in IED Investigation in
Coos Bay
The FBI is offering a reward of up to
$10,000 for information leading to the
identification, arrest, and conviction of
the person or people responsible for two
improvised explosive devices (IED's)
left at a Coos Bay park and at the Prayer
Chapel in Coos Bay, Oregon. The FBI,
the Coos Bay Police Department
(CBPD), and Oregon State Police (OSP)
are working jointly to determine who
created and placed the IED's at these
locations. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF)
and the U.S. Postal Inspection Service
are also providing assistance. Late in
the evening of August 22, 2013, an IED
detonated at the base of the Mingus Park
Vietnam War Memorial. On September
3, 2013, someone placed another IED
inside the Prayer Chapel at Second
Street and Commercial Avenue in Coos
Bay. The Coos Bay Fire Department and
OSP Hazardous Device Technicians
were able to disrupt that explosive before it detonated. At this time, it is not
known if the same person or group is
responsible for both IED's. The investigation into both incidents is continuing
to be addressed by federal, state, and
local personnel. At the time of arrest, the
United States Attorney's Office for the
District of Oregon and the District Attorney's Office for Coos County will work
together to determine which court system is the most appropriate forum for
prosecution based on the facts of the
case, the motive involved, and other
factors. The FBI's participation in this
case stems from the Church Arson Prevention Act (CAPA), which makes it a
violation of federal law to intentionally
deface, damage, or destroy any religious
real property because of the religious
character of that property (or to attempt
to do so). The maximum penalty for
violation of the CAPA is 20 years in
prison. The Coos Bay Police Department has released a sketch of a person
believed to have been in the vicinity of
the Prayer Chapel shortly before the IED
was found there. Witnesses described
that person as a white man, approximately 55 years old, 5'6" - 5'7" tall, and
about 150 pounds with a shaved head.

Chief Gary McCullough. "On Tuesday,
September 10, 2013 letters were received at The World Newspaper and the
City of Coos Bay related to the destructive devices that had been placed at the
Vietnam Veteran’s Memorial in Mingus
Park and the Prayer Chapel in downtown
Coos Bay. In that letter a group who
identified themselves as the “Veterans
United for Non-religious Memorials”
claimed responsibility for the destructive
devices and threatened further action if
the issue of the Vietnam Veteran’s Me-

The Coos Bay Police Department is asking for the help of the public
in locating a person of interest related to the investigation of a fire set
at the Prayer Chapel in Coos Bay on September 3, 2013. The attached artist’s rendering was created from eyewitnesses at the time
of the incident. The person of interest is described as a white male,
approximately 55 years of age, 5’6” to 5’7” tall, approximately 150
pounds, with a shaved head. Anyone with information regarding this
person is being encouraged to call the Coos Bay Police Department

should be responsible and peaceful in

public against taking matters into their
own hands or inciting a violent response.

Bank Robbery Suspect Arrested
A suspect sought in numerous bank robberies in the Josephine
County area since March 2013 was arrested Monday after he was
spotted driving in southern Josephine County by Oregon State Police (OSP) and Grants Pass Department of Public Safety (GPDPS)
detectives following a Grants Pass bank robbery that morning. According to a GPDPS news release, on September 16, 2013 at 11:38
a.m., GPDPS officers and detectives responded to a reported robbery at Chase Bank, located inside Fred Meyer at 1101 Grants Pass
Parkway. A male suspect armed with a firearm in his waistband approached a teller and presented a note demanding cash. The suspect fled on foot with an undisclosed amount of cash. Based upon
the suspect's similar description in two previous Grants Pass-area
bank robberies, the suspect may have been driving a mid-size four
door vehicle. OSP Criminal Investigations Division detectives and a
GPDPS detective where clearing from the Kerby area following an
arrest of a suspect in a shooting investigation. As they drove
northbound they spotted a similar vehicle driven by a man matching
the suspect's description in the Grants Pass robbery as well as two
robberies in the Cave Junction area, one of which occurred last Friday, September 13. At 12:32 p.m., OSP detectives and a trooper
stopped the vehicle in the 24000 address block of Redwood Highway and took the suspect, MARK ALAN CARDINAL, age 58, from
Gasquet, California, into custody. CARDINAL was transported to
GPDPS office for interviews by local, state and FBI investigators.
Detectives identified CARDINAL as the suspect in three Grants Pass
bank robberies (see linked news release) and two bank robberies at
the Sterling Bank branch in Cave Junction that occurred April 8,
2013 and September 13, 2013. CARDINAL was lodged in the Josephine County Jail on 3 counts of Bank Robbery and Theft in the First
Degree. Additional charges are pending related to the Cave Junction
bank robbery investigations. Information about the September 13,

