place so close to home. I want my grandkids to have the

ABOUT US
The Emeryville Child Development Center (ECDC) is dedicated
to providing children ages four months to five years old with
daily experiences filled with learning, laughter, and love. ECDC is
operated by the City of Emeryville to provide families living, going
to school, or working in Emeryville a safe and caring center for
their children year round.
The center is staffed by certified, professional teachers who help
children achieve growth in all areas of development. Bi-annual assessments are completed for parents to convey the progress of each
child in all development areas. Age appropriate lunch and snacks for
all ages are served. The center also boasts some of the best caregiver
to child ratios anywhere in the Bay Area. Opportunities abound daily
for each child to explore, create, experiment, and savor the rewards
that come with success!
WHO CAN ENROLL
Priority will still be given to families that live in Emeryville, work in
Emeryville, have children in the Emery Unified School District, or live
in the 94608 zip code. Verification of residence or employment is
required when enrolling. The Center also participates in a State subsidized program that allow for families in need to participate. Please
call to set up a tour; space is limited.

Experience the best traditional summer day camp in the East Bay! Adventure Works is specifically designed for the creative and active needs
of children 5 (or are going into Kindergarten) through 12 years old. All campers participate in fun activities based upon the selected theme of
the week. Campers will rotate through programs throughout the day such as: art projects, sports, cooperative games, music, dance, cultural
studies, group projects, hikes, environmental awareness, off-site trips to Bay Area attractions, and much more! Our highly trained staff brings a
wealth of experience and enthusiasm to ensure a positive, fun, and safe experience.
Weekly camp fees include a camp T-shirt*, entrance fees and transportation for trips, afternoon snack, and free nutritious lunches provided by
the Oakland Summer Food Service Program. While healthy lunches are provided for all campers, those with active appetites may wish to bring
additional snacks.
*Camp Note: 1 T-shirt per camper; required to go on field trip. Additional
fee applies for each replacement t-shirt; no admittance on field trip

Have your child become a Play-Well Engineer! Students explore concepts in physics, architecture, mechanical and structural engineering,

YOUTH & TEEN PROGRAMS
LEADERS IN TRAINING (L.I.T.)
The Emeryville Recreation Center’s L.I.T. program is a youth leadership
course designed to offer employment readiness to teens. L.I.T.’s are
volunteers between the ages of 14-17 years old. They will work with
certified Recreation Leaders to learn the art of community leadership.
L.I.T.’s are often later hired as Recreation Leaders based on the leadership skills they have gained during their assignments with us. Staff
will also provide L.I.T.’s with a working reference when they are ready
to enter the workforce.
This year the L.I.T. program will offer two five-week sessions. Youth
who are accepted will be assigned to one of the sessions, with up to
12 youth per session. Each session will provide opportunities to gain
life skills, career training, job shadowing, and community service.
How Do I Apply?
Interested youth should complete the L.I.T. application. You can pick
up an application at the Emeryville Recreation Center. All applicants
will be interviewed by the L.I.T. Program Coordinator as interviews are
the first step into job readiness. Application Deadline is May 6, 2016.

To develop soccer skills, sportsmanship, team building and
having fun. This is a non-competitive league, where the emphasis will be on individual and team improvement versus
winning. Teams will focus on passing, player development,
technical and tactical knowledge and apply it to games.
Expectations of Parents/Families
We are keeping very short rosters; it is very important that
participants are in attendance at as many games as possible.
If your child cannot make a game, please let a coach or coordinator know in advance so he/she can make arrangements.
This is a non-competitive league. We ask families to encourage their child by cheering them on by acknowledging their
skills, while respecting all participants.(i.e. nice pass, nice
shot, nice turn, good try).

Are you looking for a fun and safe way to spend a Friday Night? No
worries because Teen Nights are here! Come enjoy Friday nights at
the Recreation Center year round. There will be music, video games,
art projects, and of course dinner! This program offers activities to
help young teens develop both their sense of self and independence
in a safe environment. All participants must have an Emergency Contact Form filled out by a guardian on file.
Designed just for our own teens, a safe and fun Friday Night Out!
Participation is easy, just fill out a field trip waiver form, pay your fees
and come on down. Look out for flyers, our monthly teen calendars
and/or subscribe to our social media sites and monthly newsletter
for updates on trips and special events. All sign-ups are on a first
come first served basis, for excursion we accept the first 20 registered
participants.

