Dear Delegate:
It is a special privilege for me to welcome you to the 107th National
NAACP Convention as we gather here in the “Queen City” of
Cincinnati. I can note with appreciation, that our Cincinnati
Branch NAACP has previously hosted three NAACP National
Conventions: 1945 our War Conference, 1970 and 2008. Now,
eight years later we are convening in an extraordinary and crucial
election year. This week, we must by our actions give substance
and structure to our theme: “Our Lives Matter. Our Votes Count.”
The Annual Convention provides an opportunity for NAACP
Delegates and members to act collectively to chart the most
effective course of action to address strategic policy goals. Our agenda this week affords us
the opportunity to examine various aspects of our strategic plan and hear nationally known
civic leaders, social justice activist and business experts. At week’s end, we will go forth
to our communities with renewed determination to make our vision of equal opportunity
a reality, today.
This year we commemorate the 80th Anniversary of the NAACP Youth & College Division that
holds very special signi icance for me. Thirty-one years ago, I became a volunteer NAACP youth
member and have been blessed to progress through its ranks to become its 14th Chairman. I’m
honored to be the youngest person and fourth woman to serve in this role. I proudly salute
members of our NAACP Youth & College Division and all the nation’s leaders who have taken our
NAACP path. Our collective actions af irm, “Courage will not skip this generation.”®
We are grateful to you for sharing the week of our 107th NAACP Convention with us. We offer
a special note of appreciation to all volunteers, supporters and staff whose commitment,
resources and skills helped ensure its success.
As we depart Cincinnati, let us rejoice and celebrate the fact that “Our Lives Matter.” Let us go
forth and make “Our Votes Count.”

It is my pleasure to welcome you to the 107th Annual Convention of
the National Association for the Advancement of Colored People.
We convene here in Cincinnati at a critical point in the history of
our nation. A time when we as a society must choose between
two paths' one leading to a renewed goal of togetherness as one
united people working together for a better future for all of us;
and another path that promotes division and a slide backwards,
to a past that emphasizes difference and promotes intolerance.
We come to Cincinnati clearly understanding that in this time for
intelligent choices; OUR LIVES MATTER, OUR VOTES COUNT.
The nation’s future depends on the hard work and commitment of the nation’s oldest and
largest civil rights organization. We come to develop strategies, policies and programs that will
educate our communities, motivate our people and make civic engagement the overarching goal
of every unit and every member of the NAACP.
Welcome to Cincinnati where the local community under the leadership of Cincinnati USA and
the Cincinnati Branch of the NAACP have worked extremely hard to insure that your stay here
is productive and enjoyable. The NAACP Staff and Board of Directors have set out a program for
our time here that we hope you will pay close attention to, and we hope you will take home to
each of your units understanding the challenges ahead. We also hope that you will leave here
understanding that if we work together as one NAACP we can help this nation move down that
path of hope and progress and away from the division and vitriol that so many seem to embrace.
On behalf of the leadership of the NAACP and the Convention Planning Committee I urge
you to roll up your sleeves and do all that is necessary to insure that “OUR LIVES MATTER,
OUR VOTES COUNT”.

Greetings,
Over 150 years ago, Harriet Tubman – a heroine of American
history – led slaves along the Underground Railroad to freedom.
This many years later, the NAACP’s 107th Annual Convention
brings a message of freedom and justice to Cincinnati, the home
of the Underground Railroad Museum. Cincinnati is a historic
and yet history-making way station on a railway to racial
justice. In 2016, with the irst presidential election without the
full protection of the Voting Rights Act, our convention theme
reverberates with relevance: Our Lives Matter, Our Votes Count.
Over the next several days, you will hear well informed and
passionate discussions of voter suppression at the polls, a
proposed xenophobic wall on our Mexican border, Islamophobia
and anti-Semitism within our borders, racial pro iling on our streets, and the NAACP’s critical
role amidst it all. This year’s convention is illed with serious discussions, strategizing,
organizing, and convening; as well as a wonderful occasion for brilliant young people and youth
achievements to be celebrated, old friends to gather, new friends to meet, and beautiful sights to
be explored in an extraordinary American city known for its historic architecture.
We welcome our delegates representing the whole of the nation, eminent policy leaders,
distinguished academics, dedicated grassroots change agents, business people, corporate
sponsors, philanthropic leaders, and a vanguard generation of student activists. We need the
input, insight, and ideas of all who have gathered during this historic convention, as we are in
the midst of a post millennial civil rights movement. The NAACP regards our storied history as
a loor, not a ceiling. This convention is inspired by our historic struggle for the right to vote
and represents an occasion for us to organize, not only to protect the right to vote, but also to
exercise the right to vote in November and beyond.
On behalf of the NAACP National Board of Directors, Foundation Board of Trustees, leadership,
and membership of the NAACP, I want to express our profound appreciation to the City of
Cincinnati, Mayor John Cranley, the Cincinnati USA Convention & Visitors Bureau, and the
Cincinnati City Council for your extraordinary leadership and hospitality. We could not be
happier to be in the hometown of the Cincinnati Branch of the NAACP and a historic pillar of the
Ohio State Conference NAACP.
This convention is a celebration of the work that the rank and ile of the NAACP engage in day
in and day out in communities all across America. This convention is about you and the work
that you do sacri icially and unsel ishly every day. It is your work that brings this conference
together, as it has been over the course of the last 107 years. Without you, we would not be here.