News release from the Coos Bay Police
Dept., " On 08/23/13 at about 0845, the
Coos Bay Police Department was notified by city parks personnel of criminal
mischief that had occurred to the Vietnam Memorial in Mingus Park. Upon
further checking it was then reported
that the Criminal Mischief was possibly
caused by some sort of an improvised
explosive device. The Oregon State
Police Explosive Specialists have been
notified and are responding from their
Central Point office. A records check
showed that North Coos 911 received
several reports of a loud noise in the area
of Coos Bay City Hall and Mingus Park.
Police officers responded to that area
and were unable to find anyone in the
area or anything out of ordinary. The
police department is encouraging anyone
with information on this explosion or
who may have seen anything suspicious
in the Mingus Park area between
11:00pm on 08/22/13 and 1:00am on
08/23/13 to please call the Coos Bay

“We are all concerned with the recent
acts of criminal mischief and violence
associated with the controversy over the
Vietnam Veterans Memorial in Mingus
Park,” stated Mayor Crystal Shoji.
Mayor Crystal Shoji would further like
the public to know, “Since the last public meeting regarding the memorial on
April 2, 2013, the Council has met twice
behind closed doors in executive session
to discuss the issue as it is matter of potential litigation. While Oregon law
allows for the Council to meet in executive session to discuss issues of litigation
or potential litigation, the Council is not
allowed to make a decision behind
closed doors. A special Council meeting
was scheduled to occur on August 27th
for the Council to allow for a public discussion by the Council and a possible
decision on the status of the memorial.
The meeting was cancelled after an improvised explosive device was detonated
at the site of the memorial on August
23rd. The Council still intends on holding the meeting. At this time we are
waiting to schedule the meeting in an
effort to ensure the safety of all who
may wish to attend and to allow time for

Bomb at Coos Bay
Prayer Chapel
A news release from the Coos Bay Police Dept. "On 09/03/13 at approximately 1645 hours, Coos Bay 911 dispatch received a 911 call from a citizen
reporting smoke coming from the Prayer
Chapel, located at 186 W. Commercial
Ave. Coos Bay Fire was immediately
dispatched. Coos Bay Police Department also responded to assist in traffic
control. Upon arrival, Coos Bay Fire
personnel entered the building and located what appeared to be an improvised
explosive device. Coos Bay Fire personnel were able to extinguish the fire
and upon doing so the scene was turned
over to Coos Bay Police Department for
further investigation. Coos Bay Police
Department made contact with Oregon
State Police Bomb Squad, who subsequently contacted the FBI. Both agencies arrived on scene and were able to
render the device safe. At this time no
further information is available and the
case is still under investigation. The
Coos Bay Police Department is requesting to speak with anyone who may have
been in or around the Prayer Chapel,
located at 186 W. Commercial Avenue

Flags stolen at Dewitt
Memorial
An investigation is underway following
the theft of two flags from the David
Dewitt Memorial Wayside north of
North Bend over the weekend. The theft
follows several acts of vandalism to the
Vietnam Memorial at Mingus Park in
Coos Bay this summer. Taken were an
American and POW-MIA flags. An
Oregon State flag remained. The thief
pried off a cover over the hoist mechanism to gain access to the flags. FBI
agents and Oregon State Police troopers
investigated the crime.
Threat at Waterfall Clinic
A disgruntled patient at the Waterfall
Clinic in North Bend on Waite St. reportedly made threats Thursday morning, Sept. 5, forcing a police presence
and a request by administrators that the
employees have their lunch delivered
rather than going out. According to an
entry on the NBPD log for 9:41 a.m.,
"RP reports possible retaliation from a
patient who is threatening to respond to
location with a gun. He has been terminated as a patient and RP requests he be
trespassed from the Waterfall Clinic if
we make contact." Suspect listed as a 20
-year old male.

Illegal Elk Kill
hunter near milepost 5 on Coos Sumner
Lane. Shortly after that contact, the resident saw a herd of elk run out of a private pasture next to the road, with an
injured cow elk remaining on scene that
had been hit with an arrow. When the
resident tried to re-contact the bow
hunter near the injured elk, the bow
hunter left the scene in a navy blue mid2000 GMC Yukon or similar style sport
utility vehicle with unknown Oregon
license plates. The suspect is described
as a white male, early 20's, approximately 6' tall, with brown curly hair and
possible brown eyes. The suspect is a
smoker and was wearing camouflage,
similar to a Military-style digital camouflage pattern. An OSP Fish & Wildlife
Division trooper responded to investigate the elk's unlawful killing and recovered evidence at the scene. Although
wounded, an OSP trooper tracked the
elk about 300 yards but couldn't find it.
Senior Trooper Levi Harris said that
even though it is currently bow season in
the area through September 22, it is
unlawful to shoot a cow elk during the
current season at the location where this
incident occurred. Additionally, the
suspect unlawfully shot the elk on private property, without permission. A
reward of up to $500 dollars is offered
by the Oregon Hunters Association Turn
-In-Poachers (TIP) reward program for
information leading to an arrest and conviction in this case. Anyone with information regarding this investigation is

