has been working hard to promote Pasco County, Florida as a tourist destination and it is finally paying
off. The tourism taxes collected are up $49,000 over
this time last year. Currently, the Tourist Development
Council, TDC, and Board of County Commissioners,
BCC, are looking for a new member who has the county’s best interest in mind and understands what tourism
in Pasco County means.
“The Council is made up of elected officials and members from the hotel and hospitality sector and provides
guidance to Staff on the use of the Bed Tax,” explained
Ed Caum, Tourism Manager. “I am hopeful we will have
more of an interest and participation from our restaurateurs, as we look to fill the open seat on the council.”
The Chairman of the Board of County Commissioners
shall appoint a County Commissioner to serve as the
Chairman to the Council. Two members of the Council
shall be elected municipal officials, at least one of which
shall be from the most populous municipality. Six members of the Council shall be persons who are involved in
the tourist industry and who have demonstrated an interest in tourist development. All members of the Council shall be qualified electors of the County. The members of the Council shall serve for staggered terms of
four years. The TDC meets at minimum quarterly, however typically the schedule has been closer to eight
times a year due to an increase in business.
The Pasco County Tourist Development Council (TDC)
was created pursuant to the State of Florida Local Option Tourist Development Act and the Pasco County
ordinance and in conjunction with the Tourist Development Plan 2010-14. The TDC administers funds collected from a local-option tourist development tax on occupied transient lodging; i.e., hotels, motels, and
campgrounds, along with condominium and home rentals of six months or less. The funds are designated to
promote Pasco County as a tourist destination.
Some of the responsibilities of the TDC members include: making recommendations to the BCC regarding
Special Event Grants and Sporting Event Sponsorship
Agreements, providing advice and consent in regards to
department policies and procedures, allocation of funds
and serving as an advocate for tourism and destination
development
Pasco County Government launches the
new “MyPasco” mobile APP
PASCO COUNTY --- Pasco County Government’s new mobile application (APP) for smart phone users is now available online. The new APP is designed for Android, Apple,
Blackberry, and Windows mobile products.
The APP is called, “MyPasco” selected after more than 250
people participated in a social media contest to come up
with a name for the new APP. In May, Pasco County Government announced that three individuals came up with the
winning entry and received a small prize package for their
help.
The APP will have a variety of features including the ability
to view County Commission meetings, press releases, National Weather Service alerts, parks information, library
locator, emergency management information, pet adoption
services, and commuter information.
“The MyPasco APP unveiled today is just the start,” said
Doug Tobin, Public Information Officer for Pasco County
Government. “We plan on rolling out new features and it will
be updated automatically on each smart phone.”
“There has been a lot of excitement with this new APP,”
said Todd Bayley, Pasco County’s Chief Information Technology Officer. “As we were testing this APP citizens were
finding us online, we had a park reservation before we even
announced it to the public.”
In the near future the APP will have the ability for citizens to
pay their utility bills, report a pothole directly to road and
bridge and watch Pasco County Television.
“We could also look at the APP as a way of communicating
with all 2,000 County employees in the future,” said County
Administrator Michele Baker. “This would be especially beneficial to employees who don’t have easy access to a computer and spend much of their time in the field. The possibilities are endless for both employees and Pasco Citizens.”

Sunrise $2500 for new
transport vehicle
PASCO COUNTY, FL- Thanks to a collaborative effort between Pasco
Parks and Recreation and the Pasco County Library System, visitors to
four Pasco County parks will soon be able to browse and borrow books
from on-site Little Free Libraries.
Little Free Libraries (LFLs) are small, weatherproof bookshelf enclosures that house dozens of books for anyone to borrow; no card or
membership is needed. The unwritten policy is “take a book, leave a
book,” and LFL users are encouraged to replace borrowed books with
others they’ve read and would like to share.

When Dade City Kiwanis heard the Sunrise
transport vehicle had been hit and totaled, they
stepped up to help in a big way. They issued a
challenge to other civic groups in the community to contribute toward the purchase of a new
transport vehicle. Transport vehicles are used by
the many shelter residents who do not have
transportation of their own to get to doctor’s
appointments, job interviews and other places.
In addition to issuing the challenge, Kiwanis
gave the largest gift toward the purchase of the
vehicle. Recently, Kiwanis member Penny Morrill and Kiwanis president Keith Williams
stopped by Sunrise with a $2500 check from
Kiwanis as well as a $500 check from Hodges
Funeral Home and a $100 personal check from
Mr. Williams. Other significant donors included
Jeanie Germain of Premium Title with a gift of
$500 and the Nimble Thimbles group of Palm
Tree Acres in Zephyrhills with a gift of $600.

