The school is located approximately 1km north east of Hook, 1.5km southwest of Tolworth and 2.5km south of Surbiton. The school’s frontage is onto Fullers Way North. It is located between the Red Lion Business Centre industrial estate to the north and the A3 Kingston Bypass and Tolworth Recreation Centre to the south, see Figure 1. There are 4 entrances/exits to the school site, all onto Fullers Way North (see Figure 3). 1. Pedestrian only entrance & exit: This is a safe walking route that is used by the majority of students and staff travelling to the school from the residential areas of Surbiton and Tolworth and from bus stops on the K1 bus route. The footway leads directly to the main visitor entrance. 2. Vehicle and cycle exit: Exit from staff and visitor parking area. 3. Vehicle and cycle entrance: Entrance to staff and visitor parking area. 4. Vehicle, cycle & pedestrian entrance/exit: Used by patrons of Tolworth Recreation Centre, staff parking, pupils and staff from the residential areas of Hook and Tolworth and bus stops on Hook Road. 1 Catchment Area The school’s catchment area varies year on year, but typically between 2.5km to 3.3km from the school in any direction. The 2009 travel survey showed that 60% of students lived within 0-1 miles of the school, increasing to 90% of pupils living within 0-2 miles of the school. Only 10% of pupils live further than 2 miles from the school. See Figure 2 for a postcode plot of pupil addresses. The recent School Travel Survey does however show that there are an increasing number of students from year 10 upwards that are choosing to travel from further afield in order to attend Tolworth Girls’ School. The survey showed that there are a small percentage of pupils travelling from Croydon, Sutton and Wimbledon. The most common postcodes where students come from are KT6 (Surbiton), KT9 (Chessington) and KT4 (Worcester Park). The school has 210 year 7 places for September 2014. See Appendix A for further details on the School Admission Policy. Number of storage lockers 1 per student Shower facilities At Tolworth Recreation Centre 2 Transport Links Public transport access in the locality is focussed upon the Hook Road corridor where four frequent bus services are available, routes K1, K4, 71 and 465 being 600m from the school. The K1 also stops closer to the school on Red Lion Road / Thornhill Road which is 500m. The school itself has a low ‘PTAL’ (Public Transport Accessibility Level) rating of 1a. All these routes provide access north to Surbiton and Kingston, giving a high combined frequency and interchange opportunities to Buses National Rail services as well as other bus routes. With the exception of the K1, which serves Tolworth and New Malden to the east, they all provide access south to Hook and Chessington, with the 465 continuing onto Leatherhead and Dorking. See Table 1 for a summary of bus routes and service frequency and Figure 4 for a local route plan. Appendix B contains current bus timetable and public transport route plans for Hook, Tolworth and Surbiton. Appendix D contains an audit of existing bus usage. The school is 1.6km west of Tolworth railway station, which is served by South West Trains services on the Chessington branch to / from London Waterloo. Higher frequency services are available from Surbiton railway Trains/tube/ tram station which is located approximately 2.5km north of the school and is within cycling distance or accessible by any of the nearby bus routes. Surbiton benefits from mainline services between London Waterloo and Woking continuing to destinations including Basingstoke, Alton and Guildford. It is also served by trains on the Hampton Court branch. Appendix B contains rail network plans, whilst Table 2 summarises the lines and train frequencies. The school is well located to take advantage of existing cycle Cycle routes facilities as illustrated by Figure 5 which sets out the cycle facilities/routes within the vicinity. As indicated, a signed cycle 3 route traverses the length of Fullers Way North and Red Lion Road connecting the site northwards to Tolworth, Surbiton and Kingston and southwards to Hook and Chessington. An additional route is provided towards Surbiton using an off-road connection from Fullers Way North through to Kent Way and Tolworth Road. Extracts from cycle route maps are included at Appendix C. The school will also sign up and apply for ‘STARS’ (Sustainable Travel: Active, Responsible, Safe) accreditation (www.staccreditation.org.uk) which is Transport for London’s (TfL) strategic framework that encourages and rewards schools for adopting safer and more active travel behaviour. In 2009 the school took part in the Cyclicious project which was run by the Royal Borough of Kingston and Transport for London. The project ran for one month with 420 year 7 and 8 pupils taking part. The scheme focused on increasing the awareness of the benefits that cycling can bring. To promote the campaign posters were designed and displayed around the school, and this was followed up with an assembly to all of year 7. Activities included a smoothie bike challenge, basic bike maintenance skills workshops and an odometer challenge. A further 20 pupils passes refresher level 2 and 3 cycle training and were presented with certificates in a whole school assembly. The project successfully increased the number of pupils cycling to school from six before the project to 15 following the campaign and 4 presently 12 regular cyclists in 2014. Members of staff are able to take advantage of the Cycle to Work scheme through the Royal Borough of Kingston. When after school clubs have finished TGS is used by the TRC for various sports clubs. Number of storage lockers 1 per student Shower facilities At Tolworth Recreation Centre A detailed planning application is being submitted for outline approval for up to 106 residential dwellings on surplus