The Oregon State Police (OSP) Fish &
Wildlife Division is asking for the public's help in locating the person(s) responsible for the unlawful shooting with
an arrow of a cow elk Saturday evening
near Coos Bay. A reward is offered Elliott Forest Protestors
through the Oregon Hunter's Association Five protestors, including a 21-year old
Turn-In-Poachers (TIP) program to help male from Coos Bay, were arrested in

Burglary Suspect Arrested
News release from the Coos Co. Sheriff's Office. "On 15 September,
2013 a Coos County Sheriff’s Deputy were dispatched to a report of
a residential burglary that had just occurred on North Fork Lane
near Myrtle Point, Oregon. The victim of the burglary was able to
identify a possible suspect that he observed leaving his property.
After an investigation on 18 September, 2013 Coos County Sheriff’s
Deputies and the Bandon Police Department located the suspect at
a home on Rusty Lane, Bandon. After about an hour and a half
standoff, officers were able to gain entry inside the house and arrested 26 year old Devin C. Athorne. Mr. Athorne was charged with
Burglary I and Theft I and a probation hold from Coos County Community Corrections. He was transported to the Coos County Jail
and booked."

Umpqua Bank
The Umpqua Bank branch in Myrtle
Point was damaged Wednesday morning
when a driver accidentally drove through
the front of the building. No one was
injured, but the bank's front entry way
was shattered. The driver was taken to a
hospital to be checked out, and a passenger in the car was given a ride home.
North Coast Medevac
The U.S. Coast Guard medevaced a man
experiencing heart complications from a
cruise ship approximately 25 miles
southwest of the Columbia River entrance, Monday, Sept. 16. A Coast
Guard MH-60 Jayhawk helicopter crew
from Air Station Astoria, Ore., hoisted
the man from the cruise ship Zaandam
and transferred him to awaiting EMS at
Air Station Astoria at approximately
10:45 p.m. Sector Columbia River received notification of the man experiencing heart trouble aboard the 679-foot,
Netherlands-flagged cruise ship at approximately 8:40 p.m. Sector Columbia
River launched the Jayhawk crew, arriving on scene at approximately 9:35 p.m.

Unauthorized Use of Vehicle
News release from the Coos Co. Sheriff's Office. "On 10 September, 2013 at about 10:12 AM, Coos County Sheriff’s Deputies were
called to a residence on Access Road in the Green Acres area for
the theft of an ATV. At about 11:00 a.m., while responding to the
theft report, the deputy received additional information from the
victim that the ATV was now being transported in a white SUV in
the Coos Bay area and had just been spotted at a gas station in
Coos Bay. The suspect vehicle information was passed on to
Coos Bay Police who were able to locate and stop the suspect vehicle at 4th and Lockhart Streets in Coos Bay. Edward Hume, age
50, of Coquille was subsequently arrested by the Coos County
Sheriff’s Office for Unauthorized Use of a Motor Vehicle and the
stolen ATV was returned to the owner, Jack Thompson of Green
Acres. Mr. Hume was transported to the Coos County Jail and
booked. Mr. Hume was cited for DWS by the Coos Bay Police and
Mr. Hume’s mother,81 year old Janice Golden, also of Coquille
was cited for Open Container."

ship. The swimmer loaded the man into
the litter and the Jayhawk crew successfully hoisted the man to the helicopter at
approximately 10:20 p.m. The man’s
condition is unknown.
Operation Tidal Wave
The U.S. Marshals Pacific Northwest
Violent Offender Task Force announces
the conclusion of Operation Tidal Wave
on the Central Oregon Coast, a two day
multi-law enforcement agency mission
partnering with the Lincoln County
Sheriff's Office, Lincoln City Police
Department, Lincoln County Parole and
Probation, Newport Police Department,
Oregon State Police, Lincoln County
Interagency Narcotics Team (LINT), and
the Toledo Police Department. The
goals of this mission were to: reduce
crime, locate and apprehend wanted fugitives, conduct residential compliance
checks of registered sex offenders within
Lincoln County, identify non-compliant
sex offenders for prosecution, and investigate potential federal charges of failure
to register under the Adam Walsh Act.
The Operation successfully netted 20
wanted subjects on outstanding warrants, including the arrest of Lincoln
County’s Most Wanted, stabbing suspect, 31 year old John Ivey wanted by
Lincoln County Sheriff’s Office in connection with an assault and outstanding
warrant dated September 11, 2013. The
operation also completed compliance
checks of approximately 196 sex offenders at their residences within Lincoln
County, recovered one sawed-off shotgun, seized approximately three grams
Heroin, two grams Methamphetamine,
and $1600 related to the distribution of
drugs. The U.S. Marshals will also be
pursuing federal charges for at least six
violations of the Adam Walsh Child
Protection and Safety Act. Lincoln City
Police Chief Keith Kilian stated, “With
local, state, and federal law enforcement
partnering together in a strategic and
coordinated effort, we can be more effective in keeping our communities
safe.” The U.S. Marshals Oregon Fugitive Task Force is supported by the Oregon High Intensity Drug Trafficking
Area (HIDTA) Program, and is comprised of investigators from the U.S.
Marshals Service, Washington County

