Registration Procedures
The Recreation Division encourages
advance registration for all programs
since the majority of classes require
pre-registration. Registration will not be
accepted at class sites. Except for Tiny
Tots, mail-in registration will be processed
on a first-come, first-served basis and must
be received by the Recreation Division no
later than one working day prior to the class
start date. If a class specifies “material fee
due to instructor,” please do not include that
fee with your payment. Pay that fee to the
instructor on the first day of class. Program
times and dates are subject to change.

Nothing hurts a class more than participants
who wait until the last minute to enroll.
There is a point when classes must be
cancelled due to insufficient registration. To
ensure a successful class, please enroll early.
Refund Policy
Administration Fee
To help supplement the increased costs
associated with the Recreation Division
and to serve the patrons more effectively,
the Recreation Division adds a $4.00
administration fee to all classes. We thank
you for your continued support of the
City of Chino Hills and our Recreation
programs.
Non-Resident Fee
A $5 per contract class fee will apply to all
non-residents. A $10 non-resident fee will
apply to Adult Soccer and Day Camp- as
reflected in the class fee. A non-resident fee
may apply to special events.

The Community Services Department offers
a wide variety of programs, classes, and
activities that are described within this City
News & Recreation Brochure. If you or a
family member has special needs, and an
interest in any of the classes or programs
that are offered, please call the Recreation
Division at (909) 364-2700. Staff is happy
to discuss accommodations that can be made
to help you, or your family member, feel
comfortable participating. Persons with
mobility, sensory, cognitive limitations, or
other concerns should not hesitate to contact
our staff.

Classes: Requests for refunds will be
honored by the Recreation Division only
if they are made at least one (1) day prior
to the start of classes with one or two
meetings. If made the same day, refunds
will not be honored. For classes that
consist of three or more meetings, the
request for refund must be made before the
second class meeting. Refunds will not
be granted if made after the second class
meeting.
City Sponsored Trips & Tours: In order to
receive a full refund or credit, less the nonrefundable deposit and $13 processing fee,
the City must be able to fill your vacated
spot(s) or you will not receive a refund or
credit. In addition, if the vacated spot(s)
cannot be filled, you are responsible for full
payment of remaining balance.
A $13 processing fee will be deducted from
all requested refunds. A full refund will
be made only when a class, program, or
trip is filled or cancelled by the Recreation
Division. Each program has a minimum
enrollment number. If this number is not
reached, the program will be cancelled and
either a refund or credit will be issued.
Household Credits: If a program is $5 or
less, a credit will be issued. Household
credits can be used when registering for
any recreation program. Household credits
of $15 or less expire within one year.
Household credits of $16-$99 are valid for
three years. Household credits not issued
over $100.
A $33 fee will be charged for returned
checks. Refunds take approximately 4-6
weeks to process. The Recreation Division
reserves the right to change any program
information as necessary.

Memorial Day
The Mayor’s annual State of the City Address will be held on
Thursday, June 25th at the Chino Hills Community Center, 14250
Peyton Drive. Residents and the business community are invited
to attend the event which starts at 6:00 p.m. with a reception. The
program begins at 7:00 p.m. Tickets must be purchased in advance.

Library Closures
The City of Chino Hills has scheduled Blood Drives on Thursday,
June 4th and Thursday, August 6th from 2:00 to 7:00 p.m. at the
Government Center parking lot located at 14000 City Center Drive.
Donors must be at least 17 years of age, in good health, and weigh at
least 110 pounds. Blood donors should drink plenty of decaffeinated
liquids prior to donating blood and must present a valid photo
identification. Medical personnel will check your temperature, blood
pressure, pulse, and iron level. If you meet eligibility requirements,
about one pint of blood will be collected. Please consider donating

