At the April SBCCOG Board of Directors meeting, the following positions were declared open
for nominations starting May 1 and closing June 1 @ 5 pm.

The SBCCOG has one position on each of the above committees and the board policy is that the
positions are filled for a 2 year term from the date of the appointment – to June 2017. These
positions must be filled by an elected official from the South Bay. Incumbents are eligible to
apply.
In keeping with the process for appointments that was adopted last month by the Board, all of the
nominees will be invited to the June 8 Steering Committee to make a brief (ca. 3 minute)
statement as to why they would like to serve. If they cannot attend, the Executive Director or
Chair can read their statement. After the interviews the Steering Committee will recommend the
appointments to the Board. The Board will approve the appointments at the June 25 meeting.
Those appointed will be sent the Commitment to Serve letter for their signature and submittal to
the SBCCOG. New terms will begin starting in July.

RECOMMENDATION
Review resumes and interview candidates as required and recommend appointments to the
Board.
Mark A. Waronek has over 19 years of experience in government and
community relations, and public affairs. Mr. Waronek is currently a
Councilmember for the City of Lomita. He previously served on the
council from 2003-2007, and as Mayor from 2006-07 - he is involved
in many organizations and associations in the South Bay and the Los
Angeles County region. He served as Secretary/Treasurer for the
California Contract Cities Association and was a board member on
the League of California Cities Transportation Policy Committee and
many other regional organizations/ associations. Currently he works
for Ek & Ek out of the San Pedro office. He was the Principal and
Owner of Waronek & Associates, a consulting firm he started in April
2005, after several years as an associate and project manager for
three top advocacy and public affairs consulting firms in Los Angeles.
He was the Director of Government and Public Affairs for Olivito and
Associates as a representative for two associations: the California
Contract Cities Association and the Western Carwash
Association. He also was the Director of Government Affairs for
Svorinich & Associates, Inc. and interfaced directly with the Los
Angeles City Council, Los Angeles County Board of Supervisors, Los
Angeles Unified School District and the Metropolitan Transportation
Authority (MTA). Mr. Waronek has fostered relationships with most of
the 88 cities within Los Angeles County.
Prior to rejoining forces with former Councilman Rudy Svorinich Jr.,
Mr. Waronek was employed by Joe Cerrell, Chairman of Cerrell
Associates. While at Cerrell Associates, his focus was on resolving
client issues and numerous public relations projects within the greater
Los Angeles region. Previous to Cerrell Associates, Mr. Waronek
was a key figure within the Afriat Consulting Group for three
years. He managed several initiatives and issues including
advocacy/lobbying, public affairs, political campaigns and
communications, fundraising, and special events.
As a public servant, he served the City of Los Angeles and
specifically the five diverse (Harbor City/Harbor Gateway, San Pedro,
and Wilmington) communities of the 15th Council District as Economic
Development Deputy to Councilman Rudy Svorinich, Jr.
Waronek graduated with a B.A. in Communications with an emphasis
in Communication Studies from Loyola Marymount University and
currently resides in the city of Lomita, with his wife, Kristine (married
20 years), and two children, Madeline, 17 years and Marky, 13 years
old. He enjoys spending time with his family and traveling with family
and friends. He coaches his kid’s athletic teams. He also has a taste
for wines and on is spare time he is the public address announcer for
football and basketball games at his high school alma mater, Bishop
Montgomery High School in Torrance.

Experience:
Public Office 2011- Elected to a four-year term as Councilmember, City of
Hawthorne, CA.
Employment: Defended the FAA in many employment cases based on charges that
the FAA had wrongfully terminated or suspended an employee, in that it had violated
Title VII, other federal law, or its own policies. These cases were brought under
EEOC Regulations, Merit Systems Protection Board regulations, or the
Whistleblower Protection Act. The cases involved FAA personnel who were
filing charges of discrimination against the FAA and/or its management. In this
capacity, answered complaints, and filed responsive pleadings, briefs, and
memoranda. Defending these cases required thorough knowledge and preparation
in Employment Law, Rules of Evidence, and FAA employment policies, as well as
skill in negotiating settlements. Preparation for trial required working extensively
with FAA human resources, labor relations, and management personnel in order to
gain thorough knowledge of the personnel policies and labor contracts as well as
the requirements of the complainant’s employment position. Interviewing fact
witnesses required a thorough understanding of their jobs and how they had
interacted with the complainant in order to properly defend the agency by
determining if policies had been violated or laws broken. Interviewing expert
witnesses required understanding the areas of their expertise in order to determine
whether and how their testimony could bolster the FAA’s position that it had not
violated any law or policy.
Litigation: Represented the FAA as a prosecutor in many enforcement cases,
based on alleged violation of the Federal Aviation Regulations by pilots, air
carriers, airports, and maintenance personnel. Represented the FAA at all stages of

