SUPPLEMENTAL REGULATIONS Description This is the second year this stand alone regional rally has been run. The organizing committee has taken the Waste Management Stages from STPR® and crafted a fun, one day event for all participants. Headquarters will be located at the Morris Fire Department that has supported stage rally in this Pennsylvania area for years. Parc Expose: No Parc Expose has been planned. If the decision is to hold a Parc Expose, it will be announced in a Bulletin at www.STPR.org. The rally is just less than 40 miles in length. As service will be onsite, there will be only very short transits between stages. The Rally consists of the complete Waste Management Stages run twice in each direction. This event is sanctioned and insured by Rally America. It will be conducted under the Rally America Performance Rally Rules and these Supplemental Regulations. SUPPLEMENTAL REGULATIONS 2. Entries: 2.1. Entries will be accepted electronically from the Rally America web site (www.rally-america.com) 2.2. Entries will not be valid until the entire entry fee is paid. 2.3.Receipt of all mailed entry fees is based on the POSTMARK date of your mailed payment. Be sure to mail in time for the registrar to receive materials for specified deadlines. 2.4.Rally America National and Regional classes will be accepted. 2.5.Entries will be accepted once Online Registration opens. From that date until 2/01/2012 all entries will be accepted at the early entry fee, 2.6.Entries received after 2/01/2012 will be accepted at the late entry fee. Entries submitted at registration must prove Rally America Competition License and pay in cash. 2.7.There will be a discount for entries paid by cash. 2.8.Entry fees include one Service Crew Kit. 2.9.Entry to the awards party will be an additional cost. 2.10.One additional service vehicle may be registered for $50, which includes a Service Crew Kit. Additional Service Crew Kits may be pre-ordered for $25. A limited number of Service Kits may be available for the teams entering late. We will do our best to provide the materials needed. Unfortunately, due to the expense of preparing extra Service Crew Kits, fees for pre-ordered extra Service Crew Kits are not refundable. 2.11.Payment for entries may be made by credit card at the Rally America online registration site. Other options for payment include check or money order mailed to the Registrar until February 1. After February1, payment may be made by certified check or money order. On site entries must be paid in cash. 2.12.Checks that do not clear upon first deposit will incur a $50 fee to cover bank and processing costs. The “bounced” check must be replaced by February 1st, with a certified check or money order, or the entry position will be forfeited. The entrant will remain responsible for the $50 fee. 2.12.1. Refunds: Refunds will be paid by check after March 15, 2012. 2.12.2. Competitors may withdraw their entries: 2.12.2.1. Without penalty, up to 48 hours before the start of registration. 2.12.2.2. With up to 25% of the entry fee in penalty, less than 48 hours before the start of on site registration (percentage at the organizer’s discretion). 2.12.2.3. With up to 100% of the entry fee in penalty after the opening of on site registration (percentage at the organizer’s discretion). 2.12.2.4. “No-show” withdrawals will not receive a refund. SUPPLEMENTAL REGULATIONS 3. Advertising and Identification: 3.1. All vehicles must carry competition numbers in the required locations. These may be nationally or internationally assigned numbers or off the shelf numbers provided by the competitor. Numbers must be at least 8" high with at least a 1.25" stroke and displayed in a color contrasting to its background. (See Article 3.1.C.2 in the Performance Rally Rules). 3.2. Numbers and number backers will not be provided by the organizers of this event. Handmade (tape or similar) numbers are not acceptable. 3.3. Service Vehicle Identification: All service vehicles must carry the car number of each vehicle they are servicing for as per 2012 PERFORMANCE RALLY RULES 7.11.F. 4. Fuel: 4.1. Fuel will be the responsibility of the individual teams. Fuel will not be supplied by the organizers. 5. Testing (Sanctioned Exception): 5.1.Testing, defined as the running at speed (over the posted speed limit or on Forest roads) by a competing vehicle on any road within 50 miles of Wellsboro, except at locations and times specified and supervised by the organizers is prohibited. Violators will be excluded from the event. 5.2. The Odometer Calibration Run, which is not part of the Rally Route, is issued at registration. The format is identical to that in the Route Book, and may be used by competitors and Service Crews. 5.3. There will not be a Practice or Shakedown stage. 6. Reconnaissance : There will not be a Reconnaissance session 7. Administrative Checks: Competitor Registration is located at the Morris Township Fire Hall. Documents to be available at Competitor Registration: Documentation on record and verified through Rally America will not need to be shown. Insurance is required as per section 1.6C of the 2012 edition of the Rally America Performance Rally Rules. Scrutineering, Sealing and Marking: Scrutineering location will be at the Morris Township Fire Hall. Any change will be addressed in a Bulletin posted on the Wellsboro Winter Rally Page located at www.STPR.org. 8.1 Scrutineering will be in accordance with the Section 6 of the 2010 Performance Rally Rules. 