I’d like to start out by saying “Thank You” to all the builders that participated in the 37th Annual
Parade of Homes. This year’s Parade of Homes featured 38 homes throughout Okaloosa –
Walton Counties ranging in price from $167 thousand to over $1.7 million and I am amazed
at the quality presented by the builders displaying their wares in this venue. These homes
are gorgeous, and they offer a full range of possibilities from simple and modest to lavish and
extravagant. I am also amazed that the builders are able to provide such a wide range of
homeownership options in such a demanding market. The feedback from the participants
has been extremely positive with most reporting great traffic throughout the parade dates,
and many interested potential buyers. Also, we owe a great deal of thanks to our sponsors
for assisting us in making this one of the best parades ever. If not for our sponsors and the
builders supporting the parade, along with the hard work of the committee, the parade just
couldn’t happen. You can all be proud of the role you played in providing this great event for
the public to enjoy. You can still view the homes in this year’s Parade by visiting www.biaow.

2016 Showcase Home
The Building Industry Association of Okaloosa & Walton Counties,
Inc. and our Board of Directors are excited to announce the
construction of the 2016 BIA Showcase Home in the Villas of
Frangista. BIA 2016 President Jerremy Whitehead, owner of
Southern Paradise Homes, Inc., was selected to build the 2016
Showcase Home for the BIA. This beautiful two story 2,343
square foot home with 4 bedrooms and 3 ½ baths is located at
28 Penelope Street in the Villas of Frangista. This home is being
built as a fundraiser for the BIA and a majority of the profits earned
on the sale will be donated to the BIA and be used to fund their
operations, scholarships and other charitable events that support
the community.
This home will be featured in December as part of a media
campaign to promote new construction and the Villas of Frangista.
The plans are to have the home completed by December and
hold two events to promote the Showcase Home and the Villas
of Frangista.
Thursday, December 8th: The BIA will host a Christmas Holiday
open house for members of the BIA and the Emerald Coast
Association of Realtors® to view the home from 5:30 to 7:30 p.m.
Saturday - Sunday, December 10th - 11th: The BIA will host an
open house open to the public to view the home from 10:00 to
5:00 p.m. The BIA will be working with Toys for Tots and will ask
attendees to bring an unwrapped toy as the admittance fee into
the home.
This Showcase Home project is a fundraiser for the BIA and in
order to do this successfully, the BIA is asking for you to donate
free materials and/or labor (or at a greatly reduced cost).
In return for your donations, the BIA will promote your company
and services with the Showcase Home and Villas of Frangista
through a multitude of ways. This promotion includes: being
featured in the BIA’s official magazine The VOICE, Homes &
Land of the Emerald Coast, newspaper ads, radio commercials,
Facebook and signage. In addition to this extensive multi-media
campaign, all those donating materials and/or labor will have
the opportunity to display signage highlighting their products or
services at the Showcase Home special Christmas Holiday Open
House tentatively scheduled for December 8th for the members
of the BIA and the two-day open house for the public December
10th-11th, receive special recognition at the 2016 BIA Installation
Banquet and two complimentary tickets to the Installation
Banquet.

The Florida Supreme Court
Continues its Assault on Florida’s Worker’s Compensation System
On Thursday, June 9, the assault by the Florida Supreme Court on
Florida’s worker’s compensation system continued. In the case of
Bradley Westphal vs. City of St. Petersburg, the Supreme Court,
in a 6-to-1 decision, concluded that the 104 week limitation on
temporary total disability benefits established is unconstitutional. This
unfavorable opinion comes directly on the heels of the Castellanos
vs. Next Door Company case which determined a cap on attorney
fees were unconstitutional. The Castellanos case resulted in a rate
increase filing of 15% to your existing workers compensation fee.
The effect of the Westphal case is not immediately determinable,
but NCCI said it would revise the pending rate filing currently under
review.
What does this mean for us? Rates will go up! The question is when
and how much? The short answer, no one knows for sure. The rate
must first be approved by the Office of Insurance Regulation (OIR),
who has the power to and usually does modify the request. In the

Habitat for Humanity Sponsored the Crestview Chamber of Commerce
May breakfast and hosted an Open House at their Crestview ReStore
on Thursday, May 5th to celebrate the first year of success in Crestview.
Publix Employees experienced a day of comradery and construction
in April. Managers and employees from stores throughout Okaloosa
County worked on siding and trim for Okaloosa Habitat’s 56th home,
which is sponsored by a $60,000.00 Publix Super Market Charities
donation. This is part of a $4,000,000 donation that Publix donated in
September of 2015 to 80 different Habitat for Humanity Affiliates.