land to the north east of the school buildings / playing fields and detailed approval for the expansion of the school and to bring its facilities up to standard. The expansion will typically add, over time, an additional c.250 pupils (30 pupils per year group in Years 7 to 11, together with an increase in the Sixth Form staying on rate) equating to a c.18% increase in the school roll. The expansion and provision of upgraded facilities will also enable the existing school buildings to be refurbished. Staff numbers are forecast to increase by 5% from 150 at present to 157 when expanded. A masterplan is shown on Figure 6. Site Access Arrangements The proposed vehicular site accesses, will comprise of a combined entrance / exit onto Fullers Way North. This will serve staff and visitor parking and service access for the school as well as continuing through to the proposed residential area. This access will also serve Tolworth Gymnastics Club providing them with a direct access for the first time; TGC will be provided with its own dedicated parking area. This new main access is located between the existing school entrance and exit 7 points. It will be wider and benefit from visibility improvements in comparison to the existing arrangements. The existing vehicular school exit will be closed however the footpath to the north will be retained. A bus turning facility has also been included. This will be available for use by the school’s minibus or hired coaches and may also be used by a new public bus service for the area which London Buses are currently examining. The existing TRC access will be retained but with the benefit of pedestrian routing improvements. At present the crossing of pedestrians, particularly large groups of pupils over Fullers Way North occurs very close to the A3 junction causing traffic to sometimes queue back onto the A3, compounded also by delays to traffic turning into the Tolworth Recreation Centre car park as pupils also cross this access. A new crossing point and rerouting of the footway into / out of the school is proposed so that pupils cross to the north of the TRC access junction, this being a lower trafficked section of Fullers Way North than between the A3 and the TRC access. In doing so they also don’t need to cross the TRC access either. An additional traffic calming feature is proposed here midway between the existing features in order to facilitate the crossing point and to maintain the constraint of traffic speeds. A new footway / cycleway link is proposed between the residential development area and the A3 at the south eastern corner of the site on the desire line between the site and Tolworth Broadway and railway station. This will be continued into the site with a new rear pedestrian access to the school proposed off the new access road. On-Site Car & Cycle Parking Provision The car parking to be provided for the school is effectively a re-provision of the existing spaces currently provided within its frontage and will total 105 spaces; this is a minor increase of ten spaces which reflects the increase in the school’s staffing due to its expansion and the dispersal of the parking areas. This will consist of the existing 39 spaces accessed via TRC, 38 spaces at the front of the site via the new access, split between a main car park of 32 spaces and a visitors parking area of 6 spaces, together with 28 spaces off the new access at the rear adjacent to TGC; the rear car park will be available outside of school hours for community use in association with the school’s new sports facilities. Of the 39 existing spaces accessed via TRC their shared usage with TRC will remain as at present, i.e. 20 for 8 TRC during the school day and all 39 outside of school hours. 10% of the parking will have provision for electric vehicle charging together with a further 10% having passive provision. A total of 90 cycle parking spaces are proposed for the school, which includes reprovision of the existing 64 spaces, together with an increase in accordance with TfL standards for the proposed school expansion. As agreed with TfL passive provision of a further 90 spaces has also been allowed for to ensure that there is space reserved to provide them if demand increases. School redevelopment proposals provide a new rear access into the school and also increase the amount of cycle parking. Bus turning facility to be provided in the building proposals. London buses are also investigating the possibility of a new bus service, which would negate the 500-600m walk for some pupils. The survey shows that in the PM there are more pupils walking and taking the bus than in the AM, showing that more sustainable travel behaviour is possible. More pupils would like to cycle to school. At present only 23 cycle but 94 said that this would be their preferred mode of travel. c.60% of pupils live 1 mile or less from the school. Applications made under this criterion must be accompanied by details of circumstance and professionally supported evidence (e.g. from a social workers • places will be offered next to children who have a brother or sister, including an adopted, foster, half- or step-brother or sister, living at the same address and attending the same school at the time of admission; • places will then be offered in cases of exceptional family, social or medical need (which must be described on the application form and verified by professionally supported evidence, e.g. from a professionally qualified health professional or social worker) which makes the school concerned the most suitable one for the individual child; • the remaining places will be offered to children who live nearest to the school, as measured using a straight line. Distance will be measured from the home address to the main school entrance on Fullers Way North. All distances will be measured using Kingston Council School Admissions computerised