It is with great enthusiasm that we welcome the 107th National NAACP
Convention to the great “Buckeye State”. The NAACP is America’s
oldest and strongest Civil/Human Rights Organization and we are
positioned in service on both the local and national levels. As committed
“Foot Soldiers”, we embrace the national mandates in striving to level
the playing field of the ongoing racial divide in this country.
Ohio is known as the “Swing State” because of strong GOTV efforts
during each election…As Ohio goes, so goes the Nation is a common
statement that has proven to be accurate. Our theme: “OUR LIVES
MATTER, OUR VOTE COUNTS”, emphasizes the importance of inclusion
of all races, cultures and ethnic groups that comprises this melting pot
society. We must increase our efforts in addressing concerns for equality
in the Criminal Justice System, the Educational Arena assuring that No
Child or College Student is left behind while addressing Economic
Development through Civic Engagement thus embracing the Game
Changers framed by the Association. The NAACP remains the vanguard of
the Civil/Human rights cause for 107 years and our growing Membership
(the life blood of the organization) indicates many more years to come.
We are grateful for the local Cincinnati Unit that brings superb leadership
to the office.

It is without question that the agenda presented by the Convention
Planning Committee and Staff is second to none. We are excited and in
great expectation of scheduled speakers, workshop leaders, and all
planned events. It is our prayer for a safe, inclusive, challenging and
informational convention filled with fun, laughter and a good time had by
all.
May God help us to acknowledge Him in all our ways allowing Him to
direct our paths. May God Bless our delegates, attendees, supporters,

n behalf of the NAACP National Office, the Cincinnati NAACP, the
NAACP State Conference of Ohio and all of the delegates and visitors, we
express our sincere gratitude to the choruses and artists who have contributed
to the success of the 107th Annual Convention. We also extend our genuine
appreciation for the efforts and dedication of the volunteers and ushers.
The NAACP is proud to be part of the groundbreaking Accessible Conference
Initiative. For this effort, the World Institute on Disability, in partnership with
JPMorgan Chase & Co., is actively striving to make community development and
policy conferences more accessible to, and inclusive of, people with disabilities.
The convenings of civil rights and community development organizations help
to set the economic opportunity agenda. Unless the conferences fully integrate
disability access issues into their content—and people with disabilities are
present—the needs of the disability community will be largely left out of the
discussion. To spearhead movement toward full-inclusion, the World Institute
on Disability and JPMorgan Chase & Co. have targeted conferences that
attract key decision makers from the nonprofit, business, and public sector
communities to help bring conference accessibility and economic opportunity
to the 54 million Americans with disabilities.

WILL THE VOTES OF WOMEN MAKE A DIFFERENCE?
Our girls face many challenging decisions in today’s world. Pressures
go beyond “what will I wear to the prom or to school today.” How is peer
pressure managed; is there money for college; how will the first ballot be
cast; where is the role model; how is early parenthood avoided? How are
the chains of the justice system broken? What positive forces are there to
affect the future?
Women, and particularly black women, have not been given their rightful
place in America. The barriers of race and gender prevail; workplace
inequities have not been erased; historical prejudices and self-doubt still
cause many women to restrict themselves. Yet, black women excel in
the voting statistics; black women are the backbone of the black family;
black women are unsung leaders and unsung heroines. Many women,
young and old, face financial hurdles, particularly with the death of a
spouse. We, the Women In NAACP, must continue to forge the bond for
maximum empowerment.

STRANGE FRUIT SPEAKS:
Every 28 hours in America, a black person is shot and killed by police,
security personnel, or vigilantes. This epidemic of racialized state
violence has a long history in this country, from slavery and lynchings to
Jim Crow and mass incarceration. Tonight we give voices to the victims
of yesterday and today – we give the “Strange Fruit” an opportunity to
speak back to epidemic of violence.
As the NAACP celebrates the 80th Anniversary of the Youth and
College Division, we come to reflect on our history, arts, activism, and
renew our passion for the future.

