to all. Let us know of any concerns you have regarding the Village. Your
comments are always appreciated and your ideas always taken under
consideration. We will continue to work tirelessly to ensure Babylon
Village is the best it can be.

A MESSAGE FROM MAYOR RALPH A. SCORDINO
Spring at last and time to bury the snow shovels in the back of the garage. A
record 15 winter storms and many days of frigid weather challenged our Village
resources and budget. My sincere kudos to all our Babylon Village maintenance,
sanitation and DPW crews who worked tirelessly throughout the winter ensuring
our roadways, sidewalks and municipal parking lots were as safe and accessible
as possible. It was overwhelming at times. Brutal winters take a real toll on Village
amenities but be assured that our beautiful parks, playgrounds, docks, boat
berths, golf course and pool are ready for all residents to enjoy. Crews will continue to work diligently to repair potholes and other winter problems while beautification projects, perhaps delayed because of the weather, will continue until completed. The E. Donald Conroy Golf Course is in excellent condition and open for play
and the Village Pool is in better shape than ever and will open for the season on
June 26. Three Boy Scout Eagle Projects have replenished the beach grass on
both the east and west sides of the pool and I’m happy to report the pool and its
landscaping has been restored to it’s pre-Superstorm Sandy condition, ready for
all to enjoy. While we are constantly making progress recovering from the 2012
storm, there is still more to do. In mid-May, New York Rising will begin to auction
off the unsalvageable properties that remain throughout the Village to contractors
for the purpose of new constructions. Auctions will be ongoing.
Signs of spring abound throughout Babylon Village. Our annual Little League
Parade was held April 18th and offered a great opportunity to get outdoors after
the long winter and support our local teams. Our playing fields are in great shape
thanks to Skip Gardner and our local Little League volunteers. Stroll down any
afternoon and catch some of the action. Our village is one of Long Island’s most
picturesque and I urge all our residents to enjoy its beauty and many activities.
We’ve worked hard through the years to create a pedestrian-friendly, safe and
walkable community for residents and visitors. Take a stroll through our vibrant
downtown, visit the Sunday Farmer’s Market beginning in June, shop locally and
enjoy the numerous entertainment and recreation opportunities Babylon offers,
including the six brand-new replacement tennis courts on the north and south
sides of Park Avenue. Do you know there is a greenway stretching from Argyle
Lake to Belmont State Park that is perfect for walkers, joggers and bikers? The
upcoming 10th Annual Dirty Sock Run sponsored by our local Rotary Club will
take place along these paths in the upcoming future, with proceeds going to benefit our Village food pantries.
Babylon Village has just had its second migration of Alewives since 1889.
The Alwive is a fish of integral importance to the Great South Bay’s delicate ecosystem. They are bait for many of the area’s cold-water fish like striped bass, as
well as fresh water fish such as large mouth bass. In a joint effort between the
Village, Cablevision and Seatuck, a Long Island-based environmental conservation organization, live stream cameras have been placed at the Alewife ladder
(just west of the waterfall at Argyle Lake) so that students and other interested
Suffolk County viewers can witness the migration of the Alewives. This migration
is another exciting sign that many of the Village’s environmental protection programs are succeeding and thriving.
You all know how proud the Village Trustees and I are of Babylon. Apparently,
we are not alone in recognizing how special Babylon Village is to live in, work in or
simply visit. Recently, Cablevision created a terrific 6 minute segment highlighting
what makes us shine: our natural beauty and resources, booming downtown
and local history. The link can be found on our Village website at
www.villageofbabylonny.gov. It will make you so proud to be a part of this

