PERSONAL SAFETY AND SITUATIONAL AWARENESS IN FOUR SCENARIOS
Anyone working in property management knows that you may encounter anything—or everything—in the field.
This session presents four distinct scenarios that might take place at a property, and helps prepare you for any
of these possibilities. Panelists will discuss a natural disaster, such as a tornado or a flood, an active shooter
situation, gang activity and drug activity. During each scenario, best practices will be presented for preparing for
or preventing the situation, reacting and responding to the situation, who to call for help during the situation and

Do you know the law? Two veteran attorneys will provide an in-depth and up-to-date overview of laws and
regulations governing evictions, leases, reasonable accommodations and other legal issues critical for anyone in

OHFA HOUSING TAX CREDIT COMPLIANCE TRAINING
This all-day training class has been updated to include the latest industry changes as well as new content
and focus! OHFA’s Compliance Training is an interactive training session that focuses primarily on the basics
of compliance for the Housing Tax Credit program (also known as the HTC program) and on OHFA’s policies.
Because compliance rules and procedures are frequently revised, this course is beneficial for individuals new to
the Housing Tax Credit program as well as for seasoned veterans.

The Asset Management Show
An informal and engaging session presented in a late-night
talk show format with entertaining banter between a lively
host and “special” guest stars. Discussion will revolve
around how Asset Management is playing a larger role in
development and planning, and will look at long-term asset
management strategies as well as putting a deal together.
This workshop will provide those new to the low-income housing tax credit industry, or those
just seeking to learn more about the program, the basic mechanics of the tax credit, how
key partners work together to get a project done, how other resources are incorporated into
a project and what kinds of housing can be developed with this financing. This session will
feature experienced professionals who have a diverse skillset within the tax credit industry,
and is a good background for new development staff and people in related fields like
property management, lending and public agency funders.
Best Practices in Handling Environmental Issues
Delve into the many environmental problems that often confront housing professionals.
From radon and lead base paint to asbestos and mold, these challenging issues will be
discussed by our expert panel from their various professional perspectives. Topics include
initial assessments and lender conditions, abatement and State Regulatory requirements.

The need for affordable assisted-living (AAL) units is immense and growing bigger with
every passing year. But the challenges involved in combining different sources of financing,
working with multiple government agencies and arranging the service-delivery component
keep many potential developers and owners out of the market. Learn from our experts
about three different approaches to providing AAL, all funded in part with OHFA resources.
Mobile Tour: Mid-Ohio Food Bank—Who Feeds the Poor? (Parts I & II)
Join us as we tour the Mid-Ohio Food Bank. The food bank obtains and distributes 52,000,000 pounds of food a year to more than 625 food pantries,
soup kitchens, shelters, after-school programs and senior housing sites across central and eastern Ohio. See and hear how this $90,000,000 operation
efficiently collects, stores and distributes food, from the suppliers to the tables of hungry people in their greatest times of need.

Conquering the Qualified Allocation Plan takes years of practice . . . or you can attend this session
and learn straight from the experts! Join twenty-year veteran of OHFA’s tax credit program, Chief
of Staff Sean Thomas, for his highly anticipated annual update on the QAP’s evolution. Then hear
from two industry pros who, with five 2016 funded projects between them, have clearly mastered
the process. Do you have your own suggestion for the 2018 revisions? Share and discuss using
#QAP18!
Strategies for Engaging Elected Officials: Telling Our Story
In today’s fast-paced world of short attention spans, hashtags and instagrams, the work of
developing strong relationships with policy makers and funders is critical. This session will
discuss strategies for engaging elected officials in the work of affordable housing development.
Speakers will share stories of successful outreach efforts, as well as examples of messages that
resonate well with elected officials on both sides of the aisle.
Hardest Hit Fund Program Update and Blight Initiative
Treasury will provide an update on the Hardest Hit Fund Program across all states. Additionally,
the panel (OHFA, Jim Rokakis, Treasury) will provide a deeper dive into the blight programs that
are being offered, share statistics, discuss obstacles and greening, and conduct a Q&A.
CHANGE Is GOOD: Using Kaizen for
Program Compliance Review Process Improvement
Kaizen is a Japanese word meaning continuous improvement. It's made up of two characters in
Japanese: kai, which means 'change,' and zen, which means 'good.' Hear about a Kaizen event
involving Program Compliance Housing Analysts and industry partners to streamline prepping
for compliance reviews. The Kaizen philosophy of long-term, continuous improvement can help
your team make small, incremental changes to processes and procedures in order to improve
efficiency and quality.
Emerging Property Management Issues
As federal and local laws evolve, managing agents must adapt to remain in compliance with
those laws. Legislators and the court system have weighed in recently on medicinal marijuana in
Ohio, the Violence Against Women Act and disparate impact as a result of criminal records. This
session will explore these important emerging issues.
Due to popular demand, the PTI panelists are back this year to discuss a wide range
of current issues and questions regarding affordable housing policy and development
programs. This rapid-fire conversation will be both entertaining and informative. You can
again help with the discussion by providing questions before the conference for the panel to

