Pipeliner CANADIAN THE NEWSLETTER OF THE PIPE LINE CONTRACTORS ASSOCIATION OF CANADA June 2014 Vol. 29 #2 2014 CONVENTION ISSUE 60th PLCAC Annual Convention in Vancouver BC May 11 – 15, 2014 The Association celebrated its 60th Anniversary at the 2014 PLCAC Annual Convention during May 11 – 15, 2014 in Vancouver, British Columbia. The Convention was held at the Westin Bayshore Hotel Vancouver and hosted approximately 400 delegates for a fun, informative and memorable week in Vancouver. The morning business sessions featured industry speakers from Enbridge and TransCanada that provided an opportunity for delegates to get the most up-to-date information on current and future pipeline projects across the country. Also, guest speakers, Canadian Astronaut Colonel Chris Hadfield and Joe Roberts rounded out the morning sessions. Delegates included various contractors and suppliers from Canada, Europe and the United States. The PLCAC annual convention provides an opportunity for delegates to exchange ideas and expand their pipeline construction contacts while attending events. A very special thank you to all delegates that attended and to all of our sponsors for making the 60th PLCAC Annual Convention a truly memorable experience. Michael Prior Inducted as 2014 – 2015 PLCAC President at Annual Convention On May 15, 2014, Michael Prior, Senior Strategic Advisor for Michels Canada Co. of Nisku, Alberta, was inducted as the PLCAC President for the 2014-2015 term of office. Mike Prior, a native of England, made his way to Calgary, AB in 1974 to work on the design and construction management of numerous pipelines, pump stations, storage terminals and other pipeline related facilities. In 1980, Mike became Construction Manager for the first stage of the Foothills Pipeline through British Columbia. His combined expertise in pipeline design engineering and pipeline construction engineering was an asset 2014–2015 PLCAC President Michael Prior while working at Marine Pipeline Construction of Canada. In with Immediate Past President David Johnstone 1998, Mike became VP of Engineering at Marine. In 2004, Mike joined the team at Michels Directional Crossings, now Michels Canada, as VP and General Manager. He is currently Michels Canada’s Senior Strategic Advisor. A registered Professional Engineer in AB, ON, NB and the UK, Mike has been an active member of the Association over the last two decades. He previously served as PLCAC President for the 2007-2008 term, and now serves on several committees such as the Membership and Promotion Committee, Pipeline Canadian Standards Committee, and the Mainline Negotiating Committee. He is a current member of the Canadian Pipeline Advisory Council (CPAC). 2014 – 2015 PLCAC Board of Directors 2013 Safety Award Winners Annually at the Convention, the PLCAC recognizes member companies who have distinguished themselves with exemplary safety performance and safety records over the past year through the James L. Abraham PLCAC Safety Awards Program Tom Patocka 2014 Future Leader Award Recipient Tom Patocka was presented with the Jack Cressey Future Leader Award on May 15, 2014 at the PLCAC Annual Convention. The Jack Cressey Future Leader Award was established in 1995 in memory of Jack Cressey, a board member and past president of the PLCAC. Jack was regarded by all who knew him as a strong leader, with vision, integrity, and drive. This award recognizes leadership and is open to all Regular Association members’ employees who have not yet attained executive status in their company. The candidate is someone who has demonstrated leadership qualities of significance to the company and may come from any segment of the company. Tom Patocka with PLCAC President, David Johnstone Tom is currently a Project Manager with O.J. Pipelines Canada. He has worked on major pipeline projects with O.J. which include; Corridor C for Inter Pipeline Limited, Nipisi for Pembina, Buffalo Creek for TransCanada and Wood Buffalo, Norealis, and TUC for Enbridge. David Kavanaugh, President of O.J. Pipelines Canada describes Tom as having a strong work ethic, determination, and leadership skills that makes him a valued member of the O.J. team. President Sees Positive Change in the Future At the Annual General Meeting on May 13, PLCAC President David Johnstone reported to members that the Association has grown in activity and provided a positive message regarding the future of pipeline construction work in Canada. He reported that over the past year, the Association through its partnership with the Canadian Pipeline Advisory Council, met with many stakeholders to discuss future training initiatives and ways contractors and their labour partners could meet the labour demand needed for the industry. One of the highlights of the message was the amount of activity coming from the mainline pipeline, distribution pipeline and maintenance and service segments contributing to the highest man-hours worked on record for the Association. 