Welcome back to Concord & Cabarrus County, home of the award-winning Charlotte Motor
Speedway and zMAX Dragway.
Concord Kannapolis Area Transit (Rider Transit) is honored to host the 2016 North Carolina
Public Transportation Association Conference, Expo, Golf Tournament and Roadeo for the
second consecutive year. This is the largest annual gathering of North Carolina public
transportation professionals and industry leaders.
This year’s theme is “Telling Our Story.” As transportation professionals, we have an
opportunity to positively impact people’s lives every day. Representatives from more than 100
rural, urban and regional systems from across the state have come together to train, learn and
network with community and business leaders, local, state and federal officials and the
suppliers and vendors that serve the public transportation industry. This is your opportunity to
share how you and your co-workers are making a difference. Tell your story to help us tell
our story!
Our agenda is packed with sessions that will appeal to everyone. The experts are back to
update you on changes to federal and state legislation, policies and reporting requirements.
Each series of breakout sessions is designed to provide training and guidance in the
categories of Administration (Track 1), Safety/Security (Track 2), Operations (Track 3) and
Maintenance/Technology (Track 4). Vehicle Evacuation Training and Technical Tours are
also back by popular demand.

NEMT - A Look at the Layers
This refresher session will look at updated values of NEMT
expenditures, recently completed DMA reports, mandates
to provide service, potential limits, cost recovery and a
re-enforcement of the roles of providers and DHHS as the
grantee. The panel discussion looks at what NC is doing
right and what could be done better, including a look at
the role Urban Systems can/should play in NEMT, and some
of the positive impacts of brokerage.

Digitizing Bus Schedules for the 21st Century
With mobile interface technology expanding at an
exponential rate, the use of static route maps and paper
schedules has become a cumbersome, obsolete method of
informing transit riders. The General Transit Feed Specification
(GTFS) has become the industry standard format for capturing
transit data. Join this session to learn the basics of translating
your routes and schedules into this easy-to-use format, and
touch on the various methods of providing this feed to
Google and other GTFS developers. We’ll also introduce some
of the possibilities that a GTFS can open up to your system,
including Real-Time GTFS feeds, Route-Tracking technologies
and seamless route generation.

CYA (Covering Your Assets): How to Get the Most Out of Your
Capital Funding
Do you have unlimited funding? When resources are limited,
transit managers need to be more resourceful in maintaining
vehicles and other assets in a “state of good repair”. Three
speakers will address crucial elements in developing and
managing your agency’s transit assets and getting the most
from your funding. Topics include: Determining the REAL
useful life of your revenue vehicles for more effective funding
requests; Trends that will affect your asset planning; and How
to enhance funding decisions to achieve stakeholder
consensus.

of freedom or liberty; not just as marketing, but as

TrAMS Update
The Transit Award Management System (TrAMS) was
released by FTA earlier this year, replacing TEAM. This new
platform provides greater efficiency and improved
transparency and accountability as you manage your
federal grants. A representative from FTA will share tips for
navigating the system and will answer your questions, so
come prepared!

What to Expect During an OSHA Site Visit - The 10 Most
Frequently Cited Serious Violations
This session, facilitated by an NCDOL Safety Education
Specialist, will bring awareness to two areas of safety
oversight. We will discuss the OSHA inspection process,
including types of inspections, inspection triggers and
procedures, employer/employee rights and responsibilities,
and post-inspection activities. The “Top Ten” most
frequently cited serious violations in the public sector will be
reviewed so participants can relate these violations to their
own workplaces. Elimination of these common hazards is
an important step in providing a safe work environment.

Everyone’s Introduction to Transit Network Design
In this fun and interactive workshop you will have a chance
to plan a fixed route transit network for a simple fictional
city. Learn about how routing, frequency and cycle
patterns interact to govern how fast people can get
places. Explore how the geometric facts about transit
raise certain questions and create potential trade-offs that
our leaders need to think about. Jarrett Walker has used
this simple but carefully-designed game in stakeholder
workshops and courses around the world.

What’s a Super Circular?
OMB recently consolidated guidance for public entities,
nonprofit organizations, and institutions of higher education
in the areas of cost principles, indirect costs, grants
management procedures and audit. The new regulation,
referred to as the “Super Circular,” supersedes and
streamlines requirements from eight previous guidance
circulars. This session will provide detailed information on
how the new rules change existing FTA guidance in multiple
areas, including: grant award procedures, internal controls,
conflicts of interest, cost documentation, cost and price
analysis, procurements, indirect costs, and compliance
reviews.

Fixed Route Circulators in Community Transportation
In this session four North Carolina community transportation
systems share successes and trials in operating fixed or flex
routes. This is the session to attend if you are part of a

Emerging Technologies - How Automated Fare Collection,

Our world is becoming faster, more integrated and
convenient because of changes brought on by new
technology. Many of these same benefits can also be
seen in the transit industry. This session will provide an
overview of three specific technologies (Automated Fare
Collection, Wireless Communication and Business
Analytics) and how they directly impact riders as well as
internal operations.

