Getting Away With Murder
By Breck Porter
It was after midnight when the banging
started at the front door of a home in the
5600 block of Avenue A in Galveston. It
awakened three people sleeping inside,
Michelle, her 9 year old daughter and
her cousin Mario Espinosa.
The daughter went to the door followed by Michelle. There were two
Mexican men there wanting to see
Mario. Michelle told Mario and he
asked her to stay near him because he
didn't know the men.
Inquiring of their presence the men
told Mario they wanted to buy some
cocaine.
Mario had just been released from
prison after serving time for dope dealing. He told them he was no longer in
the business and not interested in going
back to the joint.
Their response was gunfire. The
two strangers whipped out pistols and
gunned him down in the doorway as
Michelle and the young girl watched in
horror.
Jose Juan Badillo, 22, and Ramiro M.
Baltazar, Jr., 19, then took off running
to a house on 39th Street where they
met up with Elisandro "Eli" Salinas, 23,
who promptly disposed of the murder
weapons.
Detectives Cody Cazalas and Mark
Pilsner were assigned to investigate

the murder and soon learned from
informants on the streets that the gunmen, Badillo and Baltazar had fled to
Houston and were hiding there. They
made contact with counterparts in the
Houston Police Department and before
long the two hit men were in jail in
Galveston.
From the two killers and other sources,
the detectives learned the pair had been
recruited by Eli Salinas to pop Mario,
on behalf of local beer joint owner Jose
Pablo Lopez.
As the story goes, Eli made the offer
of ten grand for the hit and they eagerly
accepted. Eli furnished the fire power, he
drove them to Wal-mart where about 30
minutes before they killed Mario, surveillance cameras in the store recorded
them buying ammo for the guns. Then
he drove them to where Mario was staying, dropped them off and went back
to his house to wait for the gunmen to
join him after the hit and dispose of the
guns.
So why did Pablo want Mario dead?
They had been friends or acquaintances before Pablo went on hiatus in
Huntsville. While he was gone, his
friend Mario started diddling his girlfriend and she gave birth to Mario's
baby, so the story goes.
Pablo was not a happy camper over
the relationship between his girlfriend
and Mario but he wasn't big enough to

do anything about it. In fact, when he
got out of the joint the girlfriend was
ping ponging back and forth between
Pablo and Mario. That arrangement
didn't sit well with Pablo and word got
out that, "Mario was gonna ‘get his’ on
Father's Day," coming up on June 17,
2001. Since Mario was Pablo’s girlfriend's baby-daddy, it would be fitting
he get wacked on Father's Day. That
seemed to be the plan and everyone in
those circles had pretty much accepted
it would happen.
And so, a few minutes after Father's
Day, these two armed thugs appeared
at his front door and blew Mario away.
Cazalas and Pilsner, both veteran detectives, put word on the street they wanted
to talk with Jose Pablo Lopez and soon
Pablo showed up at police headquarters
but he pumped the detectives full of
baloney. He denied being involved in
the murder and in fact he didn't know
anything about anything, he claimed.
Then he left the police station, packed

his stuff and promptly fled to Mexico
and hasn't been seen since. That was 9
years ago.
Then District Attorney Mike Guarino
and First Assistant Kurt Sistrunk got all
four men indicted for Capital Murder.
Badillo, Baltazar and Salinas were
arrested and made bond. Badillo and
Baltazar eventually went to trial and
each got 40 years hard time and they're
still doing it.
When it came time for Eli Salinas to
go to trial he disappeared and authorities are convinced he is also in Mexico,
although they have little evidence to
substantiate it. His family claims he
disappeared and they even tried to file
a Missing Persons report. Did he really
go missing or was that just a ploy to
distance themselves from Eli and the
heat being generated by the detectives?
Do they know where he is today? Some
think Eli Salinas still has contact with
his family in Galveston and some are
convinced he and Pablo both make periodic visits under the cloak of darkness,
then slip back into Mexico.
Over the years police and prosecutors
have tried every trick of the trade to
get Pablo out of Mexico. Police know
where he is. Cazalas said he's living in a
little place outside Monterrey. "He has a
bar down there," said the detective.

ter of this whole case went to Mexico
and stayed with Pablo for about a year.
When she came back she told authorities Pablo held her there against her will
and took her passport to keep her from
crossing the border back into the U.S.
After Mike Guarino's retirement and
Sistrunk's election as District Attorney,
he continued the effort to get Pablo. He
and former First Assistant Joel Bennett
enlisted the FBI, U.S. Marshals Service
and even tried to get help from state
and congressional legislators, but since
Jose Pablo Lopez would be facing the
death penalty Mexico refused to hand
him over.
Sistrunk recently told The Police
News, "We believe Jose Pablo Lopez
was the mastermind of the murder for
hire and the individual that promised
to pay the killers money in exchange
for the murder, and Elisandro Salinas
provided the weapons.
"It has been more than nine years
since this senseless murder and we
will never stop in our efforts to bring
those responsible for the death of Mario
Espinosa to justice.
"If anyone has any information
on the location of either Jose Pablo
Lopez or Elisandro Salinas, please call
either the Galveston County District
Attorney's Office, 409-766-2353, or
Detective Cody Cazalas at the Galveston
Police Department, 409-765-3763."

Founded by Alexander Hamilton as
the Revenue Cutter Service on 4 August
1790, it lays claim to being the United
States' oldest continuous seagoing service. As of August 2009, the Coast
Guard had approximately 42,000 men
and women on active duty, 7,500 reservists, 29,000 auxiliarists, and 7,700 fulltime civilian employees.
The Coast Guard has participated in
every major U.S. conflict from 1790
through today, including landing troops
on D-Day and on the Pacific Islands in
World War II, in extensive patrols and
shore bombardment during the Vietnam
War, and multiple roles in Operation
Iraqi Freedom. Maritime interception
operations, coastal security, transportation security, and law enforcement detachments have been its major roles in
recent conflicts in Iraq.
The Coast Guard in
authorized to enforce
federal law. This authority gives law enforcement powers to all Coast
Guard commissioned officers, warrant officers, and petty officers. Unlike
the other branches of the United States
Armed Forces, which are prevented from
acting in a law enforcement capacity by
the Posse Comitatus Act and Department
of Defense policy. The Coast Guard is
exempt from and not subject to the restrictions of the Posse Comitatus Act.
Further law enforcement authority is
given which empower U.S. Coast Guard
active and reserve commissioned officers, warrant officers, and petty officers
as federal customs officers. This grants
them general law enforcement authority.