On Saturday, April 30th, Habitat for Humanity in Okaloosa County hosted
a Community Appreciation Cookout at Liza Jackson Park to celebrate
its 25th Anniversary. Free hot dogs, hamburgers, chips, drinks, popcorn
and snow cones were on the menu for all who attended. Live music was
provided by Tribe Zion and with the help of Fort Walton Beach JRROTC
volunteers children tried their hands at building toys. It was a great day
that also included a silent auction raising two thousand dollars for the
organization.
North Gulf Coast Chapter of Community Association Institute raised
nearly twelve thousand dollars for three Habitat for Humanity Affiliates,
Bay, Walton, and Okaloosa County at their annual golf tournament,
May 13th. Okaloosa County incoming chairman, Debbie Bodenstine,
Brandon Burg and Emily Jennings from NGCCAI, and Walton County
CEO, Teresa DesGranges pose with the check presented at the June
luncheon.

Giving Back
The mission of the Emerald Coast Children’s Advocacy Center is
to prevent child abuse and neglect, to protect children in Okaloosa
and Walton Counties, and to restore the lives of abuse and neglect
victims.
This spring, under the direction of Julie Hurst, CEO of the Emerald
Coast Children’s Advocacy Center (ECCAC), the Pierce Family
Children’s Advocacy Center in DeFuniak Springs, Florida officially
opened its doors with hundreds of guests in attendance for the
Center’s dedication ceremonies. The center is the second location
for the ECCAC. Like its first center in Niceville, the new 14,000
square foot facility offers a comfortable child friendly atmosphere
with a neutral environment where abused children and their families
can come. The purpose of the center is to bring together in one
facility a multidisciplinary team of child protection personnel,
prosecutors, law enforcement, DCF, therapists, and ECCAC staff
and volunteers. An Internet Crimes area with a bank of computers
is set up on the lower level in collaboration with the FBI and the
Walton County Sheriff’s Department to protect children from
internet predators. The Center will staff 45 offices in four wings to
include a Welcome Wing, Path to Courage Wing, Justice Wing and
Hope and Healing Wing. The building reveals bright cheerful colors
and the walls are adorned with children’s art alongside generous
art donations by local artists. Comfortable training rooms enable
the ECCAC to coordinate educational and training sessions for staff
and agencies involved.
The capital campaign to build the center was funded by business
and individual contributions along with a generous $1 million
donation by Jim and Tammy Pierce. Accordingly, the Walton County
facility was named in their honor. In keeping with the BIA’s spirit of
giving back to the community, several BIA members contributed
by providing services at reduced fees and the construction of the
center was coordinated by Terry Jones of Compass Builders of
Florida.

How to Comply and Mitigate the Effects of the Overtime Rule
Despite strong opposition by NAHB and other leaders in the nation’s small
business community, the Department of Labor (DOL) last month issued its
final overtime rule, which will more than double the current overtime salary
limit of $23,660 to $47,476.
Set to take effect on Dec. 1, the rule will have significant ramifications for
many employers, including home building firms and non-profit organizations
such as local and state HBAs.
NAHB has prepared an FAQ to help our members better understand and to
comply with the rule. In addition, a webinar replay is now available to help you:
• Learn what employers need to know before Dec. 1.
• Find out which staff will be due overtime.
• Assist NAHB’s advocacy efforts on this issue.
Rule Meant to Help Workers Could Harm Them
Most small businesses, including the vast majority of home building
companies, operate under tight margins. The huge spike in the overtime
threshold could force many employers to convert salaried employees to
hourly workers in order to remain solvent. Many employers will be forced to
scale back on pay and benefits, as well as cut workers’ hours, in order to
avoid overtime requirements and remain in business.
Though the rule is intended to help workers, many could wind up earning less
money than they were making previously, and lose the workplace flexibility
that comes with being a salaried employee. The rule will also reduce jobadvancement opportunities and the hours of full-time construction supervisors,
leading to construction delays, increased costs and less affordable housing
options for consumers.
Under the new standard, the salary threshold will be indexed to inflation and
adjusted every three years, forcing employers to go through this process on
an ongoing basis.
NAHB continues to lead the effort to urge Congress to quickly pass the
Protecting Workplace Advancement and Opportunity Act (House bill H.R.
4773 and Senate bill S. 2707). The legislation would force the Department of
Labor to withdraw this rule until it has considered the effects it would have on
small businesses, consumers, workers and the economy.
A Bad Rule that Could have been Worse
The Department of Labor originally proposed to raise the annual salary level to
$50,440 to determine if an employee can be exempt from overtime eligibility.
NAHB lobbied intensely to get this level reduced and delayed, and in the end
achieved a number of improvements in the final rule, including a relatively
modest lower threshold of $47,476.
Crunching the numbers, NAHB economists estimate that raising the overtime
salary threshold to $50,440 would allow more than 116,000 construction
supervisors to become overtime-eligible under this rule. The final threshold of
$47,476 impacts 97,213 supervisors.
The difference is significant. In a survey conducted by NAHB last summer,
27% of affected builders said they would respond to the change in the
overtime threshold by raising the supervisor’s salary to the new threshold.
Thus, an estimated 27% of the 97,213 supervisors would have their salaries
raised to $47,476 instead of $50,440. This is a savings of $2,964 per worker,
or $77.8 million in labor costs in 2017 because the rule does not take effect
until Dec. 1.
