We are pleased to announce the 2014 Eastern Yacht Club Cruise will be dedicated to the
memory of past commodore Steve Connolly and his wife Sue, who for many years were active
and enthusiastic participants on board their custom Aage Neilsen sloop, “Taygeta”. Always
competitive, Steve and Sue over the years won virtually every Cruise award, including the John
G. Alden trophy, the Tioga Trophy, the Frank C. Paine Bowl, the Pleione Trophy, the MacPherson Bowl and the Shepherd Trophy. Those who sailed aboard “Taygeta” witnessed the
always good natured banter between Steve and Sue, as they “discussed” how best to sail the
boat. And the youngsters who were included were treated to family sailing at its best!
Special awards won by “Taygeta” and the Connollys include the Puritan-Genesta Decanter for
the 1991 Halifax Race, first overall, and the Robert B.M. Barton award for “an overall pattern
of racing success and sportsmanship”. And for long, honorable, and distinguished service to the
Eastern Yacht Club, Steve and Sue were presented the B. Devereux Barker Distinguished Service Award in 1999.
Our former Member No. 1 and Sue will accompany us in spirit as we head east in what we
hope will be a memorable and interesting 2014 cruise.

Tuesday, July 8, 2014.
COMMUNICATIONS
The squadron is requested to use VHF Channel 72 for all cruise communications, all
boats are encouraged to monitor VHF Channel 16 during the day. In view of the heavy radio
traffic in the area, captains should keep communications brief and observe radio protocol.
Yacht to yacht unofficial traffic of a personal nature should be shifted to one of the other ship-to
-ship channels or should be conducted via cellular telephones, when appropriate.
JOINING OR LEAVING THE CRUISE
It is not necessary for vessels to notify the Race Committee to request permission to proceed at will to the next harbor if you will not be racing that day. If you intend to race, please
check in with the Race Committee at the start. It is important for you to advise the Race Committee of your intention to leave the squadron (even temporarily) so that we can keep track of
the fleet.
FLAG SIGNALS
Flag routine and etiquette will be observed on the cruise.
 Club Burgee: All Eastern Yacht Club sailing yachts, except for flag officers, should fly a club burgee
from the masthead at all times, except when racing. A traditional windsock, or nothing, is appropriate for
racing. Power yachts should fly the burgee from a staff at the bow. Yachts with multiple masts should
follow the Flag Protocol described in Chapmans.

Daily Cruise Routine
Morning Colors: The Race Committee fires one gun (except on Sunday, when a horn will be
sounded). In the event that we are not allowed to fire a cannon in certain harbors listen for a
horn.
Harbor Start: The Race Committee fires one gun (except on Sunday, when a horn will be
sounded). At the appropriate time, the fleet will proceed out of the harbor, led by the Commodore, followed by the other Flag Officers in order of rank, followed the Fleet Captains, followed
by the Race Committee, and then followed by the rest of the squadron. The Race Committee
boat may break out of the procession to proceed to her station.
Special Events (e.g. cocktails ashore, etc.): The Race Committee fires one gun (except on Sunday, when a horn will be sounded). All other yachts acknowledge by displaying the Answering
Pennant at the starboard spreader.
Evening Colors: When on board the Race Committee fires one gun (except on Sunday, when a
horn will be sounded).

Fog Plan
In the event of thick fog conditions, the Harbor Start will be postponed and racing may be suspended for the day. All yachts should monitor VHF Channel 72 for announcements from the
Race Committee commencing at 0900 hours. Following are instructions for the squadron:
Yachts desiring to proceed “at will” to the next port independently of the squadron are free to
do so.
Yachts who do not have radar and desire to make the passage to the next port as part of a fog
group (4-6 yachts) will be assigned to a fog captain. These boats will proceed as a group to the
next harbor.
During the passage, low-level radio contact will be maintained between the fog captain and his/
her group. Please keep conversation to a minimum.
At 1600 hours, the Race Committee will call the roll of all yachts to check for safe arrival. All
yachts MUST monitor and respond.
Remember the responsibility for the safety of the crew and vessel remains with the captain of
each vessel.

Pursuit Races
The racing format will be sailing "Pursuit Races". In Pursuit Races, your boat's handicap is calculated into your start time - the slowest boats start first and the fastest boats start last. All boats
race on the same course and the first to finish wins. The early starters hope to stay out in front
and hold off the hard charging faster boats!
This promises to be an exciting improvement in our racing format. Boats - of all sizes and all
ratings - can compete against one another on the same race course. The format is simple - start
at your boat’s designated start time and off you go. First to finish wins! No ratings or corrected
time to calculate after racing. Perhaps the biggest advantage of the Pursuit Racing format is the
fact that all boats will finish within a much narrower time window - which means we'll all get to
the moorings at the same time and the evening festivities will begin with a full complement of
boats. With the time correction built in to the start, everyone is meant to finish very close together (think: a 'normal' PHRF race flipped upside down - instead of starting together and finishing spread out since boats are different speeds, we'll stagger the start so you finish together!).
You won't need any new rating or certificate for the new racing format - your PHRF rating is all
the RC needs to assign your start time. You will need to be sure to take note of your scheduled
start time so you can hit the line at full speed at go. The RC will broadcast each boats' start time
over the VHF, counting down to every boats specific start to help get the fleet started on time.
The Way Point Finish Line has been set up in the event that the RC boat is unable to set a classic finish line. For example, when your GPS gives you a bearing of 270M and you are 500’ or
less, away from the waypoint, you just finished, this solves the problem of one or more boats
blocking another’s view of a mark during a close finish.