Arrested
Felon in Possession of Weapon
News release from the Coos Co. Sheriff's Office. "On 09/18/13 at
about 1720 hours, Coos County Sheriffs Deputies, and Confederated Tribal Police responded to 90820 Henderson Road, off Cape
Arago Hwy, Coos Bay to a reported disturbance with shots fired.
Upon arrival officers contacted 40 year old Jennifer Thompson and
40 year old Terry Thompson and found they were the subjects involved in the disturbance. Following an investigation Terry Dean
Thompson 40 years of age, Coos Bay was arrested for Felon in
Possession of a weapon, (Potential Armed Career Criminal) and
Unlawful use of a weapon. Mr. Thompson was found to be in possession of a .22 caliber pistol. He was transported to Coos County
Jail where he is being held on $ 50,000 dollars bail. Jennifer
Thompson was not injured in the disturbance."
News release from the Newport Police
Dept. "On September 14, 2013, Newport Officers received numerous complaints of thefts from motor vehicles in
North Newport. Officers began investigating the complaints and identified
Ryan Crumal as a suspect. Officers attempted contact with Mr. Crumal during
the evening on September 15, 2013,
however Mr. Crumal ran from officers
and eluded officers on foot. On September 16, 2013, at approximately
11:00AM, Newport Officers responded
to a burglary complaint, where a suspect
entered an occupied residence on NW
Biggs St. While investigating the burglary, a Newport Officer located Crumal
in the area of the reported burglary.
When the officer attempted to contact
Crumal, he fled on foot. After a lengthy
foot chase through the NW 55h St. and
NW Pinery St. neighborhoods, Crumal
was taken into custody. Crumal was
found to be in possession of several
items related to previously reported
thefts. Crumal was lodged in the Lincoln County Jail on multiple property
related criminal charges and Possession
of Methamphetamine. Crumal’s bail was
set at $365,000.00."
Menacing
News release from the Lincoln Co. Sheriff's Office. "On September 19, 2013,
Lincoln County Sheriff's Deputy Eric
Larson was dispatched to a menacing
complaint that occurred on private property in the 10000 Block of E. Alsea
Highway, Tidewater, Oregon. Deputy
Larson responded to the complaint and
learned Phillip Rushin, a 55 year old
male of Seal Rock, OR, had been told to
leave the location by the property owner
but refused. Deputy Larson also learned
Rushin made threatening statements to
two co-workers who were asking him to
leave. Rushin brandished a knife and
advanced in their direction after threatening the co-workers. Rushin left the
area prior to law enforcement arrival on
scene. Law enforcement received a description of Rushin's vehicle and located
it on Highway 34 near Mile Post 7, west
of the incident location. Rushin was
taken into custody without incident and
the knife used in the incident was recovered. Rushin was also found to be in
possession of Methamphetamine during
a search of his person following the arrest. Rushin was taken into custody on
two counts of Menacing and one count
of Possession of a Controlled Substance
- Methamphetamine. Rushin was transported to the Lincoln County Jail where
he was lodged on $80,000.00 bail.
FBI Crime Statistics
The FBI released its annual Crime in the
United States report for American cities.
Nationally, the violent crime rate increased slightly - by 0.7 percent - in
2012 compared to 2011. Property crime
fell for the tenth year in a row, dropping
by 0.9 percent. The FBI's Uniform
Crime Reporting Program collects data
on specific violent crimes (murder and
non-negligent manslaughter, forcible
rape, robbery, and aggravated assault)
and specific property crimes (burglary,
larceny-theft, and motor vehicle theft.)
In 2012, five of the seven categories saw
decreases nationally; only the number of
murders and aggravated assaults in-

creased, and those increases were slight
(0.4 percent for each per 100,000 people). Some highlights from cities with
populations of more than 100,000 people
in the Pacific Northwest include: * The
rate of violent crime for Oregon's cities
decreased by 0.7 percent (per 100,000
people), and property crime increased
2.3 percent (per 100,000 people) from
2011 to 2012. * The rate of violent
crime for Washington's cities increased