Swim Lesson Sign-up Starts May 16
Trustee Tony Davida is pleased to report that our wonderful Babylon Village
Pool will open for the summer on June 26 and remain open daily through Labor
Day, offering its usual array of programs. Pre-registration for swimming lessons
and pool passes begins May 16 (see registration form on page 5). Family
memberships are $100 and season passes will list each family member residing
at the same address. Individual memberships remain at $50 for adults, $30 for
children, and $15 for senior citizens (age 62+). Two proofs of residency are
required for all passes (drivers license, utility bill). Note: Early Morning Swim will
be available only to Babylon Village residents with a special
Sunrise Pass for an additional $30.
CONKLIN HOUSE NEWS...
Trustee Debbie Basile reports that several
cultural and educational events were offered at
the Conklin House this winter including their
third annual Afternoon Tea in February to a
sold out group. Participants enjoyed savory and sweet treats all prepared by
members of the Conklin House Steering Committee, as well as a variety of
teas. Though this is an is a annual event, because of weather issues look for
it next in Spring 2016.
In March, the Conklin House hosted a seafood demo and tasting, also to a
sold out crowd. Many thanks go to Bill Zeller of Captree Clam for his informative
instruction on how to make several delicious dishes and for donating all the seafood. Appreciation also to Maureen Zeller and Roger Holwinski for assisting Bill.
Thanks also to The Villager for donating the craft beer. April found the Conklin
House hosting their annual You Gotta Have Art show featuring the work of local
artist Kathryn Herzy. This event included a well-attended Artist’s Reception.
Upcoming events:
 Annual Plant Sale - Saturday May 9th, 10 a.m.-3 p.m. A variety of vegetables, annuals and perennials will be available .
 Throughout the year, the Juliettes, a wonderful community service organization, provides volunteers for several Conklin House events. To show
appreciation for their efforts, the girls will be treated to a Make Your Own
Sundae one evening at the Conklin House in May. This year, several
high school boys who helped out at our Christmas at the Conklin House
event will also be in attendance.
Information on Conklin House events, including the annual Apple & Arts Festival will be available in The BEACON as details are finalized. The Apple & Arts
committee is accepting donations of jeans and shirts (men, women, children) for
scarecrow making. So, when you are doing your spring cleaning, please consider

BABYLON BEAUTIFICATION FAIR - SEPT. 13
Mark your calendars now for the annual Babylon Beautification Fair.
Over 250 craft vendors along with games, food and a country store will
surround Argyle Lake. It’s a much-anticipated Babylon Village tradition.

STORMWATER MANAGEMENT UPDATE
The Babylon Village Highway Department is continuing the installation
of storm water filter vaults throughout the Village as we progress toward
our goal of installing these devices on all of our storm water outfalls which
enter surrounding bodies of water. In addition, we are replacing contaminated filter media on an as-needed basis and our testing laboratory continues to monitor the content of the storm water entering and exiting the filter
vaults.
Residents are reminded that they can help reduce storm water run-off
pollution by disposing of chemicals and waste oil properly at the Village
Highway facility; by not throwing yard waste (grass clippings, etc.) into
storm drains or stream beds; by using fertilizers and herbicides sparingly;
by not allowing lawn chemicals to lay on paved surfaces; and by cleaning
up after your pets.

not working by your residence or business to
please call 669-1212 to report it for repair.
Trustee Kevin Muldowney reports that the March
17th opening of the E. Donald Conroy Golf Course at
Sumpwam’s Creek had to be pushed back a week
due to the long and snowy winter. Head greenskeeper Tom Steffan and his crew have managed to bring
the course back to great shape and ready for play.
Last year was very successful for the course as more and more
people are realizing that Sumpwam’s Creek is a great place to work
on your short game or launch your golfing career. It’s also an excellent venue for small group outings for businesses and organizations.
The women’s league begins their 14th season this year while the
men’s league starts its 12th season. The league’s continue to thrive
with both groups growing in membership and adding to their various
outings and tournaments. Anyone interested in joining either league
can contact the golf course.
All senior citizens receive a $2 green fee discount on weekday
mornings from Monday to Thursday. Gift certificates are available
for the course; they make perfect gifts for birthdays, graduation or
Mothers and Fathers Day and can be purchased at the course or at
the Clerk’s Office at Village Hall.
Mike Reilly, our local pro will be back for his second year and will
be providing lessons and clinics during the course of the year. He
will also be holding his summer junior clinic. Come by the course
and pickup the latest information on all Mike’s programs.

FARMERS MARKET RETURNS

The very popular Village Farmer’s Market returns to the northern parking area of the Babylon train station. Each Sunday from
8 a.m. until 1 p.m. from June through November, the
market features local businesses offering a wide
selection of vegetables, jellies, jams, pickles, sauces,
plants and much more.
This is a terrific opportunity to purchase farm fresh
produce and other Long Island-made goodies while
support local agriculture and business.
NEWS FROM THE VILLAGE CLERK’S OFFICE
Landscapers: All landscapers working in Babylon Village must obtain
a permit ANNUALLY to ensure they are aware of Village rules and regulations. Applications are available at the Village Clerk’s office and on
our website. Possession of a permit is NOT a recommendation by the
Village as to the quality of the work a landscaper will perform.
It is the responsibility of property owners to make sure any contractors you hire as properly insured. It is suggested you obtain a certificate
of insurance showing coverage.
When you or your landscaping service use a
broadcast spreader, please make sure no material is
spread into any bodies of water. Also, all fertilizer should
land on grass and garden areas not on sidewalks and
streets where it will wash into drains. High levels of
nitrogen, abundant in fertilizers, are harmful to aquatic life.
Crabbing permits are now due to be renewed and applications are
available in the Village Clerk’s office as well as on our website. The
fee is $5.00 for Babylon Village residents.
BUILDING DEPARTMENT NEWS
The Building Department reminds all Village residents of the following
important regulations:

Boat storage is not permitted on residential property after April
1st.