Fourth of July Festivities Moved to
July 1st Concert
Chino Hills will combine Fourth of July festivities with the Wednesday, July
1st Concert in the Park at the new “Independence Celebration.” After 22
years, attendance was dwindling at the Old-Fashioned Fourth of July Picnic,
especially after water features were eliminated due to the drought. Hot
temperatures, three-day weekends, and the lack of a fireworks display also
impacted attendance. The new Independence Celebration will be held from 5:00 – 9:00 p.m. at Veterans
Park, 14877 Eucalyptus Avenue. Food vendors, carnival games with prizes, arts and crafts booths, and
strolling entertainment will be featured. The Chino Valley Young Marines will present the colors at the
6:30 p.m. ceremony and Veterans will be honored. The Springsteen Experience tribute band will play
from 6:45 – 9:00 p.m. Mini American flags and red, white, and blue glow sticks will be shared with the

National Night Out - August 4th
7:00 – 9:00 p.m.
It’s a Good Night to Get to Know Your Neighbors!
This year marks the 10th anniversary of the City of Chino Hills’ participation
in the National Night Out crime and drug prevention event. National Night
Out is an event held in local neighborhoods throughout the nation to heighten
crime and drug prevention awareness, to strengthen neighborhood spirit and
police-community partnerships, and send criminals a message letting them
know neighborhoods are organized and fighting back. It is a time for neighbors
to unite for safer neighborhoods and communities. This partnership benefits
our community by helping to keep our City safe and crime statistics low.
Kick-off Event: June 4th at 7:00 p.m.
How can you participate? It’s easy. Attend the kick-off meeting for National Night Out (NNO) on
Thursday, June 4th at 7:00 p.m. at the Community Room at Chino Hills City Hall, 14000 City Center
Drive. Then get together with your neighbors and organize an outdoor activity or
neighborhood event for National Night Out on Tuesday, August 4th. Last year,
27 neighborhoods and more than 1400 residents participated at neighborhood
gatherings to enjoy barbecues, potlucks, or dessert socials.
Be sure to register your event online at www.chinohills.org/nationalnightout by
July 16th and receive a neighborhood organizing kit (while supplies last). City
Council members, Deputies, the Chino Valley Fire District, Citizens on Patrol,
and even McGruff the crime fighting dog will visit as many registered events as

Scholarships Available for Childcare at the YMCA
The Chino Valley YMCA will receive $10,000 in support from the City of Chino
Hills through the Community Development Block Grant program for fiscal
year 2015-2016. As a result, income-qualified Chino Hills residents may apply
for financial assistance to pay childcare program fees. Childcare is provided
at the Anna Borba Elementary School site located at 4980 Riverside Drive in
Chino. An application is required that includes proof of income for members
of the household and other documentation that may be required due to special
circumstances. To determine if you may be eligible, and to learn more about the
program, please call Robin Wilson at the YMCA at (909) 597-7445.

Highlighted Volunteer of the Quarter – Bill Taylor
Bill Taylor has been selected as the Highlighted Volunteer of the Quarter. He
has lived in Chino Hills since 2001 and began his volunteer work with the City
in 2013. Bill learned about the City’s Volunteer Service Program several years
ago through his involvement with the Chino Hills Kiwanis Club. He is currently
the Past-President for the Chino Hills Kiwanis Club and a Board Member on
the Chino Hills Community Foundation. He has served as coordinator for the
Chino Hills Boat Parade for the past six years. Bill also created and expanded
the Chino Hills Kiwanis Interview-A-Veteran Essay Contest as a way to
celebrate service and sacrifice to our Country while connecting our youth to our
history. Bill currently serves as a City Parks and Recreation Commissioner and
as a liaison/mentor to the Ayala and Chino Hills High School Key Clubs. For several years, Bill was also
involved with AYSO as a soccer coach in the under-10 division.
Bill enjoys working side-by-side and building friendships with people of all ages who care about our
community. He and his wife Ann have been married for 19 years. Together they have two daughters,
Sydney and Kelly, and a 10-year old Golden Retriever, Casey. Bill has a passion for reading history and
enjoys hiking and traveling, especially on long road trips through the northwestern and southwestern parts
of the United States.