YOUNG WARRIORS CLASS
The Young Warriors is a capoeira youth program focused on developing discipline, respect, body awareness, confidence and social skills
in a supportive and positive atmosphere. Capoeira is a community
based art form that welcomes everyone from all ethnicities, ages or
athletic ability.

CAPOEIRA
Capoeira (capo-AYE-rah) is an Afro-Brazilian martial art that combines music, dance, acrobatics and self-defense. Due to its African
roots, music and songs accompanied by percussion are an integral
part of each class. Capoeira gives you power, flexibility, endurance
and allows for self-discovery that builds your self-confidence. The
challenge is within anyone’s reach regardless of age, gender or athletic experience. Classes are available for kids ages 5-7 (capo-kids),
7-12 (young warriors) and teens/adults in the regular capoeira class.

The “Capo-Kids” program is geared towards children ages 5-7.
Children learn basic capoeira movements and music in a fun and
playful environment. The methodology used not only helps them
to develop basic attack and defense skills and increase coordination
of muscle groups, but it will also put them on a path to a mentally
strong and physically active lifestyle.

KUNG FU
Kajukenbo Kung Fu is an eclectic,
modern martial art founded
in Hawaii in 1947. Kajukenbo
was created as a new fighting
system that emphasized effective
skills for self-defense within the
framework of graceful and powerful movement. The instructors are
Sifu Kate Hobbs (seventh degree black belt in the Gaylord Method of
Kaj Kung Fu) and assisted by third degree black belt Sifu Lynn Keslar
and second degree black belt Sifu Sam Mende-Wong.

Open to family members of all ages, the class structure is built to
support brand new beginners as well as students who have a regular
Kajukenbo practice. The purpose of the class is to introduce families
to Kajukenbo, give them a chance to learn some basic self-defense
skills and offer the whole family a healthy start to their weekend.
The class includes conditioning, rigorous repetition of basic strikes
and blocks, and traditional forms practice. Students are guided
through a vibrant and vigorous warm-up for the first hour, then a
snack and water break, followed by specific Kajukenbo skills training.

Come pamper yourself for a Restorative yoga class allowing the body
to adjust itself without force. Through restful slow poses this class

The Emeryville Senior Center is still CLOSED for an extensive
renovation and upgrade, but is expected to reopen June 2016.
All programs have been temporarily relocated to either the Emeryville Recreation
Center at 4300 San Pablo Avenue or the Ralph Hawley Campus at 1275 61st
Street. All programs will return to the Senior Center once it re-opens.

Art and Museum trips are scheduled to take advantage of the best
and most exciting exhibits in the Bay Area. Trip fees include transportation and excursions are planned that coincide with the museum’s

The center strives to provide the best entertainment and continues
to offer the most current movies, award-winning series, and documentaries. Movies are shown every Friday at 1:00pm. Our projection
system makes you feel like you are at the movies! While watching the
movie, enjoy popcorn, a drink or other treats courtesy of the center.
Don’t like our selection of movies? Please submit your suggestions
or volunteer to be one of our “Movie Critics” that select the movie
you feel other members would enjoy. Call the office to volunteer for

AARP 55 ALIVE DRIVER
CERTIFICATION COURSES
8-Hour Certification Class and 4-Hour Refresher Class
AARP driving classes provide a comfortable setting for older adults
(ages 50 and older) to help protect you and improve the roads for
everyone. Participants who complete the course earn a certificate and
may be eligible for a discount on their car insurance. Advanced registration required. Call the Center at 510-596-3730 to reserve a space.

Senior Helpline Services feels so strongly that mobility matters to
each of us that the agency has changed its name to Mobility Matters.
Those of us who drive often forget there are others in our
neighborhoods that are unable to get to their medical appointments
or get groceries without assistance. If you have time to donate a
few hours a month, you could improve the lives of local seniors by
helping maintain independence and freedom. Become a volunteer
driver with the Rides for Seniors Program. Volunteers must be:
good drivers, 25–75 years old, have a licensed, insured vehicle in
good condition to use to provide rides, attend a 3 hour training
session, undergo a background check and agree to provide an
occasional ride to an ambulatory senior. Mileage reimbursement will
be provided upon request.