Geographical Information System. The admissions criteria does not give priority to parents who wish to apply to the school solely on the grounds that they require a single sex education for their child. Children who have a Statement of Special Educational Needs will be offered a place if the school is named in their Statement in accordance with the Education Act 1996 and the Special Educational Needs Code of Practice. If two applicants live the same distance from the school, random selection by the drawing of lots will be used to allocate the place. Late applications All late applications will be considered in accordance with Kingston's co-ordinated secondary admissions scheme and as published in Kingston's "Which Secondary School" booklet. Waiting List The waiting list will automatically consist of the names of unsuccessful applicants who have not had a higher preference offer. This list will be held in criteria order and will include any late applications. Names of children who have had a higher preference offer, or who did not originally name the school as a preference, to the waiting list. Their names will be added to the waiting list in criteria order. From 1st September 2013 the waiting list will be reviewed every 12 months. Parents will be contacted annually to ask if they want their child's name to remain on the waiting list. This data was collected in the November of 2013. Year 7 through to year 13’s where asked to complete the survey. It needs to be noted that not all questions were answered which would result in skewered numbers and results in some areas. This figure (of 33 %) is the most environmentally friendly way to get to school. This is to be expected due to the close catchment of pupils. Another environmentally friendly method of travel is cycling yet only 2 % of students currently use this option. Reasons for not choosing to cycle include lack of cycling lanes, poor weather in winter, as well as traffic is considered too be busy and at times dangerous. The next most popular method is to get the bus in (24%) followed by getting the car into school (23%) and car share (17 %). Travel by car and car share have increased from the 2009 Travel Survey by 3 % by car and car share by 12 %. This is the least environmentally friendly way of getting into school and is an area that the travel plan can focus upon. Some reasons for a lack of students getting public transport are due to the low prevision to the area. The nearest bus stop is at least 500m from the school but only supplies Kingston. The nearest train stations are founding Surbiton and Tolworth, but are a considerable walk from the station to school. This is reflected by the low percentage that manages to get the train to school (1%). The percentage who do use the train are students who have been identified as living outside the catchment area e.g. Wimbledon. Figure 2 As students travel from school there is a slight difference in the percentage numbers. Figure 2 show the number of students that walk has increased to 39 % from the journey to school (a 6% increase). This could be due to the fact that parents are not available to pick their children up at 3.20pm but are more readily available to drop their daughters off on the way to work at 8.15am or on the way to dropping younger siblings at primary schools in the area. The number getting the car home corresponds with this as it has gone down to 19% (a 4% decrease) and this can also be seen in the number who car share 11 % a decrease of 6 % from those coming to school. The number of students getting the bus home has increased to 28% (rather than 24% on the way to school). The number of students cycling or going by rail has stayed consistent. The increase in students making their own way home in the afternoons (in a more sustainable way) could also be due to their involvements in afterschool clubs or with staff. Figure 3 Figure 3 shows the preferred way that pupils would like to get to school and back if they had the choice, with few time constraints and other issues such as the weather, darkness and too much to carry. This will be described in the next section. The most preferred way that pupils would like to travel to school is by car (45%) followed by walking (29%) then by bus (14 %) and lastly cycling (12%). I believe that the car is the most popular method as students believe the walk/ bus ride is too far and it could be too dark and maybe cold and wet to travel involving the outdoors. A large rise in popularity came in the form of 12% of pupils wanting to cycle to school. I see this as a popular choice as it is a quick and cheap way of getting to school. The two least preferred method of travelling to and from school is by parking/ walking (0%) and Rail (0%) as both could be seen as time consuming and still contains the negative connotations of walking as they have to travel like this part of the way. The Rail Stations (Tolworth and Surbiton) are too far which would involve a separate bus trip or long walk to get to school, therefore decreasing the trains popularity. This is understandable during the winter months when darkness and cold/ rain are a problem, and this highlights the issues with doing a survey at only one point of the year. The second barrier identified by students is the fact that they ‘have too much to carry’ (13%) which would result in students preferring to travel by car or bus. Another barrier which comes in at 12 % is that the distance is ‘too far ‘which ties in with the barrier ‘lack of time’ (11 %). If students are travelling from a distance then it would in fact be hampered by having the time to make the journey and still get to school on time. Other barriers include laziness (which affected 10% of the cohort). This could be due to late afterschool clubs which are tiring for students after a day of studying and also they could have too much to carry. Another reason that could