Dear Mr. Paff:
This letter is in response to your OPRA Request, dated January 30, 2014 that you submitted to the Penns Grove-Carney's
Point School District (the "District"). Please note although your Request was received by the District on January 31,
2014, the District was closed on February 3, 2014 due to the inclement weather. As such, the due date for the Board's
responses to your Request is February 12, 2014.
In response to your OPRA Request, the District responds as follows (please note that the numbers below coincide with
the numbered requests in your email):

With respect to your request for the "[t]he minutes of three most recently held nonpublic (i.e. "closed" or
"executive") school board meetings for which minutes are available for public disclosure in either full or
redacted form," please see the responsive redacted documents attached, along with a redaction log explaining
the basis for each redaction.
2.
With respect to your request for "[t]he resolutions, as required by N.J.S.A. 10:4-13, that authorized the three
nonpublic meetings for which minutes were provided in response to #1 above. (If the resolutions are spread out
in full in the public meeting minutes (as opposed to "free standing" resolutions), please furnish only those pages
of the public meeting minutes that contain the resolutions.)," please see the responsive documents attached.
Please note that prior to each set of "Closed Session Agenda's," there are minutes containing the resolutions to

Meeting on the above date with the following members present: Ms. Bradford,
Mrs. Chiacchio, Mrs. Harbeson, Mr. James, Mr. Martin, Mrs. Sackes, Mr. Tomarchio,
Mr. Venello and Mr. Wright.

Wright and Ms. Bradford also said they wanted to attend.

The Perms Grove-Carneys Point Regional Board of Education held their Regular
Meeting on the above date with the following members present: Ms. Bradford,
Mrs. Harbeson, Mr. James, Mr. Martin, Mrs. Sackes, Mr. Tomarchio, Mr. Venello,
and Mr. Wright.
Also present were: Mrs. Cobian, Mr. Ferguson
Mr. Wright called the meeting to order at 6:00 P.M. In accordance with Chapter
231, Public Law of 1975, adequate notice of the meeting was made public in the
following manner:

Mrs. Sackes moved, seconded by Mrs. Harbeson that,
WHEREAS, the Open Public Meetings Act authorizes Boards of Education to
meet in executive session under certain circumstances
WHEREAS, the Open Public Meetings Act requires the Board to adopt a
resolution at a public meeting to go into private session; now therefore,
BE IT RESOLVED by the Penns Grove-Carneys Point Regional School District Board of
Education that it is necessary to meet in executive session to discuss certain items
involving:
1. Matters of personal confidentiality rights, including but not limited to, staff
and/or student discipline matters
2, Matters which, if publicly disclosed, would constitute an unwarranted invasion
of individual privacy.
3. Matters involving personnel issues, including but not limited to, the
employment, appointment, termination of employment, terms and conditions of
employment, evaluation of performance, promotion or discipline of any public
officer or employee.

BE IT FURTHER RESOLVED that any discussion held by the Board which need not
remain confidential will be made public as soon as feasible. The minutes of the
executive session will not be disclosed until the need for confidentiality no longer exists.
FURTHER RESOLVED that the Board of Education will return to open session to
conduct business at the conclusion of the executive session. 6:01 P.M.

National School Boards convention Executive County Superintendent
Approval
Request for Athletic Gear by Coaches
Mr. Ferguson discussed the need to get the Executive County Superintendent's
approval to have three Board members attend the National School Boards
Convention in New Orleans. Estimated cost: $2,000 per person.
Ms. Cobian discussed the request of a coach to have student athletes purchase
athletic gear on their own.

Mr. Ferguson discussed the Acting/Interim Superintendent contract which was
approved by the Executive County Superintendent and will be on the next agenda
for Board approval. He indicated that Mr. Toscano reviewed the terms and
conditions with the County Office and that the Board had already approved Ms.
Cobian as Acting and Interim Superintendent. The contracts are required by the
County Office. Mr. Ferguson indicated that the amount to be paid Ms. Cobian is
limited to $191.61 per day and cannot be the $200 per day as approved by the
Board previously.
Mr. Ferguson also distributed a copy of an email received from Terry Lewis from
NJSBA which gave cost of the advertisement for the Superintendent position.
Also attached was the ad that would be posted.