8-TO-GO ON-DEMAND SHUTTLE SERVICE

WHAT IS ‘8-TO-GO’?
The ‘8-To-Go’ is an on-demand shuttle service for everyone ages 70+,
or people ages 18-69 who are certified to use East Bay Paratransit.
Once enrolled in the program, users just place a call to set-up your
travel itinerary and location, it’s that simple! Travel is limited to locations to and from the 94608 zip code area (which is all of Emeryville
and portions of North and West Oakland including MacArthur BART,
Kaiser, Sutter and more).
WHY SHOULD I USE ‘8-TO-GO’?
This service is intended to help seniors and people with disabilities
travel within the local 94608 area. Whether it’s a trip to the senior
center, grocery store, favorite restaurant, medical appointment, or
religious services, ‘8-To-Go’ will provide the personalized service and
attentiveness not found in other transportation services.
HOW DO I FIND MORE INFO OR SIGN-UP FOR IT?

For home-bound older persons, 60 and over residing in Emeryville.
Monday-Friday and weekends by special arrangement. Suggested

EMERYVILLE TRI-CITY CAFÉ
HOT LUNCH PROGRAM
The center offers a hot pre-packaged meal daily in our main auditorium. The meals are provided by Nutrition Solutions focusing on using
low fat and sodium ingredients. This is a self serve lunch which runs
Monday–Friday, 11:45am-12:15pm. Suggested Donation for the meal
is $3.00 for adults 60 years and over and $5.00 if under 60. You must
fill out an application form to participate in addition to the Senior
Center Membership form.

CHECK-UPS
The Alameda County Fire Department visits the
Recreation Center every first and third Friday of the
month at 11:30 a.m. to check your blood pressure
(and they maintain records for comparison).

AND FOOT CARE
A geriatric nurse practitioner from the 60+ Health Center provides
bimonthly foot care, diet and medication review, and blood pressure
checks at the Recreation Center. Free for members.

Why should I pre-register for activities?
Almost all activities require pre-registration. Without pre-registration,
our staff will not be able to have the correct supervision or supplies
to make sure you have a great experience. Note: A few of our community/special events and senior activities do not require pre-registration. These will be noted in the activity/event description.
How do I register for youth, adult, and senior activities/
events in Emeryville?
The Emeryville Child Development Center (ECDC) only accepts
walk-in registrations due to eligibility and availability constraints.
Eligibility for enrollment into ECDC programs is open to all families
with children ages 4 months to 5 years. Please call to set up a tour for
the programs and facility. Please call the ECDC with any questions at
510-596-4343.

activity, or receive a full refund. Please allow four to six weeks for
cash or check refunds to be processed. We sincerely apologize in
advance for any inconvenience this may cause.

Bike to Work Day is Thursday
May 12, 2016
COME OUT AND RIDE!
Everyone on a bicycle is welcome for Bike to Work Day. Biking your
kids to school? Heading to work? Stop by for some refreshments and
bikey gifts. The City of Emeryville welcomes you to ride with your
neighbors and meet fellow cyclists!
Volunteer at an Energizer Station! Call City of Emeryville at 510-5963795, or for outside Emeryville, call Bike East Bay 510-845-7433.
Volunteers will be stationed at Energizer Stations all around the Bay,
handing out morning refreshments and free gifts, counting cyclists
for the two hour morning commute. Why do we count riders on Bike
to Work Day? Because it helps quantify the demand for bicycling
infrastructure, and justifies funding and spending on projects like
bike lanes, racks, signage and more. Join the fun! Stop by an Energizer Station, and pick up your FREE commemorative bag with bike
goodies inside. The City’s five Energizer Stations will be open from
7:00 a.m. to 9:00 a.m.