1500 hours the Coos County Sheriff’s Office responded to a location in Coos County off of Daniels Creek identified as Wren Smith
Road. This location is BLM forest lands. The reason the Sheriff’s
Office went to the location was regarding an illegal camping complaint observed by a citizen. It was relayed that an open fire was at
the location and three people had set up camp in the heavily
wooded area. Upon investigation Wanda Lee Davis 51 YOA of
Coos Bay, and two other adults were located. The fire was extinguished and Deputies learned that Ms. Davis was on felony probation for narcotics. A search of Ms. Davis’s belongings revealed
methamphetamine paraphernalia. Also seized was just over 3.05
pounds of marijuana being reduced into hashish oil. Ms. Davis
was arrested without incident and transported to the Coos County
Jail. The two additional adults will be referred to the Coos County
District Attorney’s Office for drug charges. The Sheriff’s Office
urges the public to refrain from having open fires outside of improved campgrounds during the peak of fire season. Burning

dog from Pyramid Rock, northwest of
Gold Beach, Wednesday. The two boaters and their dog were safely hoisted by
the Dolphin crew and flown to Gold
Beach where they were released with
only minor injuries. The RB-S crew
successfully towed the boaters' 22-foot
boat to Gold Beach where it was returned. The crew at Detachment Rouge
River received a call from the boaters at
2:20 p.m. stating that they had gone
aground on Pyramid Rock. The crew
launched their RB-S, but was unable to
safely get to the boaters due to the shallow waters. Because of the instability of
the grounded boat, the boaters left their
boat and climbed on top of the rock.
The Dolphin crew was launched from
North Bend and safely hoisted the two
boaters. While waiting for the helicopter
to rescue the boaters, their boat floated
free from the rocks and was taken into
tow by the RB-S crew. “Without the
boaters call for help, we may never have
known they were in need of help until
they were reported missing,” said Petty
Officer 1st Class Robert Dash, an operations specialist at Coast Guard Sector

Oregon Coast
Oregon State Police (OSP) troopers
cited two men Friday after receiving
reports they were snagging Chinook
salmon in Three Rivers near Hebo in
Tillamook County. The area where the
complaints were reported is near the
Cedar Creek Fish Hatchery (http://
bit.ly/1dT46T8) where fish are pooled
up for hatchery production. According
to Sergeant Todd Hoodenpyl, on September 6, 2013, OSP received two angling complaints of snagging Chinook
salmon near the hatchery. A landowner
filmed the two suspects as they snagged
salmon using a hand line and treble
hook, but before an OSP Fish & Wildlife
(F&W) trooper could make contact, the
two suspects left the scene. Information
regarding the suspects and their vehicle
was provided to OSP troopers and area
law enforcement agencies. An OSP Patrol Services Division trooper out of
McMinnville spotted the suspect vehicle

original complaint went to the traffic

Subsequent investigation and search led

Two people from Reedsport were taken
to a Portland-area hospital Thursday
morning following a two-vehicle traffic
crash in the northbound lanes of Interstate 5 near Highway 217. The crash
blocked the northbound lanes for about
45 minutes with traffic utilizing the right
shoulder to move through the area until
the involved vehicles were removed. On
April 11, 2013 at approximately 6:05
a.m., a 1994 Nissan pickup driven by
SILVINO RODRIGUEZ VALDEZ, age
31, from Salem, was northbound in the
left lane on Interstate 5 near milepost
292 when the pickup had an unknown
mechanical problem. RODRIGUEZ
VALDEZ tried moving across the
northbound lanes to the right toward the
exit, but as the pickup lost power it
coasted to a stop in one of the traffic
lanes and was struck from behind by a
2008 Chevrolet Impala four-door driven
by OLAF M. BRYANT, age 73, from
Reedsport. OLAF BRYANT and his
wife/passenger PHYLLIS BRYANT,
age 79, were transported by Metro West
ambulance to Oregon Health & Science
University with minor injuries. ROGRIGUEZ VALDEZ was not injured.
All involved occupants were using
safety restraints and no citations were
issued.

DAVID, age 66, from Roseburg, was
eastbound on Highway 42 near milepost
69. For an unknown reason, the Geo
Tracker crossed into the westbound lane
where it collided with a 2002 Chevrolet
pickup driven by TERESA ANDERSON, age 46, from Winston. DAVID
was pronounced deceased at the scene.
ANDERSON was transported by ambulance to Mercy Medical Center with
minor injuries. Both drivers were using
safety restraints. OSP troopers from the
Roseburg Area Command office are
continuing the investigation into the
cause of the crash. Highway 42 was
closed for approximately one hour.