The idea behind Little Free Libraries is to promote literacy and a love
for reading, and to help build a sense of community.
“We are pleased to join Pasco County Parks in this national literacy
movement that encourages the sharing of books and stories. We look
forward to seeing more Little Free Libraries throughout Pasco County,”
said Nancy Fredericks, member of Pasco County Library System’s Library Leadership Team.
Each LFL has been constructed by Pasco Parks and Recreation staff,
and the initial stock of books in each unit is being provided by the
Friends of Pasco County Library System.

I recently provided the annual Pasco Sheriff’s Office budget request to the Board of County Commissioners, for our
next fiscal year, which begins October 1, 2015 and ends on September 30, 2016.
Like other areas in our state, Pasco County has witnessed an increase in economic growth and we’ve started to rise up
from the burden of the economic downturn. There is growth from one side of the county to the other. New home developments are underway, a major outlet mall is being built and construction on the largest hockey facility in the state is
currently being planned for our county. Those are all great signs and we celebrate them.
We also must work to ensure the safety of those who currently live here as well as the many who will either move to or
visit our county in the coming months. Whether they are residents moving into the new homes or shoppers enjoying our
stores, we want everyone to feel safe and to be protected by our deputies.
Our budget increase reflects the need to pay our deputies a more competitive salary. Why is this important? In the last
three years, we have lost more than 100 experienced and highly capable deputies to other Tampa Bay area law enforcement agencies. These other agencies – even those that serve a smaller population than Pasco County – are providing a
higher salary to their law enforcement officers. Remember, even with our noble profession, we still must provide for
our families. I don’t begrudge those deputies who leave our agency on their quest to better support their families. That
is simply a fact of life.
An outside company conducted a study on the Pasco Sheriff’s Office which underscores what we have been seeing by
our deputies leaving these last few years: Our members are compensated considerably lower in salary and benefits than
agencies in Hillsborough and Pinellas counties as well as those in the cities of Tampa and St. Petersburg.
We have a plan to bring our members to a more stable financial footing over the next three years. This includes applying $5.4 million of our 2016 budget request to increase the salary and benefits of our hard-working deputies.
Also included in the proposed budget is the cost for our body worn cameras, with which all of our road patrol deputies
have been outfitted. The cameras come with an annual cost of $475,000. That cost includes maintenance and storage
expenses for the multiple terabytes the videos take up on secure servers. There is also $1 million earmarked to replace
the video cameras inside and around the Land O’ Lakes Detention Center. We are also in the second year of a two-year
project for once-per-decade aircraft maintenance and that cost is $254,000.
The Pasco Sheriff’s Office has always been an agency that has done a lot with limited resources. When you compare
our budget to Hillsborough and Pinellas counties and with the City of Tampa, you will see we are extremely fiscally
responsible and effective. We accept that challenge and have done a fine job, but we want to better serve our citizens.
In doing so, we must give our agency a fighting chance in recruiting and maintaining a quality work force. We believe
this budget request will help in fulfilling those efforts.

Florida State Association of Supervisors of Elections (FSASE) President
It was with great honor that I was sworn in as the 2015-2016 President of the Florida State Association of Supervisors of Elections (FSASE) at the 2015 Annual Summer Conference in Osceola
County. This year marks the 50th anniversary of the association, a professional membership organization which represents the Supervisors of Elections throughout Florida.
The induction ceremony was presided over by the Honorable Emogene Stegall, Lake County Supervisor of Elections, the association's longest standing member. Supervisor Stegall began working as Chief Deputy in the Lake County elections' office in 1958, eventually taking office as Supervisor in 1973. The appointment as president proceeds outgoing president Jerry Holland of Duval County.
With the association's goal of supporting fair, honest and accurate elections in the state of Florida,
I feel truly honored to lead the hardworking, professional Supervisors of Elections that comprise
our great state. This past year while serving as Chair of the FSASE Legislative Committee, we as
an association were instrumental in getting legislation passed that will allow on-line voter registration. In my capacity as president of the association, I will work diligently to ensure the state is
making progress in implementing the on-line registration system. I will continue to lobby for support of a system that allows Florida voter rolls to be compared to a national database. We were
unable to accomplish this goal this past legislative session, but as a means of restraining voter
fraud through a "cleaner" statewide database, it is something the association feels strongly about
and will continue to work for.
As we begin our work for the upcoming 2016 Presidential election, I resolve as president of the
FSASE to continue the tradition of upholding the highest ethical principles, compliance to the
laws, responsibility in using county funds and resources efficiently, avoidance of any interest or
activity that is in conflict with the highest standards of conduct, and the continuance of effective
and efficient work with other governmental agencies. I am honored to lead the citizens of the
state with the end goal of improving federal and state laws dealing with elections and voter registration, and in my capacity of president, I pledge to strive for personal excellence and professional
development in the name of public service. I speak for all my fellow supervisors when I say
there are no greater advocates for the voters than the Supervisors of Elections.