add to the ‘laziness’ could be that they would have to get up earlier if they wanted to use a more sustainable method to get into school, such as: walking; cycling or getting the bus. Changes from 2010 Survey There are distinct differences between the results from the 2010 and the 2014 survey is the number of pupils who walk to school. In 2010 48% walked to school however in 2014 this decreased by 15 % in that only 33 % of pupils walk to school. On the way home the number was 45% in 2010 however in 2014 the figure was 39 % resulting in 6 %. This shows that there has been a decrease in the number of pupils walking to school which could be due to road safety or some of the other reasons highlighted in the barriers section above. The number of pupils getting the car either to or from school was an average of 16.5% 2010 however this has now increased to 23 % in 2014 being dropped at school by car and 19 % using cars as a mode of travel home. It is important to note that some of these figures may be due to the number of sixth formers who use cars to travel to and from school as they have passed their driving licenses. The increase is not indicative of any initiatives about sustainable travel having worked. A similarity is that the mode of transport by bus also remained similar from 2010 to 2014. In 2010 pupils getting the bus was 26% however usage of buses to school in 2014 is 24 5 rising to 28 % from school. The increase in students taking the bus from school could also be as a result of the introduction of the Oyster card allowing school children free travel. Rail travel has also remained the same from 2010 to 2014 due to the small number of students who use trains to get to school. There is a slight difference in the number of pupils cycling to school. In 2010 the average number of pupils coming to and from school by bike was 1% of the school. This has now risen to 2%. This could just be because of a different cohort, greater emphasis on cycling proficiency in primary schools but also because of the improved cycle facilities in school. However it is interesting to note that the major volume of traffic into school occurs between 8am and 8:25 which is the start of the first lesson. This proves that the congestion levels peak at this time both outside school for students being dropped off by car and at the different entrances to school. In warmer weather the inflow of students is medium paced as students walk at a more leisurely pace into school in winter students due to the weather conditions tend to hurry into school. There is a small portion of students (13) who arrive just after 7 am; these students have said reasons for this is that parents drop them off on the way to work. The number of students arriving later in the day for example between 9 am and 9:30 is the year 13 who have a timetable which is staggered throughout the day and students often chose to only come into school for their lessons due to lack of study rooms and space in the common room. Figure 6 Looking at the graph above it indicates that the majority of students leave the school at 3:30 which is after the final bell goes at 3:25. The numbers of students who leave throughout the afternoon after 3:30 tend to be students who have afterschool clubs or in the case of year 11 attend additional study sessions. There is a portion of students (34 students) especially in year 12 and 10 who stay in school until or after 5:00pm. These students indicated they stay in school as they don’t have the resources at home to complete work set. During different times of the year – the number of students who stay until or after 5pm will fluctuate this could be because of drama productions, dance or music rehearsals and/or the completion of work in subjects such as Art, textiles, media, etc. Problems identified from surveys From the survey it is made clear that issues around travel to and from school include: 1. No direct bus service to school for students 2. Travel by Rail involves a secondary journey by bus or a distance to walk 3. Pupils who walk have a no clear crossing in Fullers Way road – in the mornings and afternoons there is people and car congestion at the apex of entrance to Tolworth Recreation Centre, entry/exit of A3 and Fullers Way North Road. Identifying Our Baseline Information Survey Results Staff 72 staff completed the Travel survey with no distinction between part-time, full-time staff or teaching and office staff. Figure 7 The pie chart above illustrates that staff come from a wide catchment area that involves a variety of travel times and distances. In total, 81 % of staff travel in this way. This is the least sustainable way of travelling to school and increases the fears surrounding road safety and congestion in the local area. The more sustainable methods of travelling (car share, bus, rail, cycling and walking) contribute to 19 % of the total. Figure 10 The majority of staff (76%) would still like to travel to school by car (seen in figure 10) and this correlates with figure 11 which states the barriers that staff face to more sustainable travel (such as distance, too much to carry and poor weather). Using the car eliminates these difficulties, therefore making it the most efficient means of travel for most staff. Some staff who live in close proximity to school would also like to cycle to school and to walk however the figure is still low at 13 %. Barriers to travelling by a more sustainable mode: Figure 11 The main barrier for staff against travelling in a more sustainable manner is that the distance is too far to school. This came in at 40%. From staff, the vocal consensus was that they sometimes choose to live a fair distance away from school to be able to gain a clear work- life balance (especially at weekends) and being in a different area to most of the pupil cohort helps them achieve this. The next greatest barriers, illustrated on figure 