Stabbing
On 04/14/13 around 0446 hours, Coos
Bay Police responded to 773 Kentucky
Ave, Coos Bay, for a stabbing that occurred at a party. As officers were responding, the Coos Bay dispatch center
received a second 911 call from a male
caller, who identified himself as Michael
Ganong Jr. (25), of North Bend. Michael reported he had been involved in
an altercation at the above mentioned
address, where he had used a knife
against other in an act of self-defense.
Michael reported he had since left the
residence and was at a nearby intersection.
North Bend Police Department
assisted and officers responded to both
Coos Bay locations. when officers arrived at 773 Kentucky Ave., they located
a male subject bleeding from multiple
stab wounds to his back, leg, and hands.
The subject was later identified as
Jeromy Haren, 25 years old. Several of
the occupants in the house were providing first aid for Jeromy’s injuries. The
Coos Bay Fire Department and Bay Cities Ambulance arrived and Jeromy was
ultimately transported to Bay Area Hospital for treatment. When Coos Bay
Police Detectives arrived on scene the
occupants of the residents were interviewed and the scene was processed for
evidence. Michael Ganong was transported to the Coos Bay Police Department where he was questioned about his
involvement in the stabbing. Michael
Ganong was taken into custody shortly
after his interview and was transported
to Coos County Jail. Michael was
charged with Assault I. This case is still
under investigation and no further information is available at this time. Anyone

Arbuckle Sentenced
CHEYENNE ADELL ARBUCKLE:
On April 15, 2013 Coos County Circuit
Court Judge Michael Gillespie sentenced
20 year old Cheyenne Adell Arbuckle to
36 months in prison for charges related
to string of drug fueled property crimes
between July and October, 2012. Ms.
Arbuckle pled guilty to one count of
burglary in the first degree, one count of
theft in the first degree and one count of
aggravated identity theft. The charge of
aggravated identity theft involved
twenty five separate incidents of stolen
and forged checks, with four different
victims. Ms. Arbuckle was sentenced
to 36 months on the charge of burglary
in the first degree, 18 months on the
charge of theft in the first degree, and 28
months on the charge of aggravated
identity theft, all to be served concurrently. As part of the plea agreement
drug charges involving heroin, methamphetamine, hydromorphone, and diazepam, as well as certain property crimes
were dismissed. Ms. Arbuckle will have
to pay full restitution to the victims of
her crimes, adding up to more than
$12,000. Ms. Arbuckle will be subject
to 36 months of post prison supervision
or parole upon completion of her sentence. The cases resolved today involving Ms. Arbuckle were investigated by
the Bandon Police Department, Coos
Bay Police Department, Coos County
Sheriff’s Department, North Bend Police
Department, Oregon State Police, and
the South Coast Interagency Narcotics
Team, and prosecuted by Deputy District Attorney Sarah Lundstedt.
cause of Friday evening's two-vehicle
double fatal traffic crash along Highway
101 in Warrenton. The highway was
closed about five hours with a detour in
place. On April 19, 2013 at approximately 6:50 p.m., a 1999 Subaru Impreza driven by STERLING M.
FRINELL, age 38, from Seattle, Washington, was southbound on Highway 101
near milepost 8 when, for an undetermined reason, it crossed the centerline
and collided head-on with a northbound
1974 Volkswagen Bug containing two
adult males. The two adult males in the
Volkswagen were pronounced deceased.
They are identified as driver MARK
WAYNE AGALZOFF, age 52, and passenger TRYG WALKER McCORD, age
20, both from Seaside. They were using
safety restraints. FRINELL and passenger MARGARET E. GOLDMAN, age
32, from Seaside, were seriously injured.
Both were initially transported by Medix
ambulance to Columbia Memorial Hospital in Astoria. They are reportedly
transferred to Legacy Emanuel Medical
Center for further treatment. Safety restraint use by both is pending confirmation. FRINELL was operating the vehicle with a suspended license in Washington.
Hwy. 126W Fatal
Oregon State Police (OSP) is continuing
the investigation into the cause of
Wednesday morning's single vehicle
fatal traffic crash that occurred along
Highway 126W about two miles west of
Eugene. The crash resulted in the death
of what is believed to be an adult male
who has been tentatively identified. The

indicates a 1995 Jeep Cherokee westbound on Highway 126W when, for
unknown reason, it veered to the left
across the eastbound lane and went off
the highway colliding into a tree just off
the south side shoulder. The lone occupant was later found to be deceased
seated in the driver seat of the vehicle.