Bike Share Coming to
Emeryville
A regional bike sharing program like New York’s Citibike
and Seattle’s Pronto is coming to Emeryville in 2016!
Motivate, the company behind both of those systems
– and many others – is rolling out a Bay Area system in
Emeryville, Oakland, Berkeley, San Francisco, and San
Jose that will include 7,000 bikes at approximately 700
locations throughout the region. The system’s sponsor
and name will be announced soon.
Bike share is a healthy, environmentally-friendly, flexible and convenient system that helps people make short trips without their cars,
and helps make transit work by providing the “last mile” transportation to and from homes, workplaces, retail, and recreational destinations. It reduces greenhouse gas emissions from transportation,
adds to the vibrancy of the community, and gives a boost to local
businesses. The system works on a membership model – an annual
membership costs $149 and provides an unlimited number of trips of
30 minutes or less anywhere in the five-city system. Shorter-duration
memberships may also be available, and there will be discounted
rates and monthly options for those with qualifying incomes.
A public outreach effort including community meetings and a website (suggest.bayareabikeshare.com) soliciting ideas for station siting
have been underway and will continue through 2016.
Emeryville will start with ten stations and approximately 100 bikes.
The 400 bikes in Berkeley and 850 in Oakland will interconnect with
our stations and will provide many opportunities for connection,
including at both of the BART stations nearest to Emeryville. These
stations and bikes are entirely funded by Motivate, at no cost to
the cities. Additional stations may be added in the future either at
the City’s or property owners’ option and expense or as part of new
development projects.
Horton Street
Traffic Calming
The Horton-Overland Bike Boulevard is, along with the Doyle Street
Greenway, one of Emeryville’s main north-south bike routes. In response
to increasing volumes and speeds of traffic on Horton Street, which are
above the levels recommended in the City’s 2012 Pedestrian and Bicycle
Plan, a traffic calming effort was discussed at the Bicycle and Pedestrian
Advisory Committee (BPAC) and in a series of community meetings. The
City is working with Alta Planning + Design to identify the best methods
to slow traffic down on Horton Street. Slower vehicle traffic will make the
street more comfortable and safer for cyclists, and it will also discourage
the use of the route as a cut-through during the rush hour commute.
With the help of the community and the BPAC, Alta Planning + Design
will provide plans to the City for a temporary installation of calming
measures that may include speed humps or tables, road narrowings,
medians, and/or re-striping. The temporary measures are expected
to be in place for a year or more, after which time the City will solicit
community input again to review the outcomes of the experimental
treatments and plan more permanent traffic calming measures.
This project is funded by a grant from the Alameda County
Transportation Commission using funding from Measure B, the
half-cent transportation sales tax.

Update on Climate Change Projects
Street Tree Carbon Sequestration
Thanks to an effort by the City to increase the number of street trees in Emeryville, 749 new trees were planted in the past ten years, bringing
our total number of street trees to 3,988. Last year alone, these trees sequestered (removed from the air) more than half a million pounds of
carbon, a 68% increase from 2004. This is approximately equivalent to taking 66 cars off the road for the year!
Emeryville’s Low Carbon Footprint
A joint study between University of California Berkeley’s CoolClimate Network and the Bay Area Air Quality Management District was released
in December 2015, analyzing the Bay Area’s carbon emissions. The study found that Emeryville has the lowest per-household carbon footprint
in the Bay Area. This consumption-based greenhouse gas inventory is the most granular carbon footprint assessment in the world and takes
into account each household’s energy use, transportation, food, goods, services, construction, water, and waste. Read more about it at http://

Climate Action Plan Update
Hoi-Fei Mok was hired as a CivicSpark Americorps Fellow for 2015-2016 to update the City’s 2008 Climate Action Plan, extending the plan to
include 2030 and 2050 targets as well as taking advantage of more up-to-date data and lessons learned. This process includes conducting
a greenhouse gas inventory, developing new climate initiatives, incorporating adaptation and resilience, and reaching out to the larger Emeryville community. A full draft of the Climate Action Plan is expected by end of summer for public review. Find out more about CivicSpark at

Emeryville recently launched its new sustainability website at XYZ. Check it out for actions you can take on saving water or calculating your

Compact of Mayors
Launched at the 2014 United Nations Climate Summit, the Compact of Mayors is the world’s largest coalition of city leaders addressing climate
change by pledging to reduce their greenhouse gas emissions, tracking their progress, and preparing for the impacts of climate change. This
past fall, Emeryville joined the pledge as one of 447 cities world-wide that have committed to fighting climate change. Find out more at www.