Public Housing Redevelopment and RAD
This session will focus on redevelopment efforts by public housing authorities. The
panelists will discuss their ongoing developments and the challenges they face in today’s
environment. Panelists will also provide a case study on their experience with the Rental
Assistance Demonstration (RAD) program that is administered through HUD.
Real Estate Tax Issues . . . the Struggle Continues
Leading industry experts will discuss the current state of real estate taxes for incomerestricted properties. Topics will include the Woda Ivy Glen decision seven years later,
recent changes to the Ohio Revised Code and varying interpretations by county auditors.
The panel will explore current efforts to bring a consistent application of the rules to
income-restricted properties throughout Ohio.
The Power of Technology: Marketing on the Internet with a Limited Budget
Gaining exposure for your organization or property by using the internet is the new normal.
However, most of us are working with a small or even no marketing budget. Get caught
up on how others in our industry are using social media and low- or no-cost internet
advertising. Hear which methods have proven successful, and which, if any should be
Control-Alt-Deleted.
Supporting Low-Income Older Adults in Ohio
By 2020, one in four Ohioans will be aged 60 and older. Planning for this population
shift will require collaboration among housing, social services and health care providers.
This panel will discuss the role of the affordable housing industry to support the growing
population of older adults in Ohio. Panelists will focus on the integration of long-term
services and supports (LTSS) and affordable housing resources to increase communitybased housing options and improve health outcomes.
7 in 7: Pioneering Leaders at the Intersection of Fields

This session will highlight the work of seven inspiring leaders working at the intersection of
housing and community development and health, education, transportation, workforce and
economic development, environment and social justice. Come explore the intersection of
your passion and professional career, while learning about new ideas that have the potential to
positively influence unresolved conditions in our local neighborhoods and communities.
Mobile Tour: Van Buren Shelter and Van Buren Village
This session will tour two recently completed projects, the Van Buren Shelter and Van Buren
Permanent Supportive Housing. Through a partnership between the Community Shelter Board,
Volunteers of America of Greater Ohio, YMCA of Central Ohio and Columbus Metropolitan
Housing Authority, the Van Buren Shelter was completed in July 2014, and is open to men,
women and families. Volunteers of America of Greater Ohio and Columbus Metropolitan
Housing Authority also partnered on the recently opened 100-unit Van Buren Permanent
Supportive Housing.

Join us for a special screening of Free to Ride, a documentary produced by
the Ohio State University's Kirwan Institute. This powerful new film seeks to
address the question of whether public transporation is a civil rights issue, and
highlights the struggle by Leaders for Equality and Action in Dayton (LEAD) and
their lawyers at Advocates for Basic Legal Equality (ABLE) to provide Dayton
residents with access by bus to jobs and education in the neighboring suburb
of Beavercreek. Since the clash between neighbors and the issues it raised
are reminiscent of resistance faced by advocates and developers of affordable

with LIHTC deals (what are the differences in structuring), historic credit – update on 50d income, who can make a

A group purchasing plan can help provide significant savings for properties while improving quality and consistency,
and even reducing maintenance needs. Because of their size, group purchasing plans usually command better

Passive House 101
Take a ride to the south side of Columbus! This tour will include stops at Parsons Avenue, a supportive-housing
development for formerly homeless men disabled by substance addiction; the Reeb Avenue Center, a social
services center designed to drive neighborhood revitalization and opportunity; and Southern Gateway Homes,
single-family affordable living. The tour will include brief histories of the neighborhoods, tours of housing units and
conversations with residents and homeowners.

Ohio Section 811 Program NOW Roundtable
Come join an interactive discussion on the Ohio Section 811 Project Rental Assistance Program NOW, which is providing a
resource to help the state expand integrated affordable housing opportunities to individuals with disabilities. Panelists from all
of the partner state agencies (OHFA, Medicaid, DODD and OhioMHAS) and the Technical Assistance Council will be on hand to
discuss how the actual program will work. You will learn about the new and existing properties that are participating in the Ohio
Section 811 PRA Program, and the PAIR™ referral and application process.
FHLB Cincinnati Affordable Housing Program Roundtable
FHLB Cincinnati will discuss the benefits of using the Affordable Housing Program (AHP) to develop housing, and the pitfalls
developers should avoid from application for funding to construction start, and from request for disbursement to initial
project audit. Housing developers will have an opportunity to ask questions about any aspect of the program’s application,
disbursement and monitoring process.

Scholarships
CEU Credits
Continuing education units/credits will be available for particular
sessions during the conference. In order to receive CEU credits, each
attendee must be present for 90 percent of the scheduled class
time and must have his/her name badge scanned at the session
entrance. If an attendee leaves a class in progress, his/her name
badge will be scanned, showing an exit from the session. Leaving a
session early could result in the forfeiture of CEU credits. Please visit

OHFA and OCCH are able to provide a quality conference with
affordable rates, and to offer scholarships, because of the
generosity of our conference sponsors. Scholarships are available
to students and nonprofit representatives who, due to limited funds,