Self-locking gates and alarms are now mandatory for all pools in
the Village of Babylon.

Pumping swimming pool water into streets or street drains
is prohibited.

State code requires that carbon monoxide alarms be installed in
all new and existing buildings. More information on this code is
available at www.dos.state.ny.us/CODE/COAlarm.htm

All new and altered driveways require Planning Board approval.

TREE PLANTING PROGRAM
Babylon Village offers its residents a Street Tree Planting
program. Residents are required to complete an application
to request trees to be planted at the curb line in front of their homes.
Applications are being accepted now through September 18 at Village Hall for the November 2015 planting. For further information
please call 669-1212.
DOG OWNERS… Please remember there are two
enclosed dog runs in the Village: one is behind the
south Little League ball field on Locust Avenue and
the other is on George Street.
Free doggie bags and disposal receptacles are
provided at each location. Dog walkers are asked to
help keep our Village clean by picking up after their pets and properly
disposing the waste.
GENERAL SAFETY TIPS
For the betterment of all, please keep the following in mind:


Circulars left in driveways are a clue for vandals and
burglars that a house is empty. If you see these on a neighbors
driveway or lawn when they are away, toss them out of sight.
Please be watchful of strangers in your neighborhood. If you notice anyone suspicious walking around or driving slowly through
your area, don’t hesitate to call Suffolk County
Police.
Please ensure your house number is
posted and visible from the street for police,
fire and rescue personnel to find in the event
of an emergency.

PLEASE REMEMBER!
When parking on the street - right wheels to the curb; you
are on the right side of the street and you are facing the right
direction.
Also, persons parking on or across sidewalks will be
issued a ticket.
NEWS FROM THE SANITATION DEPARTMENT
Please help us better serve you by noting the regulations
below. If you have questions about these issues, please
call the Village Sanitation Department at 669-4878.
† Yard waste (leaves, plant clippings, - anything that grows) should be
separated from all other rubbish and placed in a clear plastic bag for a
separate pick-up on your regular rubbish day. This is a mandate from the
Town of Babylon which runs the landfills we use. There can be no plastic
pots, plant tags, or other non-green contaminates in the bag with the yard
waste or the bags will not be accepted and will be left at the curb.
When putting out metal objects for pick-up, you must call ahead to advise the Sanitation Department that your item(s) will be out.
These include refrigerators, washers, dryers, treadmills and BBQ grills.

