Remove and Dispose of Existing Two Tanks
Prepare Tanks: Including pump out all residual fuel after tanks have been emptied by fuel
supplier. Remove all pumps, gages, vents, emergency vents and other appurtenances. Plug
all openings in the tank. Treat the tank with Dry Ice, per API procedure leaving only one ¼”
opening. This process is called “inerting.” Inerting fills the tank with carbon dioxide vapor,
and displaces the oxygen to prevent combustion,
and allow the tank to be transported.

Generator Fuel at West Boise WW Plant is stored in a separate tank aloof from the
equipment fuel tanks. This estimate presumes that there is no purpose in electronically
controlling or monitoring this single use tank. However, it is possible to track this tank and
the fuel use manually and manually enter it in the FuelMaster program in order for this fuel
use to be included in your reports.

Presumptions and Exclusions:
Power:
We have presumed that the electrical circuit to the tank area in place for pumps is a
sufficient circuit for the additional tank monitor unit and Fuel Master Unit. Power
requirements for new pumps or dispensers will be the same as existing equipment. The
FuelMaster unit and the Pneumercator electronic tank gage will use available 115 Volt
power, and will collectively draw a maximum additional 5 amperes of power. This
maximum amperage assumes very cold weather where the full complement of internal
heating for both units is active. We understand that on at least the Public Works sites,
this power requirement will be analyzed and provided.
Cable Installation from FMU to Network:
The City will run a direct-bury cable or other buried cable to the FMU as desired. In this
estimate, connecting this cable to the FuelMaster unit and confirmation of proper
addressing and communication with the City’s network is included when the system is
available at the time the site modifications are made. Where fiber-optic communication
is used, the City will convert the fiber-optic to CAT5 for FMU connection.
For budgeting purposes: Wireless communication to a nearby building may be
established using FuelMaster’s “Deliberant communications system, including
FuelMaster kit #941HO219A, furnished and installed at an estimated cost of $1,280.00.
Emergency Stop Switches and Fire Code:
If there is no existing emergency stop switch and signage, then this will be required by
Fire Code, but has not been included in this estimate. Addition of properly located fire
extinguishers and signage is not included in this estimate.
IDEQ and IPSTF Requirements:
We have checked for Idaho Department of Environmental Quality and Idaho Petroleum
Storage Tank Fund compliance. IDEQ has no jurisdiction, except for the underground
system at the airport. IDEQ may require written advance notice and notice of completion
for adding a volume monitor. If IDEQ or IPSTF require other alterations to any systems
not covered in these improvements, then they would be additional.
Pump Handle Switch Wire (Will not apply to any of the four Public Works sites):
The FuelMaster system requires a signal from each pump or dispenser that indicates an
end to the fueling operation. This is done with nozzle hanger switch wired back to the
FMU. We have proposed replacement of pumps or dispenser known to be without this
switch, but some may be unexpectedly without. New pumps or dispensers such as on all
four Public Works sites will have this handle switch signal.
Hanging Hardware:
There may be cases where hose retractors, nozzles, swivels and break-away devices on
the hose should be modified for fit, or upgraded. These changes will need to be evaluated
and handled on a case by case basis. Our intent is to re-use all of the hanging hardware,
unless otherwise noted, such as on all four Public Works Department sites.
Contingency: A line item has been added to each location for contingent costs. This is
to assist in planning for potential cost increases for manufacturer cost increases between
the initial proposal and contracting, or for contingencies such as those on this page.