Governor Declares 25% Mandatory Water Use Restrictions
New Regulations Being Developed to Comply
On March 17, 2015 the California State Water Control Board (Water Board) adopted expanded emergency
regulations to safeguard the State’s remaining water supplies after three critically dry years in California.
On April 1st Governor Jerry Brown issued the first-ever mandatory statewide water use reductions of 25%.
The Water Board is expected to take additional actions as a result.
Chino Hills has been under a Stage II Water Conservation Alert since February of 2014 after Governor
Jerry Brown declared a Drought State of Emergency in January. City residents have responded and our
water usage is showing a downward trend. However, hotter than normal temperatures will likely increase
water usage in the foreseeable future; and drought conditions are expected to continue.
Public Works Commission and City Council Set To Take Action
When this newsletter went to press in early April, the City’s Public Works Commission and the City
Council were scheduled to review and consider additional regulations so that the City’s Water Conservation
Ordinance is in line with the recent statewide actions. Given the Water Board’s authority to impose
$10,000 per day fines for water agencies that do not impose the mandatory conservation measures included
in their action, residents will definitely need to check the City’s website at www.chinohills.org/WaterAlert
for a full update on new regulations.
Stage 2 Water Alert Restrictions
Note - These restrictions have been in place since February of 2014.
1. No hose washing of sidewalks, driveways, parking areas, etc.
2. Decorative water fountains at commercial properties may only be operated if the water is part of a recirculating system.
3. Water customers must repair all water leaks in a timely manner (and no later than 72 hours after being
notified by the City).
4. Outdoor watering of landscaping is prohibited between the hours of 9:00 a.m. and 6:00 p.m. * (Hand
watering with a hand-held hose that has a shut-off nozzle is permitted at all times. Water-dependent
industries including equestrian and livestock businesses, nurseries, and golf courses are exempt.)
5. Vehicles, trailers, boats, and livestock can be washed with the use of a bucket and a hand-held hose
equipped with a shut-off nozzle for a quick rinse.
6. Restaurants may not serve water unless the customer requests water.
7. Water may not run off or leak from landscaped areas to streets, sidewalks, or other paved areas due to
incorrectly directed or maintained sprinklers or over watering.
8. Fire hydrants may only be used for firefighting. (An exception may be made for construction use
through a City-designated meter when recycled water is not available.)

Water Restrictions Will Be Expanded

This newsletter went to press in April as the Governor
and Water Board continued to review, expand, and update
regulations. Residents are encouraged to stay informed
by checking the City’s website at www.chinohills.org/
WaterAlert to learn what regulations have been adopted.
The Governor has made several points clear: 1) A
mandatory 25% reduction in water use from 2013 levels is
required; 2) Outdoor watering will be limited to two days
per week; 3) Local agencies will be required to enforce the
mandated regulations; and, non-compliance could lead to
fines; and, 4) Rebates and incentives to reduce water use are
being developed (turf replacement, inefficient household device replacement).
Water Restrictions Are Expected to Include:
1. Outdoor watering is prohibited between 6:00 a.m. and 6:00 p.m. when evaporation causes water loss.
2. A 25% reduction is water use from 2013 levels is required.
3. Outdoor watering will be limited to two days per week (assignment of watering days to be
determined).
4. Swimming pools must be replenished on assigned watering days.
5. The use of a hand-held hose with a shut-off valve shall be permitted at any time, but may not be used
to hose down driveways or sidewalks.
6. Newly constructed homes or buildings shall be irrigated with drip or microspray systems, or recycled
water if available.
7. Hotels and motels shall provide guests with the option of choosing not to have towels and linens
laundered daily.

Education is an important part of the City’s efforts and we encourage our residents to help share the
information with friends and neighbors. If residents observe prohibited activities, they may call the City’s
Water Wise Hotline at (909) 364-2850 to report the concern. The City’s Water Conservation staff will
follow-up and provide information about the water restrictions. Public Works employees who work out
in the field will make note of locations where water waste is observed for follow-up as well. The Stage
II water restrictions do not apply to construction projects or areas where recycled water, flowing through
purple pipes, is used.