8.2 Scrutineering will be done on a first come first serve basis. The pre-printed Scrutineering form must accompany the vehicle to Scrutineering. Team Crew at Scrutineering must be registered! If you need special consideration for after hours, please contact the Scrutineering Chief directly for help. 6 2012 W.W.R. SUPPLEMENTAL REGULATIONS 9 Practice Stage: 9.1 10 There will not be a practice stage. Service: 10.1 10.2 10.3 10.4 10.5 10.6 10.7 Service kits will be issued to each Service Crew upon registration. Kits include a Running Schedule, Route Map, Supplemental Regulations (with Odometer Calibration Run), Service Route Instructions, Service Area locations and contact information for Emergency Services. Selection of service spaces will be on a first come first serve basis during Registration except as described below. 10.2.1 There is an additional fee of $50 per additional service space at the Waste Management Site as defined in the Current Operations Manual article 5.4. 10.2.1.1 “The areas selected should be of sufficient size to accommodate the expected number of vehicles and a 20ʼ x 60ʼ service area for each.” 10.2.1.2 Due to the variability of the terrain, the total square footage needed may be calculated. The basic service space consists of 1200 square feet. 10.2.1.3 Teams with oversize service rigs need to pre-register with the Competitor Registrar so that we can accommodate the need for increased space. 10.2.2 A footprint of your service vehicle is required due to the unknown space needs. Please send this information to the Competitor Registrar. She will relay that to the Service Manager. There is a limit of 2 service vehicles per competing vehicle. Each service vehicle and its personnel must be registered. Proof of Insurance (declarations page) for all service vehicles is required at Registration. If the driver of the service vehicle is not the owner, a letter of permission to use the vehicle is also required. 10.3.1 A service vehicle that is servicing more than one team counts as one of the two allowed service vehicles for each team it is servicing. For example: If car 72 and 472 share a service vehicle, the number of vehicles for the combined services is 3. This will be monitored by the numbers issued for ID at Service Crew Registration. 10.3.2 Each Service Vehicle must be identified by the number (or Numbers) of the car (or cars) that it is servicing per 2012 Performance Rally Rules 7.11.F.Numbers must be affixed to the upper center windshield so as not to obstruct the view of the driver of the vehicle. Tarps or spill cloths are required for all servicing operations. There is a $50 penalty for failure to comply. There will be an official with radio communications at the Service Area. This person will be responsible for managing the area and helping crews find missing vehicles. Net Control frequencies are listed in the Route Book and Service Route Book for your convenience and monitoring. Service Crews and Rally Teams will NOT be permitted to contact Net Control directly with the exception of a true emergency. Service Crews are required to notify the Service Area Coordinator when they leave a service area to retrieve a vehicle they are servicing for. There is space very close to the Service Area where crews may watch. Please make sure your wristband is on at all times as there is not spectating per request of the property owner. 7 2012 W.W.R. SUPPLEMENTAL REGULATIONS 11 CAR RECOVERY / SAFETY SWEEP / SWEEP 11.1 11.2 11.3 11.4 12 The Safety Sweep team follows closely behind the final competing vehicle. Their primary purpose is to discover what assistance is required by disabled vehicles/teams and to pass this information to Net Control and Sweep. They are unable to take passengers. If you are disabled, and you are over maximum lateness, you will be asked to surrender your time card. Safety Sweep is not a course-closing vehicle, and will pull over and wait if you are able to get back in the rally. Closely following Safety Sweep will be Medical and 4x4 Sweep teams who will provide medical support and/or attempt to move your disabled vehicle. If a stage will be run again you will only be moved if you are blocking the course. When the stage is closed after its final use, Sweep will attempt to move your car to the end of the stage where your service crew or a wrecker can be dispatched to meet you. Sweep may help a competitor get going if they can, but it is a courseclosing vehicle for that stage and if you allow them to continue past you, you are out of the event. Specific Sweep info is included in the back of the Route book. Emergency Instructions for rally teams are summarized on a sheet in the back of the Route Book for your convenience. Results: Informational scores will be posted at Service during the event Saturday. Provisional results will be posted at the After Rally Party ASAP after the Rally is complete. The location of the party will be published in a Bulletin posted in the Announcement Forum on www.stpr.org. 13 Prizes 13.1 13.2 13.3 14 Final Checks and Protests: 14.1 14.2 14.3 15 At a minimum, trophies will be awarded to the first place car in each class as well as the First Overall four-wheel drive vehicle and the First Overall two-wheel drive vehicle. Trophies will not be mailed to those competitors who cannot pick them up at the awards ceremony. If you cannot stay for the awards banquet, please make arrangements to have your trophy picked up. There will not be cash awards, however, The first place team overall will receive a full regional entry to The Waste Management Susquehannock Trail Performance Rally®, presented by Citizens and Northern Bank. This entry will be awarded to the driver/co-driver team and are not transferable to another team. All finishing vehicles are required to remain in the Impound area until released by the Event Steward or his designee, or referred for additional inspection as directed. Inquiry forms are in the Route Book, and will be available at the scoring location. All inquiries will be investigated, and their disposition posted. Claim forms are available from the Rally America Stewards. Sanctioned Exceptions: 15.1 There is not to be any testing within a 50-mile radius of the village of Wellsboro, PA. (See section 5.)
