NPI End-of-Project Meeting Using Data to Make Strategic Program Decisions 12th -13th January, 2012 Kampala,Uganda Presented by; Lydia Wilbard Head of Impact Camfed Tanzania Camfed Background Founded in 1993 in the UK and Zimbabwe by supporting 32 girls at secondary school. Camfed’s work now spans 84 rural districts in Ghana, Zambia, Zimbabwe, Tanzania and Malawi. Education programme has benefited 1,451,600 children Young women’s alumni network, Cama, is 15,437 members strong Camfed’s Mission Camfed is dedicated to fighting poverty and HIV/AIDS in Africa by: educating girls and empowering young women. Camfed Model In Tanzania: • Started operations in 2005 • Working in 10 districts • 540 partner schools • 5,268 Bursary girls supported • 63,978 through the Safety Net Fund • 900 Teacher mentors trained Community Networks across the Camfed Programme CDCs Cama Girls SCs PSGs Camfed works with community volunteers at various levels: • District: education and social welfare government officials, head teachers, local leaders and school alumnae( Cama) • Community: Schools, Parent Support Groups, Cama NPI project: Monitoring & Evaluation Goal: To empower them to make decisions and to improve their effectiveness, Camfed’s NPI project provided training in monitoring and evaluation and financial management to a total of 36 Community Development Committee members across three districts (Iringa, Kilolo and Rufiji) Lessons Learnt from the NPI project • Community partners welcome monitoring and evaluation training; • Community engagement with data collection improves programmes’ effectiveness and accountability, and lowers costs; • Application of technology increases efficiency and transparency; • Cost efficiencies are achieved as some CDC officers have resources (such as vehicles) to travel to schools. -As a result of the NPI project M&E activities, some government line workers who had rarely visited schools discovered the value of meeting face to face with school officials, students and parents in the school environment. They also reported a greater sense of ownership over the programme. Challenges In-person monitoring visits or written requests for information (for example attendance figures) from head teachers and schools do not always yield full and comprehensive data. The Way Forward • Camfed has begun implementation of data acquisition by community partners (including trained CDC members) using mobile phones in Ghana and Zambia. • Mobile phone data collection will begin for Camfed Tanzania programmes in the first quarter of 2012.