Parks and Landscaped Areas Add to Quality of Life
Our community is well known for its high quality of life with 41 parks, 3,000 acres of community-owned
open space, and 39 miles of trails. Many residents pursue a healthy lifestyle and enjoy walking around
the lake at English Springs Park, or along tree-lined paths and meandering sidewalks. Bikers, hikers, and
equestrians enjoy the trail system that provides beautiful views and vistas of the open space that has been
protected throughout Chino Hills.
The City’s Public Works Department oversees the maintenance of all of the City-owned slopes, medians,
parkways, parks, trails, white trail fencing, and playgrounds. That includes 700 acres of landscaped areas
and over 47,500 trees!
Landscape & Lighting District #1 Created
As Chino Hills began to develop in the early 1980’s, before the City’s incorporation in 1991, the new
areas were required to pay their own way and Landscape and Lighting District #1 (L & L District #1)
was formed. New residents were charged an annual assessment on their property tax bill to fund park,
landscape and open space maintenance, and to provide for the long-term replacement of playgrounds,
irrigation systems, and plant materials. The residential assessments range from $50 to $500 a year,
depending upon the amenities in the neighborhood (zone).
Expenses Outpace Revenue
A little over half of the homes in Chino Hills are included in L & L District #1 and pay the annual
assessment. Rates haven’t been raised in over 20 years. Expenses have outpaced revenue for many years
as electricity, water, materials, and maintenance contract costs have increased dramatically just as your
home and business costs have risen. Steps have been taken over the years to improve efficiency and
reduce maintenance costs. The frequency of mowing and trimming has been reduced, for example, and
irrigation efficiencies have reduced water use.

General Fund Subsidy Keeps L & L District #1 Afloat
In order to maintain services despite insufficient revenue in the 2014/2015 budget, the General Fund
provided a subsidy to L & L District #1 to cover a shortfall of nearly half a million dollars ($477,200) in
costs that are not covered by assessments charged.
Why Have Rates Not Kept Up with Expenses?
Proposition 218, passed by the voters in 1996, dramatically changed the rules affecting such assessments.
By law, the City must award landscape maintenance contracts to the lowest responsible bidder. If our
costs increase and officials propose an increase in the assessment, property owners must participate in a
balloting process to affirm the increase. If an increase is not approved, or if the City opts not to propose
an increase, the level of the service must be reduced. The City has not yet pursued an increase.
Identifying a Solution is the Top Priority
As the graph shows, reserves are depleted and the funding shortfall in Landscape & Lighting District #1
is projected to increase exponentially, to over $3 million, in the next four years after a decade of deferring
maintenance and cutting costs. Exploring options and identifying a solution for the long-term viability
of funding parks and landscape maintenance is a top priority at City Hall. The topic is complex and the
solution will require leadership. Please watch for additional information and learn more as the discussion
continues. A Community Information Meeting on the topic is scheduled on Thursday, October 22nd at
the Chino Hills Community Center, 14250 Peyton Drive. Residents are encouraged to learn more about