the enforcement process: In this capacity, filed complaints, issued pleadings,
briefs, and memoranda, and negotiated settlement of cases, where settlement was
warranted. Appeared before the National Transportation Safety Board and the
Department of Transportation, necessitating extensive knowledge of the
Federal Aviation Regulations and the Rules of Evidence. Preparation for trial
also required working extensively with FAA technical personnel, in order to
gain thorough knowledge and understanding of the aviation systems involved in
the litigation. In several instances, cases won by the FAA at the administrative
level were appealed by the respondent to the U.S. Court of Appeals. These
cases required extensive coordination with the United States Attorney, including
preparation of a litigation report, and preparing the witnesses for direct and crossexamination.
Contract Law: Negotiated many contracts and leases on behalf of the FAA,
requiring a thorough knowledge of the FAA’s regulations and procurement
guidance, describing the process of reviewing government contracts. Issued legal
opinions in in response to public requests for clarification of FAA regulations.
Issues that were researched and for which opinions were issued involved, for
example, personal service contracts, appropriations, construction issues, liability
clauses, personal service contracts, and reimbursable contracts.
As a mediator for the Los Angeles Superior Court, I mediated many breach of
contract disputes from 2000-2012.
Further, Contract Law was a significant part of the curriculum for the courses I
taught at Embry Riddle Aeronautical University. (See above).
Alternate Dispute Resolution Experience
Arbitration: 2008 to present: Arbitrator for the American Arbitration
Association (AAA).
September 2008 to 2012: As-Needed Hearing Examiner for the Los Angeles
Department of Transportation.
1993 to 1998: Hearing Officer for CDD; heard at least 10 cases in which
complaints had been filed against the City of Los Angeles under the Job Training
Partnership Act. The complainants were generally trainees or applicants who had
been denied a benefit and alleged discrimination based on race, gender, or
disability.
Mediation: 2000 to present: In 2008, certified on the panel of Mediators for the
United States Postal Service (USPS). Subsequently, completed at least 30

mediations in which postal employees charged that the USPS had violated Title VII
law or USPS policy in taking disciplinary action against them.
2001 to 2012 - In 2001, certified on the panel of Mediators for Los Angeles Superior
Court. Subsequently, completed at least five enrichment courses provided by the
court. Conducted at least 70 mediations for the court, involving contractual
disputes, personal injury, breach of rental lease, breach of warranty, and workplace
harassment. The ADR program was terminated by the Court in 2013.
1999 to 2007, conducted pre-litigation mediations of cases in which FAA personnel
had filed informal charges of discrimination and they were still in the investigatory
stage.
In 2000, completed the 40-hour Dispute Resolution Course at the Office of the
Los Angeles City Attorney, and conducted at least 100 hours of mediation at
that office.

Semester, 2008, 2009, 2010, and 2012, a 9-week course in which graduate
students are required to understand how law and ethics affect the business
environment. In 2011, taught “American Constitutional Law,” at Embry Riddle, a

Biography – Albert Robles For more than 20 years, I have served the community in the capacity of an elected official trying to implement laws and ordinances that will improve our communities to provide a better future for the residents of Southern California. Most recently, I was unanimously appointed as Mayor of the City of Carson having only previously served two years as a Councilmember since 2013 when I was elected by almost 50% of the voters – an unparalleled achievement for someone running for Carson City Council the very first time. I grew up in Carson, where I played in local parks and attended local public schools (Kindergarten through High School). I was also first in my family to graduate from high school, and upon graduating, I received a scholarship to attend the University of Colorado at Boulder. During my undergraduate studies, I studied abroad at foreign universities in both Latin America and Europe. I received my Bachelor’s Degree from the University of Colorado, where I double-­‐
majored in Political Science and Latin American Studies, and minored in Economics. I also obtained my Master’s Degree from the University of Southern California where I was a USC Merit Scholarship recipient. In addition, I have the distinction of having served as a United States Congressional Fellow in Washington, D.C., and receiving a Juris Doctorate Degree from the University of California at Berkeley – one of the best schools in the Country. Being a businessman, I understand what it takes to create economic development and jobs. My professional experience includes working at one of the country’s most prestigious law firms, teaching business law at a local community college, working as a Community Affairs Manager for a fortune 500 company, serving as the General Manager of a joint powers authority, serving as a consultant for local governments on business development, and working as a Staff Assistant to a United States Member of Congress. In addition, during my service to the community as an elected official, I also served on various committees and on boards of directors of non-­‐profit organizations and received numerous certificates of appreciation and recognition from civic, community, and business organizations for my involvement in the community.