“THE BLACK VOTE AND THE 2016 ELECTION”
Since 1965, the black/white gap in voter turnout has decreased dramatically
in presidential elections. In the 2012 presidential general elections was
the first time Black voter turnout outperformed white participation in an
election, thereby eliminating the voting gap.
These upcoming 2016 presidential general elections pose an assortment
of issues regarding Black voter turnout. First, this is first presidential
election since the infamous Shelby v. Holder United States Supreme Court
decision that eviscerated several important provisions of the Voting Rights
Act. Second the litany of laws enacted by state legislatures to suppress
the vote like Voter ID and decreasing early voting. Finally, the 2016 general
elections will not have an African-American at the top of the ticket.
This panel will discuss these and other issues regarding black voter
participation in the 2016 general election. Specifically, the panelists will
discuss the role the NAACP and others are playing to make sure 2016 voter
participation levels near those attained in the 2012 presidential election.

“GUN VIOLENCE IN THE AFRICAN AMERICAN COMMUNITY”
From Charleston South Carolina to the Southside of Chicago, Gun
Violence has ravaged this country and African Americans communities.
Gun deaths are twice as high among African Americans they are
among white citizens in the US, finds a study of national data, published
in the online journal BMJ Open. The leading cause of death among
African American teens ages 15 to 19 in 2008 and 2009 was gun
related homicide. African American children and teens accounted for
45 percent of all child and teen gun deaths in 2008 and 2009 but
were only 15 percent of the total child population. We will be bringing
this panel together to discuss what this nation’s civil rights, fraternal;
masonic and religious organizations can do to address gun violence
in black community specifically and in the nation as a whole. We will
provide specific strategies that can be undertaken by NAACP branch
leaders to address the issue in their communities.

“THE EVERY STUDENT SUCCEEDS ACT (ESSA) AND EQUAL
EDUCATION OPPORTUNITY”
This workshop will focus on a discussion of the Every Student Succeeds
Act (ESSA), signed by President Obama on December 10, 2015.
This bipartisan measure reauthorizes the 50-year old Elementary and
Secondary Education Act (ESEA), the nation’s national education law and
longstanding commitment to equal opportunity for all students. Panelists
will address practical issues involving charter schools and privatization,
as well as ways to increase minority access to AP courses and programs
allowing students to obtain an A.A. degree in high school. The workshop
will also discuss approaches to reduce the overuse by states and school
districts of exclusionary disciplinary practices. It is important for advocates
to understand practically how all of these issues have ESSA implications,
as well as implications outside the context of ESSA.

“THE FLINT WATER CRISIS: A CASE IN POINT FOR BUILDING
AFRICAN AMERICAN CITY SOVEREIGNTY AND RESILIENCE”
The Flint Water Crisis is about far more than lead contamination in
the city’s water supply. It’s about racism and classism and the myriad
associated elements that make Flint and other African American cities
across the nation vulnerable to harmful privatization, state imposed
displacement of democracy, and takeover of local government.
Flint is currently the most visible situation, but it is a microcosm of a
nationwide pattern of disinvestment, stolen democracy, pollution, underregulation, over policing, underemployment, displacement, and resulting
compromised community wellbeing in predominantly African American
cities. Comprised of African American mayors from throughout the
country, this panel will examine the state of our cities through the lens
of systemic racism and its impacts, as well as solutions to advance local
control. Bringing a range of perspectives from cities in various stages of
development, panelists will discuss challenges, assets, and models of
success in overcoming barriers and advancing thriving cities.

“HEALTH REFORM AND HEALTH EQUITY IN THE US:
PRESENT AND FUTURE”
The passage of the Affordable Care Act (ACA) in 2010 represents a
major milestone in national efforts to fix the problems with our country’s
health care system. While a critical step for addressing disparities
in health outcomes and health care access, the law continues to be
undermined by various sectors and remains a mystery for many who are
benefiting from it. During this session, a panel of experts will highlight
key successes in implementing the ACA that are especially significant
to achieve health equity for African Americans and other people of color;
2) discuss critical issues that still need to be addressed to advance
health equity; and 3) underscore the importance of voter participation
and civic engagement in the upcoming elections and beyond to protect
the gains we’ve made and ensure continued progress with health reform
on the road to equity.

Panelists in this workshop will discuss the potential power of a coalition
between the African American and LGBT communities and their
allies in the upcoming national election. We will examine how African
American LGBT individuals, allies, and organizations, local and national,
can and should benefit from community organizing and promoting civic
engagement to advocate for and enhance civil rights and civil liberties.
We will also look at shared experiences of the LGBT and racial and
ethnic minority communities and what can be learned from similar events.