Another Route Might Be a Better Route!
The Peyton Drive widening project is underway! Peyton Drive will be widened to four lanes between
Chino Hills Parkway and Eucalyptus Avenue, complete with curbs, gutters, sidewalks, medians,
streetlights, bike lanes, and landscaping. Box culverts will be constructed along English Channel and
Carbon Canyon Channel. The project will affect travel on both Peyton Drive and Eucalyptus Avenue.
One lane of traffic in each direction will be maintained at all times, and every effort will be made to
reduce impacts to the travel lanes from 7:00 – 9:00 a.m. and after 3:30 p.m., unless absolutely necessary,
and approved. Working hours are 7:00 a.m. to 3:30 p.m., Monday through Friday. Schedules could
change due to emergencies, weather, and other factors. There may be periods of flagman-controlled
traffic. When Peyton Drive must be closed, motorists will be directed to a bypass road through the dirt
lot on the southwest corner of Peyton Drive and Eucalyptus Avenue. Motorists are encouraged to use
another route, if possible, and expect delays. Chino Hills Parkway or Grand Avenue provide an east/west
alternative to Eucalyptus Avenue.
View Real Time Conditions Using the OxBlue App
A new app, OxBlue Camera Viewer, is available and allows users to view the webcams
from a smart phone, iPad, or tablet device. Links to the app and directions for use are
available on the City website at www.chinohills.org/PeytonConstruction. The link provides additional
information and a link to the two webcams that provide a live view of the project area 24/7 so motorists
can check traffic conditions. One view is of northbound Peyton Drive from Morningfield Drive, and the
second camera view is a southbound view of the Peyton Drive / Eucalyptus Avenue intersection.

Let ’s Show Our Special Olympics Athletes a Big Chino Hills Welcome!
Chino Hills has been selected as an Official Host Town for the Special Olympics World
Games LA 2015. We will welcome delegations from Laos and Poland including athletes,
coaches, and support personnel. Let’s show them a great big Chino Hills welcome on
Wednesday, July 22nd at Concerts in the Park. The Ravelers will entertain the crowd with
a playlist that includes many “California” songs! A parade of athletes and other activities
are planned to help these Special Olympics athletes have a memorable visit to our City.
The Special Olympics World Games get underway with Opening Ceremonies in Los
Angeles on July 25th.
Cal Poly Pomona will generously provide housing, accommodations, and training
facilities; and the Chino Valley Unified School District will provide bus transportation between Cal Poly
and the Chino Valley. The Chino Hills Host Town Organizing Committee is working to raise private
donations to ensure that each member of the delegation will experience a memorable day in Chino Hills.

Chino Hills Day at the Fair is Friday, September 18th
The Los Angeles County Fair honors our
community with Chino Hills Day at the Fair on
Friday, September 18th. For more than a decade,
the Chino Hills Community Committee has brought
community leaders, City officials, and residents
together to work with the Fairplex to coordinate
and plan the day’s events each year.
Chino Hills Day at the Fair kicks off early in the
morning with local Elementary, Junior High, and
High School FairKids field trips where 3,000 kids
have the free opportunity for a day of learning
cleverly disguised as fun! The Chino Hills
Community Committee works year-round to raise
money to pay for the buses that take the kids to
the Fair. Through the Big Yellow Bus Partnership
Program, your $4 contribution will send one
student to the FairKids Field Trip Program. If
you’d like to make a donation of any size, simply
visit www.chinohills.org/YellowBus.

Shaping the Arts in Chino Hills
The Chino Hills Arts Committe, also known as chARTS, is a committee formed under the Chino Hills
Community Foundation that works to create an enriching environment for culture and the arts in Chino
Hills through events, performances, and other types of activities. chARTS is lead by local artists and art
lovers who represent a wide range of expertise in fine arts, graphic design, music, creative writing, theatre,
and more.
chARTS presented a diverse selection of visual
art shows, musical events, and theatre and opera
performances this past year. In April 2014,
chARTS hosted its first theatrical event with
“The Complete Works of William Shakespeare
(Abridged),” which parodied Shakespeare’s plays
with a cast of just three actors. Over 300 guests
attended the City’s first community play.
chARTS hosted its first musical event in
September 2014 with a free outdoor concert
featuring performances by young local vocalists
in the community as part of their “Singer/Songwriter Series.” In November 2014, chARTS held the
first opera performance in Chino Hills with “The Hills are Alive with Music.” Over 150 guests enjoyed
performances by local opera singer Kristin Rothfuss Erbst and pianst Cheryl Fielding. chARTS ended
2014 with the theatrical performance of “It’s a Wonderful Christmas Carol,” a holiday parody of “A
Christmas Carol,” “It’s a Wonderful Life,” and other holiday classics. Over 375 guests enjoyed the
performance during its two-day residency at the Chino Hills Community Center.
chARTS began 2015 with “An Evening of Beatles Music,” a free indoor Beatles tribute concert with 300
enthusiastic Beatles fans in attendance. The “Singer/Songwriter Series” returned in March 2015 with
vocal performances by students from Canyon Hills Junior High, Ayala High School, and Chino Hills
High School.
Upcoming events include a performance of “The Odd Couple,” a theatrical comedy written by Neil
Simon, and featuring performances by the same
actors who brought us “The Complete Works
of William Shakespeare (Abridged)” and “It’s
a Wonderful Christmas Carol.” Performances
will run from May 8-10 at the Chino Hills
Community Center, 14250 Peyton Drive. For