11, include too much to carry (18 %); no direct bus service (14 %) and poor weather (13%). These are very hard to combat as the accessibility of bus and rail routes over the area are varied. Areas such as the cost of a bike and bike storage at school are not significant barriers against more sustainable travel. Staff time of arrival and departure Figure 12 Figure 13 Staff arrival times and leaving are varied during the day, although as in figure 12 a portion of staff (28 %) arrive between 7am and 7:30 but the majority of staff (33 %) arrive between 8am – 8:25. The majority of staff arrive at the same time as the pupils (see figure 5). However in the afternoon staff leave at a later time than pupils. This report forms part of an application for hybrid planning permission (part full/part outline) for new educational buildings, rationalisation and refurbishment of the existing school estate, together with enabling residential development within the grounds of Tolworth Girls’ School & Sixth Form. Page 2 Tolworth Girls’ School & Sixth Form Report on Community and Stakeholder Engagement August 2014 2.0 Policy context 2.1. Community and stakeholder engagement is a key aspect of the planning process as set out in current Local Planning Authority policies and guidelines. Local planning authority guidelines on community and stakeholder engagement – Royal Borough of Kingston upon Thames 2.2. Royal Borough of Kingston upon Thames (RBKT) has adopted consultation strategies that establish principles for consulting and informing communities and stakeholders in the area. The applicant has followed RBKT’s Statement of community Involvement’s (SCI) guidelines in the development of the public consultation strategy for the Tolworth Girls' School & Sixth Form planning application. 2.3. RBKT formally adopted its SCI for the Local Development Framework in January 2007. 2.4. The document states: “Planning plays a key part in shaping our environment. It is therefore important that local communities have an opportunity to have their say. Effective community involvement should result in better plans.” (SCI section 1.6) 2.5. The following list identifies the range of planning applications where the Council will normally encourage developers to undertake community involvement: Residential proposals for more than 50 units or on sites of 1 hectare or more; Commercial developments of 1,000m² of gross floor area or a site area exceeding 1 hectare; Development proposals on sites larger than 0.5 hectares or that are likely to be locally contentious or generate significant local concern following the submission of the application Applications that entail proposals that are significantly taller than surrounding buildings; Applications that would depart from the adopted Development Plan; Page 3 Tolworth Girls’ School & Sixth Form 2.7. In November 2013, Green Issues Communiqué (now Instinctif Partners), a specialist public consultation consultancy was appointed to advise the applicant on preapplication public consultation and community engagement for this development project. 3.2. All consultation activity outlined in this report has been undertaken by Green Issues Communiqué as part of the Tolworth Girl’s School project team. 3.3. A public consultation strategy was developed to consult on the emerging plans with the statutory consultees, stakeholder groups and local residents in the area. Public consultation 3.4. A variety of methods have been used to inform local stakeholders and local residents about the consultation and to encourage them to participate in the process. 3.5. Communications mailer A two-sided A5 colour mailer advising local residents and local politicians about the school refurbishment and the enabling housing development plans was sent th by mail on 6 January 2014 to 3,462 residential and business addresses in the local area and to local residents’ groups. A copy of the communications mailer can be found in Appendix 1 and a map of the full mailing area can be found in Appendix 2. 3.6. Online A consultation page on the Tolworth Girls’ School & Sixth Form (TGS) website was created and hosted by TGS at http://tolworthgirlsschool.co.uk/index.php/news-and-events/school-refurbishment Referenced on the communications mailer and at the public exhibition, the website provides details of the plans as displayed at the public exhibition and (for the period of the post exhibition consultation) included an online feedback form. 3.7. A screenshot from the website can be seen in Appendix 3. Consultation telephone line Page 5 Tolworth Girls’ School & Sixth Form Report on Community and Stakeholder Engagement August 2014 Throughout the consultation period, the School’s main telephone contact number, 020 8397 3854, was provided. 3.8. Press coverage Contact was made with the Surrey Comet to advise about the forthcoming public th th exhibition on 17 & 18 January. 3.9. Copy of the media coverage can be found in Appendix 4. Drop-in public exhibition A drop-in session for local residents, businesses and stakeholders as well as for th th TGC students and staff was organised for Friday 17 and Saturday 18 January 2014 in the TGS main hall. Nine display boards, reproduced in Appendix 5, detailed the plans for both the school refurbishment and for the enabling housing development. Drop-in attendees were able to engage with consultants from various disciplines within the development team, who discussed the plans and answered questions. All attendees were encouraged to complete feedback forms and either drop them st in the ballot box at the event or return them by post by 31 January 2014. A copy of the feedback form can be seen in Appendix 6. Approximately 243 people visited the drop-in session and 42 feedback forms were received at the event and a further 2 feedback forms received in the post. All year groups, including the Sixth Form students and staff were brought into th see the exhibition boards on Friday 17 January and invited to complete a separate TGS students’ feedback form. A copy of the students’ feedback form can be seen in Appendix 7.Around 1,300 students and staff attended and 790 students’ feedback forms were received. 