Notice of Race and Sailing Instructions
RULES AND ORGANIZING AUTHORITY
The regatta will be governed by the rules as defined in the current Racing Rules of Sailing. The
Organizing Authority is the Eastern Yacht Club, Marblehead, Massachusetts.
ENTRIES, RATINGS
Boats that are registered with and accompanying the cruise and have been assigned a rating by
the Cruise Committee are automatically entered as competitors. Boats may be divided into two
classes for scoring purposes:
Class A Yachts with lower (faster) PHRF ratings. Class Flag will be International Code
Flag “A”
Class B Yachts with higher (slower) PHRF rating. Class Flag will be International Code
Flag “B”
as shown on the scratch sheet. Each yacht should fly the appropriate class flag from their backstay. However, all boats will start together. In the event that there are two classes, code Flag A
and B will be flown by the race committee together as the Class Flag(s).
The Handicap system will be based on PHRF of New England rating for boats with a PHRF of
NE certificate that is reasonably up to date. For boats without a PHRF of NE rating, the race
committee will apply the “Bourbon” system of rating. In order to promote friendly yet close
competition, the rating will be adjusted after each race in a manner similar to that used in the
Wednesday evening Marblehead PHRF races. The winner of each race will be assessed a 36
second per mile penalty for the next race and 18 seconds per mile for the following race. Any
other alterations in the ratings will be announced at the time of morning check-in at approximately 0900 on the day the change is to be in effect.
Credit for towing inflatables and dinghies will be 4% of your rating if towing an inflatable, and
2% of your rating if towing a dinghy. The length of the towline must be between 6' and 12'.
The time limit for first to cross the line will be 3-hours after the race start. Racers are to take
their own time if they finish more than 4-hours after the start. If a boat finishes more than 5hours after the race start the boat will be deemed to have not finished.
Spinnakers will not be allowed.
NOTICES TO COMPETITORS AND CHANGES TO THE NOTICE OF RACE AND
SAILING INSTRUCTIONS
Notices to competitors and changes to the Notice of Race and Sailing Instructions will be posted on the Eastern Yacht Club Cruise Race Committee Signal Boat and will be also be made
orally over VHF Channel 72 prior to the first warning signal each day.

COURSES, STARTING TIMES AND RACING AREAS
The Race Committee may shorten the course at any mark. If the wind is light the Race Committee may move the start to a point closer to the finish, but not necessarily to a mark of the
course.
RADIO COMMUNICATIONS
Competitors must monitor VHF Ch 72 before the start and during the race for safety purposes.
An effort will be made to notify competitors of OCS “over early” violations. Failure to notify
boats or failure to hear the announcement will not be grounds for redresses. This changes RRS
62.1.
USE OF AUTOPILOTS AND ELECTRIC WINCHES
Power-driven winches and mechanical or electro-mechanical steering devices are permitted.
This modifies RRS 52.
MARKS
Marks will be either Government Marks or portable marks.
STARTING AND FINISHING LINES AND STARTING SYSTEM
The Race Committee intends to follow the following procedures but nothing in this paragraph
shall constitute grounds for granting redress. This changes RRS 62.1.
The starting and finishing lines will be between a pole from which an Orange Flag is displayed
aboard the Race Committee Signal Boat and the nearby mark. The three races are pursuit races.
An effort will be made to anchor the committee boat for the start and the finish. In the event
that the committee boat cannot be anchored successfully, the race committee will try to keep the
committee boat at the position indicated in this NRSI’s by the use of the engine. If the start or
finish is upwind, an effort will be made to keep the line perpendicular to the wind. If the start
or finish is a reach or run, an effort will be made to keep the line perpendicular to the course. If
the committee boat is unable to get to the finish line in time, boats will be required to take
their own times. Times should be taken from a GPS or a cell phone, magnetic bearings
should be taken from a GPS.
PROTESTS
Protests shall be delivered to the Race Committee Signal Boat within one (1) hour after the race
committee signal boat docks or anchors at the destination harbor. Hearings will be held as soon
as possible after racing each day aboard the Race Committee Signal Boat.
While it is strongly recommended that all applicable government marks be observed, a boat
cannot be protested by another competitor for failure to observe government marks other than
the marks specifically mentioned are marks of the course. (Changes RRS 60.1(a)).

US & Canadian Customs
Clearing customs into Canada and back into the US is relatively easy. Here are the basics;
clearing into Canada can usually be done over the phone they will want your boat registration
and passports. Below is the web page for the Canada Border Services Agency “coming to Canada by boat”.

US Customs & Border Patrol will want passports, a US customs decal ($27.50), and your boat
registration. US CBP will clear you at a port of entry. Look into the Small Vessel Reporting

Technically you should have a Radio Station License for the boat and an Operator's License for
at least one of the crew; the licenses are easy to obtain online with the FCC. Pack a Canadian
courtesy flag and a yellow quarantine flag. Pets are allowed entry to Canada with the proper
paperwork. Declare signal cannons and ammunition, Canada has strict gun laws.

Fundy Traffic Control tracks marine traffic in the Bay of Fundy, call FTC 3 miles from the
entrance of the St John River on VHF CH 12, or VHF CH 16(international). Ask permission to
enter the St John Harbor, FTC separates ship and small boat traffic; they will see you on radar
and if you are trans-ponding class B AIS.

Cell phone coverage is respectable, modify your plan for a month & save big $’s
Paper charts have the depth in meters; electronic charts can be set for meters or feet.
It is seven miles, by boat from the Market Square Docks to the RKYC.

Provisioning for food, fuel & water in the City of St John and the RKYC.
A taxi ride from the RKYC to downtown St John is $9.00 Canadian for the first person and
$1.00 each for additional passengers.
Go to the observation deck at low tide and check out the Reversing Falls.
Ask permission on the VHF to cross a ferry’s cable, there are a number of cable ferries on the
River.
Anchoring in the river is good.
The fresh water is warm, don’t forget a bathing suit.
