Parks are a tangible reflection of the quality of life in a community. They provide identity for citizens and are a major
factor in the perception of quality of life in a given community. Parks and recreation services are often cited as one of the
most important factors in communities voted to be most livable.

Dear Friends,
Let’s take a look at 2014-15, a great year in the life of the Irmo Chapin Recreation District and our community. There is so much to
celebrate! Visitation and program participation continued a strong upward trend which means more and more people are discovering the
fun and fulfillment of sports, exercise, art, theater, nature, and the enjoyment of park events with friends. In fact, last year more than 1.8
million visits were made to district parks and participation grew in all program areas.
After-school and summer camps increased by more than 20%, emphasizing parents’ interest in engaging their children in educational,
healthy and fun activities throughout the school year and summer months. It has been wonderful to see Seven Oaks Park re-invigorated
since the opening of the new expansion and makeover. The new gymnasium and indoor walking track have sparked the interest of fitness
enthusiasts and Pickleball players, while the ball field improvements attracted 18 weekend tournaments in addition to traditional league
play.
Significant progress continues to be made toward completing the build-out of a comprehensive master plan adopted in 2009. Saluda
Shoals Park will soon be home to multi-purpose fields, a tennis complex and boat ramp. These additional park amenities will be located
at the east end of the existing park. Connectivity will be provided by an interior roadway and an east entrance off St. Andrews Road.
Considerable site work has been completed at a new sports complex being built between Epting Camp and Bush River Roads in the
Chapin area of the District. Both of these projects are projected to be completed within the next 12 months.
Fundraising efforts reached new levels in 2014-15, with the Saluda Shoals Foundation meeting the objectives of a successful annual
campaign, sponsorship secured for the new Palmetto Heath Fields at Saluda Shoals Park, all six of the complex fields, and the Bi Lo
Guest Services Pavilion. The Chase Loveless Memorial Scholarship was established to raise funds to give all children access to youth
sports programs and was supported by a highly successful golf tournament. Grants from the Mungo Foundation and Central Carolina Community Foundation have allowed us to achieve incredible beautification goals and the Community Development Block Grant
Funding has contributed to the growth of the therapeutic recreation program.

The Irmo Chapin Recreation Commission (ICRC) is a
special purpose district formed in 1969 to serve community members living in the Lexington County portion of
District Five of Lexington and Richland Counties. Five
Commissioners, appointed by the Governor of the State
of South Carolina, are responsible for policy making
decisions and goal setting for future development of the
agency.

ICRC currently operates three signature parks: Crooked
Creek Park, Seven Oaks Park and Saluda Shoals Park.
These facilities provide an array of recreational opportunities for youth, teens, adults, seniors and individuals
with special needs.
Programming and special events offered by ICRC
throughout the year are centered within the parks. Over
the years, ICRC has earned a reputation for program
and facility excellence that has attracted participants
from surrounding counties. This positively impacts the
financial position of the agency as user fees support a
significant portion of ICRC’s operational budget.

In 2014-15, ICRC provided $33,472
dollars in athletic scholarships to
families in need, helping 887 youth participate in athletic programs. Monies are
raised through donations from individuals, businesses and the Chase Loveless
Memorial Scholarship Golf Tournament.
2 DISC GOLF COURSES
NEW PARK DEVELOPMENT
The primary focus in 2014-15 was the development
of two new parks, Saluda Shoals Park East and a new
park in Chapin, and the completion of renovations and
additions to Seven Oaks Park.
 Work began on the Fields at Saluda Shoals Park
Athletic Complex
 – Approximately 75% was completed as of July 30
 – Four of the six SSP fields were sprigged
 – The SSP tennis, guest pavilion and admissions
kiosk were 80% completed
 – The SSP connector road between the east and west
sides of the Park is under development
 Work began on the new Chapin park
–A revised master plan was completed to include an
additional 16 acres
 – Rough grading of the new Chapin park property
was completed
 – The new Chapin park maintenance building is
80% complete
 Seven Oaks Park’s expansion was completed this year
including:
 – Existing gym renovations
 – Dual court gym addition
 – Indoor walking/running track
 – Restrooms, storage and office space
 – New lobby and reception area
 – Landscaped entrance
 – Updated electronic sign board
PARK & FACILITY IMPROVEMENTS
 Constructed a retaining wall behind the River Center
 Expanded the Environmental Education Center deck
 Installed new lighting on Seven Oaks Park’s football
field
 Created a Butterfly Garden at Crooked Creek Park
 Upgraded electrical service at Saluda Shoals Park’s