Registration for residents and non-residents will begin on a space-available basis beginning Wednesday, June
3 starting at 7:30 a.m. It is highly likely most spaces will be filled during the resident-only registration period.
Registration for the remaining Aquatics classes can be made at City Hall or the Chino Hills Community Center.
Reminders
All participants must bring a towel, sunscreen, water, and
swimsuit to each class. Participants with long hair are required
to keep hair tied back. Rash guards and googles are optional.
No flotation devices or diapers permitted. All participants must
be potty trained. While class is in session, parents should be
seated in the bleacher area away from the lifeguards and
instructors to ensure safety for the children and staff. For the
safety of participants, please do not speak to lifeguards on
duty or instructors during class time. If you have questions
regarding your child’s lesson, please notify the Pool Managers
who can be found on deck.
Safety Day
If an incident should occur that causes a pool closure, the City
will provide a “Safety Day” for all participants. A “Safety Day” is
an alternative lesson suggested by the American Red Cross to
emphasize the importance of water safety.

First Day Procedures
Testing
Please be advised that the first day of lessons is a “testing day.” Participants are directed to an
area of the pool according to their ages and asked to perform a variety of swimming skills. The
“test” is conducted so that the instructor may determine the most appropriate level in which to
place your child. The testing and placement of students takes approximately 20 minutes.
First Class Only
Please arrive 10 minutes early to allow enough time to check in and find a seat in the bleachers for
a parent informational meeting.

The 17,000 s.f. Chino Hills Community Center is located in the heart of the City
on Peyton Drive. This state-of-the-art facility features the largest banquet
hall in Chino Hills with access to a lovely outdoor patio, expansive lawn, and
gazebo. City classes and activities, community meetings, events, weddings,
social gatherings, and training sessions are hosted at this multi-use building.
Mc Coy Equestrian Center

The 20-acre McCoy Equestrian & Recreation Center is located on Peyton
Drive and includes the McCoy Residence, McCoy Barn, a gazebo, and
three arenas. This venue is perfect for western-themed events, weddings,
banquets, seminars, horse shows, and more.

The 12-acre Grand Avenue Park features a 910 s.f. community building,
tennis courts, hockey rinks, soccer fields, walking trails, and a large picnic
gazebo with four tables near the playground.

A 986 s.f. community room at the James S. Thalman Chino Hills Branch
Library is available for meetings, seminars, and small events. The room is
located at the entrance to the library and includes a small kitchen area.
Mystic Canyon Community Building

Mystic Canyon Community Building is located at Mystic Canyon Park. The
1,016 s.f. facility is ideal for small gatherings or events. A “tiny tot” playground
and kid-sized picnic tables are fenced separately with the building. Mystic
Canyon Park features a playground and two basketball half courts.
Sleepy Hollow Community Building

The two-story Sleepy Hollow Community Building is located in the
historic Sleepy Hollow community of Carbon Canyon. It features a small
conference room on the first floor and a 1,200 s.f. community room with a
balcony on the second floor. Parking is limited.

community events. Reservations are accepted at the Chino Hills Community Center and at City Hall in the