2014 Convention Speakers Annual General Meeting David Montemurro General Business Session Janet Holder General Business Session Chris Hadfield Executive Development Session Joe Roberts On Tuesday May 13, David Montemurro, Vice President, Facilities & Pipeline Projects for TransCanada spoke about the Energy East Pipeline Project, a 4,600-kilometre pipeline that will carry 1.1-million barrels of oil per day from Alberta and Saskatchewan to refineries in Eastern Canada. He also provided the audience with information on other projects on the horizon for TransCanada. On Wednesday May 14, Janet Holder, Leader of the Northern Gateway Pipeline Project spoke about the recent signing of a historic Memorandum of Understanding (MOU) with Northern Gateway together with the PLCAC and their union labour partners. Guest speaker Colonel Chris Hadfield also delighted the audience with the story of his life as an Astronaut showing incredible pictures and video of events throughout his distinguished career. On Thursday May 15, Joe Roberts, Motivational Speaker and Co-founder of the Push for Change charity, gave a heartfelt address speaking of his challenges as a youth and how he overcame a life on the streets, becoming a successful entrepreneur and now dedicating his life to his passion – helping at-risk youth. –3– PLCAC Partnership to Build Northern Gateway Pipeline On April 15, 2014 a Memorandum of Understanding (MOU) was announced between Northern Gateway Pipelines, the Pipe Line Contractors Association of Canada, and the four trade unions representing pipeline construction workers to ensure that workers and their families benefit from the project with good jobs, good paycheques, and training opportunities. The signed MOU guarantees a minimum target of approximately 2,100 person years of employment of union labour on the project. These targets will be established in detailed Project Labour Agreements. The MOU ensures that the Project Labour Agreements include guarantees consistent with Northern Gateway’s publicly-stated commitments to local business opportunities, high-quality workmanship, worker and public safety, and environmental protection. It also complements existing agreements with Aboriginal communities guaranteeing employment and training opportunities. The trade union signatories to the MOU with Northern Gateway and the Pipe Line Contractors Association of Canada (PLCAC) are as follows: • The Laborers’ International Union of North America; • The International Union of Operating Engineers; • The International Brotherhood of Teamsters; and, • The United Association of Journeymen and Apprentices of the Plumbing and Pipefitting Industry of the United States and Canada. CPAC Meets with Enbridge and TransCanada At the PLCAC Annual Convention, representatives from the Canadian Pipeline Advisory Council (CPAC) had meetings with senior representatives of both Enbridge Inc. and TransCanada to coordinate CPAC’s advocacy efforts in identifying the needs of future pipeline projects from both companies respectively. The Council discussed ways it could meet the labour demands of projects throughout all provinces in Canada and initiatives on training. CPAC is a co-operative joint labour/ management group of senior pipeline craft union representatives and Officers of the PLCAC. TransCanada Meets with CPAC Enbridge Inc. Meets with CPAC TransCanada to Proceed with $1.9 B Merrick Mainline Pipeline Project On June 4, TransCanada announced that its subsidiary, NOVA Gas Transmission Ltd. (NGTL), has signed agreements with Chevron Canada Limited and Apache Canada Ltd. for approximately 1.9 billion cubic feet per day (Bcf/d) of firm natural gas transportation services to underpin the development of a major extension of TransCanada’s NGTL System. The proposed project will be called the Merrick Mainline Pipeline Project, aimed at linking BC’s liquefied natural gas (LNG) export market. The pipeline will transport natural gas sourced through the NGTL System to the inlet of the proposed Pacific Trail Pipeline (PTP) that will terminate at the Kitimat LNG Terminal. The proposed project will be an extension from the existing Groundbirch Mainline section of the NGTL System beginning near Dawson Creek, BC to its end point near the community of Summit Lake, BC. The $1.9 billion project will consist of approximately 260 kilometres (161 miles) of 48-inch diameter pipe. –6– New Members PLCAC’s Board of Directors have approved membership applications from two new Regular Members and seven new Associate Members. World Federation Representatives Meet at the PLCAC Annual Convention On May 14 2014, PLCAC President David Johnstone and Executive Director Neil Lane met with members of the World Federation of Pipeline Industry Associations. Other associations represented were the Pipe Line Contractors Association US (PLCA), the International Pipeline and Offshore Contractors Association (IPLOCA) and the Distribution Contractors Association (DCA). The group reviewed global issues affecting the pipeline industry such as future labour demands, labour negotiating, and training initiatives. –7– Link-Line Contractors Ltd. Presented the 2013 Excavator of the Year by ORCGA On February 5, 2014, PLCAC Regular member Link-Line Contractors Ltd. was presented with the 2013 Excavator of the Year Award for Gas Construction by the Ontario Regional Common Ground Alliance (ORCGA) at the 11th Annual Damage Prevention Symposium in Blue Mountain, Ontario. As one ofthe largest gas distribution contractors in Ontario, Link-Line holds Alliance contracts with both Union Gas and Enbridge Gas Distribution among various other pipeline and utility clients.