THERAPEUTIC RECREATION
ICRC offers programs and activities for children and
adults with cognitive, physical and emotional disabilities.
Our purpose is to develop appropriate leisure and social
skills through a wide variety of activities, helping our
participants become self-confident, courageous, and independent. Therapeutic Recreation expanded its services
to the Chapin area through an after-school program at
Crooked Creek Park, and increased overall district-wide
participation by 70% percent. The department was also
awarded more than $72,000 in grant funding for the
Crooked Creek Park after-school program, iPads, and an
ADA-compliant activity bus.
2014-15 HIGHLIGHTS
AFTER-SCHOOL PROGRAMS
ICRC’s after-school program has seen a 15% increase
in participation in 2014-15 offering quality after-school
programs to more than 562 children per day.
SUMMER CAMPS
Summer Safari day camps at CCP and SSP served more
than 347 children per week for 10 weeks. Extreme Safari,
a day camp for youth ages 11–14, served more than 80
children each week. Additionally, ICRC offers more than
130 specialty camps for children of all ages and interests
at our parks.
ENVIRONMENTAL EDUCATION PROGRAMS
Saluda Shoals Park partnered with Dutch Fork Elementary School’s Academy of Environmental Sciences in fall
2014. Each grade, K-5, came to the park four times
during the school year. Advanced Educational programs
were developed by Park staff allowing students to rotate
through five hands-on stations. Additional data tracking
offered students an opportunity to participate in outside
activities that required scientific experiments. Environmental Education Programs are also offered to schools
throughout the Midlands of South Carolina. Participation in Education Programs increased from 7,440 in
2013-14 to 8,853 for 2014-15, a 19% increase in participation, with schools coming from as far away as Chester
and Kershaw counties.
CHILDREN’S THEATRE
ICRC’s Children’s Theatre has experienced huge growth
with an 12% increase in participation. In 2014-15, 188
children participated in the program performing in six
productions to more than 4,100 audience members.
HEALTH AND WELLNESS
ICRC experienced an increase in fitness participation at
our CCP and SOP wellness centers with a 23% increase
in fitness passes.
ENVIRONMENTAL STEWARDSHIP
Protecting and enhancing our resources is vital throughout the District and ICRC contributes in many ways.
Seven Oaks and Crooked Creek Parks serve as drop
off sites for Grinding of the Greens. Crooked Creek
Park participates in Chapin Community Service Day.
Saluda Shoals Park hosts the Great American Cleanup,
Adopt-a-Waterway and River Sweep where more than
100 volunteers collected 300 pounds of trash. Additionally, ICRC has redeveloped a former brown-field on the
east end of Saluda Shoals Park into a safe place for play.
SENIOR SERVICES
ICRC serves as the area’s Council on Aging, which
makes Crooked Creek Park (CCP) and Seven Oaks
Park (SOP) key providers of senior services in the community. Support Services include the following: case
management, transportation, Meals-on-Wheels, group
dining sites and more. ICRC served more than 21,039
meals to seniors this year.
ATHLETICS
ICRC had more than 6,078 participants in our youth,
adult, and travel athletic leagues which include: lacrosse,
softball, football, flag football, cheerleading, soccer, cross
country, track, baseball, basketball, wrestling, golf, and
USSSA Baseball.
This year, the Foundation Board of Directors established
two agency funds with Central Carolina Community
Foundation. A $210,000 investment was made to establish a Nature’s Theater Campaign fund. A second investment of $25,000 was made to create a fund to support
the long-term sustainability of Saluda Shoals Park.
MARKET DEVELOPMENT TOURNAMENTS AND EVENTS
During FY 2015, ICRC hosted 18 USSSA Baseball
tournaments including the Southeast’s largest fall tournament, the Jay Criscione Super NIT. In addition to
baseball, ICRC hosted the Play for Jack Lacrosse Tournament. These tournaments totaled 57,288 visitors to
Seven Oaks Park. The total estimated economic impact
from these events was $1,571,832.
The results from the Nature’s Theater Project Review &
Business Study from the Institute of Outdoor Theatre
was completed and provided valuable insights regarding
location, design, operation, and fundraising efforts. Most
importantly, Lexington County Council unanimously
approved $1.5 million for the project; raising the Nature’s Theater Campaign total to $2.2 million.

HOLIDAY LIGHTS ON THE RIVER
The Midlands largest drive-through light show is held
annually from late November through December 31st.
More than 72,000 people made Holiday Lights part of
their family tradition and the event has an estimated
$3 million dollar economic impact on our community.

SALUDA SHOALS FOUNDATION
The 2014-2015 year saw a 107% increase in giving over
the previous year, making it the most successful year in
our history for individual and corporate memberships as
well as grant initiatives.
The Annual Campaign exceeded goal, raising more than
$65,800 from individuals and businesses. The Foundation also received $90,000 in grants including: $50,000
from the Michael J. Mungo Foundation and $40,000
from Central Carolina Community Foundation for
the beautification of the St. Andrews Road entrance to
Saluda Shoals Park. The Shuckin’ on the Shoals Oyster
Roast & Auction raised nearly $25,000.
In support of the Park’s mission to connect people
to nature through art, the Foundation commissioned
world-renowned Charleston artist, Mary Edna Fraser,
to create the Lower Saluda River batik. The project was
supported by a $3,250 grant from the South Carolina
Arts Commission which receives support from the National Endowment for the Arts. The grant was used to
leverage $10,750 more in private donations and in-kind
gifts for a total investment of $14,000 in public art.