Measure B/Measure BB and
Vehicle Registration Fee
Local Streets and Roads Program Update
Each year the City of Emeryville receives approximately $490,000 for
Local Streets and Roads projects from the Alameda County Transportation Commission (ACTC) from three voter approved funding
sources; Measure B, Measure BB, and the Vehicle Registration Fee.
The city uses these funds for routine street maintenance and the
ongoing citywide street rehabilitation project. Depending on the location, condition, and use of the street, various pavement rehabilitation strategies, including full depth reconstruction, grind and overlay,
cracksealing, and slurry/cape sealing, are implemented to improve
roadway condition and performance.
In Fiscal Year 2015/2016, the Street Rehabilitation Project scope included grinding and paving Hollis Street from Powell to the northern
City Limit, 65th Street from the Emeryville Greenway to the western
City Limit, Vallejo between 65th Street and Peabody Lane, and Ocean
Avenue between Vallejo Street and Hollis Street.

that will use this funding include portions of Adeline Street south of
40th Street, streets east of Adeline Street, 45th Street east of Hollis,

Emery Go Round Shuttle
Property Based Improvement District (PBID)

1.WHAT IS THE EMERY GO ROUND SHUTTLE (EGR)?
Emery Go Round (EGR) shuttle is a no-fee service that connects the
City to the MacArthur BART Station; provides connectivity through
the City; and connects to the West Berkeley shuttle (at Berkeley Bowl
West). In 2014, the EGR had almost 1.7 million boardings.
2. HOW IS THE EGR FUNDED?
The EGR is primarily funded through the Emeryville Property and
Business Improvement District (PBID) – which is a special assessment
fee placed on commercial/retail/industrial parcels as well as residential (rental and home-ownership) parcels in the City.
A PBID is a special tax assessment district. As a special assessment
district, the services/programs/projects provided through assessment fees must have special benefit to the properties assessed. In
the case of the proposed PBID, the special benefit is access to the
Emery Go Round shuttle.
4. HOW IS THE PROPOSED PBID ASSESSMENT LEVY
DETERMINED?
An assessment engineer determines the general vs. special benefit
conferred by the proposed PBID and then calculates the special benefit for each parcel. General benefit is benefit that is not associable
to any parcel within the proposed assessment district (for example,
benefit received from parcels located in Oakland that have access
to the EGR) and such costs cannot be included in the proposed
assessment district.
For the new PBID, the special benefit for each parcel was determined
by an assessment engineer according to the trips generated by specific land use. Parcels that have high trip generation land uses (such
as retail centers and banks) have been assessed higher than lower
trip generation land uses (such as warehouses or light industrial). In
addition, each parcel’s assessment levy is further weighted according to whether the parcel is within ¼ mile a stop along a 7-day or
5-day route.
The Emery Go Round PBID was initiated by the City, ratified by the
City’s property owners through a mail in ballot process, and then
approved by the City after a public hearing.
Ballots were mailed to every property owner and each ballot indicated the proposed assessment levy for each parcel owned. Ballots
were weighted according to the assessment to be paid by each
parcel. Ballots representing 71.25% of the cast ballots (as weighted
according to assessment fee to be paid by each property owner) approved the PBID, while ballots representing 28.75% of the weighted
ballots cast protested the PBID.

The PBID management plan and assessment engineer’s report
includes the proposed assessment levy for each parcel by parcel
number and site address based upon the trips generated according
to each parcel’s land use and route access. The proposed management plan and assessment engineer’s report can be downloaded

the City Clerk’s Office.
Residential property owners (home ownership parcels in multi-unit
complexes) who live within ¼ mile of a 7-day EGR route stop pay
$111.49 per year; within ¼ mile of a 5-day route stop pay $79.60 per
year. Property owners who own a stand alone single family home
pay either $171.52 or $122.47 (7 vs. 5 day route). Commercial property owners pay according to the specific land use as outlined in the
PBID management plan/assessment engineer’s report.

The PBID assessment levy would be placed on the property tax rolls,
starting in Fiscal Year 2015-2016.

The Emeryville Transportation Management Association (TMA)
is responsible for operating the PBID. The TMA consists of all of
the property owners that are assessed by the PBID (the general
members). Decisions are made by the TMA Board and/or the general
members according to the TMA bylaws. The PBID management
plan states that the Board composition and bylaws must be based
upon an equitable representation of all stakeholders (residential and
commercial property owners) and that the City must approve the
TMA Board composition and bylaws by incorporation into the TMA/
City agreement. The TMA/City agreement is the basis for the TMA to
receive PBID funds for operating the shuttle and is scheduled to be
approved by the City Council in November/December 2015.

