Planning for the Future By

The mission statement of Birchmount
Bluffs Neighbourhood Centre (BBNC) is
to provide programs and supports and
foster social inclusion within the
community, with a focus on individuals
that face a barrier to service. Such a small
phrase defines the philosophy of an
organization that has served South
Scarborough since 1985.
What makes a neighbourhood centre, a
neighbourhood centre? The board of
directors and the staff at BBNC ask this
question on a daily basis. Do the programs
impact the lives of the participants? Do
the programs include the true diversity
within our community? Do the programs
reflect the needs and wishes of our
members?
In 2010, BBNC reached its 25th
Anniversary. What a wonderful time to
celebrate our successes! In 1985, a group
of Scarborough citizens saw the need for a
neighbourhood centre, creating the Phyllis
Griffiths Neighbourhood Centre (PGNC).

By 1987 PGNC was running programs for
preschoolers and programs for older
adults. Around the same time, the need
for more adequate space was becoming
apparent. By 1994 PGNC programming
for youth was also being offered, and the
City of Scarborough was ready to partner
with PGNC to deliver programs through
the Birchmount Community Complex.
PGNC became BBNC. The change of
name reflected the partnership with the
community and the admiration of the city.
Some tough times followed. In 1995,
almost 50% of governmental funding was
lost, which led to positions being absorbed,
programs being cut and BBNC
contemplated closing its doors. With the
help of the community and our partners,
most notably the City of Scarborough,
BBNC survived and once again began to
thrive.

The new millennium arrived and with it
new challenges, among them the
amalgamation of Toronto and a new
relationship with the City. Challenges can
sometimes can lead to wonderful solutions.
During this time of transition, the Youth
Drop-In Centre was established. Although
it took us almost 2-years to find a suitable
home for the Centre, we succeeded and are
now in a much better position to address
the needs of youth within our catchment
area.
The 2009-2010 fiscal year was an intense
and successful year for BBNC. There have
been many programming, volunteer and
staffing changes; most notably a new
Executive Director. These changes had an
effect on the program delivery. We
believe, with few exceptions those changes
have been for the better.

We received a pleasant surprise in the Fall
of 2009, when the City of Toronto
recognized with the "Access and Equity
Award" for the Active and Able program.
This was confirmation that BBNC is
serving the needs of our community and
fulfilling our mission statement.
The challenge is to answer the question;
are we doing the same thing with all the
other programs? We are proud to say that
we are doing our part. Last year, we
decided to host a community barbecue,

La misión del centro vecinal de Birchmount Bluffs (BBNC) es proporcionar programas
y ayuda, fomentar la inclusión social dentro de la comunidad, con foco en individuos
que enfrentan barreras en servicios. Una frase tan pequeña define la filosofía de una
organización que ha servido el sur de Scarborough desde 1985.
¿Qué hace un centro vecinal, un centro de vecindad? La junta directiva y el personal en
BBNC se hacen esta pregunta diariamente. ¿Cómo los programas afectan las vidas de
los participantes? ¿Los programas incluyen la diversidad existente dentro de nuestra
comunidad? ¿Reflejan los programas las necesidades y los deseos de nuestros miembros?
En 2010, BBNC alcanzó su 25 aniversario. ¡Es una oportunidad maravillosa para
celebrar nuestros éxitos! En 1985, un grupo de ciudadanos del sur de Scarborough
consideró la necesidad de un centro vecinal, y así fue creado el centro vecinal Phyllis
Griffiths (PGNC).
Para 1987 PGNC entregaba programas para niños pre-escolares y para ciudadanos de la
tercera edad. Al mismo tiempo, se presentó la necesidad de un espacio más adecuado.
Por 1994 PGNC ofrecía programación para la juventud. Además la ciudad de
Scarborough estaba lista para entrar en alianza con PGNC para entregar programas a
través del complejo comunitario Birchmount. PGNC se convirtió en BBNC. El cambio
del nombre reflejó la nueva sociedad con la comunidad y la admiración de la ciudad.
Tiempos difíciles subsiguieron. En 1995, el casi 50% del financiamiento, todo lo
proveniente del gobierno provincial se perdió. Lo que llevo al despido de personal y la
cancelación de programas. BBNC hubo contemplado cerrar sus puertas. Con la ayuda
de la comunidad y de nuestros miembros, especialmente la ciudad de Scarborough,