Place your rubbish between the sidewalk and the curb not earlier than 6
PM the evening before nor later than 7 AM on the morning of your collection day, and remove empty containers from the curb. There is no
garbage, rubbish or recycling pick-up on Saturdays, Sundays or
holidays. When rubbish or recycling collection falls on a holiday, please
do not put items out for pickup until your regular scheduled rubbish/
recycling day the following week.
Residents are responsible for any debris left in the street or at the
curb by their landscaping companies. Any leaves or other debris left
behind, should be bagged by the resident and placed in your yard until
your regular rubbish pick-up day.
S.T.O.P. SET FOR SEPTEMBER
The next S.T.O.P. (Stop Throwing Out Pollutants) Day
is scheduled for September 19th at the Village
Sanitation Department from 9 a.m. until noon. Residents
may drop off acceptable household pollutants: latex and oil
-based paints, car batteries, household cleaners, laundry
products, used motor oil and other items. The Village will
dispose of them according to environmental codes.
2015 TAX RATE
Mayor Ralph Scordino reports the Village Board of Trustees will not
increase the tax rate for the fiscal year beginning June 1, 2015.
Tax bills will be mailed on or about May 11th. If you do not receive
your bill and your mortgage company does not escrow for payment, call
the Tax Receiver’s office at 669-1500. If you recently purchased the property, please call the Tax Receiver’s office as it takes a few months once
the deed is recorded to receive the change of ownership from the County
Clerk’s office. Taxes are due June 1, 2015. Check the legal notice in The
BEACON or visit our website in the month of May for a more detailed
explanation.
BABYLON TUNA TOURNAMENT
Trustee Kevin Muldowney announces the 58th Annual Babylon
Tuna Tournament will be held August 6th through 9th. The Club is
looking forward to an exciting event this year, as they are recruiting
other local organizations to be part of the festivities. Music and nautical
vendors will make the dock a lively place to visit during the tournament.
The No Request Band will perform Friday evening as well as
Risky Business on Saturday evening.
SUFFOLK ANGLERS 4TH ANNUAL
SPRING BASS TOURNAMENT JUNE 7
The Suffolk Marine Anglers Club will host their 4th Annual Spring
Bass Tournament on Sunday, June 7th with a 6am. shotgun start at the
main dock. Fish weigh-in begins at 2:30pm and the last call is 6:00pm.
Proceeds will be donated to Hospice Charities. Whether you fish or not,
it’s a fun event for everyone to enjoy.
“OLE TIMES DAY” & MORE
“Ole Times Day”, sponsored by the Babylon Village Historical &
Preservation Society, will be held Sunday, May 17th from 2-4pm at the
Historical Museum. The Officers and Trustees of the Society welcome
the public to this free program and refreshments will be served. Dr.
Christopher Proto will be the keynote speaker for this event, discussing
the history of the Babylon Village water fountain.
In addition, the Award for Excellence in Social Studies, a $750
grant given to a Babylon Village resident with the highest regent’s
marks in American History will be awarded during “Ole Times Day”.
This year’s award will be presented to Babylon resident Kyle Enshaw,
a senior at West Babylon High School.
The Museum, located on West Main Street at the corner of N. Carll
Avenue, is open to the public on Wednesdays and Saturdays from 24pm. Stop by and see the recently-complete Museum renovation.
The Museum’s newly appointed curator is Karen Kennedy. She replaces long-time curator Ruth Albin, who’s tireless dedication to preserving the history of Babylon Village will be ever appreciated. Ms.
Albin will now enjoy the position of Curator Emeritus.

In June, Mr. Godfrey Mahler, who’s father was the keeper at the
Fire Island Lighthouse, will discuss his memories of living in the lighthouse. Check the website for more information on this upcoming

JUNIOR ANGLERS: Snapper Derby and Clinic News...
The Babylon Tuna Club will host their 1st Annual Snapper Derby Clinic on the finger pier of the main dock on Saturday, August 15th from 9.a.m. til
noon. Participants will learn how to fish for snapper, bait lines and learn about our local waterways. Space will be limited to 80 children; reservations
required. Applications available at babylontunaclub.com.
On Saturday, August 22nd the Club will hold their 2015 Snapper Derby on the main dock for anglers 12 and under.
The boy and girl who catch the biggest snapper will each win a bicycle and other category prizes will be awarded, such as
Most Unique Fish. All will enjoy hot dogs, soda and ice cream. So….hone your skills on the 15th and
show off what you’ve learned on the 22nd It’s a great day for kids and parents and another event that makes our village special.

Alphabetically by last name at Village Hall from 9 AM to 12 Noon
 Swimming instruction is $35 for children and $40 for adults. A valid
pool membership is required to register. Swim lessons run Monday,
June 29 until August 7, with the annual Village Swim Meet on August 8.
 ARC Junior Lifeguard Class and Instructor Aid Class. Applicants
must have completed all swim instruction levels.

times. A neighbor may register your child if it is for a renewal. If this is the first
time for swim lessons, you must come in person with your child who must be

ONLY and a special Sunrise Swim pass will be required for an
additional $30.
RECREATION PROGRAMS BEGIN JUNE 29th
Trustee Carol Amelia reports that the Village’s free recreation
programs for resident children start on Monday, June 29th. The
Gymnastics Program starts Tuesday, June 30th. Registration
takes place at Village Hall from 9:00 a.m. - 12:00 p.m. on the
following dates:

The following programs will again be offered:
Basketball: Starts June 29th. Participants must be
entering at least second grade in September. Sessions

Sessions held in the Babylon High School “West Gym”
from 8a.m. - 12p.m.

Please note that in order to maximize the instructional opportunities of these programs, it is best if your child has an interest in
the sport and participates on a regular basis. Staff need to focus
on small group instruction, and while they will make every effort to
encourage all children to participate, they will not be able to supervise individual children who refuse to participate on a consistent
basis.

putting extinguished cigarette butts and all other
debris in the trash containers provided throughout
the business district and park areas.