3.10. Post A Freepost address was available for consultees to return feedback forms Statutory and stakeholder consultation 3.11. Elected politicians TGS sent a personalised letter to RBKT Tolworth & Hook Rise ward members and Surbiton Hill ward members and to members of the RBKT Cabinet. Page 6 Tolworth Girls’ School & Sixth Form Report on Community and Stakeholder Engagement August 2014 The letter informed the councillors and officers of the consultation and invited them to attend the drop-in consultation exhibition in January 2014. A copy of the letter can be found in Appendix 8 3.12. RBKT officers The proposals have been discussed with RBKT officers to cover all aspects of the plans, including representatives from town planning, energy and transport. Further details on the pre-application process with officers are contained within the accompanying Planning Statement. TGS also sent a personalised letter about the consultation and the drop-in exhibition to relevant RBKT officers. 3.13. Technical stakeholders Stakeholders and consultees formally consulted on the technical issues relating to the development proposals.include: RBKT – planning, energy, design, housing, highways and education Environment Agency – flood risk and surface water disposal Thames Water Utilities Limited – sewerage Transport for London – strategic road network (A3) and buses Sport England and the Football Association Tolworth Recreation Centre manager Police Architectural Liaison officer. Page 7 Tolworth Girls’ School & Sixth Form 4.0 Report on Community and Stakeholder Engagement August 2014 Community and stakeholder engagement feedback Consultation Feedback 4.1. All consultation activity was designed to facilitate and encourage the local community to feedback on the plans for TGS school building refurbishment and the enabling housing development. 4.2. Feedback received included: Feedback form – 44 feedback forms were received, including 2 that were received by post after the event. TGS students’ feedback – 790, including 3 teachers’ comments. Feedback analysis of comments from local community 4.3. All feedback detailed in Section 4.2 above has been transcribed into two databases. 4.4. A postcode analysis was undertaken. It showed that all respondents who completed and returned a feedback form have a KT postcode, of which 76% of respondents share the TGS postcode KT6 7** indicating that over three-quarters of respondents live within 1 km of the site. 4.5. On the feedback form, respondents were asked for their overall comments on the scheme, their comments on the ‘School refurbishment and new school buildings’ and their comments on ‘New homes on unused school land’. The analysis below considers the comments received. Qualitative Analysis of comments from local community 4.6. There was general support for the proposed refurbishment of TGS and the principle of enabling development; however the feedback analysis identified a number of specific issues of interest or concern, as charted in frequency order in Figure 1 and Table 1 below. The most common comment was a concern that the scheme would increase the volume of traffic around this part of Tolworth and cause traffic congestion, particularly at peak hours along Fullers Way North and Red Lion Road. “I have no objection to the school being improved, but I object to the addition of 144 houses, and in turn cars to an already heavily congested area and road network. I cannot see how Red Lion Road will be able to absorb a further influx of cars AND an extension to the bus route!” Page 9 Tolworth Girls’ School & Sixth Form Report on Community and Stakeholder Engagement August 2014 “We have too many people coming into the area now too much traffic down red lion and fullers way north as we have already got the business estate and nursery brining in heavy traffic etc. For the school yes, but for housing definitely no.” 4.8. Several respondents expressed concerns about the access to the school and onto and from the A3 Kingston by pass. “Broadly in favour of the proposals. My only concerns are the traffic implications for Red Lion Rd and the access to A3. At the moment a lot of traffic uses the Red Lion Rd and this is likely to increase. There are already large lorries using the road to access industrial sites so this could make it worse.” “Access from the A3 is inadequate. It is already difficult to get out now with the new development it will increase the traffic.” 4.9. A number of respondents felt that a single access to the new development would not be sufficient and others suggested an alternative access for the new housing. “The main concern is the access to and from the housing development. Efforts should be made to provide alternative access to present congestion in Fullers Way North.” “If there was a different access point rather than in Fullers Way North, it would be fine.” Objection to and issues about housing development 4.10. A number of respondents objected to the principle of new housing on this site. “I object to the addition of the houses, and I don't see how you'll sell them with the traveller site at such close proximity.” “Not total support of new homes for school improvements. Someone making a lot of money out of these homes.” The Chessington District Residents Association: We think that the proposed housing density is too great. The neighbourhood consists of two storey housing - three or four storey buildings [are planned] will be built. The house density will provide inadequate amenity space for the residents. 