A Decade of Development: Local Transit Planning Initiatives
in the Raleigh to Charlotte Corridor
The session will present the evolution of transit system
planning efforts undertaken in Burlington and Kannapolis in
the past decade. This "decade of development" began
with a 2005 feasibility study for a fixed-route transit system in
Alamance County, right after Concord Kannapolis Area
Transit began operations in 2004. After a seven-year delay,
reinvigorated planning efforts resulted in "Link Transit", which
opened just days ago, serving Burlington and Gibsonville.
Burlington and Kannapolis have further expanded
connectivity by planning stops at local train stations to
allow for longer distance travel in the Raleigh to Charlotte
corridor. Discussion will include effective transit planning
methods, overcoming obstacles, working with elected
officials and the power of citizen advocacy.

Security Video for Claim Mitigation and Investigation
This session will provide insight on how your agency’s
attorneys can utilize camera security videos to avoid, or
at least minimize, the number of claims involving transit
system vehicles and also methods to control claims costs
when lawsuits are filed. An attorney from CATS will
explain the NC laws that govern the use of surveillance;
how and when tapes are admissible in court hearings;
and actions that can be taken to prevent exaggerated
or fraudulent claims and lawsuits. Actual videos from
CATS’ library that have been used in past court cases will
be shown. Time will be afforded for a discussion so
participants’ questions can be answered.

Identifying Route Inefficiencies - How Transportation
Network Companies Are Impacting Transit
Transit agencies are now forced to compete with Uber,
Lyft, bike shares, and electric car rentals. This means
planners must create more efficient fixed routes for riders
that depend on their service. By layering census data on
preexisting maps we are able to identify factors that
affect ridership. In this presentation, the audience will
learn about what public transit can expect from network
companies moving forward, what leading agencies
have done to provide their own “like service”, and what
new options are available for those interested in "on
demand" technology.

Access to jobs is a growing topic of discussion. Just

access them. An efficient street and highway network is
important, but a less talked about solution is public
transit - specifically riding the bus. This session will explore
the tools and techniques that transit planners use when
designing bus routes; focusing on commute distance,
providing passenger amenities, determining cost and
ease of access.

In this session a panel of experienced transit leaders will
share ideas and information on hiring "good" employees.
The panel will discuss questions you should ask yourself
when screening applicants and will also look at ways to
retain those employees once they are on board. This
session will cover rural and urban systems, non-profit and
union employee hiring and retention. Bring your
questions and suggestions to share with others.

brief timeout to examine your life and your career. You
owe it to yourself to take this light-hearted journey

You don’t have to go to a jewelry store to engage
people on the subject of public transit. Although
handing out diamonds would help. People are busy!
While public hearings and meetings are still required and
necessary, it is increasingly difficult to engage people
regardless of the subject. This session will explore
effective, low cost ways to engage transit riders and the
general public, whether dealing with route and fare
changes, promoting your transit service or advocating
and educating the general public.

Paratransit Cost Reduction Model
This presentation covers all of the steps necessary to
develop a program of fixed-route facilities access,
source/destination gap remediation, travel training and
reclassification, in order to reduce and maintain
paratransit cost over time. We will introduce a method of
coordination to comply with mandated ADA
requirements for an ADA Transition Plan, paratransit
eligibility assessment processes, fixed-route facilities and
vehicles accessibility, and outreach coordination to
develop an environment for the ultimate system access
and reclassification of existing and future paratransit
enrollees.

Secretary of Transportation

Anthony Foxx became the 17th US Secretary of
Transportation on July 2, 2013. He leads an agency with
more than 55,000 employees and a budget exceeding
$70 billion. The Secretary’s primary goal is to ensure that
America maintains the safest, most efficient transportation
system in the world. Foxx joined the USDOT after serving
as mayor of Charlotte, NC from 2009 to 2013. As mayor,
he made efficient and innovative transportation
investments, including the LYNX light rail extension and
Charlotte Streetcar project. Prior to being elected mayor,
Secretary Foxx served two terms on the Charlotte City
Council, chairing the Transportation Committee. Foxx
received a law degree from New York University’s School
of Law as a Root-Tilden Scholar. He earned a bachelor’s
degree in History from Davidson College. Foxx and his
wife Samara, also an attorney, have two children, Hillary
and Zachary.

Integrated Mobility
A recent TCRP report, “Shared Mobility and the
Transformation of Public Transit”, indicated that shared
modes (e.g. bike share, car share, and ride sourcing)
complement public transit and enhance the potential for
use by transforming transportation agencies into mobility
agencies. This session will provide an overview of
integrated mobility issues and potential solutions; discuss
promotional efforts including the FTA’s “Rides to Wellness”
and “Mobility on Demand” initiatives; and communicate
how resources like the National Center for Mobility
Management can address mobility beyond direct
provision of services, create a network of mobility
managers, and develop cross-agency working groups.
