The majority—3,000,000—were CDL holders operating interstate, with another 600,000 non-CDL drivers also hauling between states. The interstate counts include drivers for Mexican carriers operating in the U.S. Intrastate totals were 900,000 drivers with CDLs and 1,300,000 without CDLs.