4.11. A number of objections were raised by residents of Selbourne Avenue and Chaffinch Close, which back onto the housing site with concerns about overlooking and impact on daylight “The new housing is too close to the perimeter of the existing houses especially no35. …'Sunshine' will be greatly compromised” “Our real concern is for the houses that will border the existing houses in Selbourne Av and Chaffinch Close. As existing residents we are concerned about the proximity and scale of these new houses. We Page 10 Tolworth Girls’ School & Sixth Form Report on Community and Stakeholder Engagement August 2014 have been assuming that these new houses will have no overlooking views. Also no commitment to where any social housing will be sited.” “We agree that the school needs to expand and selling land will cover the costs. However we are concerned about the lack of an apparent 25m separation between property and the flats on the corner stand by 66 Selbourne. We have small children and are concerned about the lack of privacy with the proposed 2.5 story flats/housing being built right behind our property. Our conservatory is part of our living area and we are not happy with flats looking in on us. As well as, us looking on 2.5 storey flats will take away our view of the open fields we have been used to for the last 7 years. We would prefer you to change the 2.5 story flats for 2 storey houses like the rest of the properties backing onto Selbourne Ave” “Very concerned about the building of flats etc., being three storeys high in such a small area would block sunlight and create a boxed in affect for people living nearby.” “We don’t like the fact that there will only be a short distance between the end of our garden and the proposed house behind us (No 34) No. 35 is even closer and although it’s not directly behind us we will still see a brick wall behind our next door neighbours garden which will be ugly. Parking issues 4.12. A number of respondents expressed concern about inadequate parking with the new housing and at the school and a risk of overspill parking on surrounding residential streets. “Too many housing units on plot of land. With far too little car parking and space for residents. Therefore there will look to park their cars / vans in pre-existing over parked roads. i.e. Fullers Way and Red Lion Rd.” “We are concerned that parking spaces are at present not clearly quantified and I wish to avoid overspill parking.” “Also car parking facilities within the school compound also needed. Loss of green space and environment 4.13. Some local residents expressed concerns about the loss of green space and also highlighted drainage issues around the housing development “Loss of greenfield is unacceptable.” “The new housing is too close to the perimeter of the existing houses [on Selbourne Av]. The draining is a major problem to the existing houses. More could rise to a flood situation.” 4.14. Some commented on air and noise pollution issues relating to the proximity of the A3. Page 11 Tolworth Girls’ School & Sixth Form Report on Community and Stakeholder Engagement August 2014 “… increase in pollution levels due to increased traffic, which are already at a dangerously high level.” “Serious concerns about housing. The site has high off the scale pollution levels already.” “The Chessington District Residents Association is very much concerned about the air pollution and noise pollution from the A3. The pollution levels are very high alongside the school.” Comments on the school refurbishment proposals 4.15. There was overwhelming support for the refurbishment of the school buildings from almost all respondents. However many comments made were caveated with concerns expressed about traffic and the impact of the enabling housing development. “Improving facilities at Tolworth Girls is long overdue. A scheme which enables this to happen is a great idea. “I think the idea of improvements to Tolworth girls is fabulous. I do however have a number of concerns. 1. road access… 2. increase in pollution levels … 3. Loss of green space… 4. Lack of local services.” “School development looks very good and would make a much better environment for staff and pupils “Happy with the proposal so long as all the money created from selling the land goes to helping and developing the school.” "The school needs refurbishment - many of the buildings are out of date and some classrooms are in huts and with the rise in pupils / student numbers I can understand the need to expand and modernise. Good news for the school. Not such good news for the residents who live in the houses surrounding the proposed site.” “I am really pleased that this long overdue redevelopment is going ahead. Also we do need more homes and I hope that some will be affordable. I have 2 girls at TGS, in year 8 and 10 and I hope they will benefit and it will not disrupt their education. My main concern is the access from Fullers way north onto the A3.” “It is great for TGS to sell unused land to raise funds for much needed improvements. We complain that the houses are being built on green site and on the greenbelt whereas brownfield site should be used first. Here is an opportunity to just do that.” “I think it is a great opportunity for the school to expand and improve for the pupils and community. My only concern is the traffic that will grow with the new homes. Feedback analysis of comments from TGS students & teachers 4.16. Around 1,300 students and staff attended the exhibition in the school hall on Friday th 17 January. They attended in year groups for around 20-30 minutes at a time. Page 12 Tolworth Girls’ School & Sixth Form 4.17. Report on Community and Stakeholder Engagement August 2014 Despite the difficulty for so many students to view the nine exhibition boards, there was plenty of enthusiasm and excitement about the plans, especially as they all saw the benefits it would bring to their school. This was particularly noticeable amongst the younger children in Years 7 - 9, whilst some of the elder students in Years 10, 11 and the Sixth Form realised that they themselves would not benefit as the improvements would be delivered after they had left the school. 