Oregon State Police (OSP) troopers arrested a 37-year old Grants Pass woman
Tuesday night after she allegedly menaced occupants of a residence in Grants
Pass with a stun gun and hammer.
Troopers took her into custody after deploying a Taser to subdue her while she
demanded the troopers to shoot her.
According to Sergeant Tyler Lee, on
April 16, 2013, at approximately 7:45
p.m., two OSP troopers responded to the
800 block of N. Schoolhouse Creek
Road in Grants Pass for a report of a
woman trespassing and menacing the
occupants at the residence identified as
JACQUELYN KELLY NOVACK, age
37. NOVACK was in possession of a
stun gun and a hammer which she used
to menace the three occupants including
her 15-year old son. When contacted by
the troopers, NOVACK demanded they
shoot her as she displayed the stun gun.
Troopers deployed a Taser and subdued
her without further incident. NOVACK
was arrested for related charges and outstanding felony warrants out of Josephine County and Jackson County. She
was transported to Rogue Regional
Medical Center in Medford for an
evaluation and then lodged in the Jackson County Jail for outstanding warrants
including Fail to Appear, Theft, Unauthorized Use of a Motor Vehicle, and
Unlawful Entry into a Motor Vehicle.
She was cited to appear at a later date in
Josephine County Circuit Court for
Menacing and Trespass charges.
Accident
(55-40), led to an arrest. According to
an Oregon State Police report, the two
occupants "exhibited signs of impairment. An odor of marijuana emanated
from the vehicle." During a search of
the driver, 42-year old Lora Lisa Parker,
"Hydrocodone pills were located, loose
in a pocket. Parker later voluntarily consented to SFST's; she failed and was
arrested." Thirty-nine year old John
Waylon Thedford, Coos Bay, was cited
for a seatbelt violation and PCS Less
than an Oz. Marijuana. Parker was
transported to CBPD where she was
cited and released to her mother.
(Cape Arago Hwy.), for having his seatbelt unfastened, was cited for Possession
Controlled Substance. According to an
OSP report, an investigation revealed
that 28-year old William Alen Engblom,
Coos Bay, was DWS Violation, Uninsured, and had failed to File for an SR22. "A consent search revealed unlawful
possession of less than one ounce of
marijuana for the driver and unlawful
possession of methamphetamine for the
passenger," 24-year old Tara J. Currie,
North Bend. The vehicle was impounded and both the driver and passenger were cited and released at the scene.

13.5, "was unable to maintain his lane of
travel and the vehicle left the roadway,"
April 12, 3:14 a.m. According to an
OSP report, "the vehicle traveled down
an earthen embankment at the westbound shoulder, struck a boulder and
overturned." The driver, 53-year old
Chris Dwayne Stubblefield, Coos Bay,
"was properly restrained and was uninjured."
The driver of a red 2000 Toyota Celica
that was northbound on Hwy. 101, milepost 260, April 7, 12:35 a.m., fled the
area before being contacted by police
after the vehicle "left the roadway to the
northbound shoulder, damaging a fogmarker, a milepost marker and a warning
sign before coming to rest in the roadside brush." A records check of the vehicle provided registered owner information, but attempts to contact the owner
were unsuccessful. The vehicle was
towed and the investigation continued.

April 6, 4:03 p.m. According to an OSP
report, the vehicle left the roadway, onto
the gravel and grass abutting the shoulder. The driver, 19-year old Trevor William Joseph "lost control of the vehicle
due to the slope, soft ground, and a right
rear spare tire in use that came off the
bead during the event." Joseph complained of back and elbow pain. Passenger #3 complained of neck and head
pain. Both refused medical transport.
No recollection
The male juvenile driver "claimed to
have no recollection of the events leading up to the crash," April 6, 2:36 p.m.,
on SR 241 (Coos River Hwy.), milepost
6.5. According to an OSP report, the
vehicle drove across the "southbound
lane, down the embankment, and into
wire fencing and large wood fence posts.
The crash destroyed approximately 75+
feet of fencing." The vehicle continued
on across a gravel driveway, into the
deep ditch on the other side. It came to
rest in a head-on crash with the sidesloped earth. The driver reported minor
pain, and refused medical treatment at
the scene. He was later transported to
BAH by family. The driver was warned
for Failure to Drive in Lane "and will
coordinate compensation for damage
with the land owner."

Daniel B. Farmer, 33 YOA, of Myrtle

ATV, a Kawasaki side by side and transported to Coquille Valley Hospital by
the Myrtle Point Ambulance.

Farmer was pronounced deceased at the

cause of the accident is still continuing,
but initial investigation suggests that the
accident occurred as Mr. Farmer, who
was operating a Kawasaki side by side,
4x4 ATV, may have over corrected as he
was coming off a gravel road and onto a
paved roadway causing the ATV to
overturn. It does not appear that seatbelts were in use and Mr. Farmer was
partially ejected from the ATV."