BBNC sobrevivió y comenzó de nuevo a prosperar.
El nuevo milenio llegó y con él los nuevos desafíos, entre ellos la amalgamación de
Toronto y una nueva relación con la ciudad. Los desafíos pueden llevar a veces a nuevas
y creativas soluciones. Durante esta época de la transición los jóvenes obtuvieron su
propio centro. Aunque nos tardara casi 2 años para encontrar un hogar conveniente
para el centro, tuvimos éxito y estamos en una posición mucho mejor para tratar las
necesidades de la juventud dentro de nuestra área de servicio.
El año fiscal o ejercicio económico 2009-2010 fue intenso pero exitoso para BBNC. Ha
habido tremendos cambios en la programación, un nuevo coordinador de voluntarios y
mas; especialmente un nuevo director ejecutivo. Estos cambios afectan los programas.
Creemos, con pocas excepciones que esos cambios han sido para lo mejor.
Recibimos una sorpresa agradable en 2009, cuando la ciudad de Toronto reconoció
BBNC con el "premio de Acceso y Equidad" por el programa "activo y capaz". Es la
confirmación que BBNC está respondiendo a las necesidades de nuestra comunidad y
está satisfaciendo nuestra declaración de principios. El desafío es contestar a la pregunta;
¿estamos haciendo la misma cosa con el resto de programas? estamos orgullosos de
decir que estamos haciendo nuestra parte. El año pasado, decidíamos hacer una
barbacoa comunitaria. Nos preguntábamos si saldría la gente a compartir el espíritu
comunitario. Enviamos las invitaciones y estuvimos encantados de recibir a casi 300
personas. Desde personad de la tercera edad hasta niños - la comunidad apareció para
celebrar con su centro vecinal. Gracias por su ayuda. Miramos el futuro juntos. ¡Aquí
vamos por otros 25 años!

Child And Family Programs
While fulfilling our mandated responsibilities,
our wonderful and dedicated staff team
created welcoming environments for young
children and their family's where a wide
range of quality programs and services met
the needs of its community members.
FAMILY RESOURCE CENTRE
The Family Resource Centre continues to
surpass the annual targeted numbers as
prescribed by the City of Toronto, Children's
Services and we effectively provided
programming and services to 412 adults and
453 children during the fiscal year. In keeping
with our goal to offer opportunities for
literacy skill building, the activities available
through the Literacy Centre were well utilized
by many families.
ONTARIO EARLY YEARS CENTRE
Ontario Early Years Centre programs
continue to be in high demand across the
City of Toronto and remain functioning with
no fees associated to the families. Although
with rising operational costs, increased
administrative requirements and no increases
in provincial funding for multiple years,
agencies face numerous challenges that pose
risk factors for continued optimal operation.
With these less than favourable conditions,
over this last year we successfully managed to
provide programming to 179 adults and 172
children. We are especially thankful to our
community partners, Aisling Discoveries,
Child & Family Centre for facilitating many
creative Parent Talk sessions and Toronto
Public Health for supporting families with
informative resources.
PRESCHOOL PROGRAMS
During the fall, winter and spring sessions,
we were thrilled to provide our popular
preschool programs Telling Tales, Art Start
and Teeter Tots to 90 children. Our
Community Nursery School program
operated at full capacity and marked an
excellent year of attendance offering 82
children with educational programming full
of developmental opportunities. Through the
City of Toronto, Child Care Support Funds
we were able to offer one on one support to
a child with identified special needs. The
Polliwogs and Tadpoles camp welcomed two
new vibrant and creative staff that provided
8 weeks of programming chocked full of fun
activities and community outings for 58
children aged 3-5 years.
We are thankful for the continued support
from our funders, and appreciative to the
instructors and volunteers for their
dedication and contributions to BBNC!

Youth and Employment Programs
YOUTH DROP-IN CENTRE
Last year, the Youth Drop-In Centre thrived
with leadership, mentorship and integration
whilst supporting youth to pursue successful
life pathways. The centre served an average
of 45 youth each day with impactful
programs that unleashed youth capacity.
These included a girls group, two Youth
Advisory Councils and our integrated Drop-in.
Through a photography project entitled
Focal Point, several youth powerfully
expressed their experience through the lens
of a camera, creating artistic works that were
exhibited onsite and in the community. Many
are on display at the centre, beautifying our
space. In this way, many youth with barriers
enriched their community's cultural life while
developing vital skills for the future.
SUMMER CAMP
Camp ONE was BBNC's first ever partially
integrated youth camp. Thanks to the Focus
on Youth program, the camp reduced major
access barriers for over 30 diverse youth with
limited access to camps, including youth with
disabilities. Participating youth expanded life
skills, leadership, and active living skills.

Camp ONE also participated in the Monarch
Project with Scarborough Arts Council, to
create a photomontage installation consisting
of several environmental art projects.
This year, the Youth Drop-in positively engaged
area youth in forums on sexual health, healthy
relationships, and harm reduction. Our
dedicated team also worked to strengthen
our integrated model of service and we are
thrilled to be offering more integrated
programs this year that will see youth of
different abilities bridge differences in
identity while pursuing their life aspirations.
Most of these outcomes would not have
evolved without the committed partnership
of our volunteers, partners, engaged youth
and the invaluable supports we received from
the United Way, the Youth Challenge Fund
and the City of Toronto.

EMPLOYMENT SERVICES
With an amazing and dedicated staff team,
the Youth Employment Project continues to
ensure that youth facing multiple barriers
have the opportunities to enhance and
develop lifeskills and pre-employment skills
during the 4 week sessions. These capacity
building skills supported the participants by
helping them to find employment or return
to school. The program conducted 12
sessions during the year with 94% of
participants graduating. The ongoing success
has been possible in part to the collaboration
of the community partners and assessment
centres - Alternative Centre for Youth
Employment, Youth Zone VPI, and
Operation Springboard.