Update on Development Proposals
MARKETPLACE MIXED-USE REDEVELOPMENT
MarketPlace development project has been approved. The approved
portions are 456 housing units including 50 affordable units, a grocery store and 39,000 square feet of other retail space, realignment
of Shellmound Street with stores on both sides, a grand staircase to
the Amtrak Station over the railroad tracks, and redesign and expansion of Christie Avenue Park. A Planning Commission hearing for a
parking garage and additional retail between Shellmound Street and
the railroad tracks was scheduled for February 2016.
ANTON EMERYVILLE RESIDENTIAL PROJECT ON
“NADY’ SITE
The Planning Commission has certified the Environmental Impact
Report for the Anton Emeryville residential project on the Nady Site,
a 167-unit project on Shellmound Street at 67th Street. Study
sessions on the project were held in December 2015 and January
2016. The project was tentatively scheduled for approval at the
March 24th meeting.
STANFORD HEALTH CENTER IN EMERY STATION
GREENWAY BUILDING
Stanford is working on interior building improvements at the northeast corner of Hollis and Powell. Over 82,000 square feet of vacant
space will be modified for outpatient medical services. Proposed
exterior changes, including a protective canopy over the sidewalk
and a curbside valet service, will be reviewed by the Planning Commission in spring.
SHERWIN WILLIAMS URBAN VILLAGE
(Square Foot)
This Planned Unit Development (PUD) on the former Sherwin
Williams paint factory site is in planning application processing. Environmental Impact Report analyzed three alternatives - The Existing
Base Zoning/General Plan Development alternative, the Reduced
Density alternative, and the Lennar alternative. The Planning Commission hearing for the project is expected in summer.
MULTI-UNIT RESIDENTIAL BUILDING ON 65TH
In October 2015, the Planning Commission held a study session for a
proposed 24 unit residential building on 65th Street, east of the greenway. All proposed units have two or three bedrooms. A Planning
commission hearing is expected in the spring.

Development Regulations Change
RESIDENTIAL REGULATIONS AND BONUSES
The City has new rules for multi-unit residential development projects. Projects must include at least 50% two-or-more bedroom units, including at least 15% three-or-more bedroom units. All projects with 10 or more units must meet the Family-Friendly site and building design
guidelines, and all required two-or-more bedroom units must meet Family-Friendly unit design guidelines. To get development bonuses,
residential projects must provide affordable units in the project.
AFFORDABLE HOUSING IMPACT FEE
The developer impact fee for affordable housing has increased. Now a developer of a rental residential project must pay $28,000 per unit into
the City’s affordable housing fund, or build affordable units in the project instead of paying the fee.
SIGNIFICANT STRUCTURES
The City Council has adopted a map, list and photos showing what structures are considered significant and require City Council approval for

Summer Safety Tips
When the weather begins to heat up so does crime. Here are
some tips to keep your home safe:
• Install deadbolt locks with a 1” metal bar on all non-sliding exterior doors.
• Garage doors should always be closed and locked.
• Keep all doors and windows closed and securely fastened.
• Store tools and ladders out of sight and locked away.
• Make sure the perimeter of your home is well lit.
• Create the illusion you are home by using timers on lights, radios,
or televisions.
• Leave a vehicle parked in your parking area.
• Do not leave a message on an answering machine or social media
indicating you are away from home.
• See something, Say something. Get to know your neighbors and have each
other’s contact information in case of emergencies.
• Most crimes are crimes of opportunity; eliminate the opportunity cut
down the crime.

Warriors Forward Draymond Green Pins New
Emeryville Police Officer!
The Emeryville Police department has 36 Police Officers and has welcomed a few new faces to the wear the
star. One of our newest Officers is Jaime Pardo.
Ofc. Pardo was raised in East Bay. Ofc. Pardo’s mentors growing up were his grandfather and his youth baseball coach who both happened to
be members of the Hayward Police Department.
These two strong mentors happened to both be in law enforcement and had such a positive impact on Ofc. Pardo’s life. Ofc. Pardo knew he
wanted to be the role model for someone else in the world.
Ofc. Pardo did his research and found his home in the Emeryville Police Department. Ofc. Pardo graduated the Police Academy at the Alameda
County Regional Training Center. Ofc. Pardo hopes to become an experienced patrol officer and develop into a detective. When Ofc. Pardo is
not studying and earning his degree in Business Administration, he is watching the Golden State Warriors.
On 12/15/15 Ofc. Pardo was sworn in by Chief Tejada. As luck would have it, Golden State Warrior, Draymond Green was accepting the key
to the City of Emeryville and was more than happy to pin Ofc. Pardo’s star badge on his uniform. The Emeryville Police Department was very
impressed with Mr. Green’s wonderful support. Go Warriors!