4.18. A separate, simpler feedback form was available for completion requesting Year and Class only (to maintain anonymity) with three choices (I support the plans; I do not support the plans; I’m not sure) and a freeform blank box requesting their reasons for their choice. A copy of the Student Feedback Form is attached in Appendix 7. 4.19. Over 790 feedback forms were received and a selection of the comments is reproduced below under the relevant Year group. Quantitative analysis of students’ responses 4.20. There was overwhelming support from the majority of students as charted in Figure 2 and Table 2 below. During this consultation, the project team has listened to the views of the local community and stakeholders. 5.2. The following changes to the proposals have been directly influenced by the findings from these consultations. Traffic, access & parking 5.3. An improvement scheme has been developed to assist the movement of traffic at the A3 junction with Fullers Way North. This comprises kerb line realignment on the entry to the A3 so that it is easier to make the left turn without the potential for encroaching into the middle lane. At present the crossing of pedestrians, particularly large groups of pupils over Fullers Way North also occurs very close to the A3 junction causing traffic to sometimes queue back to onto the A3, compounded also by delays to traffic turning into the Tolworth Recreation Centre car park as pupils also cross this access; a new crossing point and rerouting of the footway into / out of the school is proposed so that pupils cross to the north of the TRC access junction which is a lower trafficked section of Fullers Way North than between the A3 and the TRC access. In doing so they also don’t need to cross the TRC access either. 5.4. In conjunction with this an additional traffic calming feature is proposed here midway between the existing features in order to facilitate the crossing point and to maintain the constraint of traffic speeds. 5.5. We had also looked at the scope for preventing traffic from the A3 underpass from moving over onto the slip road lane from the Hook Roundabout and vice versa until passing Fullers Way North. This had the scope to reduce the traffic flow in the inside lane so making the turn into and out of Fullers Way North easier. This would also have reduced the left turn traffic flow into Fullers Way North. It was however determined that such an arrangement would increase the flow in the inside lane as well as requiring all drivers from the A3 underpass to continue to Tolworth Roundabout. Housing 5.6. Residents raised concerns over the proximity of the social settlement to the new development. The buffer to the settlement has been increased to 5 metres and is to be planted with ‘defensive’ planting. Page 18 Tolworth Girls’ School & Sixth Form 5.7. Report on Community and Stakeholder Engagement August 2014 Despite residents concerns, amenity space for the proposed development meets minimum standards. Following the consultation and in addition to the formal central public open space presented a Local Area of Play has been introduced as a stop-end to the main axis through the site. 5.8. The housing backing onto the gardens of Selbourne Avenue and Chaffinch Close has been revised so that all are 2 storey plus accommodation entirely within the pitched roofspace. The rear face of these dwellings is a minimum of 25 metres from the rear of neighbouring properties. In particular the proposed dwelling to the rear of 66 Selbourne Avenue, albeit a side elevation, has been moved away from the boundary to maintain the 25m separation. To the rear of 13-15 Chaffinch Close is a 3 storey block of flats with a flat roof to reduce height. The block is a minimum of 25 metres away from these properties and has been designed so that only kitchen and bathroom windows are in the facing elevation. Selbourne Avenue and Chaffinch Close 5.9. We have noted the concerns of the residents of Chaffinch Close who would not wish to see a through pedestrian route provided to the site. Drainage, green space and noise/air pollution 5.10. We have noted the concerns raised by some of the residents during the public consultation on surface water flooding on the site and within the existing open fields. The volume and extent of standing surface water will mitigated through the development proposals which will provide a formalised surface water drainage system which will collect and convey water via a below ground drainage network to a final connection at the Thames Water surface water sewer. The drainage system will be designed to cater and provide temporary storage for peak storm events in accordance with the National Planning Policy Framework 5.11. The Environment Agency has also been consulted with respects to flood risk to this site and the proposed drainage strategy has been developed in accordance with the advice provided by the Environment Agency. Pupils concern about disruption during building works was noted and phasing plans have been updated to keep this to a minimum. Contract preliminaries will include clauses to ensure school events and exams are considered in construction programming. Following submission of the planning application, RBKT will have a statutory duty to consult interested parties in accordance with the Town and Country Planning (Development Management Procedure) (England) Order 2010 (as amended) . 6.2. Press releases about the submission of the planning application and how the final plans have been influenced by local community feedback will be issued to the local media. 6.3. The project website will be updated accordingly and the various contact methods will be maintained.