Hwy. 42/101 Accident
One person was injured when a white
Ford pickup truck crashed into a guardrail near the Hwy. 101/42 intersection
south of Coos Bay Tuesday afternoon,
April 16. The accident occurred about
12:45 p.m. One passenger in the pickup
was reportedly seriously injured and had
to be extricated from the wrecked vehicle by members of the Millington Fire
Dept. He was transported to Bay Area
Hospital in Coos Bay.

p.m., 1500 block Johnson St., "officer
took report of UEMV that occurred at
location." At 11:14 a.m., 1800 block
Ash St., "RP reported someone got into
her vehicle overnight and took items
inside." Value $169. At 10:38 a.m.,
1700 block Johnson St., "RP reported
someone entered her vehicle last night
and stole some property." Taken were a
red/black Fox purse, wallet, two knives,
RX's and misc. paperwork. At 10:13
a.m., 1900 block Ash St., "RP reported
someone entered his vehicle last night,"
and stole hunting duffel bag, Leopold
binoculars, Garmen GPS and two headlamps. Value $710.

10:37 a.m., Main Lane, Coquille, 22year old Jesse L. Wagoner arrested on
charge of Violation of Restraining Order
and transported to the county jail at Coquille. News release from the Sheriff's
Office, " On April 15, 2013 at about
12:30 pm, Coos County Sheriff’s Deputies were called to the Riverton area,
west of Coquille on Hwy 42S, in regards
to an ongoing disturbance complaint.
Sheriff’s Deputies contacted 22 year old
Jesse Wagoner of Riverton, who had
initially called the Sheriff’s Office inquiring about assistance regarding a restraining order. He later called the Sheriff’s Office in regards to a disturbance at
his residence between he and his girlfriend, 20 year old Chrisha Mallory of
Coos Bay. Upon arrival and subsequent
investigation it was learned that Mr.
Wagoner was already the respondent in
a Restraining Order between he and Ms.
Mallory and their children. He also had
failed to understand the restraining order
and had been in violation for some time.
Mr. Wagoner was arrested for violation
of a Restraining Order, taken to the Coos
County Jail and booked."
Dispute
A report that a "neighbor was shoved off
porch by her boyfriend," resulted in an
arrest Monday, April 15. According to
an entry on the Coos Co. Sheriff's log
for 6:38 p.m., McKenna Lane, Coos
Bay, 29-year old Christopher G. Angle
charged with Escape III, Attempt Elude
by Foot, Burglary I, Assault IV Domestic and Interfering. News release from
the Sheriff's Office, " On April 15, 2013
at about 1838 hours Coos County Sheriff’s Deputies responded to 93685
McKenna Lane, Millington, Coos Bay in
response to a disturbance occurring
there. Upon arrival and through the
course of the investigation it was determined that there had been an argument
between 22 year old Courtney Cornwell
and her boyfriend, 29 year old Christopher Angle and that she had been assaulted during the argument. When
Deputies attempted contact with the suspect, Christopher Angle, he fled on foot.
Mr. Angle fled to 93618 Mill Lane in
Millington. Deputies learned Christopher Angle had entered the residence
there and then fled out the back. Deputies then located Mr. Angle hiding under
93618 Mill Lane where he was arrested
without further incident. He was transported to the Coos County Jail and
charged with Assault IV (Dom), Burglary I, Escape III, Attempting to Elude
by Foot, and Interfering with a Police
Officer. The victim of the assault,
Courtney Cornwell was transported to
Bay Area Hospital by Bay Cities Ambulance for possible back and leg injuries
she suffered during the argument. Deputies were assisted by Millington First
Responders, Bay Cities Ambulance and
Coos Bay PD K-9 team."

News release from the Coos Co. Sheriff's Office, " On 04-16-13 at 0223 hours
Coos County Sheriff’s Deputies responded to 91904 Cape Arago Highway,
Plainview Motel and RV, to a report of a
disturbance at space #16. As the result
of the investigation Jason D. Gay age 34
of Coos Bay was arrested for Assault IV
Domestic against his girlfriend, 30 year
old, Desirea Chapman. She did not require medical treatment at the scene.
Mr. Gay was arrested without incident
and transported to the Coos County Jail
and lodged and is being held in lieu of
$10,000 bail."

Bend. Mullins was checked out by medical personnel and transported to Bay
Area Hospital by ambulance. It was
learned that Mr. Mullins had an outstanding warrant from the State of Oregon Parole Board for Parole Violation.
Once Mr. Mullins was treated for his
injury and medically cleared he was
transported to the Coos County Jail.