City of Emeryville Minimum Wage Annual Increase
Effective July 1, 2016
The Emeryville City Council adopted the Emeryville Minimum Wage and Paid Sick Leave
Ordinance (EMC 5-37) on July 2, 2015.
The Ordinance requires higher rates for minimum wage and paid sick leave for eligible employees
than the State of California. It also requires that all Hospitality Service Charges are paid to the
Hospitality Workers who work the events for which a service charge is collected. Each year the
minimum wage rates will increase on July 1st.

Any individual, partnership, corporation or sole proprietor
who wishes to conduct, either directly or indirectly, any
business within the City of Emeryville must secure a business license certificate.
The City of Emeryville ordinance states that it is unlawful for any person to
commence, transact, engage in or carry on business in the City without first having
obtained a valid license and paid the license fee. Organizations operating entirely
for the benefit of charitable purposes and those exempt from filing information
returns under 26 U.S.C. §6033 (a)(2) are exempt from the payment of
business license taxes. However, such organizations must still receive and
maintain a current business license and are subject to an annual renewal
and statement affirming its status as a charitable organization by

Assistance to Purchase a
Home in Emeryville?
The City of Emeryville has two down payment assistance programs to assist income-eligible, first-time homebuyers to purchase
residential units in Emeryville through “silent” second mortgages. These low-interest, deferred-payment second mortgages can be
used to reduce the amount needed to borrow from a primary mortgage lender, reducing monthly mortgage costs.
The two programs are CalHome, available to low-income or below households, and the First Time Homebuyer Loan (FTHB) program,
available to households earning at or below moderate income. CalHome may be used to purchase either market-rate or below-market-rate units, while the FTHB program may only be used for the purchase of market rate units.

and $150,000 available in the FTHB program.

Public Art Master Plan
Under Way!
Celebrating 25 years of public art in Emeryville, the
City’s Art in Public Places Program (AiPP) initiated the
creation of its first Public Art Master Plan this January.
The City’s AiPP program includes over 75 permanent exterior public
art pieces and over 200 additional pieces installed in City Hall and
other publically accessible places in private developments.

The Bridgecourt Room
Recreation Center
Located at 3990 Harlan Street, is perfect for hosting a board meeting, a
small gathering, or even an instructional class. The Bridgecourt Room has
an urban loft vibe with amenities that include; a seating capacity of up to
40 people, a wet bar/kitchen area, and bathroom. This room also comes
equipped with a projection screen and tables/chairs.
The Robert Savage Recreation Center, located at 4300 San Pablo Avenue,
is perfect for children’s birthday parties, trainings with break out rooms,
meetings, and any type of shower. The Rec is equipped with projector and
projector screens as well as TV’s in every room! With six conference style
rooms for break out sessions, the Recreation Center can hold up to 30
seated guests in its largest room.
Emeryville Senior Center
Emeryville Senior Center has a wonderful art deco design from the
1930’s that makes it an ideal venue for private parties, receptions,
weddings and community functions. Our main hall has vaulted ceilings,
hardwood flooring and can host up to 250 people. The Senior Center
comes equipped with a stage, P.A. and sound system, tables and chairs
and much more. If our main hall is too large for your event, our upstairs
room is perfect for hosting smaller functions. Any room in the center is

The ECCL has a facility that is just right for your event:
· A 10,000 Square Foot Basketball Gymnasium
· A beautiful 5,000 sq. ft. auditorium with a commercial kitchen that can
accommodate up to 250 guests (available fall 2016)
· A regulation size soccer/football/baseball/softball field suitable for
competitions (available fall 2016)
· A spacious 1,000 foot activity center great for youth and teen parties
with a pool table.(available fall 2016)
· There are many other spaces at the ECCL for any event. We also host
pool parties at our fully renovated aquatics facility.