Fitness & Wellness, Older Adult Programs
FITNESS AND WELLNESS
PROGRAMS
Birchmount Bluffs Neighbourhood
Centre (BBNC) would like to recognize
the work of Rob McMulkin, the city
programmer who has gone beyond his
duties as a city employee, to find time to
collaborate in the support of this
program. Perhaps it is important to relate
a little known history that may explain the
length of his collaboration.
Prior to the amalgamation of Toronto,
the City of Scarborough supported the
Fitness and Wellness program with
staffing fully assigned to work with
BBNC. At that time the City of
Scarborough didn’t have money to grant
funds to BBNC to run the program but
was able to have a designated staff
supporting the program with no cost to
BBNC. After the amalgamation, Toronto
was unable to continue with the original
agreement. The City position was no
longer related to the work of BBNC.
New duties were assigned to the staff on
site. By the time Rob arrived to the
Birchmount Bluff Complex, his job was
barely related to the Fitness and Wellness
Program. However Rob is always able to
find time to support BBNC with his
advice and experience, finding
replacements and suggesting programs.
This year we are reporting that we were
able to keep all the programs with a
minimum of alterations. One of the
changes we did implement was to assign
time from Jim Mallabar, our
administrator, to minimally supervise
programs, support the participants and
instructor activities. This was possible
only because Rob took time to support
Jim in his duties. Thanks Rob! The
commitment to the next operating year is
to minimize the impact of the changes we
are forced to implement. Finally, we
would like to publicly recognize our
instructors for their loyalty to BBNC, and
for giving their time and expertise for the
benefit of the community.

OLDER ADULTS
The development and implementation of
our Craft Circle and Life After Loss
bereavement group have been exciting
opportunities to expand the programs and
services BBNC. This could not have
been achieved without the hard work of
our Older Adult Advisory Council - a
group of dedicated volunteers who meet
monthly to plan programs and events.
The Seniors Health Fair continues to
draw large crowds and be well attended
by community resources. The next year is
starting out with a brand new program,
“Lunch and... ,” which provides older
adults with a different activity and lunch
served on the 2nd Tuesday of the month.

opinions and experiences of the first
event.

Active & Able Programs
ACTIVE AND ABLE
Working to build a neighbourhood inclusive
of people with disabilities requires a
commitment to putting the people we serve
at the forefront of our work. Over the past
year, BBNC's engaged participants remained
our strongest ambassadors of accessibility,
with over 420 persons participating in a wide
array of activities.
A highlight of our year was BBNC's receipt
of the City of Toronto's 2009 Human Rights
Award in the Access category. It was an
honour and privilege to accept this award on
behalf of our community of participants,
staff, volunteers and partners, whose vision
and hard work advanced the rightful
accessibility of people with disabilities at
BBNC and in the broader society.
Partnerships remained the lifeblood of our
work and we were fortunate to have several.
Our Expanding the Reach project with
Scarborough Women's Centre, saw over 26
women gain access to dynamic workshops
promoting health relationships and selfempowerment. Through collaborations with
the Ethno-racial People with Disabilities
Coalition (ERDCO), several of our racialized
residents with disabilities received advocacy
training and served as advocates in various
community initiatives. The program
strengthened community capacity through
workshops, community consultations and
community work with outside coalitions such
as ERDCO and Voices from the Street. A
combined total of over 380 guests attended
these events.

With the supports of the dedicated staff
team at our integrated Youth Drop-in
Centre, increasingly more at-risk youth with
disabilities expanded skills needed for
navigating life while receiving peer support,
literacy skills building, advocacy and
counselling services. Thanks to the
phenomenal work of our staff, instructor
and volunteer teams, staff-assisted aquatics
and wellness classes continued foster
improved health and activity for our
participants, serving over 140 persons last
year.
Our team gratefully acknowledges the
generous support of our program's primary
funders, the United Way and the City of
Toronto. We also recognize the dedicated
contributions of the staff, volunteers,
engaged members and partners with whom
BBNC strives to create a barrier-free society.

Share Christmas Program
Despite the economic times, BBNC's 17th
Annual Share Christmas project was a
resounding success. With your help, we were
able to sponsor record numbers of people
this year with Christmas hampers containing
much needed food and clothing. The year
was especially special for some boys and girls
that received their first bike, donated by 2
very generous Insurance companies. Parents
were overwhelmed with the outpouring of
support that was provided to their children.
Birchmount Bluffs Neighbourhood Centre is
proud to facilitate this wonderful community
commitment to helping families in need. As
always, the numbers speak for themselves.
1,170 people, 345 families, 122 seniors,
711 children.
ldisabled participants in the Active and Able
program
l 47 children from a local New Canadian
co-op; Wimpy's Diner, (Kingston Rd and
Warden location) provided a wonderful
Christmas dinner to over 650 people once
again this year. St. Nicholas Church assisted
in the day, providing coffee and dessert,
along with a visit from Santa.
